Vision  for  the  Future  of    Immuniza.on  Informa.on  Management  

  The  vision  for  the  future  of  immuniza1on  informa1on  management  must  align  with  the  

vision  for  na*onwide  immuniza*on  management:  

  “A  na.on  without  vaccine-­‐preventable  disease,  disability,  and  death”1  

 

  Therefore,  the  proposed  vision  for  immuniza*on  informa*on  management  is  that:  

  “Real  .me,  consolidated  immuniza.on  data  and  services  for  all  ages  are  available  for  authorized  

clinical,  administra.ve,  and  public  health  users,  and  consumers,  any.me  and  anywhere.”2

Funding  for  IIS    

  Plan  for  Future  Funding  and  Sustaining  IIS:  Current  Status      

  NCIRD  holds  a  vested  interest  in  enhancing  IIS.  

  NCIRD  recognizes  that  sustainable  funding  is  essen1al  to  accomplish  mutual  goals  for  IIS  •  i.e.  achieving  completeness  of  records  and  interoperability    

   NCIRD  is  exploring  how  to  increase  core  funding  to  beTer  support  and  sustain  IIS.  

  AFIX  –  IIS  Funding      

  Currently,  NCIRD  is  opera1ng  on  level  funding.    AFIX  is  an  important  program  to  assess  vaccine  coverage.  The  more  complete  registries  will  be,  the  beTer  able  they  will  be  to  support  ac1vi1es  such  as  AFIX  coverage  assessment  and  program  management.    

 

NCIRD  IIS  Strategy  Ini.a.ve:    IIS  Strategic  Plan  

  NCIRD  launched  the  crea1on  of  the  IIS  Strategic  Plan  in  October  2012.  

  Objec1ves  of  the  IIS  Strategic  Plan:    To  serve  as  a  guide  for  NCIRD’s  future  investment  decisions    To  strengthen  the  use  of  IIS  to  help  NCIRD  and  awardees  gain  beTer  insights  into  vaccine  coverage,  trends,  

and  needs  na1onwide    

  Currently,  the  IIS  Strategic  Plan  presents  short-­‐,  mid-­‐,  and  long-­‐term  goals  and  ini1a1ves  across  five  focus  areas,  which  are  listed  in  the  table  below.    

 

NCIRD  IIS  Strategy  Ini.a.ve:    IIS  Execu.ve  Board  

  NCIRD  established  the  IIS  Execu.ve  Board  in  November  2013.  

  Objec1ves  of  the  IIS  Execu1ve  Board:    To provide recommendations to NCIRD regarding the IIS Strategic Plan   To help the IIS Strategic Plan evolve with the rapidly-changing IIS environment

  Board  Composi1on:    Selected government-only stakeholders from state, local, and federal levels   Currently 14 voting members   Represent CDC leadership, public health and registry officials, and other federal government

agencies

  The  Board  has  ac1vely  assisted  NCIRD  to  opera1onalize  the  IIS  Strategic  Plan.  Members  have  engaged  in  work  group  ac1vi1es  to  priori1ze  and  refine  the  focus  area  names,  goals,  and  ini1a1ves.    

 

NCIRD  IIS  Strategy  Ini.a.ve:    What’s  Next?  

  We  need  to  determine  how  success  will  be  defined  for  the  IIS  program,  as  a  whole,  and  a  clear  direc1on  for  targets.      What does success look like and when will we reach it?   How will we measure our progress along the way in terms of establishing milestones and

timeframes?   From a community perspective, what do we want to achieve and by when do we want to achieve it?

   This  fall,  NCIRD  will  convene  a  Blue  Ribbon  Panel  that  will  be  facilitated  by  PHII  and  AIRA  to  

work  collabora1vely  with  awardees  and  CDC.  

  The  goal  of  the  panel  will  be  to  establish  overall  measures  of  success  for  the  IIS  Strategy  Ini1a1ve  and  cri1cal  paths  for  mee1ng  IIS  goals.

  Ini.a.ve  Priori.za.on:  

  IIS  Strategic  Plan:  The  Board  updated  the  IIS  Strategic  Plan  focus  area  names,  descrip1ons,  and  goals;  and  refined,  consolidated,  and  priori1zed  ini1a1ves.  This  input  will  be  par1cularly  significant  on  NCIRD’s  future  funding  priori1za1on.    

  IIS  Na.onwide  Policy  Framework:  The  Board  provided  input  regarding  the  need  for  an  overarching  IIS  policy.  This  influenced  when  and  how  NCIRD  pursued  the  IIS  Na1onwide  Policy  Framework  project,  which  aims  to  address  the  key  challenges  hindering  awardees  from  building  complete  and  interoperable  IIS.    

 

IIS  Strategic  Plan  Focus  Area:    Sustainability

Work  Group  Recommenda.ons      Ini.a.ve  Priori.za.on:  

  Increase  annual  VFC  Ops  Funding:  Sustainable  funding  in  form  of  increased  VFC  ops  in  annual  grant  for  IIS  to  perform  VFC  business  func1ons.  PPHF  grants  and  Medicaid  funds  are  recognized  as  supplemental  funding.    

  Examina.on  of  IIS  Shared  Services  and  Value  in  a  Changing  Landscape:  Based  on  the  Board’s  input,  the  contracted  vendors  project  approach  was  updated  to  include  an  evalua1on  of  challenges  in  obtaining  Medicaid  funding  for  IIS,  and  the  design  of  the  awardee  survey  instrument  was  updated  to  include  more  detailed  financial  ques1ons.  Please  note,  there  is  a  survey  coming  your  way!

       Change  of  Focus  Area  Name:  Changed  name  from  “Public  Health  Services”  to  “Capacity  and  Infrastructure”  

  Considered  merging  interoperability  and  IIS  Service  Valida.on:  Ini1ally  considered  a  link  between  interoperability  standards  and  services  valida1on,  but,  ul1mately,  split  the  two  apart  to  be  explored  separately.    

  Ini1a1ves  and  associated  sub-­‐project  recommenda1ons  will  be  considered  in  NCIRD’s  future  funding  priori1za1ons.    

 

IIS  Strategic  Plan  Focus  Area:    Service  Delivery

     Change  of  Focus  Area  Name:  Changed  name  from  “Provider  Services”  to  “Service  Delivery”  

  EHR  Cer.fica.on  Process  Project:  Input  from  the  Board  validated  the  need  to  conduct  a  feasibility  study  prior  to  proceeding  with  the  pilot  for  the  EHR  Cer1fica1on  Process  Project.    

  Modular  and  Sharable  Approach:  Focus  on  modular,  sharable  approach  to  both  Clinical  Decision  Support  and  Repor1ng/Analy1c  Services  

  Ini1a1ves  and  associated  sub  project  recommenda1ons  will  be  considered  in  NCIRD’s  future  funding  priori1za1ons.
