National Social Housing Project • Purpose: Provision of housing units for low income youth in an

annual average of 85000 units and total of 500000 along 6 years.

• Duration; 6 years • Estimated budget: LE 25 bln. • Starting date : 1/10/2005 • Completion date : 30/9/2011 • Executing Authority: Ministry of Housing (Executive Authority

of Social Housing National Project). Synopsis:-

• This is one of the existing projects for solving housing problem, by provision of proper domicile for youth and low income categories- as one of the main elements of the presidential election program for provision of 500000 housing units along 6 years for the most pressing problems for the Egyptian citizen who dreams of having an affordable flat.

• The state provides an annual direct subsidy (LE1bln) namely LE15000 non-refundable grant for each eligible candidate.

• Payment of LE 5000 as a down payment, then LE160 monthly installment, and 7.5% progressive interest rate (for 20 years).

• Under Central Bank of Egypt, provision, by (National, Misr-Housing&Developement) banks of LE30000/unit and several payment options, subject to each citizen’s capabilities.

Election Program Executive Mechanisms

1- Provision of fully equipped lands. 2- Provision of subsidy. 3- Soft loans. 4- Promotion of private sector role.

1- Provision of fully equipped lands. A- In New Cities:- The project envisioned parcel areas were calculated, plans were upgraded for provision of appropriate areas of the program NUCA provided the required parcels for the construction of the target units in the new city. B- Governorates: Due coordination with the governorates for the provision of necessary areas for the said project in each governorate. In case of the governorates, having no owned lands, due coordination with other competent state land owning authorities (State owned assets-Agricultural Reform…etc). 2- Subsidy Provision The state provides direct non refundable subsidy of LE1 bln, namely LE15000 for each housing unit Payment of LE 5000 as a down payment, then LE160 monthly installment, and 7.5% progressive interest rate (for 20 years

4-Promotion of private sector role.

Provision of utility equipped land in subsidized prices for investors in the new cities for construction of housing projects including 50%minimum of the built up area as 63m2 housing units for

youth. **Subsidy Eligible Authorities: -The government executive authorities of the project all over the

country. -Employees of the working companies in the new cities and

governorates, where similar projects are under construction. - New licensed housing unit owners (not before 2004) in a maximum of

65 m and according to the stipulated conditions.

**Subsidy Allocation Controls:-

Provisions of Allocation 1- The candidate age is 20 years minimum. 2- No previous allocation of any housing unit by government

authority or cooperative credit. 3- No ownership of housing unit or real estate or old lease unit.

4- Maximum individual income is LE1000-LE1500 (for household).

I- Ministerial Updates: 1-Number of bookings in National Housing Project is 145852, 44434 of which are in the new cities (16 cities) and 101418 in different governorates. 2-Signature of credit protocols for the executive authorities with Central, Ahly, Housing&Development, Misr banks for credit finance. 3-Payment of LE 838.601 M for 25 governorates and NUCA for construction of 81592 housing units. 4-Allocation of 5181 feddan for investors in the new cities for construction of 218931 housing units 5-Planned execution of 3020 housing units (lease Family Housing type at 6th of October and provision of required parcels.500 pilot units were constructed and 2520 are under construction. 6-Planning of the ownership of 7389 rural houses in the governments and their districts, 1324 of which are under construction, 1000 units are already tenderd, 4524 units are in tendering process and 541 units are delivered in the governorates. 7-Signature of protocols for provision of 63m2 lease units with Cairo governorate (24015 units), Suez governorate (5510 units), Red Sea Governorate (6000 units) (total of 35525 units). 8-Signature of protocol for provision of 63m2 lease units with Endowment Authority for construction of 100 thousand units on the Authority owned parcels in the governorates 9-Signature of protocols for provision of 36m2 units in the governorates (35916 units) for the underprovided categories and protocol with NUCA for provision of 40000 units for workers in the new industrial cities.

10-Planned provision of parcels for “Build Your \House” for fulfillment of all eligible candidates (so far about 91736) whereby more two units may be built, thus adding about 183000 units in later times.

In case of individual non compliance with building time schedules, published in the project announcement:-
