    MP confronts Winton

student problemsAt a recent meeting organised by the Winton Forum, Conor Burns MPhas vowed to do all he can to tackle problems of anti-social behaviourassociated with students in the Winton area.Conor heard directly from residents who told him of the destruction ofa community and creation of ghettos where ordinary families hadbeen forced to move out because of abuse, shouting, noisy partiesthat lasted from evening to the following morning, street litter includingbroken bottles and vomit, urination, defecation and even sex takingplace on the street.

This intimidating behaviour has led to some residents becoming afraidto complain because of a fear of reprisals, and of situations wherepolice officers were unable to exert control because they wereoutnumbered by dozens of drunken students.Local landlords also came in for significant criticism for failing to takeresponsibility for properties, as well as concerns about waste disposaland street cleaning. The University itself and AUCB were blamed fornot exerting enough discipline upon students and failing to impress onthem the need for social responsibility. Many residents felt that theypaid their council tax and suffered while the universities, landlords andstudents profited at their expense.

Some solutions suggested from local residents included properlicensing of landlords, tougher university action to enhance its ownreputation and deal with problem students, and university fundedsecurity patrols which would operate like proctors in older establisheduniversities. After the meeting Conor Burns said that many residents had beensuffering in silence. He said: "I'm really concerned that people areliving with this ongoing problem. People are clearly very emotional asa consequence of being ground down over a period of time byconsistent bad behaviour by a group within the community -emanating from the student body. I'm absolutely resolved now to see

what we can try and do to offer some hope of a quiet and morepeaceful future."

Amanda hopes that setting up this academy will reduce the cost ofGovernment spending on disposal of nappies which is currentlyaround 40 million a year. There has so far been a wonderfully supportive response from parentsand schools alike to Amandas ideas.Commenting, Conor said, It was a pleasure to meet Amanda andhear about her incredible success with the My Carry Potty product. Tell Us Once Birth and

Bereavement ProgrammeA new service is being introduced in the UK that lets people tell thegovernment just once about a birth. This information is then sharedwith other departments and services that need to be told.If youre having (or have just had) a baby, you may not have the timeto make lots of telephone calls. You may also need help making aclaim for things like Child Benefit.Until now you had to contact different parts of government individually. The tell us once service makes your life easier.

Like any birth, it needs to be registered with the register office. Theregistrar will let you know if the service is available. If it is and youwant to use the service - you can make an appointment to see anadviser. When you see an adviser, youll be asked some simplequestions and told how the service works. The information you give to the adviser is only passed on to thegovernment departments that need to know. You can ask the adviser to contact organisations, including:Department for Work and Pensions, Housing Benefit Office, CouncilTax Benefit Office, Childrens Services (Family Information Services),

HM Revenue & Customs (HMRC) for Child Benefit and Child TaxCredit or Working Tax CreditUsing this service may speed up certain applications, for exampleWorking Tax Credit, if youre getting benefits that relate to yourincome.Conor is pleased the Bournemouth is one of only two local councilswho are taking part in both the birth and brevement programmeproving that they are ahead of the rest of the country, and committedto helping local people make the most of government services.More information about the bereavement service can be found athere. Birth service information can be found here.

Conor in the Media:Dog attacks prompt callsto change lawBournemouth Echo

    Tuesday 22nd November 2011

The rate of dog attacks on people has risen five-fold over the pastthree years. In 2008 there were only 2.6 dog bites a month this year there havebeen 12.6 a month. The number of often gruesome attacks, many of them detailed in theDaily Echo, has led to calls for tougher legislation and penalties forowners.A recent public meeting in Springbourne, Bournemouth, heard aboutpolice dissatisfaction with the current law.

A 10-year-old boy suffered horrific injuries in Grants Close duringAugust but police could not prosecute because the attack started onprivate property.Dog legislation officer PC Colin Spender told the meeting: The law isan ass. But if it happens on private premises, theres nothing we cando. Our hands are tied.Police statistics show there were 26 cases dogs biting humans fromFebruary to December in 2008.Then there were 63 in 2009, then 100 in 2010, and finally 126 in 2011by the end of October this year.A Dorset Police spokesman said there was no explanation for the risein reported attacks. The Home Office introduced new recording rules in 2007 and peoplemay be more confident about reporting attacks, said the spokesman.Current legislation focuses on types of dogs rather than their owners.Bournemouth West MP Conor Burns, who has been helping WestHowe constituents after a spate of dog attacks, said: By common

consent the Dangerous Dogs Act is poorly drafted legislation.Cllr David Smith, cabinet member for communities, said: I fullysupport the call to update legislation.I would like to see the introduction of compulsory micro-chipping aswell as third party insurance.Bournemouth dog campaigner Marjorie Titchen said some dogs wereleft homeless during the recession and bit people out of fear andhunger.Anne Barwick, 71, was bitten fending off a dog which attacked her

sheepdog on Pooles Branksome Rec.She said: The current law is not at all adequate. The police and dogwarden couldnt do anything and witnesses didnt want to signstatements. The Echo has also reported residents concerns at dogs attackingother animals.Zoe Thorner, a vet nurse From Walton Lodge Veterin-ary on NorthRoad in Park-stone, said it had a petition calling for a review of thedog control act after seeing an increase in dog on dog attacks.

West Howe residents have also launched an e-petition calling for aparliamentary debate after single a dog savaged three cats to death ina month.DOG CONTROL BILLA private members bill called the Dog Control Bill has passed throughthe House of Lords and is about to be debated in the House ofCommons. It would make it an offence to keep a dog that hasattacked a person. However various trades union like the GMB, animal groups like theRSPCA, and professional bodies like the British VeterinaryAssociation, are calling on the government to introduce its own bill in

the Queens Speech. The proposed bill would remove the distinction between attacks inpublic areas and private areas and focus on the actions of the owner, not the dog.A bill with Government backing would make quicker progress throughParliament and would stand a better chance of making it on to thestatute books.
