DAU Launches New Logistics Course: LOG 100 Life Cycle Logistics Fundamentals Life Cycle Logistics Fundamentals is now available for en-rolloment. This course replaces LOG 101 and features an increased focus on life-cycle sustainment. It emphasizes the role of the Life Cycle Logistician in integrating the product support elements to develop an affordable and effective product support strategy. The learner is engaged through practical examples and real-world product support issues to illustrate key learning objectives. This course leverages the systems acquisition management fundamentals learned in the prerequisite to see how product support strategies are designed that will ensure delivery of affordable weapon sys-tems, across their life cycle. The course encourages learners to think critically about the interaction of Integrated Product Support elements to each other and the activities associated with product support strategy development. LOG 100 cov-ers a wide range of product support activities, from translat-

ing warfighter requirements to developing sound strategies for effective risk management in a product support context. FY18 Certification ChangesU.S. ARMY DIRECTOR, ACQUISITION CAREER MANAGEMENT (OCTOBER 2017)

DoD acquisition, technology and logistics career field certi-fication standards are normally implemented on Oct. 1 each fiscal year. Some certification and course changes are tak-ing place in the current FY17. The consolidated changes are outlined in the following table. FORT BELVOIR, Va.—Secretary of Defense James Mattis ex-pressed his concerns with the use of Continuing Resolutions (CRs)—short-term government funding bills—in a candid letter to the chair of the Senate Armed Services Committee, John McCain.

Chief among his trepidation is the effect such measures have on training and maintenance. In the letter, Mattis wrote, “Long Term CRs impact the readiness of our forces and their equipment at a time when security threats are extraordi-narily high. The longer the CR, the greater the consequences for our force,” reiterating thoughts he expressed last month.Aaron Mehta of Defense News reported in mid-August that Mattis called the possibility of a Continuing Resolution “as unwise as can be,” clarifying that “[CRs] just create unpre-dictability. It makes us rigid. We cannot deal with new and revealing threats. We know our enemies are not standing still.”

In his letter to McCain, he expressed concerns that the use of stopgap funding could impact training. Mattis wrote, “Im-pacts begin immediately, within the first 30 days of a CR. By 90 days, the lost training is unrecoverable due to subsequent scheduled training events. These training losses reduce the effectiveness of subsequent training events in FY18 and in subsequent years.”

With regard to training, the secretary cited specific and rel-evant Service-related examples, including reductions in the scope of live-fire field training exercises for the U.S. Marine Corps and the capacity of the U.S. Air Force to train new pilots—both of which, he wrote, have long-term effects on the department’s personnel to perform critical functions in-theater.

He also wrote that impacts caused by a Continuing Resolu-tion will compound maintenance problems, noting that the delay in the induction of 11 U.S. Navy ships would further delay ship repairs and limit the availability of naval vessels around the globe.

Mattis also called attention to the fact that the U.S. Army will pay more for replacement parts and will have $400 million less per month in its operating accounts.

Pentagon Accepting Nominations for Top Honor in Contingency ContractingDEFENSE ACQUISITION UNIVERSITY PUBLIC AFFAIRS (OCT. 4, 2017)Samuel Parks

In a recent memo, Shay Assad, the U.S. Department of Defense Acting Director for Defense Procurement and Ac-quisition Policy, announced that his office is now accepting nominations for the “Richard ‘Dick’ Ginman Contingency Contracting Officer Excellence Award.”

When he retired in 2015, Richard “Dick” Ginman had com-pleted nearly four decades of Federal service. Whether in uniform as an admiral with the U.S. Navy Supply Corps or as the civilian director of Defense Procurement and Acquisi-tion Policy at the Pentagon, Ginman dedicated his career to the steadfast support of those on the front lines of contract management—Contingency Contracting Officers.

The men and women of the contingency contracting corps are often among the first to respond to emergencies, hu-manitarian and disaster relief, or contingency operations. These individuals regularly deploy with little more than a laptop, a set of mission requirements, and knowledge as to the commander’s intent. It is their professionalism, hard work, and ability to improvise that allow them to perform under the harshest of conditions.

To recognize the inspirational actions of these individuals and Ginman’s tireless support of the community, the De-fense Procurement and Acquisition Policy Office created the “Richard ‘Dick’ Ginman Contingency Contracting Officer Excellence Award. While the award recognizes the contribu-

tions of all Contingency Contracting Officers, it singles out the one officer who best emulates Ginman’s persistence and dedication.

The award may be presented to any Contingency Contract-ing Officer at any level in the Department’s acquisition or contracting communities who has deployed, accomplished the mission, and excelled through adversity. The nominee selected for the award, will be recognized at a senior-level meeting, generally held annually at the Pentagon.

If you are interested in nominating someone or applying for this award, please see the following criteria from the original memorandum:

Nomination narratives must provide concise background for context, and should clearly demonstrate why the nomi-nee’s accomplishments warrant recognition by this award. Nominations shall be limited to a single, 8.5 x 11 in. page, with 1 inch margins, and 12 point font. The nomination should address the following three criteria: Mission Requirements, Actions/Results, and Overcoming Challenges. • Mission Requirements: Describe the contingency/opera-

tion/mission requiring Contingency Contracting Officer Support.

• Actions/Results: Describe the tasks the Contingency Con-tracting Officer completed and how the results provided exceptional and timely support to the mission and com-mander’s intent.

• Overcoming Challenges: Describe any hardships/obsta-cles endured and how the Contingency Contracting Of-ficer innovatively overcame adversity to ensure contract awards were timely to warfighter needs, compliant with prescribed polices and regulations, and in the best interest of the U.S. Government and taxpayer.

In addition to the one-page write-up, submission should include the nominee’s biography, also limited to one page.
