ARRL Radiogram Precedences
PRECEDENCES (ARRL FSD-3, 2/94) EMERGENCY (Spelled out on form.): Any message having life and death urgency to any person or group of persons, which is transmitted by Amateur Radio in the absence of regular commercial facilities. This includes official messages of welfare agencies during emergencies requesting supplies, materials or instructions vital to relief of stricken populace in emergency areas. During normal times, it will be very rare. On CW/RTTY, this designation will always be spelled out. When in doubt, donot use it.
• EMERGENCY: Emergency is always spelled out in the preamble. Means other than Amateur Radio should be included in the delivery options. EMERGENCY messages have immediate urgency. They should take priority over any other activity and should be passed by the best means available with the cooperation of all stations.
• PRIORITY (P): Use abbreviation P on CW/RTTY. This classification is for a) important messages having a specific time limit, b) official messages not covered in the emergency category, c) press dispatches and emergency related traffic not of the utmost urgency, d) notice of death or injury in a disaster area, personal or official.
• WELFARE (W): This classification, abbreviated as W on CW/RTTY, refers to either an inquiry as to the health and welfare of an individual in the disaster area or an advisory from the disaster area that indicates all is well. Welfare traffic is handled only after all emergency and priority traffic is cleared. TheRed Cross equivalent to an incoming Welfare message is DWI (Disaster Welfare Inquiry).
• ROUTINE (R): Most traffic in normal times will bear this designation. In disaster situations, traffic labeled Routine (R on CW/RTTY) should be handled last, or not at all when circuits are busy with higher precedence traffic. ----- Notes: These precedences are not meant to prohibit handling lower level traffic until all higher levels are passed. Common sense dictates handling higher precedence traffic before lower when possible and/or outlets are available.
• EXERCISE MESSAGES: Messages in the ARRL format passed for test and exercise purposes may be given a precedence preceded by the word “TEST”, as in “TEST R”, “TEST P”, “TEST W”, or “TEST EMERGENCY”. It is customary to indicate within the text of such messages the words “TEST MESSAGE”, or “EXERCISE”. Using “EXERCISE” as the first and last groups of the text helps alert listeners to the nature of the content to avoid undue alarm. In some exercises, the life of the message may be terminated when the exercise period is terminated, i.e., any such messages are not handled after the exercise. Consult with the ARES/RACES/NTS group conducting the test to determine if such messages should be filed, handled and delivered afterwards to permit a full evaluation of the exercise.
• SERVICE MESSAGES: The precedence of a SVC message should be the same as that of the message being serviced. SVC ahead of a message number indicates a service message sent between stations relative to message handling, or delivery. Since they affect timely delivery, they are handled before routine messages. SVC is not a precedence

Handling instructions
OPTIONAL. Do not use handling instructions unless a particular need is present. Handling instructions are used to instruct the relaying and/or delivering operator to handle the message according to the following codes (Refer to ARRL CD 218, pink card.). If used, handling instructions must stay with the message to the point of delivery.

no number, authorization is unlimited.). • HXB__ (Followed by number.) Cancel message if not delivered within [....] hours of filing time; service
originating station. • HXC Report date and time of delivery of the message back to the originating station. • HXD Report to originating station the identity of station from which received, plus date and time. Report
identity of station to which relayed, plus date and time, or if delivered, report date and time and method of delivery (by service message).
• HXE Delivering station get reply from addressee, originate message back. • HXF__ (Followed by a number.) Hold delivery until [date]. • HXG Delivery by mail or landline toll call not required. If toll call or other expense involved, cancel
message and send service message back to originating station.
More than one HX code may be usedIf more than one code is used, they may be combined provided no numbers are to be inserted, otherwise the HXshould be repeated, thus: NR 27 R HXAC W1AW..., or, NR 27 R HXA50 HXC W1AW...(etc.).

ICS 213 General Message Instructions
Purpose. The General Message (ICS 213) is used by the incident dispatchers to record incoming messages that cannotbe orally transmitted to the intended recipients. The ICS 213 is also used by the Incident Command Post and otherincident personnel to transmit messages (e.g., resource order, incident name change, other ICS coordination issues, etc.)to the Incident Communications Center for transmission via radio or telephone to the addressee. This form is used tosend any message or notifcation to incident personnel that requires hard-copy delivery. Preparation. The ICS 213 may be initiated by incident dispatchers and any other personnel on an incident. Distribution. Upon completion, the ICS 213 may be delivered to the addressee and/or delivered to the IncidentCommunication Center for transmission. Notes:• The ICS 213 is a three-part form, typically using carbon paper. The sender will complete Part 1 of the form and sendParts 2 and 3 to the recipient. Purpose. The Activity Log (ICS 214) records details of notable activities at any ICS level, including single resources, equipment, Task Forces, etc. These logs provide basic incident activity documentation, and a reference for any afteraction report.
Preparation. An ICS 214 can be initiated and maintained by personnel in various ICS positions as it is needed or appropriate. Personnel should document how relevant incident activities are occurring and progressing, or any notable events or communications. Distribution. Completed ICS 214s are submitted to supervisors, who forward them to the Documentation Unit. All completed original forms must be given to the Documentation Unit, which maintains a fle of all ICS 214s. It is recommended that individuals retain a copy for their own records. To this end the Central Maine Regional Resource Center (CMRRC) was started in February, 2004 and has been charged with developing comprehensive plans for a coordinated healthcare response to bioterrorism and other public health emergencies within our region. A major secondary role would be to manage a funds allocation program designed to improve Central Maine's emergency response infrastructure.
The CMRRC is a collaborative venture involving all key partners within the Central Maine Territory including hospitals, rural health clinics, federally qualified health centers, emergency medical service providers, home health agencies, nursing homes and long-term care facilities, mental health agencies, substance abuse agencies, municipal health officers, municipal health departments, tribal health departments and health centers, county emergency management agencies, local emergency planning committees, American Red Cross Chapters, and schools. The funding from the Bureau of Health allows the Resource Center to directly sponsor activities for theimprovement of emergency healthcare preparedness. Specifically, these activities include:
• Coordinate and assure that the Bureau’s statewide public health emergency preparedness priority actionsare communicated and implemented appropriately throughout the region:o Early detection of bioterrorism events through interagency laboratory coordination and collaboration, and promotion of infectious disease reporting region-wide.
• Coordinate communication initiatives including service as a hub for the Maine Health Alert Network (HAN), and developing a regional health risk communication plan.
• Coordinate and implement public health emergency preparedness initiatives related to training of health professionals.
Evaluate the region’s current capabilities and develop a regional emergency response plan for healthcare that will complement existing plans, determine priorities for possible future funding, and determine grant awards to undertake equipment purchases and/or capital improvements to address the following priorities:
1. Adequate hospital bed capacity for a natural, accidental, or WMD event.2. Capacity for the isolation and treatment of biologically exposed patients.3. Heightened EMS coverage in response to a mass casualty incident.4. Immediate deployment of additional patient care personnel to meaningfully increase hospital patient
care surge capacity.5. Receiving, staging, storing, and dispensing of assets from the Strategic National Stockpile and the
Maine Pharmaceutical Cache.6. Adequate personal protective equipment (PPE) and portable or fixed decontamination systems for
managing exposed patients.7. Regional response to terrorist attacks resulting in injuries due to explosions, including burns and trauma.8. Addressing psychological health needs and their behavioral manifestations during and following a
public health emergency.9. Development of a redundant, radio-based communication system between health care providers, the

For over 25 years Maine Primary Care Association has worked to strengthen and sustain Maine’s Primary Care Safety Net. Our Federally Qualified Health Centers and Indian Health Centers provide high quality primary careto underserved areas and underserved populations of the state where healthcare options are limited, and access to barriers would otherwise prevent the delivery of the right care at the right time in the right place.
Maine Primary Care Association offers a number of opportunities through our SEARCH Program (Student/Resident Experiences And Rotations in Community Health) for students and residents to experience medicine in an underserved primary care setting in Maine. Our host sites can be found throughout the state and offer placements for the following primary care disciplines:
MPCA is extremely proud to represent the collective voices of our community health centers as they represent the healthcare options available to all, regardless of insurance coverage or the ability to pay. These health centers with support from MPCA continue to find ways to increase their services and capacity to respond to the growing need of the communities they serve, despite rising costs in the delivery of healthcare.
Maine’s Primary Care Safety Net has increased the availability of services including dental care and mental health, in addition to raising the bar in the delivery of care offered to patients through the adoption of quality improvement initiatives and health information technology.

To support our health centers as they continue to make Maine a healthier state, MPCA has coordinated a variety of services and programs which enhance everything from individual patient care to statewide policy efforts. Ourefforts include:
• Advocating to support community health centers, residents in medically underserved areas and uninsured or underinsured populations
• Coordinating programs to increase services offered at health centers and access to programs for patients who might otherwise go without due to out-of-pocket expenses
• Managing the installation of Electronic Practice Management and Electronic Medical Record applications in addition to providing technical support
• Guiding and supporting health centers with the adoption of quality improvement initiatives which directly enhance patient care and overall health center performance
• Actively recruiting medical staff to work in health centers
• Leading health centers in developing emergency preparedness (EP) plans, effectively introducing health centers to partners in the EP arena at the local, county, regional and state level
• Providing teaching opportunities to health centers through medical student and resident rotations

Outcomes and Achievements
Through our own initiatives and in collaboration with Maine’s community health centers and national, statewideand community partners, MPCA has successfully:
• Provided access to healthcare to assist 700 uninsured or underinsured residents in obtaining nicotine replacement therapy, nearly 1,000 uninsured women with screenings for breast cancer and nearly 800 forcervical cancer
• Prepared Maine’s community health centers to assist patients with meeting the citizenship and identity verification requirements for Medicaid under the Deficit Reduction Act of 2005
• Assisted dozens of local non-profit organizations in the healthcare field in overcoming demanding workloads by recruiting and placing additional staff on-site through our AmeriCorps program
• Managed over 20 Electronic Practice Management and Electronic Medical Record installations at FQHCsites across the state
• Assisted 18 community health centers in the adoption of the Care Model and related quality improvement initiatives proven to increase health center efficiency and health outcomes while reducing emergency room visits
• Recruited dozens of clinical providers to Maine’s community health centers
• Organized emergency preparedness efforts for FQHCs and tribal health centers to ensure a coordinated response and increased safety in our local communities should a disaster occur
• Organized over 500 pre-clinical and clinical rotation placements in our FQHCs
