11:30 - 12:15 Conceptual Framework — Consultation Paper 3 Is Issued Speaker: Clyde MacLellan, Office of the Auditor General of CanadaAfter considering numerous responses to previous calls for input, Consultation Paper 3 has been issued. It better describes the public sector financial reporting environment, and identifies the characteristics of a public sector entity and the key accountabilities that it should meet when issuing its financial statements. Proposals to change how and when an entity presents its budget to actual comparison will be explained. This session will provide you with an overview of the task force's proposals expected to be used in the development of PSAB’s Statement of Principles. It will set out the foundations upon which the framework is being developed.

OR GSt/hSt for Public Sector entities: What you Don’t Know Can hurt you…Speaker: Mary Anne McMahon, Ernst & Young LLPPublic sector entities face unique indirect tax challenges: they must account for tax appropriately on various revenue sources including grants, subsidies and other transfer payments, they must allocate tax paid on purchases between taxable and exempt activities to ensure optimal tax recovery via input tax credits and rebates, and they must ensure that compliance requirements are satisfied in a timely manner to avoid interest and penalties.

This session will provide an overview of recent developments and policy pronouncements from the CRA, hot issues that are now arising on audits, and common compliance problems. The session will also offer some practical advice as to the questions that public sector entities should be asking to help them identify and manage risk, and what to do when a problem arises.

revenue – exchange or Non-exchange Speaker: Andie Andreou, Canadian Air Transport Security Authority It seems simple to many: what is an exchange and a non-exchange transaction. This distinction is very important from a revenue recognition point of view as different considerations are needed to be made. Driver's licences, royalties, permits and other similar permits are at the centre of attention. In some of these cases, arguments can be made on either side of the issue. The activities being undertaken in issuing such permits and licences are the key considerations for revenue recognition. This session will provide you with insight into some of the issues that you may face in your current environment, highlight what activities may drive revenue recognition and what PSAB has and will consider in developing its exposure draft.

OR Integrating Cost estimating and risk ManagementSpeaker: Peter Weltman, International Cost Estimating and Analysis Association of CanadaCosting is a buzz word in public sector accounting – why? What constitutes a reasonable cost estimate? Should I have confidence in a cost estimate given that they are usually wrong? This session will discuss why cost estimating is so topical, its strengths and weaknesses, and how to use modern techniques to develop robust cost estimates to increase the use of evidence in decision-making.

This session will provide practical tools and tips for assessing the impact of these new sections and provide implementation guidance.

Despite these arrangements, accountability ultimately still resides with the organization itself. How can you reap the benefits of an outsourced relationship while still maintaining an appropriate level of accountability, oversight, and control? This session will explore the COSO 2013 Framework and specifically examine its application in shared and outsourced service provider settings. Lessons learned and key success factors to managing these arrangements will also be discussed.
