MINUTES 30 January 2018 -23- A meeting of the Ottawa-Carleton District School Board was held this evening in the Board Room, 133 Greenbank Road, Ottawa, Ontario, commencing at 8:03 p.m. with Trustee Shirley Seward as chair and the following also in attendance: Trustees Donna Blackburn, Christine Boothby, Erica Braunovan, Chris Ellis, Mark Fisher, Theresa Kavanagh, Shawn Menard, Dr. Anita Olsen Harper, Keith Penny, Sandra Schwartz and Lynn Scott. A meeting of the Ottawa-Carleton District School Board was held this evening in

On a motion by Trustee Blackburn, seconded by Trustee Braunovan, the Board

resolved into an in camera session. Trustee Scott assumed the Chair in camera and presented the report in the public session. (Board Minute 18-034 refers).

32. Call to Order – Chair of the Board

Chair Seward called the public meeting to order at 8:38 pm. She acknowledged that the meeting is taking place on unceded Algonquin Territory and thanked the Algonquin Nations for hosting the meeting on their land.

34. Report from Board (In Camera) Session Vice-Chair Scott reported that the Board met in camera this evening, and there

were no recommendations.

35. Briefing from the Chair Chair Seward reported that the Ministry of Education has announced the capital

funding for this year and the OCDSB will receive $37.4 million for construction of a new high school in Stittsville and $5.8 million for a 7-room addition to Elmdale Public School. She acknowledged the efforts of trustees, staff and parent communities for helping make the capital priorities a reality.

Chair Seward noted that the Advisory Committee on the Arts has a vacancy for

a trustee member. Trustee Kavanagh indicated that she attended a recent meeting and would be willing to sit on the committee.

36. Briefing from the Director

Director Adams advised that the province has announced that the Rideau Community Hub has been selected as one of four hubs across the province to receive funding and support through the provincial Surplus Property Transition Initiative, a new program designed to help establish community hubs. This joint project between the Rideau-Rockcliffe Community Centre and the Odawa Native Friendship Centre will focus on providing a range of Indigenous and non-Indigenous services to the community.

Director Adams congratulated everyone involved in the initiative. The vision for

change and dedication to creating the Rideau Community Hub will improve lives and enrich community partnerships in the city.

Chair Seward thanked Trustees Ellis, Menard and Schwartz for their assistance

and commitment to the project.

bid results, or as priorities change, additional projects may be added or removed to suit the availability of the overall budget and these additional projects will be able to proceed without further approval as long as the total overall FRP/SCI budgets are not exceeded; and

D. THAT the Chair of the Board and Director

of Education are authorized to award contracts above $500,000 that are within this overall available uncommitted approved budget.

2. Approval to direct staff to provide information on tiered

interventions and guidance on the feasibility of providing teacher professional development on tiered interventions

A. THAT staff be directed to consider and provide guidance to the Board on the feasibility of Parts i and ii:

i. Ensure a culture of equity for OCDSB

students by making Professional Development on the topics of tiered interventions, differentiated instruction and placement in special education programs a top priority in 2018-2019 and 2019-2020; and

ii. Dedicate additional paid Professional Development time over and above the 2017-2018 Professional Development allocation, for developing teacher knowledge and skills regarding tiered interventions, differentiated instruction, and specialized program placement. The Professional Development should also focus on skills to identify and develop an understanding of specific types of instructional tools and metrics that might be used at each tier to expand the teacher’s toolbox; and

B. THAT staff be directed to provide by the

end of March 2018, a memo that explicitly defines the three tiers of intervention, including specific timeframes of review of progress and concrete examples of the classroom interventions and accommodations associated with each tier.

There were no non-consent items.

e. Report 18-016, Approval of the OCDSB Executive Compensation Program

Your Committee had before it Report 18-016 to seek approval of the Ottawa-Carleton District School Board Executive Compensation Program.

Superintendent McCoy noted that the Executive Compensation Program

was submitted for approval following the 30 day consultation period and was subsequently approved by the Ministry of Education. The program requires final adoption by the Board and will be posted to the District website.

Trustee Scott noted that she was pleased that the Executive

Compensation Framework would finally be in place.

Moved by Trustee Scott, seconded by Trustee Penny, THAT the Ottawa-Carleton District School Board adopt the Executive Compensation Program (attached as Appendix B)

39. Matters for Discussion a. Report from OPSBA Representatives

Trustee Penny advised that a recent email distributed by OPSBA Directors requested trustee input on OPSBA priorities for the year. He urged trustees to review the email and provide feedback to himself or Trustee Boothby.

Chair Seward advised that the priorities were also discussed at the Eastern Regional Meeting held at the Public Education Symposium (PES).

Trustee Scott highlighted that during the pre-symposium sessions at PES, the Ministry of Education provided information on the equity initiatives which

included case studies and opportunities for small group discussions. She indicated that she would share a copy of the case study questions with interested trustees.

Trustee Braunovan requested OPSBA be advised that the PES dates coincide with secondary student exams. She recommended that OPSBA review PES dates to allow the participation of student trustees.
