On 20 October, Council’s Social Planner and Children’s Services Development Officerbrought together local school principals, teachers, and preschool and long day careservice directors to discuss possible cooperative approaches in supporting children’stransition to school. School and service representatives were provided with the latestevidence and best practice findings in a presentation from Deb Taylor, Early ChildhoodConsultant, NSW Department of Education and Training. School principals and otherschool and service representatives who participated were most appreciative of this firstopportunity to come together as a group and were eager to continue a whole-of-community or ‘village’ approach to supporting children and families in Mosman. Inaddition to directly providing community services and programs, Council undertakes afacilitative role in community development, addressing community needs across the lifecycle and supporting community and intergenerational connection.

Funding for rapid buses, road upgrades and a newNorthern Beaches Hospital top the list of priorities in

, a regional strategy formallyagreed to in September. Manly, Mosman, Pittwaterand Warringah Councils, who collectively form theSHOROC region, have all endorsed the new strategy.

“Our buses are too slow, infrequent andovercrowded, our roads are choked with traffic andour hospitals are run down, yet our region has beenignored in plan after plan and budget after budget”,said Mayor Connon.

“ is an historic step forward forour four councils, creating an agreed roadmap forhow our region can sustainably address current issuesand the challenges to come – including populationgrowth and climate change”, Mayor Connon said.

“We’re providing the leadership our region sorelyneeds and are calling on the State and Federalgovernments to commit funding in their 2011budgets to deliver our priorities and join us instrategically shaping the way our region will look, feel and grow over the next twenty years”.

also outlines how the councils willaccommodate population growth, housing and jobstargets set by the NSW Government for the region.

“The NSW Government’s Metropolitan Strategyrequires our region to accommodate an additional22,800 dwellings and 20,800 jobs by 2031”, saidMayor Connon. “While Mosman’s share is only 600dwellings and 1300 jobs, anything that happens onthe Northern Beaches affects our area. We’veidentified what we consider the most appropriateareas for the main growth to occur, creating jobsclose to home and minimising the need for additionalpublic transport and impact on our naturalenvironment and way of life.”

Mosman beaches ‘good’Mosman has received a ‘good’ rating for the 2009/10 water quality results forbeaches in the SHOROC region, indicating that our local beaches remain some of thecleanest for swimming during the summer months. (SHOROC State of theEnvironment Report 2009/10). Council encourages everyone to continue workingtogether to keep our beaches clean by using the public place recycling and waste binsprovided. Residents can also do their bit by ensuring the lid to their residential wastebin is always closed. Overfull bins create litter in our streets which often ends up inour waterways, posing a health risk and endangering our marine life.

Concerned with the quality of stormwater that flows from the Municipality into SydneyHarbour, Council has been improving stormwater in a variety of ways:

Many of these works have been undertaken as part of Mosman’s ratepayer-fundedCommunity Environmental Contract – a comprehensive schedule of works to protect, enhance and conserve the environment of Mosman.

Installation of Stormwater Quality Improvement Devices (SQIDs) on stormwater outletsthroughout the Municipality. Currently 88% of Mosman’s stormwater runoff is now protectedby the SQIDs. To date these devices have captured a total of 2169.12 tonnes of pollutantsthat would otherwise have washed into our beaches and bays.

Additional SQIDs are also planned for 2011 at Balmoral, Mosman Bay and Pearl Bay.

Undertaking environmental engineering works and bushland management solutions to reduceerosion and sedimentation of creek systems and to rehabilitate creeks and bushland areas.

Running education programs to raise community awareness and encourage people to identifyand modify behaviours that cause stormwater pollution.

In 1945 Mosman was the second Council to provide aLibrary Service in NSW. Bess Thomas was appointed ChiefLibrarian and was the first woman librarian appointedunder the 1939 Library Act. By 1949 Mosman’s libraryservice was being studied by other municipalities and usedas a model on which to establish similar services.

Jump ahead 65 years and 81% of our staff are women andour library services are still being emulated and studied asbest practice by other libraries around the state. A recentCustomer Satisfaction Survey overwhelmingly pointed to ahuge vote of confidence in the Library staff and services.

Said one happy library user: “I have always found staffhelpful and knowledgeable. I am only sorry I don’t use thelibrary more often.”

Happy Birthday Mosman Library!

Mosman Bay Creek comes back to lifeImportant restoration works have recentlybeen completed at Mosman Bay Creek, offReginald and Oswald Streets. The creekreceives very high flows during heavy rain.Significant erosion issues caused by theseuncontrolled flows were addressed by rockarmouring the creek walls. Weed removal, the reintroduction of native plants andrubbish removal complemented this work.

Due to its steep topography, access to thesite for the works was severely restricted. This necessitated the huge rock boulders atthe site being split by hand and moved withlevers, pullies and a flying fox into moresuitable locations. Soil and fill slopessurrounding the creek were covered in weedresistant matting and then planted out.
