SUBJECT: Greenhouse Gas Emission Reductions AUTHOR: Fiona Shadbolt, Sustainability Programs Co-ordinator EXECUTIVE SUMMARY: This report details progress towards the greenhouse gas reduction targets outlined in the Greenhouse Action Plan 2010-2015. Our target is currently a reduction of 50% on 1996 levels by 2020. Council is expanding services which often results in an increase of greenhouse gas emissions. In 2012 a new Energy Management Plan was developed to sit beneath the Greenhouse Action Plan. This provides a further list of actions to assist our reduction targets. In addition to this, funding from the environmental levy, the CEEP federal government grant and WASiP has enabled a large suite of emission reduction actions to be undertaken. These are due for completion late this financial year. Once the actions from this and their associated reductions are realised Council officers will be better placed to determine if a shortfall in our greenhouse gas emission reductions may exist and whether a full revision of the plan is required. 2.2 Improve the mix of land use and quality development 2.4 Encourage sustainable transport 3.1 Ensure a vibrant, strong and sustainable economy 5.1 Lead North Sydney into a sustainable future BACKGROUND North Sydney Council is committed to reducing energy use and associated costs. As part of the mechanism for this, Council adopted the Greenhouse Action Plan 2010-2015 with targets and actions. Some of the strategic actions have been deemed not to be feasible and Council has expanded services and facilities so that our energy use has increased. In light of this it is important that Council keep a close track on emissions so that new actions can be developed and adopted as necessary to meet our targets. A suite of energy efficiency actions is currently underway, funded by a grant from the Commonwealth Government Community Energy Efficiency Program (CEEP), the Environmental Levy and the Waste and Sustainability Improvement Payments (WASiP). These actions are due for completion late this financial year and will lead to a sizable reduction in Council energy use and associated emissions. In addition to this Council was successful in gaining a CEEP grant helping fund the installation of a cogeneration plant at the North Sydney Olympic Pool. This is being additionally funded by the Environmental Levy. This is due for completion towards the end of the calendar year and will also result in a sizable reduction in Council energy use and emissions. SUSTAINABILITY STATEMENT The sustainability implications were considered and reported on during the initiation phase of this project. DETAIL In 2009 Council adopted a Greenhouse Action Plan 2010 to 2015. This contained a suite of actions designed to meet our Greenhouse Gas reduction target of: 50% reduction of Council’s greenhouse gas emissions below 1996 levels by 2020. The plan outlines a number of mechanisms to enable Council to progress towards this target. Our current progress and actions on these are outlined in the attached table and chart.

In addition to these actions, in 2012 Council developed an updated Energy Management Plan in order to:
Fulfil NSW Government Waste and Sustainability Improvement Program requirements
Reduce energy use and associated costs Meet targets identified in its Greenhouse Action Plan.
We have also awarded a tender for energy efficiency projects at several high energy using sites including the pool, council chambers, library and North Sydney Oval. These works should be finalised before the end of this financial year and are anticipated to result in emission savings of around 492 tonnes CO2 per annum. The cogeneration plant planned for NSOP is due for completion towards the end of this financial year. These works are funded by an additional CEEP grant and environmental levy funds. These works are expected to result in emission savings of 367 tonnes per annum. From the combination of these projects we estimate emissions will be reduced by an additional 859 tonnes in the 2013/14 period.

From our existing progression combined with actions currently underway we would appear to heading towards our target but it is well worth noting:
That a large part of our reductions come from 50% purchase of green power at our top energy using sites which results in an ongoing cost;
Generally early emission reductions (termed “low hanging fruit”) are easier to make and more cost effective than later ones which often have longer payback periods;
Some large emission sources, such as street lighting, are not within Council control and
Council services continually expand often resulting in increased emissions.
