welcomePhotojournalism as we all know is not the quicksnap picture taking profession some people think itis.

This week was proof of this in Gibraltar. Thedramatic scenes on Sunday during the explosion atthe electrical power plant brought out all the stopsfor our photojournalistic team.

The next assignment, our exclusive tobacco activitystory, also highlighted the dangers and risks intaking to investigative/documentary photography.

Even after the abuse, threats, and insults our teamonce again brings to you an insight into some ofGibraltar’s main events of the week.

The Government of Gibraltar has recentlyimplemented new blue zones under theTobacco Act which restrict tobaccoactivities across key areas in Gibraltar.The implementation of these zones meansthat the quantities of tobacco being carriedare lowered in some area. It was alsomeant to stop activities by Spanish andother foreign nationals such as theconcealment of cigarettes taking place inthese areas. Amongst one of the areas isthe bus stop opposite the old air terminal.Core Photography photojournalistsconducted their own research, and theimages tell the whole story. These weretaken on Wednesday 23rd April atapproximately 11am.

Taking the routeby sea

The battle against tobacco related activity, has taken a newtwist as small leisure boats have taken to smuggling fromthe area of Marina Bay/Western Arms in what has beendescribed as a "cat and mouse game" by Law enforcementofficers from all services. The vessels, small pleasureboats, are known to be frequently entering Gibraltar withoutreporting their entry, loading with what is deemed as alegitimate quantity of tobacco, and then sailing to a near-bypier on the Spanish side of Western Beach where thetobacco is unloaded. The pier itself is in disputed watersand is partially constructed by Spain within what is deemedofficially as British Gibraltar Territorial Waters.Core Photography photojournalist captured moments inwhich three vessels entered and left Gibraltar waters andunloaded onto the said piers in the mid day. The vesselsconducted their activities throughout a two hour periodunchallenged. They were later seen entering Marina Bay,loading bags onto the vessels and challenged by the Policeand Customs who later released them. Core Photographywas informed that the occupants of the vessels werecarrying the legal limits of tobacco allowed. This being lessthan 1,999 cigarettes per person on each vessel.Personnel at the marinas informed No Comment that theyhad made the authorities aware of the frequent use of themarina, and although officials had continously checked thearea and conducted checks it continued on a daily basis.

After a two hour break the vessel withits two occupants returns to themarina in Gibraltar from the areaknown as Puerto Chico located insideLa Linea, Spain.

It heads to berth by the area immediately off themarina, next to Bayside Sports complex.

A second vessel with three occupants, again fromSpanish waters follows it immediately after,berthing next to the first vessel.

The occupants of the first vessel who left the marina via the rear exit of the same return to themarina with bags in hand and head towards their vessel where they load the bags and are seenspeaking to occupants of the other vessel and other persons who have arrived entering from therear of the marina.

Occupant from first vessel, the samethat had earlier in the morningunloaded at the Spanish pier receivedmore bags from a male person whoarrives via the rear of the marina.

The occupant of the first vessel thenheads with the bags to the areawhere the two vessels are berthed.The male person who arrived withthe bags leaves via the rear exit ofthe marina, where a car park islocated exiting onto Bayside Road.

WIthin minutes the second vessel leaves the berth asan RGP marine base vessels enters the marina.

The vessel is intercepted andmoments later is allowed to proceed.

In the meantime the occupants of the firstvessel are seen onboard another vesselextracting water from it as the police marinesection passes next to them. The vessel theyare onboard is not the original they hadarrived in.

Customs officers arrive atthe scene and after beinginformed by the PoliceMarine section andmembers of the public ofthe activity they headtowards the vessel stillberthed at the end of themarina.

Customs officers conduct a search, and laterrelease the vessel and occupants after they are

found to be within the legal limits of tobaccowhich can be carried in Gibraltar.

The occupants of the first vessel are now backon the original vessel they had arrived on.

Chit Chat&GO! During the investigationinto tobacco activities atthe local marina areasvessels originating fromSpanish waters wereobserved waiting by themarine petrol stations,where the formerreporting berth wasonce located, just 75mfrom the main Customsoutpost. It no longerexists.The area is frequentedby enforcement agencyvessels, frequently.In these images theoccupant from thevessel is informed byCustoms officials that heis to leave the area.Instead he stays atberth, and is later seenspeaking to a RGP crewwho themselves leavethe area leaving thevessel there. The samevessel is then spoken toagain by Customsofficers who return tothe same area.

Male person appears at the end of theberth as described by members of thepublic and is seemingly fishing.Members of the public who frequnetlyuse the area described how a maleperson acts as if he was fishing whenpolice arrive in the area, but is laterseen loading, or assisting in theloading of bags onto vessels thatarrive in the same area.

Thursday 1030am, and as you entered Ocean Village via Watergardens pontoon a Spanishpleasure boat waits by the marine petrol pump berths. Immediately two men with bagsapproach and pass the contents of the bags to the vessel, whilst a second vessel arrives.As the first vessel leaves, and the two men on land walk away, three more men arrive, allSpanish speaking with bags in hand and pass the contents of their bags to the secondvessel which has not stopped or reported its presence to anyone during that time. Thevessel receives the contents of the racksacks and plastic bags, several black plastic bags,and leaves the area. The men on land in the meantime begin to insult the photographer onland taking pictures, and start calling out threats and abusive comments towards him. All infull view of the general public passing by and sitting by the bars on the same pontoon.

The Fire!The Fire!Just before 1400hrs on Sunday20th April 2014, Gibraltar wentinto total black out after "enginenumber one" exploded withinthe Gibraltar Electricty powerplant. The engine, which datesback to the 1970s is describedto have led to a decision to cutoff all power whilst emergencyservices attended.Fire tenders from both the CityFire Brigade and Defence FireServices were in attendance,alongside the Royal GibraltarPolice and Defence Police as amajor incident was called.
