Is the music industry recession -proof?This question-crucial in the current climate of eco-

nomic and political uncertainty-was raised in a recentreport written by Helen Snell, an analyst at ABN-AMRO.These documents are usually for the bank's clients, butthis one was relevant and informative enough for us topublish extracts in this week's issue (page 8).

The report offers a unique insight into how this indus-try's future is viewed by an impartial player, which notonly crunches figures, but also understands the very spe-cial way this business has of operating. The report con-cludes that the music industry is set to face another toughseason amid fears of a global recession, so Snell's views donot make particularly cheery reading, although she alsofinds reasons not to be filled with pessimism, either.

Snell demonstrates that there is a direct correlationbetween music sales and GDP growth. The experience of theGulf War vindicates her analysis, although she points outthat the then -recession did not last too long and did not have

a massive effect on music sales, which recovered quickly.It's too soon to predict if Western economies will go

deeply into recession, or how long it will last. The US retailsector has certainly been hit hard but, for the moment, noth-ing indicates that Europe is following its lead. Some voicesin the industry are relatively optimistic. A few weeks back,after the events of September 11, Universal Music Interna-tional chairman Jorgen Larsen said that the music marketcould fare better than other consumer goods because therewas elasticity in consumer spending, given that Europeansonly buy an average of 2.2 CDs a year. For Larsen, nothingsuggested otherwise at this stage. Besides, labels are gear-ing up for the Christmas season and there are several strongreleases lined up in the coming months.

Snell also notes that in periods ofemotional distress, people turn tomusic "as a form of solace"-althoughtranslating this state of mind intorecord sales is by no means a done deal.

Consumer confidence is paramount,but it is something that the industryhas no control over. The picture, as wesee it, is not all doom and gloom. Themusic industry might not be fully reces-sion -proof, but it has legs.

Group campaigns for British radio quotasby Siri Stavenes Dove

LONDON - An independent recordlabel is waging a campaign to intro-duce a radio quota system to the UK.

Gran Kru Records, together withJohn Hemming, leader of the LiberalDemocrat group on Birmingham CityCouncil, are calling for the govern-ment introduce a system *hereby 40%of music played on UK radio is ofBritish origin, and 20% of that quotacomprises new and un-establishedacts, defined as who haVe sold no morethan 150,000 singles or albums.

Airplay data analysis for the UKshows that most British stationsalready play around 40% domestic

music, but in order to count towardsthe quotas being proposed by this ini-tiative, a track must be "100%British"-i.e. performed, written andproduced by Britons. "If the performeris British, but sings a song written bya Swede which is produced in the US,that won't count [towards the quot-ta]," explains Gran Kru Recordsfounder Gary Gordon, who says theaim of the campaign is to "promote aninflux of capital to British -originmusic. It's far from nationalism-it'sabout business."

The campaign group has sent let-ters to British prime minister TonyBlair as well as the UK's Departmentof Culture, Media and Sport.

"The government has a long [held]stance of not intervening in radio pol-icy," says Gordon. `We are trying to goover the head of the music industryand straight to government." Thecampaigners point of reference isFrance, where stations are required toair 40% French -language music.

The UK campaign, however, isbased around economic, rather thancultural, considerations. "Our econo-my is shrinking and artists are notgiven the opportunities they deserve,"claims Gordon, who refused to elabo-rate on suggestions that UK quotasbased purely on economic considera-tions would be contrary to EuropeanUnion law.

Greek stations await green lightby Maria Paravantes

ATHENS - Greece's National Councilfor Radio and Television (NCRT) isexpected by the end of the month toofficially allow 19 commercial radiostations onto the airwaves of Attica,the country's most populous regionincorporating the city of Athens.

In March this year, the governmentclosed down over 70 commercial sta-tions in the Attica region that weren'tstrictly legal and would, it wasclaimed, interfere with flight communi-cations of the new Eleftherios Venize-

los airport on the outskirts of Athens,which opened on April 1. Apart fromthe public broadcaster ERT's stations,the majority of the 160 stations trans-mitting in Attica were unlicensed.

The NCRT, in charge of Greece's fre-quency allocation and control, pub-lished a provisional list of 19 licenceawards on September 19, but has putthe final approval process on hold forpolitical reasons.

The NCRT selected the winning sta-tions from 42 applicants on the basis ofa points system, taking into considera-tion financial credibility, experience,frequency availability, programmequality, and technical know-how.

All except one of the stations award-ed licences-which will run for anindefinite period-were broadcasterspreviously on the air prior to the Marchcrackdown. Some of the stations grant-ed licences have decided to jump thegovernment's official green light andhave already returned to the airwaves.

Four of the 19 licence -winners (seetable) will not be able to take to the airuntil a new transmitter site is complet-ed on Mount Parnitha.

Beginning life as a print cam-paign in August, the new mar-keting campaign by Germanmusic channel Viva and hasnow moved into animated TVcommercials. The five ads usesymbols which represent thedifferent lifestyles of the Vivatarget audience: Jeans, Flow-ers, Divers, Eyes and Braces.

UK garage excels at MOBOsby Gareth Thomas

LONDON - UK garage wonacclaim from both the publicand the industry at the2001 Music Of Black Origin(MOBO) awards at the Lon-don Arena on October 4.

UK garage collective SoSolid Crew (Relentless/Inde-pendiente, pictured)received two awards for bestgarage act and best newcom-er, while best video went toEast West's Oxide and Neu-trino for Up Middle Finger.

"We've been workingthem for a year and a halfand we've shown a lot ofintent and belief in the act,"says Relentless productmanager Kelly Bush. "It's abig family and they arevery much in touch with

the street and the kids. It'sa good scene to be part of.So refreshing."

The UK charts this yearhas been peppered by high -charting releases from theArtful Dodger, Craig David,Mis-Teeq and DJ Pied Piper& the Masters of Ceremonies.

From a labels point ofview, BMG are celebratingthe fact that Usher, whoperformed on the night,walked away with bestR&B act and best album for8701 (Arista). Honours

were split evenly betweenother labels, with Sony'sDestiny's Child winningbest single, Universal'sShaggy named best reggaeact and Warner's MissyElliott receiving best hiphop act. Fifteen out of the18 acts awarded were cho-sen by a public vote.

Craig David added bestUK act to the three awardshe won last year. David ison Wildstar, the joint ven-ture between Telstar andLondon CHR station Capi-tal FM, which was theMOBOs official radio part-ner and broadcast live frombackstage on the night.

J Records' Luther Van -dross claimed the Mobo Life-time Award, accepted on hisbehalf by Dionne Warwick.

Ascoli poised to revitalise Virgin UKby Gordon Masson

LONDON - Signing ground-breaking acts will be thefirst priority of the new VPof A&R/GM of repertoire atVirgin Records UK,Philippe Ascoli (pic-tured), as he attemptsto grow the company'smarket share.

In this new Lon-don -based role, theFrenchman will over-see A&R and marketing forall the Virgin UK labels,while also retaining hisposition as managing direc-tor of Source UK, the Lon-don -based affiliate of theVirgin France imprint hefounded in 1995.

Ascoli will report to Vir-gin UK president Paul Con-roy, who is delighted that

he was able to bring hisnumber one choice for theposition on board.

"When looking for suit-able candidates to come inand freshen up the wholeVirgin side, it seemed

ridiculous to me thatwe didn't look closerto home," he says."[In Philippe], wesaw someone whowas building a label[Source] from within,

and I think he was ready tomake that quantum leap tothe next stage in hiscareer."

Conroy adds: "Philippebelieves in his artists pas-sionately, and it's that sort ofpassion that we're after.Also, the relationships healready has with peoplewithin the Virgin family is

obviously a massive plus."Stressing that he is keen

to sign acts across genres,Ascoli says: "Good musiccomes from all styles. Theonly thing that is importantis to have the best." InFrance, Ascoli was instru-mental in the signing ofacts such as Air, while inthe UK he made a mark indeveloping, among others,Turin Brakes.

Meanwhile, Ascoli isdetermined to maintain ahands-on relationship withhis Source label: "It's agreat label and we've donesome really good thingsover the last two years, andthat will continue." As aresult of Ascoli's promotionSeb Chew, previously A&Rmanager, will become headof A&R at Source.

TOTP Awards to air worldwideby Siri Stavenes Dove

LONDON - UK public broad-caster the BBC is extendingits Top Of The Pops (TOTP)brand by launching the firstTOTP Awards Show, to be tele-vised in 96 different countries.

International acts such asWestlife and Travis will bejoined by local German andItalian artists on stage forthe show, which takes placeat the Manchester EveningNews Arena on November30.

"With the [TOTP] brandbeing so popular, we aretreating it as an internation-al event," says producerRobin Ashbrook. "We don'tsee [the awards] as a com-petitor to MTV's-or anybodyelse's-in the sense that Top

of the Pops is 37 years old,has a history and a pedigree.This is something that shouldhave happened 20 years ago."

Like the weekly TOTPshow, which is broadcastaround the world in eitherits original form or vialocalised versions, theawards show will be spe-cially tailored to suit thedifferent territories. "Thelocal versions will be giventhe opportunity to havelocal awards," says Ash -brook.

Eight categories-all inter-national-will be voted for bythe public. Readers of TOTPMagazine and visitors to theTOTP website will vote fornominees, and a TOTPpanel-consisting of represen-tatives from the website, the

magazine, BBC Worldwide,Robin Ashbrook and executiveproducer Chris Cowey-willchoose the final five nomina-tions within each category.

The nominations will beannounced on November 1,and viewers will be able tovote between November 2-24.Two special awards will bedecided on by the panel-theartist/band "On Top of theWorld" and the TOTP Hall ofFame award which, accordingto Ashbrook, will recognise anact "for their outstanding con-tribution and who has been onTOTP a number of times."

The show will be broad-cast on BBC 1 in the UK onSaturday December 1, withthe other territories screen-ing the programme over thefollowing week.

After beginning his careerin music with Dexy's, Gat -field joined EMI Records inLondon in 1985 where hebecame head of A&R,responsible for overseeingthe likes of Paul McCartney,Pink Floyd, Kate Bush andDuran Duran. Between 1987and 1992 Gatfield oversaw

the signing of numerousartists including EMF, Blurand Radiohead. In 1993 Poly -Gram hired him to create astart-up label based in LosAngeles, which became thefoundation for a revampedPolydor Records.

In 1998, in addition to hisPolydor responsibilities, Gat -field was charged with head-ing up PolyGram Music Pub-lishing's US operation. Sea-gram absorbed both compa-nies into existing UniversalMusic operations following itsacquisition of PolyGram.

"I'm delighted to take upthe reins," says Gatfield. "Iwant to combine the artist -friendly tradition of IslandRecords with the commer-cial prowess of Universal tocreate a unique UK label."

Are music sales recession -proof?Aprofit warning from EMI,combined with a veryweak performance fromBertelsmann's musicgroup BMG has turned the

spotlight on the music industry andraised the question of its resilience inan economic slowdown.

Historical trends confirm a strongcorrelation exists between music salesand consumer confidence, suggestingthe outlook for 2001 and 2002 may beworse than initially feared. Given thelack of visibility on GDP growth for2001, and 2002 in particular, we advo-cate a cautious approach to companiesexposed to the music industry.

Warning bell soundsThe music industry's ability to resistrecession has been called into ques-tion by EMI's profit warning andBertelsmann reporting a loss at itsmusic division, BMG, on full -year rev-enues to June 2001 down 8%.

Global sales down 5%While a proportion of EMI's down-grade and BMG's underperformancemust be attributed to company -specif-ic factors, major weakness in musicmarkets around the globe has com-pounded the problem. At the end ofAugust, based on interim sales datafrom the US, UK, France, Germanyand Japan -the five largest music.markets in the world -we estimatedthat the value of the global musicmarket had fallen 3.5% in the firsthalf of 2001. As a result we downgrad-ed our forecast for full -year growth inmusic sales from -0.6% to -1.7%.

The key question is whether themarked deterioration in the economicoutlook -both in the US and global-ly -will now exert additional down-ward pressure on music sales.

GDP estimates revised downABN AMRO estimates for GDPgrowth in 2001 have been reviseddown in the light of the tragic terror-ist attacks in the US. We now expectglobal GDP to grow by 2.3%, com-pared with our previous estimate of a2.9% increase. Growth in the US hasbeen revised down from 1.7% to 1.1%,Europe from 2.1% to 1.6%, withJapan unchanged at -0.9%.

Relationship with GDPThe relationship between music salesand GDP growth has been distortedsince the mid -'80s by the CD replace-ment cycle. The extent to which it hasdistorted music sales growth is clearlyseen in the performance of the US andUK markets in 1991 (see chart). In thatyear GDP fell by 1.2% and 2% in theUS and UK respectively, but the valueof music markets rose 1.8% and 5.9%.

Crucially, though, in both marketsvolume sales of music declined. Themismatch represents the CD establish-ing itself as the dominant album for-mat, growing by more than 20% in bothmarkets but being offset by the rapidlydeclining cassette, which suffered dou-ble-digit declines in both cases.

The recent profit warnings by some major media endentertainment groups have prompted a debate on theresilience of the music industry to tough economic con-ditions. Last week, ABN-AMRO bank issued a documentanalysing the music industry's prospects. Here is an edit-ed version of the piece written by analyst Helen Snell.

Structural shift away from GDPSince the mid -'90s, music salesgrowth has almost entirely decoupledfrom GDP growth, with momentum inmusic sales since 1995 being firmlydownwards, while GDP, by contrast,has remained in positive territoryover the past five years.

This total decoupling of musicsales from GDP in our view reflects astructural shift in the music industry,which can be attributed to two keyfactors. Firstly, the demise of the CDreplacement cycle as a result of CDspeaking as the dominant pre-recordedformat in 1995. Second, the arrivaland subsequent rapid growth in newforms of "low ticket" entertainmentitems such as video games, pay -TVand mobile phones (largely an enter-tainment item for the young demo-graphics that are key music buyers).

More recently, the advent of newmedia has brought a further hindrancein the form of downloading music ille-gally through services such as Napsterand CD -R copying of music.

Conclusions to drawThe distortion from the CD replace-ment cycle from the mid -'80s to themid -'90s, and the almost total decou-pling from GDP in recent years, makeit difficult to determine what impactthe current deterioration in the eco-nomic outlook will have on music sales.

However, despite various distortinginfluences, markets that have been hitby severe economic recession in recentyears have suffered a dramatic decline

in music sales. The economic crisis inAsia in 1998 was accompanied by aclose to 17% drop in the value of theAsian music market. Similarly, theeconomic volatility of Latin Americain recent years has been reflected inequally volatile music sales.

Thus, with the CD replacementcycle long past, and the global eco-nomic outlook substantially bleakernow than it was at the start of 2001,it would seem misguided not toassume some deterioration in the out-look for music sales.

Emotional factorsHowever, there are also other less sta-tistical factors to consider. First, thetragic events in New York confirmedthat in times of emotional distress,people frequently turn to music as aform of solace. Although radio stationsnaturally adapted their playlistsaccordingly, audience figures rose, andsongs with particular emotional asso-ciation were heavily requested by lis-teners. Second, it is suggested that intimes of economic difficulties, whenconsumer confidence, and thus dispos-able income, is low, it is the so-called"low ticket items" -of which music isone -that suffer least.

The third factor relates specificallyto the fact that the catalyst for therecession of which we appear to be onthe brink is the tragic terrorist attacksin New York. The music industry hasalready shown its support with a liveshow to raise funds for the victims,and fundraising albums are highly

likely to be released in the nearfuture. As Elton John's tribute toPrincess Diana, Candle In The Wind,and the Live Aid single have shown,charity releases can achieve phenome-nal sales figures. Clearly, with pro-ceeds going to charity, such releasesalone will not boost record companies'profitability, but they could provide afillip to market growth and, perhapsmost importantly, propel consumersinto music retail outlets.

Offsetting economic dragWhether these factors prove sufficientto offset the impact of a deterioratingeconomic and consumer confidence out-look remains to be seen. Furthermore,in our view, other factors will add to thedownward pressure on music sales.

First, it may be true that consumersare more disposed to listening to musicin periods of emotional distress, butwhether they will actually buy more -particularly when the cash in theirpockets is coming under ever morepressure -is untested. Second, duringearlier periods of recession, even asrecently as the Asian crisis in 1998,music sales were in a relatively healthystate prior to the downturn and thusbetter placed to prove resilient.

Third, music sales' resilience to arecession has never been tested withthe industry facing the degree of com-petition it does today from other"new" entertainment media such aspay -TV and the ubiquitous mobilephone. These items can also largelybe described as "low ticket", and thusif a global recession does take hold,consumers will not only be opting for"low" rather than "high ticket items",such as holidays and dining out, theywill be making choices between thediscretionary "low ticket items", ofwhich music is now only one.

Caution is watchwordIt may be too early to infer from EMI'sprofit warning and BMG's weak per-formance that the music industry is onthe brink of its own severe recession.In its own recent profit warning, AOLTime Warner did not cite its musicdivision as contributing to the short-fall, and while sounding a cautiousnote on potential growth this year andnext, Vivendi Universal is still fairlybullish on the prospects for its marketleading music group. Although, as costsavings from the integration ofPolyGram and Universal dry up, 2002may prove more challenging.

However, historical trends suggestthe outlook for music sales in 2001and 2002 is now worse than initiallyfeared. Furthermore, the combina-tion of factors now influencinggrowth in global music sales hasnever been experienced before.Music's attraction as a "low ticket,high enjoyment" item in times of eco-nomic difficulty may provide someinsulation against the downturn. Butgiven the lack of visibility for anyGDP and consumer confidence recov-ery, we advocate a cautious approachto music -based companies.

Spain's Rosana returns to take on Europeby Howell Llewellyn

After three years, Spanish singer songwriterRosana Arbelo is back selling records with herthird, eponymous album.

A week after its September 24 release,Rosana (Mercury Spain) had already sold100,000 copies to go platinum and chart at num-ber two in her home territory. It was releasedon October 2 in Italy and Portugal, as well asacross Latin America and to US latino markets.

The artist from the Canary Island ofLanzarote was a complete unknown on theSpanish mainland when she released her debutalbum, Lunas Rotas, on the then MCA Spain inJune 1996. It went on to sell 1.7 units world-wide-including more than one million inSpain-and won an IFPI Europe Platinumaward.

"My second album, Luna Nueva, came out inOctober 1998 and was very rushed," the artistadmits. "The public was getting a bit saturatedwith Rosana, so I decided to take a back seat fora while, write a lot of songs and help produce acouple of new artists." Luna Nueva sold anothermillion units, half of them in Spain with the restspread across Latin America and Italy.

Rosana's priority status was underlined bythe fact that she was the only act chosen to per-form at the Universal Music European manag-ing directors' meeting in Venice on October 3.She had earlier performed at another importantItalian event, the TV Festivalbar in Verona onSeptember 8 alongside Elton John, theCranberries, Geri Halliwell, Emma Bunton andEros Ramazzotti.

We expect her to click in the rest of Europenext January and February. She is in the super-star category, and people immediately sense herquality and amazing intimacy"

On Rosana, the artist has turned moretowards pop and rock, and the first single, Pa TiNo Estoy has an assertive reggae -rock edge. "Iwanted to give the album a '60s feel, but usingboleros, a Mexican ranchera, and what I call arumba -twist," she says.

On September 28, giant electronic images ofRosana were projected from a city centre cine-ma onto the facade of Madrid's 10 -story FNACbuilding, and after the record store closed at22.00, she gave a mini -concert in the shop'sentrance hall for the first 300 fans to havebought the record, and for hundreds moreassembled in the streets outside who watchedthe performance via monitors.

Rosana carries a special anti -copying devicecode -named Cactus, which Universal MusicSpain president Carlos Ituino says is the firstanti -piracy device of its kind in Spain. "Bear inmind that Rosana is Universal Spain's mostprofitable artist, and we expect a turnover ofeuros 10.8 million on this record," he says.

DJ Otzi's Alpenpop covers all basesby Tayfun Kesgin

While most of Europe has beenleft wondering how DJ Otzi, akaGerry Friedle, managed to top theUK singles chart a few weeks agowith his cover of the BruceChannel's Hey Baby, the evidencepoints to an unconventional routeto market.

After going to number one inthe Irish charts at the start ofSeptember, imports alone fromIreland enabled thesingle to enter theUK charts at num-ber 45. As demandfor the record grew,EMI Austria-which owned therights to the track-decided to offi-cially release it inthe second week ofSeptember.

"The single hastaken a long [route]from being released in theGerman-speaking countries, theNetherlands, Denmark, Ireland,and [the UK] respectively," saysPeter Draxl, product manager atEMI Austria. "Looking back, wecan surely say that it is not a clas-sic airplay hit. It started workingright in the clubs, bars and pubsand afterwards spread into charts,radio playlists and video rota-tions-turning the conventionalmechanisms of the market upsidedown."

Dave Kelly, music director atDublin CHR FM 104, explainswhy his station went with thetrack so early: "The Irish lovesongs with lots of energy andthat's what DJ Otzi has." FM 104has subsequently playlisted Otzi'sversion of the Manfred Mann clas-sic Do Wah Diddy, which is slatedfor a November 5 release. "Afterplaying the follow-up single a fewtimes, we received quite a positiveresponse from [listeners]," Kelly

continues. "Andwith such a hookline, you just haveto spin it."

Given DJ Otzi'ssuccess in the UKand Ireland, EMIhas opted for aninternationalrelease of a special-ly compiled long -player on October 1."Never Stop TheAlpenpop is specifi-

cally designed for the English-speaking territories, and consistsof the English language repertoirefrom the last two Otzi albums,"explains Draxl.

Germany's Ingo Martens, who has enjoyed suc-cess over the last 12 months as Azzido Da Bass,also records under the alias Orinoko, whoseIsland (3 Lanka), jumps from 11 to six thisweek, thanks to support in the UK, Germanyand the Netherlands.

Kylie Minogue is back on the Dance Traxxchart with Can't Get You Out Of My Head(Parlophone). The tune tops charts in Denmarkand Italy, and is also reaching giddy heights inFrance, Norway, Finland and Austria, resultingin a 15 -to -nine jump this week.

The highest new entry this week, iiO'sRapture (Sumo/MOS) at number 12, alsotops the Movers Chart. The track alreadyenjoys success in the "three big" territories ofBritain, Germany and France, and the rest ofEurope is sure to follow suit.

Barthezz' s On The Move (Tremolo), stand-ing at 24 this week, is one of those tracks thatrefuses to die. Already on the top 100 for the33rd week, with number three its highest plating to date, the majority of its support comesfrom specialist sales in the UK, Eire, France,Italy and Poland, although, naturally, clubplayis fading at this stage. Only on the chart for asecond week, but currently just behindBarthezz in terms of sales, is DJ Tiesto'sSuburban Train (Black Hole Recordings).Clubplay is steadily increasing, and the track isAlready selling very well, jumping 30-23.

Fellow Dutch producer/remixer Riva is cur-rently enjoying a flyer with Stringer, now re-titled Who Do You Love Me Now (Alien-United/Double F Double R). The track, whichfeatures vocals by Kylie's sister DanniiMinogue, enters the Dance Traxx Top 40 atnumber 36 this week. Riva has also remixedTall Paul Vs. INXS's Precious Heart (Decode),which looks likely to re-enter the chart in thecoming weeks, while his remix of Gang Go actFragma's Say That You're Here, the Germanlabel's most expensive remix to date, is expect-ed to climb the Dance Traxx chart in the com-ing weeks-the act has already previouslytopped the chart with Toca's Miracle (Gang Go).

CHR station Radio FFN in Hanover,Germany were among the many to add Cherthis week. Music editor Ule Folf explains thatfor the moment the song is receiving two spinsper day during evening programming. "It's agood pop song, and the chance of it moving todaytime is very high. But we will wait a fewweeks and look at its chart entry," he explains.While he feels The Music can be a big hit inGermany, he thinks that "Believe was better.This is another style, more modern, but then

again, Believe soundedmodern in 1999."

Another favourite atRadio FFN is KylieMinogue's (pictured)Can't Get You Out OfMy Mind (Parlophone),still standing at twothis week. The diminu-tive singer visited thestation in person lastweek, and 60 luckyfans got to meet her

French 16 -year -old Alizee is currently enjoying a lot ofspins on FFN with Moi Lolita (Polydor), butfaring less well in Hanover is Nelly Furtado'sTurn Off The Light (Dreamworks). Althoughstanding at number at four on the airplaychart this week, the track has not tested wellin Radio FFN's music research. "I'm Like ABird performed much better," notes Folf.

Further down the chart, Britney Spears' I'mA Slave 4 U (Jive) makes a significant leap upthe chart in its second week, from 44 to 29, inspite of its musical departure from Spears'previous work. ORB Fritz in Germany, RadioDeejay in Italy and Los 40 Principales Spainare all fans.

Spanish heart throb Enrique Iglesias takesa step away from his traditional Latin stylewith Hero (Interscope), which moves from 40to 34 in its second week on the chart. The firstsingle off forthcoming album Escape, the all -action video for Hero features Jennifer LoveHewitt and Micky Rourke, and has ben well -received by music TV. This week, RadioHamburg in Germany, 101 Network in Italyand Music Radio in Russia have all added thetrack.

UK government calls for closerties between music and financeby Siri Stavenes Dove

LONDON - The UK music industrymust develop better relationships withfinanciers if it is to resolve the fundingdilemmas faced by many small andmedium-sized businesses, according toa new report published by the Britishgovernment.

The report, entitled Banking OnA Hit, was launched by creativeindustries minister Kim Howells atan inaugural conference on financingthe creative industries in Birming-ham on October 10.

"Both sides need to have an under-standing of each other's needs andbusiness methods, working in harmo-ny rather than discord," said Howells.

The report, based on researchcarried out by Kingston Universi-ty's Small Business Research Cen-tre, makes a series of recommenda-tions for developing the industry'sapproach to accessing finance andimproving the level of understand-ing between the industry andpotential financial backers.

"What we wanted to find out is howmuch is myth and how much is lack ofcommunication," says Andrew Yeatesthe director general of UK labels' bodythe BPI. "We found out that there is alot of self-financing going on. Only fourpercent of bank managers disagreethat the music industry is a high -riskindustry. We want better awarenessamong financiers."

A forum looking into the issues sur-rounding music industry financingwas set up for the report by theDepartment of Culture, Media andSport (DCMS), and involved the BPI,independent labels' body AIM andmusic publishers.

"I think [the report] is very positivedevelopment," comments Martin Mills,managing director of UK indie BeggarsBanquet. "ATM's involvement with thishas been extremely useful for smallrecord labels. I think it's very valuablefor the financial communities to realisethat the assets of the music businessesare not just their profits but their copy-rights, which I think is the key mes-sage for our industry. It's not just whatwe generate but what we own as well."

Mills adds: "All credit to the gov-ernment and everyone for taking thisforward and hopefully creating anenvironment in which independentlabels can flourish and continue tooperate independently."

AIM CEO Alison Wenham alsowelcomes the report. "The Britishmusic industry is undoubtedly oneof Britain's most successful sectorsand one of our greatest exports,"she says. "Many would do even bet-ter with an appropriate level ofinvestment."

The DCMS estimates that the musicindustry contributes more than £3.2billion (euro 5 billion) annually toBritain's economy, generating £1.3 bil-lion in exports.

The new album follows on fromthe single Androgyny, which set thescene for the long -player with itsbroad commercial appeal.

"The reactions have been incredi-ble. It's looking to be a biggercrossover than ever for them," saysDavid of the single. "It screams Euro-pean radio -that's the reaction we'vehad from everybody. NRJ in Francesaid it was the most suitable track fortheir station that Garbage have evermade."

Androgyny finds Garbage explor-ing a more funky, slick and electronicroute than on their previous, rockier,singles Stupid Girl and Only HappyWhen It Rains.

Due to the summer slowdown, thesingle had a staggered release inEurope during August, and was onlyreleased in the UK on September 24.It has been a playlist favourite inFrance on rock station Oui FM and atHot AC network Europe 2, and onalternative outlet Couleur 3 inSwitzerland. CHR radio has alsobeen quick to follow. In the UK, Capi-tal FM/London is playing the track,and it's on the B -list at public CHRstation BBC Radio 1, where it hasbeen getting around 16 spins a week.

"It's a great single. They surprised

me," says Thorsten Zschabitz, head ofmusic at CHR station EinsLive/Cologne. "Androgyny soundssmoother than their previous singlesand almost hints in the direction ofR&B-some elements are definitelytaken from R&B. The track is beingplayed by a lot of radio stations andhas as good a chance of being a suc-cess. I'm not sure if it can equal thesuccess of [the band's last single]World Is Not Enough, but it is a verystrong track."

Mirelle Davis concurs: "In Europe,Garbage have been seen to be morealternative, but with this record Ithink we will cross over further."

Garbage began working on beau-tifulgarbage in April last year, afterthe four -month break that followedthe mammoth campaign for theirsecond album Version 2.0. Thealbum's release was delayed by twoweeks due to Mushroom's long -run-ning legal dispute with Universalover singer Shirley Manson's con-tract, which was resolved withGarbage being released throughUniversal in Latin America.

The album covers a range ofstyles, including ballads, but stillincludes Garbage's distinctive ButchVig-produced rock sound on trackslike Shut Your Mouth with its stab-bing guitar and aggressive lyrics.

"It's a collection of diversesongs which are very commercial,more so than the first albums," hesays. "It's our Parallel Lines. Theyhave retained their credibility but aremoving forward."

Davis believes the band hasachieved the perfect mix. "It's a bal-ance between the alternative side -[reflected in] Garbage visually -andcommercial appeal. I think on thisalbum, those three elements willcome together more so than everbefore," she says. "The band are hap-pier with this record than they haveever been. They feel 100% comfort-able with each other as a band."

Mushroom, who claim that theywork artists over a longer time -framethan the majors, see the campaign asbeing a long -running one. Part of thealbum promotion includes the bandperforming a string of relativelysmall gigs in Copenhagen, Hamburg,Paris, Brussels and London,

Marshall reckons there are "fivesingles on the album." Cherry Lipshas already been slated as singlenumber two, with a November 26release date and Breakin Up The Girlas the follow-up to that.

Warner'sdrop in share is also linked to alack of fresh new releases duringthe quarter, but should be offset inthe fourth quarter by the arrival ofsome blockbuster material whichincludes Madonna and Corn BestOfs. Warner's best -placed album inthe quarter is Linkin Park'sHybrid's Theory.

The chart shares are calculatedby the accumulation of the pointsgarnered by singles on M&M'sEurochart Hot 100 and albums onthe M&M's European Top 100Albums chart during the period.

The word in informed circles in France suggeststhat the Lagardere Group is contemplatingputting its international affiliate EDI up for salein order focus solely on the French market. EDIoperates stations in Germany, Poland, the CzechRepublic and Russia, among other territories.Lagardere is also believed to be considering re-naming some of its media assets with the Virginbrand, which it now owns the rights to in Franceafter it acquired from Richard Branson theFrench arm of Virgin Stores.

And staying with Branson, the whispers aregetting louder that the Virgin Media -ownedParis rock station Oui FM is about to be sold andthat one of the likely buyers could be-you'veguessed it-the Lagardere Group.

AIM, the UK body representing independentlabels, has shelved plans for a sales -based indiechart following the loss of the sponsor.

You heard it here first...expect a certainsenior music industry executive from the IberianPeninsula to swap companies and move to SouthAmerica in the coming weeks...

Oneword, the UK digital radio speech stationdedicated to books, comedy and plays has pulledout of the race to buy Atlantic 252's long wavefrequency from the RTL Group. Currentspeculation has it that sports website groupTeamtalk is the front-runner the land theIreland -based station.

Vivendi Universal affiliates UniversalMusic France and Studiocanal, the Europeanstudio specialising in film production anddistribution, have created a joint venture namedLa Bande Son that will focus on the productionof soundtracks. Distribution is to be handled byUniversal Music. The new company is headed byJerome Chung, previously responsible for musicand video at Studiocanal.

Scottish media grouping SMG has offered allits 1,700 staff voluntary redundancy in a cost-cutting move, following a 30% fall in first-halfprofits. SMG's assets include UK rock stationVirgin Radio.

The bad times have also come to Radio 1 inNorway, where six employees-mainlyjournalists-have been made redundant. Thestation is aiming to slim its operations after a 22%

dip in its ad revenue in the first six months of 2001.Freddie de Wall, (pictured) managing

director of BMG Denmark, has quitthe company. De Wall joined BMG in1997 as VP of marketing Europe,BMG International; he moved toDenmark in 1999 to take up theposition of MD there. De Wall says itwas his own decision and a desire tore -focus his career at a time when he isto become a father.
