I . President's Message The Banquet went well and now it's time to set up for the '98 season. I would like to congratulate Whitworth. on being elected 1998 ICSCC President. President's Message The Banquet went well and now it's time to set up for the '98 season. I would like to congratulate Pau~ Whitworth. on being elected 1998 ICSCC President.

I would like to give you a rundown on some of the rules that passed:

1) The old style championship points are back and all races will count toward the championship -no dropping races.

2) The ;wording change for 1105A passed. The main hoop in production cars is now required to have a diagonal brace. The SCCA rules we use for the Sports Racing and Formula cars are changing drastically for 1998. So, there will be a grandfather clause for cars to run in ICSCC without the

3) 'There will be new insurance procedure for reporting injury accidents to Conference in the rule ..:.: book in Section 209 and in the P & P section 7.5. Please make yourself aware of them.

A) Chris Y eeles protested CSCC for slow refunds of entry fees. Mter looking into it, I worked with Gary Bockman to get their refunds on the spot. Paul will be watching for a repeat of this problem. I feel that CSCC has resolved their internal problem and this will not happen again.

B) Mark keller protested the Race Steward's procedure of gridding the cars in Group Three after a red flag on the pace lap at Portland. As the race had not started, the only documentation of positions was the grid sheet and that is how Roger set it up. The Executive Board upheld the Race Steward's decision in this matter

9) Northwest Motor Sports has requested a race date at Spokane, for Memorial Day in '98. By the Spring Meeting, they will provide all the paperwork required by the by-laws to be seated on the board. The Executive Board will act on their request at that time.

10) The issue of moving Formula Libre to Race Group Six came up again - this time accompanied by a petition of those drivers in Group Three who want to have this done. But, to my knowledge, none of the drivers in Group Six were asked their feelings on the subject. The Executive Board rejected this item.

I would like to thank all the people in Conference for the last 21 years and in particular, the officers that helped through the last three.

Editor's Note: u the above paragraph has the ring of there being something unsaid, it's because it is more than just an end-of-term farewell. Halfway through this year, Dan announced to close friends that, due to some health problems, he was retiring from racing. Contrary to the rumor-mill version, Dan's illness is not life-threatening. Dan has been in and out of the spotlight for 21 years but all of Conference has inherited a tremendous debt for his past three years of service as Conference President. Dan... Thank you my friend!

Past Steward's Report November, 1997

We had a great Banquet! We should all be pleased that Chris Bowl is our new 1998 Steward. And, Chris is bery fortunate to have Mark Keller of Group 3 Ford fame to work with as Assistant. Thanks Mark!

You all should know my feelings about being succeeded as Steward by now, but I'll mention it again. My wife asked me ifl was sorry to give up the position to Chris and I said no. She asked ifl was sorry that I did the Steward's job and I said no. Then she asked me ifl would do it again and I said yes. I am gratified that I could serve you and conference as Steward. Thanks again!

I am beyond the lame duck stage but I still have something for some of you. It is the Steward's job to classify cars. The process is outlined in our Competition Regulations in Section 1302. Well ... I got me a problem. I had three or four classifications going when all my papers got wet from one of those rains I like to complain about. I sorted out all the wet stuff in my garage to dry. Then, in some strange fit and frenzy, I cleaned up after myself. lean 't find/1 do not have those records any more. I am very sorry! So, if you had a new car classified this year, then contract Chris with what you and I did.

This car classification stuff is not too hard, but it is a little difficult to keep it all up, so I made a form for that purpose. I think Chris will try it out for next season. Use it to organize your information for Chris.

ICSCC Online Tired of sitting around or working on the car? Lets go surfing! Conference has decided it's time for a website, and it is now under construction. It is planned to go online in early spring, 1998 - watch for the URL in the Memo and check it out!

Design is in the very early stages yet, but the site is envisioned to include the Conference race schedule, Conference officials' email links, information on club schools and the Conference Novice Program, history and philosophy of Conference, road racing overview, officiating and race working information, race results, links to member clubs and other sites of interest, and a bulletin board style forum in which road racers from all over the world can exchange ideas, tech tips and highly suspect stories about their last race. It is an ambitious project, but we want to really show and promote the spirit of Conference racing!

Plans for the site also include plenty of photos of Conference people doing what they love best (well, some of it- we're keeping this a family site) and if you have any photos of your car, general racing activities, workers, shows, etc., that you would like to share, we want them! We also want pictures of the things that didn't work- that landscaping run through Turn 3, the hot-pit BBQ, the Rabbit turned turtle. We plan to change the photos periodically to keep things interesting, and so there will be plenty of opportunity for you to put your team and sponsors front and centre - but don't miss the chance to be there on "opening day"!

DRIVING INSTRUCTOR CERTIFICATION

Cascade Sports Car Club will be conducting its third annual Driving Instructor Seminar on February 7th , 1998. The focus of this program is to provide a forum for instructors to learn how and what to teach Driver Training students. Cascade now requires all of its instructors to be Certified through a program implemented in 1996. This year, we will continue to emphasize the psychology of instructing ... that is, reaching inside the student's head to locate the keys to better enable teaching the needed techniques. It will be a day-long event focused on a morning classroom and an afternoon track walk workshop. Parker Johnstone will be the featured speaker at this event. If you intend to instruct at any 1998 Cascade school and did not complete*<see note below) last year's program, you must pre-register and attend this seminar. For ICSCC or SCCA licensed drivers, there is no charge for the seminar. Drivers who do not have a competition license will be charged $50 to participate. Cascade member drivers will receive first preference at attendance but Cascade club membership is not required.

The Seminar begins at 8:00am at a to-be-announced location. Pre-registration is mandatory.

AND PIR. THEN THERE WAS A BIG EFFORT TO FIND NEW TRACKS. TC STARTED PORT ORFORD, SCCBC DEVELOPED MISSION, IRDC BROUGHT SPOKANE ON LINE AND VMSC IS WORKING ON THEIR TRACK. THE POINTS SYSTEM WAS CHANGED IN AN EFFORT TO HELP THE CAR COUNT AT THE TRACKS THAT HAD THE MOST TRAVEL TIME.

NOW WE HAVE FIVE TRACKS AND FOURTEEN RACES OVER TWELVE RACE WEEKENDS. ONE DAY VMSC WILL BE ON­LINE AND THERE WILL BE MORE RACES. HOW MANY RACES CAN WE HAVE AND STILL HAVE A GOOD CAR COUNT? THE POINTS SYSTEM IS GOING BACK TO THE OLD SYSTEM.

IF WE DON'T DO SOMETHING, WITH SIX CLUBS WE COULD SEE CLUBS ASKING FOR EIGHTEEN OR TWENTY RACES. AS A RACER THAT DIDN'T WIN THE LOTTERY AND WORKS FOR A LIVING( NOT COUNTING THE FACT I'M WELL OVER TWENTY ONE) I WOULD LIKE TO HAVE TEN TO TWELVE CHAMPIONSHIP RACES A YEAR WITH A FEW NON-CHAMPIONSHIP RACES IN BETWEEN (NO BACK TO BACK CHAMPIONSHIP WEEK ENDS)

THIS YEAR WE HAVE SIX CLUBS PUTTING ON RACES, WE NEED TO SET UP A CHAMPIONSHIP SCHEDULE THAT WILL GIVE EACH CLUB A FAIR SHARE. IF EACH CLUB WAS GIVEN TWO CHAMPIONSHIP RACES WE WOULD HAVE A GOOD SERIES . IF A CLUB WANTED TO PUT ON MORE RACES LET THEM BE NON-CHAMPIONSHIP. SOME DRIVERS JUST WANT TO RACE AND DON'T CARE ABOUT POINTS, OTHERS COULD USE THE NON-CHAMPIONSHIP WEEK END TO TEST.

EACH CLUB HAS THEIR OWN FINANCIAL NEEDS AND THIS SYSTEM WOULD MAKE SURE THEY GET A FAIR SHARE OF THE CHAMPIONSHIP RACE PIE. THEN IF THEY PUT ON A NON-CHAMPIONSHIP RACE THE DRIVERS CAN MAKE THEIR OWN CHOICE. IF A NON-CHAMPIONSHIP RACE DIDN'T SUPPORT ITSELF IT WOULD JUST BE A MESSAGE FROM THE DRIVERS IT ISN'T NEEDED.

The 1998 Race Administrator Training Seminar is a couple of months away but there will be no Memo publication between now and then. So, if you are going to be stepping up to a race-related position - Regis­trar, Timing, Tech, Race Chairman, Course Marshal or one of the Conference positions that need to attend­be sure to mark the date on your calendar. The seminar will take place February 21st at the Tacoma Elks. We will be sending out a letter to remind those who need to attend. It's a half-day seminar designed to bring uniform officiating to all Conference races.

To ensure that you get first shot at the number that you've had for the current year, you must get your application in to the License Director by March 1st. After that date, it's first-come, first-served and num­bers are no longer reserved.

If the license application form contained with this Memo contains the notation "Physical Required", you are due for a physical renewal. Conference requires a physical examination every two years.

Please pay attention to the different mailing addresses for US and Canadian drivers and send your application to the appropriate one. This is being done to expedite your licensing process.
