Spring is in the air in more ways than one; along with the rise in temperatures and sprouting of buds and fresh green, the nation is waiting with bated breath for a political spring that elections will usher in. A bruising winter has come to an end that saw loss of many innocent lives. We pray that the new government is able to control the free-fall into whose wake many institutions are being sucked-in.

It is God's small mercies that UET continues to progress amid the surrounding din and clamor. We held our Convocation on 28th January, 2013, in which the then Governor, Khyber Pakhtunkhwa, Barrister Syed Masud Kauser was the Chief Guest. On 9th February, 2013, the Governor was also kind enough to select a site for our Kohat Campus in village Sheikhan near the Kohat Tunnel. We are preparing a PC 1 for this mega-project.

We are forging ahead with the USAID funded “Center for Advanced Studies-Energy” (CAS-E) project, in partnership with NUST, Islamabad. Our researchers have won coveted research grants in critical areas. We are looking to send more scholars abroad for Ph.D studies.

UET has always benefited from the support and guidance of the government and are grateful for that. Ex-Governor, Barrister Masud Kausar, was always there to help us, and we are forever indebted to him. We wish him God speed and success in future endeavors.

We welcome the appointment of Governor Khyber Pakhtunkhwa, Engr. Shaukatullah Khan, and congratulate him on assuming the highly respectable – albeit, daunting – post. Belonging to FATA, and armed with an analytical mind of an engineer, I am confident he will steer the province towards progress, prosperity and much needed peace. As Chancellor of eighteen Universities, we hope his interaction with these seats of higher learning is intimate; we also wish and pray that his eyes are softer still for UET, as we are brothers-in-arms as engineers.

I would like to thank the entire “family” of UET for their hard work and dedication.

God bless you all.

Research Project awarded to Dr. Khan Shahzada

The Directorate of Science and Technology (DOCT) Khyber Pakhtunkhwa awarded a research project titled, “Seismic Capacity

Assessment of Confined Brick Masonry Buildings” to Dr. Khan Shahzada, Associate Professor at the Department of Civil Engi-

neering. The project is aimed to provide government and local industry with useful guidelines on using a new technique for seismic

loading while building schools, colleges, and hospitals.

Dr. Khan said, it is important to develop techniques which should be applied in building construction especially in earthquake prone

areas to minimize future earthquakes disasters and make building safe for the mankind. Therefore, DOST awarded this project at

the cost of Rs. 500,000 to evaluate the behavior of confined brick masonry building under seismic loading; analyze in-plane seis-

mic performance (force-deformation characteristics) of confined bricks masonry buildings and to compare the results of this study

with the performance of unreinforced concrete block masonry building under seismic loading. This study, he added, will provide a

useful recourse to the local industry and Government agencies such as Communication & Works (C&W) Department, Public

Works Department (PAK PWD), and Peshawar Development Authority (PDA), National Engineering Services of Pakistan

UET to Sign Agreement to Fight Breast Cancer

02

Researchers from UET, who presented a study for diagnosing breast cancer

earlier, said they have planned to sign an agreement with a German univer-

sity to introduce the equipment in the market at cheaper rates.

Dr. Sahibzada Ali Mehmood and Dr. Gul Muhammad Khan said, their study

will help pathologists detect the cancer in its initial stages in order to avoid

painful surgical procedures. German medical experts will also provide train-

ing to local doctors to help understand the new tool. “For instance, you can

find out your sugar level using a strip, the new tool is similar to that,” said

Mehmood, adding this will not only draw revenue for the national exchequer,

but the country can also export the equipment.

The study was published in the 14th International Genetic and Evolutionary

Computation Conference '12, in collaboration with Julian Francis Miller from

the University of York, UK. Their research ranked first in Evolutionary Com-

putation and seventh in Computer Science.

The study is based on introduction of a Computer Intelligence System called

Cartesian Genetic Programming-evolved Artificial Neural Network

(CGPANN) to detect breast cancer using Fine Needle Aspiration (FNA) data.

FNA is a less painful yet highly reliable technique for diagnosing cancer. Flu-

ids from the suspected region of the breast is taken out using a fine needle

and then examined under a microscope. By looking at the shape, size and

roughness of the cell, pathologists determine whether the cancer is malig-

nant (cancerous) or benign (non-cancerous).

In its test, CGPANN produced results that were over 99.9% accurate, with results obtained by the pathologists serving as a ref-

erence. The study is expected to provide a second opinion to pathologists and better results than those obtained by other

researchers using the same dataset for their systems.

“There are many cultural barriers and limitations that prevent patients from consulting specialists in such cases. Our institu-

tions even hesitate from providing data for research,” said Dr Mehmood, adding many researchers are compelled to work with

foreigners who steal their ideas as they have better resources and face no obstacles.

He added they took help from Wisconsin Breast Cancer's database in USA as they could not get data from any local hospital.

“Institutions need to come out of the non-cooperative mindset and help in the noble cause.”

Pakistan Could Save Foreign Exchange on Imported Bone Implants; Dr. Rizwan Gul

Dr. Rizwan Gul, Professor Mechanical Engineering has recently completed a project on the comparison of locally-made

and foreign-made bone implant materials used to repair broken bone fragments after fracture. Bone implants are widely

used to treat patients due to trauma, accidents and casualties. The major types of bone implants are plates known as

Dynamic Compression Plates (DCP) made of stainless steel. In Pakistan, both foreign-made and locally-made are

available; however, there is a huge price difference among them. The price of a locally-made DCP can be as low as Rs.

500 per plate, and the foreign made DCP is in the range of Rs. 10,000 per plate. In this project, he compared various

properties of these foreign-made and locally-made plates and found that there are no major differences in mechanical

properties, composition, microstructure, and dimensions of the local-made and the foreign-made DCP, generally with

any major differences in their properties, material and shape. The plates from Esmico, a local manufacturer from Lahore,

showed best comparison with the mechanical and micro-structural properties of the foreign-made plates.

This study gives justification for using local made bone implants in the hospitals of Pakistan which will help local manu-

facturers of the implants about the quality their product, also providing them the chance to become globally competitive

and export bone implants to the international market. The study was funded by the Board of Advanced Studies and

Research (BOASAR), UET Peshawar. Dr. Gul said, the plates are mostly available in open markets of Peshawar and

Lahore has properties equally comparable to the plates from Germany and Switzerland. He said while there is no differ-

ence in the quality of locally made or foreign made, the imported DCP are highly expansive and it is almost impossible for

an averaged income patient to buy these imported implants.

Research and Development Project “Crop Estimation and Geographic Mapping System (CEGMAS)”

Dr.Shahbaz Khan, Chairman, Telecommunication Engineering Department, UET, Mardan Cam-

pus received a research grant of Rs. 25.5 million from the ICT R&D Fund Islamabad, for research

and development under the project called 'Crop Estimation and Geographic Mapping System

(CEGMaS)'.

Project CEGMaS will focus on identification and classification of tobacco crop and its seven spe-

cies through the use of advance image processing techniques over Hyperspectral satellite imag-

ery providing tobacco crop yield estimates to various stakeholders of the Tobacco Industry and

the Government's regulatory bodies. CEGMaS will include the pilot regions of Shergarh (District

Mardan) and Sawabi – both regions contribute to over 75% of the total tobacco grown in Khyber

PakhtoonKhwa. To enhance the accuracy of the estimation, CEGMaS will use GPS enabled

smart phone applications developed during the project to collect 'ground-truth data'. The geographically mapped infor-

mation will be available through a GIS for analysis by various stakeholders.

CEGMaS is a collaborative research project of UET, Peshawar and the Pakistan Space & Upper Atmosphere Research

Commission (SUPARCO) and would last for 3 years. Among many other benefits of the project, the project also provides

funding for two Ph.D. studentships. It is hoped that the project will help in capacity building of UET in areas including

Remote Sensing and GIS.
