1.0 INTRODUCTIONThe purpose of this procedure is to provide the details of installation, testing and pre-commissioning requirements for the HV Switchgears, in order to ensure that all related equipment are functioning properly, relay settings are done and interlocks are correctly wired.

2.0 SCOPEThe scope of this procedure is for Installation testing and pre-commissioning of HV Switchgears for the project.

6.0 RESPONSIBILITIES

6.1 Electrical Engineer/ Testing Engineer / SupervisorElectrical Engineer/Testing Engineer/ Supervisor is responsible for the following activity including, but not limited to

Confirming the Installation locations from schedule of approved construction drawings.

Organizing tools and equipment required to the work site. Assigning work crew. Sequence of activities is carried out for the work as per this procedure. Maintaining all Safety Regulations. Notification to the QC for inspection after completion of the activities. Ensuring approved method and material are being used and

conformance of the specifications. Coordination with Vendor for testing & commissioning.

7.0 HV PANEL/ SWITCHGEAR INSTALLATION, TESTING & PRECOMMISSIONING METHOD

7.1 ReceivingHV Switchgears is either collected from the stores or received directly from the manufacturer’s works.After receipt of the consignment, utmost care is to be taken during lifting and transportation to avoid any damage to insulators, bushings, metering and protective equipment. The equipments shall be inspected for any abnormalities and damage. Receiving Inspection report is prepared listing out the physical damage, short supplies, and non-conformances of items / components as per specifications and vendor drawing.In cause of any damage, it is reported to AIPLLC/ PDO for necessary action.

7.2 Transportation of HV Switchgear to the location:Following precautions are taken before transportation of Panel / switchgear to site

Ensure the access to Control Room / Substation is available in all respects as per the Approved for Construction drawing before transporting the HV Panel / Switchgear.

Ensure that the lifting gears, slings and spreader bar are of adequate capacity and certified.

Ensure that the correct equipment is transported from store to the erection site by using proper material handling equipment and tackles in a safe way and shifted to the required area. Use the lifting hooks only for lifting the panel.

Unload the HV Panel / Switchgear to the access platform and place it above pipe rollers/trolleys .

Ensure that the HV Panel / Switchgear is properly supported during the transportation from stores to site.

7.3 Assembly & Erection Check foundation / trenches and dimensions / levels of insert plates or

foundation bolts with respect to vendor GA drawings. Ensure that the approved equipment layout, schematic drawings and

other reference documents are available at site. Ensure the foundation is released by Civil for the erection. In case Switchgear is connected to transformer through bus duct, verify

the dimensions and levels with respect to transformer, bus duct and transformer foundation also.

Ensure proper Ventilation & temperature inside the Control Room / Sub-station.

Ensure that proper and valid work permits & electrical safety documents are available for carrying out the job.

Ensure that approved / recommended tools and tackles of appropriate type are available.

Check foundation and base frame matches with drawing for correctness of bolt fixing holes and correct level all through the foundation frame.

Ensure that the equipment to be installed has been already inspected. Inspect the equipment for possible damages during transport. Make sure that the cut-out made on the ground floor slab / raised floor

for cable entry does not foul with the equipment. The transport eyehooks have to be strained perpendicularly. Install the equipment on the pedestal matching with the central lines

already marked. The panel has to be assembled & aligned. Ensured that all

interconnection coupling bolts and bus bar links fit properly without any strain on any part. Check grouting of panels, after final alignment. Panels to be tack welded at suitable intervals.

Ensure fixing bolts provided by vendor are used at all positions & are tightened properly.

Ensure for perfect verticality and proper alignment as each section is completed.

Check for proper alignment and intactness of door gaskets etc. The panels are to be thoroughly cleaned with blowers and vacuum

cleaners. All loose supplied items are to be fitted. All wiring, terminals, bus bar joints are to be checked for tightness.

Tighten the panel couplings & bus bars etc. to the required torque level as mentioned by the manufacturers.

Ensure connections of all power, control and earth bus are completed as per drawing.

Check Safety features such as horizontal & vertical separation sheets, bus bar shrouds and door handle interlock are fitted properly. Check mechanical operations of C.B.’s, racking in and out and shutter closing. Inspect contact alignment of draw out type Switchgears. Alignment of modules in MCC’s to be checked.

Ensure that the earth buses on the either side of the panel are connected to the main earthing grid.

Ensure proper mounting of instruments, relays, meters, and indication lamps which are supplied loose.

Ensure all the inter panel wiring is completed as per the drawing. Ensure all external power / control cabling and terminations are

completed as per approved drawing. Ensure that the equipment identification / labels are properly placed as

per drawing.

7.4 Testing & Pre commissioning Ensure that the following tests are conducted before giving clearance for commissioning. Also refer vendor’s testing and pre-commissioning procedures / manuals.

Ensure that valid work permit & electrical safety documents are available for carrying out the job.

Ensure that approved / recommended tools and tackles of appropriate type are available.

Check foundation and base frame matches with approved drawing for correctness of bolt fixing holes and correct level all through the foundation frame.

Ensure that the equipment to be installed has been already inspected. Inspect the equipment for possible damages during transport. Make sure that the cut-out made on the ground floor slab/raised floor for

Functional check to be carried out for individual feeder. Polarity, Ratio and Phase sequence to be checked for CTs and PTs. Insulation resistance to be checked for the entire panel. Electrical simulation test to be carried out for all the protective alarm and

annunciation relays along with manual operation of the panels. Secondary injection test is used for testing the protective relays and

thermal overload relays. Primary injection test is used to check Restricted Earth Fault Protection. Complete the Installation check sheets as per SP-1100 Pre commissioning test is carried out as per functional test of SP-1100

and records to be maintained.

8.0 HEALTH SAFETY & ENVIRONMENT

Before commencement of this activity all the personnel shall be briefed about the possible risk & hazards associated with the job. In general following precautions shall be taken while handling and assembly of Structural steel material.

a. Permits available in the site prior to the commencement of the work.b. Involved personnel shall be provided with appropriate PPEc. All equipments shall be checked for the general safety, prior to use.d. Only trained & competent personnel shall be allowed for the work.e. The work area shall be barricaded by the warning tape.f. In case of emergency applicable approved emergency plan shall be followed.
