It is my understanding that the removal of Paragraph 3.3.7.1 was approved during the meeting. The rationale wasthat the phrase is not used in the Standard. On a related topic, it is my understanding that Public Comment 37was approved during the meeting but no Second revision is shown for ballot. The Public Comment suggested theremoval of Paragraph 3.3.7.4.

There is something wrong with SR6. SR6 deletes existing definition 3.3.7.1. PC 35 was to delete existingdefinition 3.3.7.1. The PC was rejected with a Resolution to See SR6, which did EXACTLY what the PCrequested. So, the PC should have been reported as accepted. Then, PC36 and PC 37 were also rejected (deleteexisting 3.3.7.2 and 3.3.7.4). But the Resolution says to see SR6, which has nothing to do PC36 or PC 37 and thestatements say “This term was removed because it is not used in the body of the document.”. Terra does not showthese last two as being removed.

A.4.4.1. 2 Many NFPA and other approved installation standards have both required and recommended documentation. Where the standard requires specific documentation, such documentation should be included in the commissioning documentation. Where there is no specific documentation required by the standard, the basis of design should include a sample or description of the documentation desired. A.4.4.1. 3 Many NFPA and other approved installation standards have both required and recommended forms. Where the standard requires a specific form be used, such as the Contractor’s Material and Test Certificate for Aboveground Piping found in NFPA 13, that form should be included in the commissioning documentation. Where no form or checklist exists, specific forms or checklists should be developed by the fire commissioning agent or approved by the commissioning team to document successful testing of fire protection and life safety systems and components.

The term "turnover" is not a true standard industry term. Phasing of construction is a matter for the commissioningteam to address with the design team and construction manager.

The term "turnover" is not a defined term nor a true industry standard term. "turnover" as used in this secondrevision is not separate or distinct from the construction phase, therefore, it is not needed. Further: 5.4.5.1 is notcommissioning but, rather, acceptance testing and is governed by the individual installation standard. 5.4.5.2should be in the main portion of the construction phase, not in a separate subsection. 5.4.5.3 discusses individualsystems which is acceptance testing and is governed by the individual installation standard 5.4.5.4 this informationis already noted in 4.4.2.1 under SR-8 and therefore is redundant. The only item in SR-17 that is necessary is theinformation in 5.4.5.2 which could easily be noted in a new section 4.1.3.

As currently written, I cannot support the second revision. This new section is being located in the constructionphase and uses the term “turnover”, which is not common terminology and could cause confusion for the user ofthis Standard. For example, Section 5.4.5.2 describes projects being “turned over” in stages and Section 5.4.5.4describes documents and commissioning records being “turned over”. It also appears the Committee is attemptingto use the term “turnover” in lieu of “phased occupancy” of a building, which I believe would be a more appropriateterm to use. In these cases, the AHJ would also need to issue a temporary certificate of occupancy to the owner.In addition, the Committee Statement also introduces ITM requirements as justification even though the entirebuilding’s fire protection & life safety systems have not been accepted tested and/or commissioned. Lastly, theannex material also seems to permit the contractor to submit piece-meal close-out documents and commissioningrecords to the owner in lieu of a complete close-out package. Please note that if this new section is rejected, itwould not impact the overall scope and purpose of this Standard.

It is intended that the implementation of the requirements of this standard vary by the type, number, andcomplexity of systems utilized within a particular building. For example, a hospital or high-rise buildingwould most likely necessitate a strict application of all the requirements of the standard while otherstructures, with simpler fire protection systems, such as a convenience store or small warehouse wouldcertainly mandate a simpler application. Facilities where this document would be used include hospitals,high-rise buildings, and other structures having complex fire protection and life safety systems. Fire protection and life safety system commissioning is critical to ascertain that such systems areinstalled and function in accordance with the basis of design and owner's project requirements, whichmight have been developed to meet applicable local regulations, and that testing is documented. It isnot the intent of this standard to supplant the existing requirements of other codes and standards;however, this standard can provide the appropriate guidance for a specific system or component wheretesting is not otherwise addressed. Such guidance should be developed by the fire protection and lifesafety commissioning team. It is not the intent of the standard to create onerous and expensiverequirements that deliver little benefit to the stakeholders. It is intended that the standard is utilized in away that is appropriate for the complexity of the systems and the occupancy and hazards of the buildingthat the systems serve.

Fire protection and life safety systems can and likely will have problems during startup and installation.When a well-thought-out commissioning plan is implemented correctly, it can minimize startup andlong-term problems, reduce operational costs, and minimize future maintenance requirements.

regarding the comment in the first ballot: Some clean-up is needed next cycle. The term "systems approach" innot meant to apply to the individual systems. Instead, it is a systematic approach that is called "systemsengineering". The methodology is well defined and has been used for a long time for complex engineeringsystems. It is sometimes called "systems approach" or "systems method".

Passive and active fire protection and life safety systems include includes the following:

(1) Infrastructure supporting the fire protection and life safety systems within the boundaries of theproject. Project infrastructure should include those systems and utilities necessary for the support andoperation of the fire protection and life safety systems of the proposed project, such as the following:

(a) Access roadways for general ingress and egress and those necessary for fire department accessin accordance with local laws, and applicable codes and standards

(b) Public utility systems for the provisions of electric power, fuel gas, water, and waste water;communication systems; and any other utility system deemed essential for the support of projectoperations

(c) On-site combined heat and power generation systems, electric power generation plants orsystems, fuel gas storage facilities, water supply and storage facilities, and environmental orwaste management systems

(d) Underground fire protection pipe mains and fire hydrants

(2) Fixed fire suppression and control systems, including special hazard systems.

(3) Fire alarm and signaling systems.

(4) Emergency communications systems.

(5) Smoke control and management systems.

(6) Emergency systems, legally required standby systems, and critical operations power systems,including those powering systems or equipment such as the following:

(a) Smoke control systems

(b) Stair pressurization systems

(c) Smoke-proof enclosure ventilation systems

(d) Electric- and diesel- driven fire pumps

(e) Fire service access elevators

(f) Occupant evacuation elevators

(g) Fire suppression system systems controllers

Emergency power supply systems in large area occupancies, health care facilities, or high-risebuildings, supply power to the electrical systems required for life safety, and therefore requirecommissioning. The emergency power supply systems should be evaluated for their functionality toprovide illumination and critical power to serve the needs of those who can physically evacuate abuilding, including the sustaining of life for those who cannot, whether or not there is a fire event inthe building.

(7) Explosion prevention and control systems.

(8) Fire-resistant and smoke-resistant assemblies, such as floor/ceilings and ceiling/roof decks, doors,windows, barriers, fire dampers, smoke dampers and combination smoke/fire dampers, and wallsprotected by a firestop system or device for through-penetrations and membrane penetrations, andother fire and smoke assemblies.

(9) Firestopping, which includes fire- and smoke-resistant-rated assemblies protected by a firestopsystem or device for through-penetrations and membrane penetrations.

(10) Systems associated with cooking operations.

(11) Elevator systems.

(12) Means of egress systems and components, including the following:

(a) Emergency lighting and exit signs

(b) Major egress components, such as corridors, stairs, ramps, and so forth

(c) Exit path marking systems

(d) Fire barrier components for horizontal exits

(13) Other systems or installations integrated or connected to a fire or life safety system such as accesscontrol, critical processes, and hazardous operations.

In manufacturing and industrial complexes, commissioning could be required to ascertain anddocument that interconnections with machinery or parts of the process function as planned by theowner’s project requirements and basis of design. This could necessitate or induce partial or fullinterruption of the industrial process. An example would be the automatic shutdown of conveyors inthe case of a sprinkler activation. The automatic shutdown feature is part of the commissioningprocess.
