Specific guidance is needed on these draft sections of the Program Brief – please keep in mind during presentations:

1. Do the implementation arrangements build on existing African structures?

2. At country level, is SIP implementation well-positioned to contribute to implementation of existing national and sectoral priorities?

3. At regional level, is the SIP implementation arrangement well-embedded in existing structures?

4. Are all desired elements present in the SIP Stakeholder Plan? Does it sustain and strengthen ownership and implementation of SIP at both regional and country levels?

Recommendations from STRP on the implementation arrangements and stakeholder participation:

1. Endorse the idea that the SIP, as agreed, will use existing frameworks for implementation.

2. Document is on right track and needs some amendments to fully capture opportunities presented by tapping into existing implementation structures of additional SSA organizations; (ie, greater REC/SRO roles, possible SSA government representation on Regional Technical Committee, etc.).

3. Multi-level peer review processes should be operationalized to support accountability and therefore governance, and ensure that a wide range of stakeholders are involved.
