Public Meeting and Open House
Background
Connecting Swope Study Nelson\Nygaard Consulting Associates, Inc.
“While we cannot change the past, we can ensure that current and future transportation projects connect and strengthen communities, including areas that have, in the past, been on the wrong side of transportation decisions.”- Former Secretary of Transportation Anthony Foxx
Goals
1. Identify barriers and gaps (for pedestrians, transit riders, and bicyclists)
2. Ensure access to Prospect MAX stations; and 3. Improve safety, comfort, and ease of crossing U.S. 71

Best Practices
■ Successful safety and connectivity projects in other cities ■ Economic development around BRT lines in similar areas■ Policy tools that support transit access and context
sensitive development

Existing Conditions
The pedestrian network is better connected to the west of Hwy 71 and less well connected on the east.
Informal crossings of Hwy 71 exist at: ■ 53rd St■ 57th St■ 69th St

Existing Conditions
There are no bicycle facilities in the area, though there are signed bicycle routes.
A buffered bicycle facility is just outside the area on Gregory Blvd along with a proposed bike trail.

Existing Conditions
There are 12 transit routes in the area with significant transfers at:■ Prospect & Swope
Pkwy■ Prospect & 63rd
■ Prospect & 75th

Safety
■ Between 2012-2016, there were 61 crashes involving pedestrians, and 25 involving bicyclists.
■ There were 5 crashes on Hwy 71 that killed a pedestrian or a bicyclist.

Public Survey Results
■ Of the nearly 100 survey respondents, the majority drive alone to get around– But more than 30% walk, bike, or take transit regularly
■ People walk for exercise, to run errands, & visit friends– But safety (from traffic and crime) and the lack of
pedestrian facilities are a barrier
■ More people than the City overall own a bicycle– Residents preferred buffered and protected bicycle
facilities to standard bike lanes
■ While most residents own a smartphone, most have never used ride-hailing services such as Uber or Lyft.

Community Concerns
■ Common concerns are:– Crossing 71 Hwy is dangerous for pedestrians– Sidewalks are missing and badly maintained with debris– Cleanliness of 71 Hwy medians, frontage roads, and
sidewalks
■ People want to see:– Sidewalk improvements– Economic development– Covered shelters, benches, pads at Ride KC stops– Time increased for pedestrians crossing on traffic lights– Pedestrian bridges over 71 Hwy
