upward to downwards is integrated with another movement, from downward to upwards. This project aims at giving MAKE IN INDIA this downward to upwards movement. The project explains the importance of opening an organization titled “INDIAN MANUFACTURERS EXPORT PROMOTION COUNCIL” ( I.M.E.P.C.) in Bucharest (Romania) with display and sale centers in Cluj Napoca (Romania) , Vienna (Austria) & Frankfurt (Germany). This project will represent, display and promote sale of Indian goods in Romania; Hungary; Austria ; Czech Republic & Germany. Other neighbouring countries of Romania, which will be catered by this project will be :- Ukraine ; Moldova ; Bulgaria & Serbia. ( please refer to map & details below )

The main aims & Objective of the project are:- - Promote Indian manufacturers/S.S.I. to export directly to meet the price competition

in the international markets and also to increase manufacturing activities in India. - Easy availability of Indian products in Europe and neighboring countries. - Free storage facilities for goods of Indian manufacturer. - Apart from consumer goods, also initiate and promote export of capital goods and

machinery from India. - Opening of new international markets for Indian products. - An independent foreign establishment looking after the interest of Indian

Manufacturers with regards to exports to Europe. - Will encourage European companies, to open up manufacturing units in India. - Maintain a regularly updated databank of all European Importers and be centric to

their import needs. - Creation of Brand value for Indian products in Europe. - Display, do retail sales & wholesales of Indian products in Europe & also assist in

procuring export orders from entire Europe, for Indian manufacturers. - Participation in fairs and exhibitions in Europe directly. Also Assist Indian

manufacturers if they wish to participate individually in trade fairs in Europe. Assist in storage of goods in Europe, before and after exhibitions. Assist in Custom clearance in India and abroad and all such related export activities so as to make the Indian manufacturer feel more free and confident to participate in trade fairs.

- At the recommendation of Indian export promotion councils, the INDIAN MANUFACTURERS EXPORT PROMOTION COUNCIL will send invitation letters to various manufacturers, exporters and importers of India, for applying European visa.

- The Council will also provide for authentic & correct information to Europeans about

India and to assist in genuine causes and requests. (commercial; legal & cultural)

PROJECT FOR MAI GRANT :-

Most of the distribution of MAI has generally been for fairs being held abroad for 3-5 days, for promotion of Indian products. This project adopts a very different approach and is more permanent in nature with a minimum period of 3 years. Further this is a multi country and a multi product, project.

The total distribution of MAI approved projects for the year 2015-16 is between 29 bodies and the sum total of the amount involved is Rs.255 crores.

For this project I suggest that the Ministry of Commerce should take the initiative and have C.I.I; F.I.C.C.I.; F.I.E.O; PHD HOUSE; AEPC; CEPC & EPCH to work together for Incorporation of “Indian Manufacturers Export Promotion Council ” in Romania.

1. INFRASTRUCTURE REQUIREMENTS:- - Have Head office and a guest house in Bucharest, Romania ( same building ) - Warehouse in Bucharest, Romania - Shop in Bucharest, Romania - Shop in Cluj Napoca, Romania. - Shop in Vienna / Austria. - Shop in Frankfurt / Germany - Franchise agreements with various stores all over Europe. - Independent office and warehouse in Delhi. - Self owned car and truck in Europe.

2. MODUS OPERANDI / OPERATIONS. - This Council (Indian manufacturers Export Promotion Council- I.M.E.P.C.) will

need a tie up with FIEO ;CEPC;AEPC;EPCH; FICCI ; CII & PHD House. - The head office in Bucharest will also accommodate a Guest House of the Council

with an Indian as the Administrator. - Will ensure proper day to day working for achieving the ultimate aims of this project. - The Council will have a regularly updated profile and details of ALL IMPORTERS OF

EUROPE and will be registered with all Export Promotion Councils in EUROPE. - Will also participate in various Trade Fairs in Europe. - Will undertake every 2 months a trip from Bucharest/Romania to

Frankfurt/Germany, with stopovers at Cluj Napoca/Romania; Budapest/ Hungary; Vienna/ Austria & Prague/ Czech Republic.

- Small and medium sized manufacturers who have no export experience will be asked to supply their goods at no more than 20% of the ACTUAL RAW MATERIAL COST (FOB) ONLY FOR EXPORTS to the Indian Manufacturers Export Promotion Council – Romania . The Council will work on promoting these products in Europe.

- Indian products shall be put for display at self occupied or franchisee shops and also at Trade Fairs, in Europe.

- Export orders will be placed directly to the manufacturers and if need be, the Indian Manufacturer Export Promotion Council may act as the mediator also.

3. COSTS & FINANCES :- - Office and guest house : 4000 Euros / month = Annually, Euros 48,000/- - Warehouse : 2500 Euro / month. = Annually, Euros 30,000/- - Shop in Bucharest Euros : 3000/ month = Annually, Euros 36,000/- - Shop in Cluj Napoca Euros: 1500/month = Annually Euros 18,000/- - Shop in Vienna : Euros 3000/month =Annually, Euros 36,000/- - Shop in Frankfurt : Euros 4500/month. = Annually Euros 54,000/- - Total staff : 13@ 2000euros per month = Annually Euros 3,12,000/- - Administrator’s remunerations per month : Euros 4000= Annually, Euros 48,000/- - Annual accounting and legal costs = Euros 25,000/- - Annual registration charges with other European councils – Euros 10,000/- - Publicity ; hoardings ; radio broadcast ; programmes and trade fairs ; public portal/

website: 2,50,000Euros. - Purchase of car and a pick up van : 30,000 Euros. - One time interior cost for office, guest house; warehouse and shops = 1,50,000 Euros.

(Incl. safety devices and cameras ) - Maintenance / miscellaneous costs per month 2000 Euros= Annually Euros 24,000/- - Miscellaneous incl. travel & stay - Annually, Euros 24,000/- - Delhi office , warehouse, staff, advertising & travelling Rs.1.5 lakhs per month.

Annually = Rs.18 lakhs. - Cost of quarterly meetings of manufacturers in Delhi 5 lakhs x 3 = Rs. 15 lakhs. - Payments on account of purchase of samples/goods; duties , freight etc.Rs: 2 crores.

- TOTAL COST - 1ST YEAR = Euros 10,95,000/- + Rs.2,33,00,000 - ie. INR:10,21,40,000/- ten crores, twenty one lakhs and forty thousand ,

(1Euros = Rs.72); 2nd year - 40% ; 3rd and 4th year – NIL.

TO BEGIN WITH WE COULD CONSIDER LEAVING OUT FRANKFURT AND CZECH REPUBLIC TO REDUCE COST BY 25%. ONCE THE PROJECT IS ON A SELF SUSTAINING REVENUE MODEL, EFFORTS WOULD BE IN THE DIRECTION OF OUTRIGHT PURCHASE OF PROPERTIES THAT ARE FOR BUSINESS USE. THIS WILL REDUCE FIXED COSTS AND MORE FUNDS WILL BE AVAILABLE FOR DIRECT & MORE EFFECTIVE UTILIZATION.

This project will give a new life to manufacturing units in India by creating demand for the Indian products and also show a new direction to Indian exports by providing for new markets and a permanent set up for sale of Indian goods in foreign lands. THE OPPORTUNITIES ARE IMMENSE.

The money will be utilized in true sense for the purpose it is meant to be. This project will act as an impetus to the Indian skilled and talented labour and SSI units. These units in general are not in fine tuning of this otherwise very complex commercial global world. The structure, the management & the set up of these units is such, that it is not able to cope up with the global business strategies and propaganda. Their persona, their perfection and their skill needs a proper display and a stage for portrayal. THIS PROJECT SHALL FULFILL THEIR ASPIRATIONS AND BOOST MANUFACTURING & EXPORTS FROM INDIA BY CREATING A NEW STABLE FOREIGN MARKETS. WILL HELP REVIVE SMALL AND MEDIUM SIZE MANUFACTURING UNITS, PROVIDE BACK UP SUPPORT, OPEN UP NEW FOREIGN MARKETS FOR INDIAN PRODUCTS WITH A PERMANENT DISPLAY & SALE CENTRES IN EUROPE..

Coming to the revenue model for the project to be self sustaining I would like to state ,

For market success - strategic display and aggressive advertising, play a very important role.

If you want to sell say car engines today, what you will need is: 10 cars with your engines

installed running on the road with engine details mentioned on wind screens and about 2-3

showrooms with display & sale of Engines. IT IS ONLY AFTER ONE TO ONE AND A

HALF YEAR, WITH THIS KIND OF MAJOR INVESTMENT FOR PUBLICITY, CAN

YOU CONSIDER PLANNING A PRACTICAL , SYSTEMATIC AND SUSTAINABLE

MARKETING STRATEGY. Thereafter just one good showroom would suffice for selling

the car engines because by then the quality and branding of the product has been set, in the

eyes of the target market OR EVEN continue with the same advertising strategy of 10 cars

with your engines installed in them running on the roads and your 2-3 showrooms, having

had a market feedback & future trends more clear, in light of the experience of the initial

investment, publicity & experience.

MY STRATEGY IS SOME WHAT SIMILAR. As per the planned project I am keeping 2

MAJOR sale centers. One in Bucharest , Romania with warehouse facility AND the other at

Frankfurt, Germany. Further, to have shops in Cluj Napoca/ Romania; Vienna/Austria &

franchise agreements in Paris/France; Milan/Italy; Madrid/Spain. A regular truck movement

from Romania to Germany and back. There will be stopovers in Budapest / Hungary;

Prague/Czech Republic; Vienna/ Austria & Frankfurt /Germany. After 15 months, a re-

assessment will be made of the project, keeping in mind the financial & practical aspects as

also the past experience of 15 months. This will clear the picture on future plans, so as to

make this project work on a sustainable model, in the same line and objectives of the already

running model and then focus the next 9 months accordingly. For the future, in the worst

scenario the MINIMUM in mind would be - Shifting of HEAD OFFICE from Bucharest /

Romania to Frankfurt/ Germany and a warehouse in Germany. It is anticipated that with the

goodwill already established & strong foundation of the last 15 months, this setup of THE

COUNCIL in Germany would incur a maximum expense of 32,000 Euros a month (all

inclusive ). BREAK UP :- Rent 6500 ; electricity and other monthly dues 1500 Euros

including repairs and upkeep ; Salaries: 15,000 Euros ; ( 4 staff + 1 administrator );

Warehouse : 2000 Euros; Car running 1250 Euros ; Travel : 2000 Euros; Subscriptions :1000

Euros; Printing ; stationary and miscellaneous : 500 Euros; ; Miscellaneous : Euros 2250/-

MONTHLY SUM TOTAL: Euros 32,000/- ; Annually= Euros 32000 x 12 = 3,84,000/-

I EXPECT MEMBERSHIP & SUBSCRIPTION FROM:

2000 Indians @ Euros.150/- annually = Euros 3,00,000/-

500 Europeans @ Euros 250/- annually = Euros 1,25,000/-

TOTAL REVENUE GENERATED ANNUALLY = Euros 4,25,000/

SUBSCRIPTIONS; SALES; AGENCY AGREEMENTS; FRANCHISES AND

ORGANISING AND / OR PARTICIPATING IN TRADE FAIRS, ALL OVER EUROPE.

THE PROJECT WILL ENCOURAGE INDIVIDUALS AND INDIAN COMPANIES,

TO OPEN THEIR OWN RETAIL OUTLETS IN EUROPE & EUROPEAN

COMPANIES SEEKING A SET UP IN INDIA. If handled efficiently, I see this set-up as a revolutionary idea in the world market - as far as marketing, sales & demand of Indian products is concerned with substantial increase in tourism activities also.

OBJECTIVES:- This project is envisaged to promote Indian Exports in a very different way as compared to contemporary method of active participation in Trade Fairs. It is planned with the objective to make exports as easy and simple as normal trade between local buyer & seller and to minimize risks. Create brand value for Indian Products. Also to encourage manufacturers ( small & medium sized ) to export their goods directly instead of having traders/exporters to do the exports for them. To have a regularly updated data bank of all the Importers in Europe. In one line, the concept can be

summarized as – INDIAN OFFICE, IN EUROPE - PROMOTING INDIAN PRODUCTS & CULTURE . For long we have been organizing trade fairs/exhibitions of home furnishings; garments; handicrafts etc. in India and paying expenses to European buyers to visit us here. The project as envisaged, covers the COMMERCIAL

& CULTURAL ASPECTS of international trade by the setting up of Indian Manufacturers Export Promotion Council in Romania, for entire Europe. The

council would be dealing in quality Products from manufacturers, with administrative center at Delhi, India & operational centers at Bucharest, Romania and Frankfurt , Germany. Indian products are preferred for their hand work, quality & skill. Indians are known for their simplicity, hospitality & age old traditions / culture. Indian systems and economy is seen and recognized as fast growing with vast potential, due to its manpower superiority & internal demand, as compared to the rest of the world. Profile of promoter of this project ( Akshey Gupta )

Background : Akshey Gupta - 56 years, comes from a bureaucratic background.

His father retired as Chairman of Foreign Exchange Regulation Appellate Board &

his mother was a practicing lawyerat the Delhi High Court.

Work experience and achievements

Started his professional career in 1989 as a Custom House Agent with a license

issued by the Ministry of Finance;

An accredited member of International Air Transport Association (I.A.T.A.) and Air

Cargo Agents Association of India (A.C.A.A.I).

Was awarded by Container Corporation of India (C.O.N.C.O.R.) for handling the

maximum number of containers from Tughlakabad, Delhi from 1996 to 2010.

Has been an active member of Federation of Indian Export Organization.(FIEO)

Been actively involved in organizing and promoting exhibition on behalf of FICCI.

He has been in the business of direct exports for the last 18 years and his business

operations have required him to travel the world. He has had business transactions

with companies in U.S.A.; Italy; Germany; Argentina; U.K. & Australia. As a result,

over the years he has acquired a fairly vast knowledge and understanding of foreign

markets & international trade. In 2008 he was appointed by F.I.E.O. (Federation of

Indian Exports organization) as the Chairman of the Empowered Executive Committee

of a business venture controlled F.I.E.O. and financed by the Ministry of Commerce,

Government of India. On the basis of his work in the field of international trade, he

was also appointed as the Administrator of the company incorporated by F.I.E.O. in

Bucharest, Romania. He was stationed in Romania for a long time to look into the

affairs of this company. During the tenure of his stay in Romania, he incorporated S.C.

EVA EXPO S.R.L. , a Romanian company which deals exclusively in import of

Indian goods to Romania & further distribution to all over Europe and is still in

operation. This Company has been operating successfully ever since and will be taken

over by Indian Manufacturers Export Promotion Council.

The Romanian TV channels & newspapers have come to proclaim this company as

the “UNIVERSE OF INDIA”. Thus Indian Manufacturers Export Promotion Council will

enjoy the goodwill of s.c. EVA EXPO S.R.L. from day one.

Being in the Romanian market & in existence for the last seven years S.C. EVA EXPO S.R.L. has laid a firm foundation and consistently improvising on its service oriented architecture by IMPORTING GOODS ONLY FROM INDIA. It is dealing in everything from ladies bangles, marble, brass products, home furnishings, inner garments, garments ( ladies, gents & children for both winter and summer seasons ), shoes , leather products & jewellery and is promoted as “UNIVERSE OF INDIA”. The company is administered by two Romanian staff and Akshey Gupta, who is the sole administrator and owner. Dedicated work force is already in place that can efficiently undertake and manage the project as visualized & explained in the project. The management has a sound knowledge of the local rules and regulations as applicable, both theoretical & practical and uses them in the best interest of all concerned. Indian Manufacturers Export Promotion Council ‘s motive and aim is to capitalize on

the present scenario and not to lose this opportunity. To be the center for warehousing, display and sales of genuine Indian products, in Europe. Display the rich Indian Heritage, cultural values, ethos, customs and traditions, social aspects and various other unique characteristics of Indian society. The base of this project is to provide a bigger playing field for Indian manufacturers & to diversify their product market into foreign lands. An honest heart that is crying for expression, the small and medium sized manufacturers of hand products in remote areas of india, let my country grow and not to cement it from the base and allow only vertical up gradation. People on the ground need assistance, information and infrastructure to grow. The home that I want to create

outside home, is better known as Europe - with base ports as ROMANIA & germany.

ADVANTAGES:- Romania is part of European Union and soon will be in Schenzen. Presently property rentals are cheap but will soon escalate, once Romania is covered in Schengen. Indian Manufacturers Export Promotion Council will take over a Romanian

Company S.C. EVA EXPO S.R.L. which for the last 7 years has been operating in Romania. .S.C. EVA EXPO S.R.L. since inception, has been importing and selling Indian products only. It has been widely covered in Romanian newspapers, as ”UNIVERSE OF INDIA”. In Romania about 2 hours every day, Indian serials with Romanian subtitles, are broadcasted on T.V. There are 4 to 5 Indian restaurants in Bucharest. Romanians in general have a liking for India- for its mystic flare (the snake charmers; Elephants); Forts & palaces; Indian civilization; the economic growth, the political democratic set up and its food delicacies. There is also an Indian Cricket Club in Romania. As such, Romanian people show hospitality and love for Indian people and culture. Then we have trade fairs such as “Namaste India” which is held annually in the capital city of Romania – Bucharest.

Indian Manufacturers Export Promotion Council shall :-

Be an Office in Europe, representing Indian Manufacturers.

Display, do retail sale & wholesale of the Indian products in Europe & assist in procuring export orders from entire Europe for Indian manufacturers.

Import Indian goods to Europe for further supplying to European buyer.

Permanent Storage space for goods of Indian manufacturers

Participate in fairs and exhibitions in Europe, with Indian goods.

Assist and encourage S.S.I. units and manufacturers, to enter exports.

Encourage young boys & girls to visit Europe and also to start export business.

Apart from facilitating the issue of European visa, The Council will also assist and guide entrepreneurs with understanding of export/import business.

Issue invitation letters for Schenzen visa, subject to company policy.

Being a member of “Indian Manufacturers Export Promotion Council” opens many unseen, unheard and unknown openings for business in Europe, in a positive way. Indian manufacturers will be benefited by the fact that the COUNCIL will represent their physical presence in Europe as their representatives and product ambassadors. The Council will take care of the complete responsibility of transporting, custom clearance, showcasing, promoting and delivering their quality Indian products - cutting across the borders of Europe.

FINANCIAL STAKES :- Total outside funding requirement to begin with, is 10.25 Crores of which 15% of the funds shall be invested in rentals of commercial properties for business purposes. The promoter Akshey Gupta, proprietor of INDIAN BAZAARS ABROAD will invest Rs. 50 lakhs & make all payment for the purchase of Romanian company s.c. EVA EXPO S.R.L. (details of which have already been explained above) and also arrange for office space and warehousing in Delhi. For the future, planning would be for outright purchase of

properties that are for business use, so as to reduce fixed costs and take this project to new

heights. This project will energize the skilled labour; handicraft sector and S.S.I. sector. Will

facilitate export and advertise India as a supplier to the world and a manufacturing hub.

Indian Manufacturers Export Promotion Council will have :-

A centralized control system, initially.

Very selective in appointing stakeholders and the items / products, so as to encourage only small manufacturers and skilled labour.

Proactive, planned & aggressive promotion programmes, so as to not only restrict itself to display of Indian goods but also do retail & whole-sales with emphasis on direct exports from Manufacturer to European buyer and participation in various exhibitions, all over Europe.

Will take up export activity on behalf of small manufacturers who are not conversant with exports and export formalities. The Council will have the added advantage of the good-will & experience of the

company S.C. EVA EXPO S.R.L. which has been extensively covered by Romanian newspaper & TV. Channels as UNIVERSE OF INDIA & has been only into imports of Indian Items in Europe for the last 7 yrs.
