Current Job Responsibilities, July 2009 to present
As Dean of the Robbins College of Business and Entrepreneurship at Fort Hays State University, Bannister leads a highly
progressive college containing four large academic departments offering in eight undergraduate programs and three
graduate programs. The college through its on-campus, domestic distance learning, and international offerings serves in
excess of 3500 students per year. Bannister holds the rank of Professor and teaches courses on law, policy, research,
entrepreneurship, and management of information. He serves on the several university leadership groups including the
President’s Cabinet, International Education Management Group, Academic Council, and Grand Council. He chairs the
RCOBE Executive Committee. He is a senior Policy Fellow in the Docking Institute of Public Affairs and a Senior
Fellow of the International Telecommunications Education and Research Association. He is nationally known for his
work with rural telecommunications and economic development.
Description of Job Responsibilities, November 1999 to July 2009
As Chair of the Fort Hays State Department of Information Networking and Telecommunications, Bannister
coordinated the academic and financial activities of a fast growing academic department. When he became
Chair, the department enrolled 58 undergraduate students. As of his departure in 2009, it enrolled more than
350 undergraduate students and 20 graduate students – including more than 90 students in China. It was
involved with partnerships with Cisco, the U.S. Navy, and international institutions. The program was
recognized by the International Telecommunications Education and Research Association as the 2008
“Undergraduate Program of the Year.” Bannister taught courses on law (Law of Cyberspace), policy,
research, and entrepreneurship. As Director of the Information Enterprise Institute, Bannister coordinated the
Kansas Cisco Networking Academy System of more than 30 local academies.
Description of Job Responsibilities, August 1992 to November 1999
As General Counsel and Executive Assistant to Fort Hays State University President, Edward Hammond,
Bannister served as a counselor and problem solver. He provided legal advice and document drafting for the
president and administrative team of the University. He served as the University's principal contact with the
Kansas Board of Regents and its staff. He served as a member of the President's Mini Staff, Internal Staff, and
Cabinet. He served on the team negotiating community college affiliation agreements and represented the
university before legislative bodies, the Kansas Governor's Office, and state agencies. In this role, he also
served as a Special Assistant Attorney General for the State of Kansas - giving him the specific authority to
represent the university on legal matters.

In addition to the role of Executive Assistant to the President, from August 1992 through June 1999, Bannister
served as the Director of the Docking Institute of Public Affairs. As Director, Bannister supervised and
participated in research and programming on telecommunications and community development. He headed
the Telepower Conference -- an annual conference on telecommunications and rural development. He
administered the Information Community Project and participated as a consultant and researcher in this
federally funded project which assisted economically distressed rural communities. Bannister regularly
assembled research and consulting teams on telecommunications related economic development, telemedicine,
community development, and governmental use of telecommunications. He also supervised research teams
examining the economic impact of telecommunications services such as telemedicine and distance learning.
Bannister was in charge of the overall operations of the Docking Institute and supervised its growth from
approximately $30,000 in annual externally funded research and consulting to an annual amount in excess of
$300,000. The faculty and policy fellows participating in the Docking Institute’s research activities grew from
two part-time faculty to more than twenty faculty and staff in full and part-time roles during his time as
director.

Led establishment of Tourism and Hospitality B.S. Degree at American University of Phnom Penh.
Led conversion of the Business offering at Sias International University from a Bachelors of General Studies with a
Concentration in Business, to a Bachelor of Business Administration in Management. This degree and its offerings have
evolved significantly in partnership with the host university.
Led the development of a FHSU Bachelor of Business Administration in International Business and Economics at
Shenyang Normal University.
Led teams who have developed multiple partnership proposals for Chinese and other institutions.
Worked with Chinese partners on a weekly and sometimes daily basis. I have hosted partners and have traveled and
attended commencement ceremonies and meetings with partners in China.
Participated in the International (Business) Dean’s Development Programme (IDP), limited to 20 business deans from
around the world. The IDP met in Istanbul, Singapore, and Manheim. This experience provided crucial insight to
business schools and universities from around the globe and opened relationships with several institutions.
The College of Business and Entrepreneurship annually hosted visiting scholars from China.

Distance Learning Experience
Led creation of BGS in Information Networking and Telecommunications for on-line delivery. 2000.
Led creation of two Information Networking and Telecommunications undergraduate and a graduate degrees for on-line
delivery. 2000-2004. These distance learning programs grew from zero students in 2000 to 204 undergraduates and 15
graduate students in 2009.
As a faculty member, I created initial on-line versions of four classes: IDS 804 Emerging Knowledge Society, INT 430
Leadership in INT, INT 490 Capstone in INT, INT 648 Law of Cyberspace. 2000-2004. I also updated these classes
through multiple revisions.
I have been an early adopter of new distance learning technologies. I was the first FHSU faculty member to build a class
on Blackboard. This was for IDS 803 Emerging Knowledge Society, Summer 2000. I was one of the early faculty
members to use several different multi-media tools to create and to inject video into distance learning classwork.
I understand the faculty role in distance learning. I taught distance learning classes and advised distance learning
students from 2000-2009.

Successful grant writer to establish FHSU Americorp Program 1993. Interim Director summer 1994. This
program’s high brought approximately $245,000 per year to the University for Project Serv and was
recognized in 1999 by USA Weekend for its impact.
Initiated Docking Institute of Public Affairs Permanent Endowment Fund in 1993. This fund’s value exceeded
$100,000 in endowment at the time I left as director in 1999.
Raised funding for Telepower Conference each from inception in 1992 to 1999. This conference received an
