DECISION OF 3634th COUNCIL MEETING HELD ON 2 SEPTEMBER 2013

580. OSES02: Vivid Sydney 2013 - Post Event Evaluation Report of Rob Emerson, Director Open Space and Environmental Services Council at its meeting of 27 May 2013 resolved that a post event evaluation be reported to Council. Additionally, Council at its meeting of 27 May 2013 and 1 July 2013 resolved additional information be included as part of the post event evaluation report. The 2013 Post Event Evaluation report addresses all related resolutions, details the analyzed survey feedback received from visitors/residents and businesses, details actual and in-kind costs and explores similar Winter Festivals held by other councils. Council staff are currently in discussion with Destination NSW regarding 2014 planning, including the request for more activities in North Sydney such as more light installations funded by corporate sponsors. Investigation is also underway regarding other possible associated activities. Funding from Council in 2012/13 for Vivid Sydney 2013 was $100,000 with other activities being cost neutral and in kind support being $6,124. Funding for Vivid Sydney 2014 of $100,000 is provided for in the 2013/14 budget. Recommending: 1. THAT the Vivid Sydney 2013 - Post Event Evaluation report be received. 2. Destination NSW is the lead government agency for the New South Wales (NSW) tourism and major events sectors.

The Vivid Sydney Festival was organised by Destination NSW and was held between the 24

May and 10 June 2013. Vivid Sydney is an annual festival of light, music and ideas featuring the spectacular illumination of prominent buildings and light sculptures. Vivid Sydney is one of five signature events in the NSW Events Calendar developed by Destination NSW with the NSW Government as the major investor.

Vivid has become Sydney’s major festival in winter, lighting up the city each night from 6pm with free and ticketed events at Sydney Opera House, Museum of Contemporary Art, Circular Quay, the Rocks and North Sydney. Vivid Sydney features low energy light installations and large scale projections; free family events; music performances and collaborations; creative ideas, public talks, industry seminars, workshops and debates. Vivid Sydney is the largest light festival in the southern hemisphere and a major celebration of the creative industries. Destination NSW research identified in 2012 the Vivid Sydney Festival attracted more than 500,000 people, compared to 400,000 in 2011 and preliminary research reported 800,000 people visited Vivid Sydney in 2013. This year saw the festival extending to the North Sydney foreshore in a precinct that included Luna Park, the North Sydney Olympic Pool facade, the McMahons Ferry Wharf and the western side of the Harbour Bridge. An Artisan Market and food stalls also operated for seven evenings of the Vivid Sydney event under the bridge on Olympic Drive. The funding required for the Harbour Bridge proposal was in the order of $1,000,000 amortised and operated over a two year period resulting in a $500,000 investment each year for two years. North Sydney Councils contribution to ensure Vivid Sydney became a reality within North Sydney was $100,000 per year for a two year period. Related Resolutions Council at its meeting of 22 April 2013 resolved, in part: THAT Council allocate $100,000 in 2012/13 from savings and a further $100,000 in 2013/14 from the events budget to fund Vivid Sydney Festival’s extension to North Sydney.

Council at its meeting of 27 May 2013 resolved, in part: THAT as part of the post event report to Council, for the purpose of transparency, that Council be supplied with details of the total cost of “In Kind” support provided to Vivid Sydney by North Sydney Council, that details amongst other things, accurate quantified ‘in kind’ support defined in the same way as the City of Sydney. (Min. No. 323) and THAT as part of the post event report to Council, a report be prepared for Council regarding the 2013 Vivid Sydney Festival which measures the financial and non-financial outcomes as a result of Council’s $100,000 investment in Vivid Sydney. The report should include:

feedback via a survey of businesses in the North Sydney LGA requesting information including the amount of increased patronage/revenue (both in actual and percentage terms) directly attributed to Council’s investment in Vivid Sydney;

the increase in the number of people/tourists in Bradfield Park and surrounding areas as a result of the Vivid Sydney festival;

a survey on Council’s website of North Sydney residents and businesses asking whether they were happy with Council’s $200,000 investment in Vivid Sydney over 2013 or if they feel the money could have been better spent elsewhere. (Min. No. 323)

Council at its meeting of 1 July 2013 resolved (Min. No. 431), in part: THAT as part of the report to Council regarding VIVID 2013, that it be agreed to include an additional section in the post-VIVID report which investigates and proposes what activities could be held in North Sydney to coincide with VIVID 2014, so as to maximize the return on Council’s investment in VIVID and increase resident/families/visitor participation in a winter festival. Other Councils such as Bondi (Bondi Winter Magic) and Parramatta (Winterlight) hold events to encourage activity in their LGA and support their local business. North Sydney is ideally suited to holding a Winter Wonderland type festival which could include an ice skating rink, a toboggan type slide, winter workshops for children (snowman building, art and craft activities), an exhibition, a winter bar serving warm drinks/food and live entertainment. We could even have a competition to name the festival. SUSTAINABILITY STATEMENT The sustainability implications were considered and reported on during the initiation phase of this project. DETAIL The purpose of this report is to provide a post event evaluation to Council in response to the above mentioned resolutions. 1. Post Event Summary 1.1 Destination NSW

Whilst Council staff have met with Destination NSW to provide a debrief on the events inaugural year in North Sydney it has been advised that Destination NSW won’t have information on visitor experience, economic impact of the event or a complete debrief report prepared until possibly the end of September. When this information is available it will be reported to Council. 1.2 North Sydney The staff that were involved in the operation of the event undertook a debrief of the event based on their observations. In summary it was considered that the event was successful considering it was the first year this event was offered in North Sydney and there is significant opportunity to increase visitor numbers in the second year. 1.3 Positives

The Sydney harbour bridge lighting effect was very impressive and people enjoyed the interactive opportunity to change the lighting effect.

The Olympic Pool facade lighting was attractive and added to the event. The LED plastic furniture provided by Council was very popular. There was a very positive atmosphere within the crowds attending the North Sydney

foreshore, particularly between the bridge and Luna Park board walk. The food market stalls operating on Friday and Saturday nights were popular. The traffic management plan implemented was effective. The Council engaged roving performers on weekends that were enjoyed by the

visitors. Generally the event was very well received by all visitors and positive feedback was

received during the event. The free ferry was a great concept to move people between the different locations of

Vivid on Sydney harbour foreshores. Queuing through Luna Park to gain access to the bridge console was very effective. Having some of Luna Park’s facilities open throughout the whole Vivid Sydney

period added to the event and reduced substantially the cost of bumping in temporary facilities and the need to provide event services.

1.4 Negatives

Sydney Ferries were a fantastic mode of transport to and from North Sydney, however on busy weekend nights more ferries were required to reduce queue length and waiting times.

The free ferry was a great concept however it was so popular that it could not accommodate the number of people wishing to utilise it during busy periods.

Artisan Market concept didn’t work well for a number of stallholders perspective, as some of these stallholders reported back that sales were low.

Whilst the Council didn’t engage a process to count visitors attending Vivid in North Sydney due to budget restraints, North Sydney didn’t reach the anticipated crowd attendance of numbers.

1.5 Suggested improvements for 2014

More light installations or other entertainment activities on the foreshore are required between the Jeffries Street Wharf and Luna Park to create more of a destination and connectivity between the bridge console and the Jeffrey Street Wharf.

A revised Sydney Ferries timetable offering increased ferry transport between Circular Quay and North Sydney.

More public performers providing entertainment on weekends and during busy periods.

The artisan market needs to be replaced with a new concept. Improved management of free ferry service to increase capacity.

2. Feedback 2.1 General Feedback Survey

As per the resolution(s) an online survey was made available from Council’s website from Friday 31 May to Friday 14 June 2013. The survey was completed by 218 respondents. Attachment 1 summarises the survey findings. The survey was promoted via Council’s website, e-newletters and via signage displayed on site, which included a ‘QR’ code which could be scanned to provide a direct link to the survey. Respondents were asked if they thought Council's contribution (of $100,000 plus in kind contributions) to Vivid Sydney 2013 was money well spent. 185 (85%) respondents answered this question, 85.9% of respondents indicated that they were satisfied that Council’s contribution was money well spent. 2.2 Business Feedback Survey

Surveying of businesses in Kirribilli and Milsons Point was conducted between Friday 21 June and Friday 28 June 2013. Businesses in the following areas were specifically targeted:

West side of Bridge/Freeway - Lavender Street south to Bradfield Park (and side streets).

East side of Bridge/ Freeway - Willoughby Street, south to Bradfield Park. The survey was completed by 19 businesses. Attachment 2 summarises the survey findings. Businesses were asked if they thought Council's contribution (of $100,000 plus in kind contributions) to Vivid Sydney 2013 was money well spent. 50% of the businesses indicated they thought the money had been well spent. 10% of businesses indicated that the money could have been spent better elsewhere and the remainder (40%) were neutral or had no comment. 3. Actual Event Budget Beyond the $100,000 that was allocated to Destination NSW as Council’s contribution to the lighting effect of the Sydney Harbour Bridge, Olympic Pool façade lighting and feature lighting of the McMahons Point Ferry Wharf, the Council also provided the following

expenditure and received additional income for the event including:

3.1 In-kind Contributions Fundamentally all in-kind contributions were the allocation of Council staff to undertake logistical planning, marketing and effective operation of the event, including:

Attending meetings with Destination NSW, Harbourside Police, Premiers Department and other stakeholders (approximately 10 hours during normal working hours estimated value $700);

Provision of information to residents and reports to Council (approximately 14 hours during normal working hours estimated value $700 plus letterbox drop to the local community $500);

Attaining road closure approvals (approximately 2 hours to consult with Road & Maritime Services (RMS) and Council during normal working hours $86);

Engaging suitable stall holders and entertainment (approximately 38 employee hours during normal working hours estimate $1,596);

Council staff to conduct and analyze feedback surveys (approximately 20 employee hours during normal working hours estimate $1000);

Provision of street cleaning services (no additional service provided, estimate $0); Supervision of event (approximately 42 employee hours outside of normal working

hours of which 30 hours were provided by staff as leave in lieu estimate value $1,290 and 12 hours of the Director unpaid estimate $0); and

Marketing event beyond Destination NSW marketing (approximately 6 hours during normal working hours estimated value $252)  

Total approximate in-kind contribution was $6,124. 4. Outline and Costs of Winter Festival in Bondi and Parramatta Council staff has contacted both Parramatta Council and Waverly Council to determine approximate costs for their winter festival activities to determine if it is realistically possible to incorporate these type of events within North Sydney for Vivid Sydney 2014. As a result of this contact it was advised that the cost of the Parramatta Winterlight Festival that operates over an 18 day period has an expenditure budget in the order of $250,000. The festival is a very popular event within Parramatta and whilst the temporary ice skating rink is

a feature of the event there is also lighting installations and food stalls as well as roving performers and paid entertainers provided. Parramatta Council budgets to recoup a proportion of the budgeted expenditure through charging people a fee to use the ice rink for skating and estimates the income from this activity to be in the order of $80,000 to $100,000; however the income is very dependent on favourable weather conditions. Contact was also made with Waverly Council however the information provided was limited. Council contacted and subsequently met with the company that provides the temporary ice rink for the Parramatta festival and associated activities and who had previously provided the temporary ice rink on Bondi Beach for Waverly Council. At this meeting the company was asked to provide information and indication of costs in relation to providing a winter festival in North Sydney through the Vivid Sydney period for 2014. If the Council was wishing to proceed with this type of event the scale of costs would require Council to undertake a public tender process to attain the preferred supplier and therefore the information provided by this contractor is of a confidential nature. 5. 2014 Planning Council staff are currently in discussion with Destination NSW regarding 2014 planning, including the request for more activities in North Sydney such as more light installations funded by corporate sponsors. Investigation is also underway regarding other possible associated activities. A further report will be prepared for Council in due course.

Vivid Sydney 2013 - North Sydney General Feedback Survey

An online survey was made available from Council’s website from Friday 31 May to Friday 14 June 2013. The survey was promoted via Council’s website, e-newletters and via signage displayed on site, which included a ‘QR’ code which could be scanned to provide a direct link to the survey. The survey was open to North Sydney residents, businesses and visitors. 1. Respondents were asked to indicate when they attend the ‘Colour the Bridge’ lights and surrounding Vivid Sydney foreshore activities in Milsons Point and Kirribilli. Of the 218 respondents who completed the survey 23 (10.6%) respondents did not attend the event. The following graph shows the spread of dates attended by the respondents.

2. Respondents were asked whether they were a resident of North Sydney local government area (LGA), business owner/operator within the North Sydney LGA, domestic visitor (from outside the North Sydney LGA), international visitor or other. 185 (84.8%) respondents answered this question. The findings were as follows:

3. Respondents were asked how they heard about Vivid Sydney 2013. 175 (80.3%) respondents answered this question. Nicely done There were no activities that we could find. Didn't matter as there

were no people either. The western side of the bridge could have been lit up anyway. Much better view from Balmain as you could see all the lights right across the bridge. I imagine it would have been a better sight from Blues Point also. I think Vivid works brilliantly at the Quay, Opera House and Darling Harbour but was a complete non-event in North Sydney LGA. Didn't see any markets.

Lights looked amazing, ferry ride was fabulous It liven up bridge bringing live to Sydney. The view. The interaction. The happiness the lights brought

Sydneysiders and visitors. It really showcased Sydney and north Sydney in the most wonderful way.

The visual experience The view from the Harbour of the Bridge and Rocks area. My kids and nephews loved it. Great to see North Sydney as part

of the Vivid festival The event was fantastic. We had a number of international guests

visiting our offices during the time of the event and it just highlighted our beautiful city and surrounds perfectly. They were extremely impressed.

The light show was really outstanding and very different from anything I have experienced before.

It was a fun and interactive activity. It was something different and unique.

The Installation outside of Luna Park Sydney. It was just such an exhilarating experience, travelling the harbour

on a ferry, looking at sights I have seen 1,000 times before – but now seeing them swirling with multicoloured patterns of light. It gave me a whole new perspective on our beautiful city of Sydney. The light show unified the city as I have never seen it before.

Well, the fact that you get to change the light on the Bridge and ever better be able to view from the top of the ferries wheel.

Transport Getting to program the bridge light was fantastic - I normally go 3 nights to view Vivid Sydney (also taking photos - with tripod. Great to see NSC involved this year. Great to see free ferry this year but times and direction of ferry should have been available on the map somewhere to make easier to plan trip (meet people etc). Also for elderly people with walking difficulties it would have been great to be able to stop @ Circular Quay as walking from Circular Quay to Pier 1 to get the ferry would be too far for some elderly people. Lots of families loved being able to create their own bridge colours - the kids really loved it. Bridge lighting (illumination side) needed better advertising as tourists etc in city could not work out why the bridge was in darkness from the eastern side and a number asked what was wrong with no lights on the bridge!

Respondents were asked if they spent any money whilst visiting Vivid Sydney at Milsons Point and Kirribilli e.g. at Luna Park and local shops, ate out a restaurant, bought something at the Food and Artisan Markets etc. 182 (83.5%) respondents answered this question. 72.4% of respondents indicated they spent money whilst visiting Vivid Sydney at Milsons Point and Kirribilli. The findings are illustrated in the following graph.

Respondents were asked if they thought Council's contribution (of $100,000 plus in kind contributions) to Vivid Sydney 2013 which included interactive lighting of the Harbour Bridge (‘Colour the Bridge’ lights), lighting foreshore icons such as the North Sydney Olympic Pool and the Ferry Wharf, the free ferry, markets under the Bridge and entertainment was money has been well spent. 185 (85%) respondents answered this question. 85.9% of respondents indicated that they were satisfied that Council’s contribution was money well spent.

8. Respondents were asked to suggest how Vivid Sydney events in North Sydney could be improved in 2014. 128 respondents answered this question. Transport /Parking/logistics

There needs to be more free ferries too Transport for NSW need to get their act together and put on more ferry services so

that people can visit Luna Park. I guess I wasn't expecting the traffic, as we had the kids and there was so much

traffic, we didn't get out of the car, next time we'll plan better and would live there to be more things to do on the foreshore while watching the lights, like a winter wonderland

Poor parking Free ferry - couldn't get on as it was full. Very few people got off at Jefferey St

suggesting North Sydney residents were subsidizing people from other areas. Also no one (not Sydney Ferries or Vivid) could give me timetable info. Leave the transport to Sydney Ferries and lobby them to run more services.

The free ferry was full on Monday 10 June. We couldn't get on and resorted to the Sydney Ferries service so put more ferries on in peak times.

Marketing/promotion More awareness of North Sydney's participation would be great! Many locals seem surprised of the interactive lighting tent's existence, but were excited to know that it was close to home. Perhaps the non-residential buildings around Kirribilli and North Sydney participating with light shows would greaten the North Sydney inclusion in this wonderful festival.

Need to lure more people to the North Shore foreshore. McMahons Point has the best view of the Vivid Light Display.

More marketing More advertising I would like to see more directional signage and promotion of the installation at

Luna Park. It was a lovely surprise to stumble upon but I think North Sydney council could have promoted it better and implemented signage at Milsons Pt station or along the north shore line to encourage people to Vivid. It was the feature for the north side and not enough people knew about it.

The Bridge, Bradfield Park and Olympic Pool are great venues for events. A great opportunity to use these venues in association There is not a lot more that can be done on the north side. It is really a city

activity. I attended Vivid in Circular quay and particularly enjoyed the Opera House and

the P&O display on the ship that was docked at the time. Information about display on north shore was not obvious. Both sides of bridge should have been displayed. I do not support continuous show, to keep it special it should be repeated on special occasions.

be lit up as many people travel on charter boats and ferries for Vivid but realistically, I cannot see people coming to the lower north shore. North Sydney Council should not be involved in funding Vivid as there is no return, commercial or otherwise. Vivid is and should be funded by the state and by corporate sponsors (if they wish).

Vivid Sydney 2013 - North Sydney Business Feedback Survey

Prepared 15 July 2013

Businesses that were open during Vivid Sydney 2013 hours (6.00pm - 9.00pm) in Milsons Point and Kirribilli have been surveyed in accordance with the Council resolution. Note: Business types not surveyed included office administration, medical practices, travel agencies etc. Council Officers visited businesses in person on 21 June 2013 to undertake the surveying. Businesses in the following areas were specifically targeted:

West side of Bridge/Freeway - Lavender Street south to Bradfield Park East side of Bridge/ Freeway - Willoughby Street, south to Bradfield Park

Businesses were offered three ways to complete the survey:

1) Complete online survey (using Council iPad) alternately weblink provided; 2) Complete hard copy survey at time of visit; and 3) Complete paper survey and return using supplied reply paid envelope.

The survey was distributed to 49 businesses in the above mentioned areas. 20 responses (41%) were received. The results are summarised below: 1. Businesses were asked how they heard about Vivid Sydney 2013. Respondents were selected from multiple options. The majority of businesses heard about the event via word of mouth (68%).

In addition to the above, two respondents indicated that they heard about the event by Internet, Radio and TV. 2. Respondents were asked whether Vivid Sydney 2013 events in Kirribilli and Milsons Point positively or negatively affected their patronage and revenue over the three week period 24 May to 13 June 2013. Respondent feedback is illustrated in the following graph. Significant

65% of respondents indicated an increase in patronage during the event (15% significantly - 50% plus), and 65% indicated an increase in revenue (15% significantly - 50% plus). 30% of business indicated no change in patronage and 332% indicated no change in revenue. Only 1 (5%) respondent indicated a slight decrease in patronage (5%). 3. Respondents were asked whether they altered their opening/operating hours to take advantage of Vivid Sydney 2013 events in Kirribilli and Milsons Point. Two (10 %) of the 20 respondents indicated that they altered their opening hours to take advantage of Vivid Sydney 2013, as shown in the following graph.

4. Respondents were asked if they thought Council's contribution (of $100,000 plus in kind contributions) to Vivid Sydney 2013 which included interactive lighting of the Harbour Bridge (‘Colour the Bridge’ lights), lighting foreshore icons such as the North Sydney Olympic Pool and the Ferry Wharf, the free ferry, markets under the Bridge and entertainment was money has been well spent.

Parking/transport/logistics

NSW Government needs to provide more free public transport. Traffic and parking a problem. Perhaps more toilet facilities. I think there should be more ferry services next year. Better manage parking and road closures during the event. If can

lighten up on the parking patrols during the event it would help our customers. If could park for longer in Kirribilli they could have passed our shop and we could have benefited.

The logistics around notifying patrons about the intense traffic conditions would be very helpful. Blocking off streets in residential areas inclusive of notification re CBD would have been preferred. Physically couldn't move gong back into the city. Audio/in car notification would be suitable.

More ferries to help with overcrowding Other

Including North Sydney was a great Vivid/Council initiative. We need more of these events.

Do it every year. $100K is a lot of money for a show that is going to benefit Luna

Park (business), Ripples and Aqua Dining (business) the Deck (business) and residents living in apartments with a view. North Sydney and Kirribilli is otherwise a ghost town. The Rocks got the best out of it.
