Need to curb begging menaceGrowth of any city is synonymous to its industrialization and

economic development. The huge manpower needed for sus-taining this development process actuates the rural urban shiftleading to migration from nearby rural areas. Most of the timesthe city is not able to provide the basic amenities required forliving to this migrating population, who then seek shelter inthe slums. These squatter settlements or slums are in factthe by-product of uncontrolled urbanization. The slum popu-lation keeps multiplying at a very high rate and more mouthsto feed than hands to earn, lead family members especiallythe children, either into crime or begging. These are two fields,which do not require any sort of investments and are a sourceof easy money.

Navi Mumbai of late, is becoming a hub for such activities.One encounters beggars on almost all the traffic signals, out-side hotels and restaurants, near ticket counters of railwaystations and outside religious places. They, in a very adamantmanner, coax and cajole people to dole out money. If someonerefuses to pay, they dare to abuse and even try to inflict dam-age on the vehicles in their bid to show displeasure. If a per-son happens to be travelling in an auto rickshaw, they createembarrassing scenes by touching feet, begging with foldedhands, displaying empty stomachs and sometimes by even cry-ing, in turn forcing the person to yield and give alms.

Apart from this, these beggars along with the vendors posea grave accident threat as they continue with their businesswithout caring for the traffic and the onus for their safety lieswith the vehicle driver.

Since these activities are going unhindered even in thepresence of the traffic policemen, it is very obvious that suchillegal activities have the police umbrella. The police shouldtake steps to curb these illegal activities, which apart fromcreating shabby scenes are also accident hazards. In spite ofall the noise made by the media, the warning has been ignoredtime and again. Unless nipped in the bud, this problem willturn into a menace and then taking action at a later date wouldseem to be apparently “inhuman”. Efforts should be made bythe authorities to persuade these people to slog for earningtheir livelihood rather than resorting to easy money makingthrough begging thus prevent creating parasites on the soci-ety.

NAVI MUMBAI:Khandeshwar policehave arrested three peo-ple for luring men overfalse promise of gettinga job in Singapore. Theaccused arrested havebeen identified as Jee-van Nandkumar Gawa-li (34), Sachin GorakhDeshmukh (25), Ravan-sidhd Pandurang Kalel(21) and the court hasremanded the trio topolice custody till Au-gust 11.

According to police,the three arrested hadstarted an office in Sec-tor-2, New Panvel un-der the name of JJ Ma-rine Private Limited(Cape Town, South Af-rica). They also placedjob advertisement forMerchant Navy. Seeingthe advertisement,Sushil Verma, MayurPokharkar, Arjun Ban-gar, Digambar Galendeand the men from Navi

Mumbai, Mumbai,Pune applied for the job.They were promised jobsin different ships in Sin-gapore and werecharged Rs 1.5 lakheach.

However, even aftertwo months, when theaccused failed to offerthe promised job posi-tion, the applicantsstarted demandingtheir money back. How-ever, the accused triorefrained from payingthem. A few days later,the accused trio closedthe office at New Panv-el and fled. Threeyouths then lodged acomplaint withKhandeshwar police sta-tion. Accordingly, theaccused Jivan Gawali,Sachin Deshmukh andRevanshit Kalel werecharged with cheating.It is feared that the triohave cheated severalothers in a similar man-ner.

“Their little housesare cage-like, and theirpine-covered evergreenlittle hills form thebackground of almostevery town and village.The short-statured,fair-skinned, quaintly-dressed Japanese, theirmovements, attitudes,gestures, everything ispicturesque. Japan isthe land of the pictur-esque! Almost everyhouse has a garden atthe back, very nicelylaid out according toJapanese fashion withsmall shrubs, grass-plots, small artificialwaters, and smallstone bridges. FromNagasaki to Kobe. HereI gave up the steamerand took the land routeto Yokohama, with aview to see the interiorof Japan.”

working on my PhDalmost two decadesago, I remember trudg-ing from one library toanother in search ofmaterial for my re-search. One had to leafthrough manual cata-logues to find the booksone needed. Online con-tent and accessibilitywere limited since in-ternet had just begunto make its presencefelt in the country. Li-braries were a favou-rite haunt for those insearch of knowledgeand ideas. They weremagnetic and alluring,and had a fragrance oftheir own – so did thebooks they housed. Itwas a fragrance sweet-er than any perfume Ihave ever known. I re-member taking downnotes from the books Iread using short forms,and filling up dozens ofnotebooks and diarieswith all that I foundrelevant or important.

Twenty years later,the very concept of ‘re-search’ has been trans-formed into a phenom-enon which is alien tome. I come across stu-

dents who have nevervisited the library oftheir institute. Theyclaim that all the infor-mation they need isavailable to them at theclick of a mouse, andthey would rather sit ina computer lab than alibrary, because theywould be able to findmore material there.Fair enough, I think tomyself. We did not havethis option two decadesago – the present gen-eration does.

But having the in-formation typed on thescreen results in thetemptation to simplycopy and pass it off astheir own, withouteven bothering tomake basic changesthat could give themaway. Hence, when Icome across a researchreport which states,“In 1985, when we con-ducted a study on…”, Idon’t know whether tolaugh or cry. The stu-dent submitting theresearch project wasnot even born in 1985!A student’s inattentiontowards changes infont, personal pro-nouns and gender areof course minor, andmeant to be ignored.

So many studentstoday do not under-stand what it means tosummarize or para-phrase someone else’swriting. When I pointout to them that whatthey are doingamounts to plagia-rism, I am asked,“What do you mean –

don’t copy paste? Howdo I write this in myown words?” How, in-deed!!! We never had togo through a plagia-rism check for our pa-pers and dissertations.Of course, plagiarismdid exist back then, butit has taken on a wholenew dimension in thelast twenty years, andinstitutes in India des-perately need to takethis issue seriously.Students who goabroad are often in fora rude shock – the ‘re-search’ they are usedto conducting is far re-moved from the re-search that is expect-ed of them in foreignuniversities. Papersare closely scrutinizedfor plagiarism, and stu-dents would have tothink twice before copypasting without citingtheir resources.

Research has be-come easier, quickerand cheaper with tech-nology, but if it is notmonitored meticulous-ly, it runs into the dan-ger of entering an un-ethical realm. The useof technology alsomakes students com-pletely dependent.They find it futile tolearn how to write abibliography becausethey have websiteswhich allow them to doit automatically.Grammar and spellingchecks feature on theprograms they use totype their research,

Maharashtra takingheavy toll of milk andmilk products, Mumbaiand suburbs are facingshortage of milk. Butmilk is a country’s de-light and both youngand old would like todrink milk in differentforms. Natural milk isthe most wholesomenutrition for your kid.In fact, natural cowmilk is the best substi-tute to mother’s milkfor infants. However, asper an FSSAI survey,more than 68% of milkin India is adulterated.Milk typically travels500-1000 kms and takeup to 2 weeks to reachyour doorstep. Adulter-ants such as Urea,Caustic Soda and De-tergent are added to themilk to control acidityand kill bacteria. Mostmilk consumed today isa combination of milk,milk powder and water.

India has rapidlyemerged as one of thelargest producers ofmilk over the last threedecades, accounting for18.5 per cent of globalmilk production. Ac-cording to an Edelweissreport of late last yearstated that buoyed byrising consumerismand the preference of ahealthy lifestyle, theIndian dairy industryis expected to register15 per cent compound-ed annual growth till2020 and emerge as a ¹9.4-lakh crore industry.

With an opportuni-ty this huge, it’s nowonder that there hasbeen hectic activity inthe industry in the lastfew years with severalwell established Indiancompanies and multi-nationals hopping on tothe bandwagon. Thishas resulted in a slewof new and innovativeproducts beinglaunched at the upper-end of the spectrum.However, amidst thisheady growth, a healthcrisis looms.

The dynamics of theIndian dairy industryis very different fromthat of more developed

countries. While in de-veloped markets, dairycompanies depend onan ecosystem of largecorporate dairy farmsand most procurementis done from few largefarms, in India, dairy-ing is still largely seenas an instrument of so-cial and economic devel-opment. While 18-20

per cent of the dailymilk produced is chan-nelled through the or-ganised segment andpasteurised, a whop-ping 80 per cent of theindustry remains unor-ganised. The milk sup-ply comes from millionsof small producersbased in rural areaswho have an average ofone or two milch ani-mals comprising cowsand/or buffaloes.

Another specific dy-namic is the phenome-na of vendors collectingmilk from local produc-ers and selling it in bothurban and rural areas.What this translatesinto is inefficiencies inthe supply chain wherea large portion of milkproduced does not ad-here to basic standardsof hygiene and is unfitfor consumption. Con-sidering that over 80 percent of milk consump-tion in India is liquidmilk, it can pose seri-ous health risks. Un-chilled and unpas-

teurised milk can pro-duce disease-causinggerms and bacteria. A2012 survey conductedby the Food Safety andStandards Authority ofIndia in 33 States andfound that 68.4 per centof 1,791 milk sampleswere contaminated. Inurban areas, 70 percent of the sampleswere found to be con-taminated, in rural ar-eas it stood at 31 percent.

To ensure that theIndian dairy industrycontinues to grow in ahealthy, sustainablemanner it is importantto assess each elementin the supply chain and

modernise it with a fo-cus on creating toxinfree and antibiotic safe,high quality milk. Atthe start of the supplychain, attention needsto be paid to managingand rearing cattle, andproviding farms withthe right kind of cattlefeed. The next step in-volves processing andcold chain infrastruc-ture. While significantsteps had been takenunder the ‘OperationFlood’ programme,some of the processingunits have become ob-solete and need to berevitalised. Again,since it is not feasibleto transport raw milkbeyond 200 km, it isimportant that multi-ple sourcing, processingand distribution pointsbe set up to maintainthe quality and shelf-life of milk.
