Councilor Hamawy moved to have the agenda rearranged, and replace the Pasiklaban Assessment to the48
position after the first agendum.49

Chairperson Medina began the discussion on the agenda by briefly sharing with the present body how62
that last January 8-9, 14 individuals from the UPB USC went to Davao to attend the General Assembly of Student63
Councils (GASC). There, the Council Reports of the different councils from around the UP System were64
presented, and certain resolutions were adopted by the gathered body present then. He then opened the floor65
for discussion, and stated that if there were any clarifications, then the body may feel free to bring them up.66In additional, Chairperson Medina put forward that the ODSA will be meeting the body soon with67
regards to their travel to and fro Davao. He shared how that some problems were raised by the office. Regarding68
that, he stated that he had already spoken with USC Adviser Lagunero on it and that it was going to be okay.69
Councilor Hamawy added and reminded the body that flew for the GASC that she will be collecting there70
flight receipts and tickets. She then put forward that the body, indeed, needed to talk about what happened in71
there. She stated that based on the set agenda, the body would not know how and what to discuss.72
The suggestion that specifics be presented on the issue instead was brought up.73
Chairperson Medina then asked Councilor Tuguinay if he had any concerns regarding the said matter.74
Representative Tamondong manifested and said that it was sad to think that it was only in the GASC that75
the issue on internal conflict came out.76
Councilor Tuguinay put forward that with regards to the internal conflict, it was important that the body77have an assessment, but not just internally. It was also important that the issue be brought to the secretariat in78
the assembly. With regards to how the agendum will be tackled, he put forward that the possible basis of the79
body for discussion will be the happenings that took place in the GASC; it may become more systematic that80
way.81
Councilor Orcales added that one thing they may assess is the behavior of the body before the actual82
GASC.83
Representative Deus then spoke up and stated his issue on the matter. He put forward that he was not84

able to attend the said assembly, and so he relied on the social media. He pointed out that what happened85online certainly created a stir amongst the people and the bodys constituents. Regarding the Student86
Handbook, he queried if they were going to clear things out to the constituents or were they simply going to let87
the issue die down.88
Councilor Orcales responded and said that the issue on the drafting of the Student Handbook was89
corrected during the assembly, however, it was not released online. He then suggested that a statement be90
released from the body on it.91
Representative Deus agreed and said that it indeed was better if the body were to release a statement92
so that things would be cleared out and that the issue would not simply die down. He expressed his desire for93
the body to be responsible in resolving such issues.94
Councilor Orcales added that the assessment that they were to do that night was to be an assessment fo95
the council as well.96
Hence, the body agreed upon having a table written down on the board for the assessment.97

Representative Tamondong put forward that the Council struggled in communicating with each other103
given that each one were already in their respective homes and that not everyone was able to go online in time104
He pointed out that this struggle, however, was not only limited to that of the social media, but also that on text105
messaging.106
Representative Maalihan raised a query, being one amongst those who were also not able to attend the107
event, on why the papers for the financing of the trip were not taken care of beforehand. He pointed out how108that not everyone was able to afford going to such trips on their own.109
To this, Chairperson Medina replied that the memo from the OSR was released on the first week of110
December, just as the body knew. It was released on December 4 to be exact. He put forward that he updated111
the body on this and that they were aware about how willing Chancellor Rovillos was to grant endorsements for112
ten individuals from the council. The body then agreed to have Representative Velasquez in charge of searching113
for an efficient travel now, pay later travel agency. He continued and pointed out that the body also knew 114
that before December, Councilor Hamawy had announced that the accounting office will no longer be releasing115
cash. In addition to this, unfortunately, no such travel agency was found for the body. And so, they had to fund116
their own tickets for the meantime. On the day of the set deadline for the attendees confirmations, December117
15, the body agreed that the fund that the Chancellor was willing to provide will be divided amongst the 14.118
Chairperson Medina put forward that the body did not leave anyone who was willing and available to attend the119GASC.120
Given that, Chairperson Medina then asked if there were any more concerns regarding the assessment121
before the event.122
Councilor Hamawy stated that they did not inform the ODSA beforehand and that was why they were123
having a difficult time handling the reimbursements now. She shared how that when they last spoke with the124
office, the peoples reaction to the situation were already different. She then put forward that that mistake was125
to be on the council.126

urged each one to be reminded on why they were there in the first place.169Councilor Mutya considered and took note of this, and also pointed out that the Chairperson posted170
what were to be written on the report even before the event.171
Chairperson Medina helped clarify and put forward that CL Chairperson De Jesus raised the issue on the172
Student Handbook during the GASC, and pointed out that it was not his intention to let the report come out as if173
the USC initiated the work. In addition to the concerns raised, he acknowledged that everyone was in his/her174
own hometown and that holding a GA to have the report approved was certainly not feasible. He asked why he175
was not approached even when the report had already been posted. He asserted that for every break time that176
the body during the GASC had, the council had the opportunity to talk about things and what were to be177
changed in the report. He expressed his feelings of surprise as to when the occurrence happened after the178
report between the members inside the council, and how that the council appeared dishonest at the time. He179
pointed out that what had happened stirred confusion amongst the people regarding which was true or not.180
Councilor Tuguinay added that during the assessment, it would be better if there was a181
recommendation stated right after regarding the issue brought up so that the body would become more182
effective, and not only point out mistakes or shortcomings.183
Councilor Bautista put forward that he, being one amongst those who were not able to attend the GASC184
truly did not know what had happened. He requested for a timeline, if possible, of what occurred during the185
event. He stated that he has only heard of what is happening now, along with the fight regarding the projects.186
Chairperson Medina acknowledged this and stated that the task of posting online was not accomplished187
although it was desired to be done so. He shared that accomplishment reports were presented during the188
assembly. When the UPB USC finished presenting its report, the issue on the projects was raised. Questions and189
concerns were raised, and then settled and clarified. After all the council reports, resolutions were then190
discussed inside the body; after which, the CRSRS Amendments were put forward. Chairperson Medina then191
pointed out that the main issue that arose during the assembly for the body was the council report.192Councilor Hamawy put forward that she thought it would be best if the body were to go through the193
council report that Chairperson Medina shared during the GASC so that the body could assess it.194
Representative Velasquez reminded the body that there were initially ten minutes for a council to repor195
during the actual assembly.196
Councilor Orbon responded, however, and said that extensions could be called for.197
Representative Velasquez replied that that was why she stated there was initiallyten minutes for the198
council then to report.199
Chairperson Medina then began with the Freshie Desk. He put forward how that the Freshie Night was200
not included in the report for the specific desk, although he did mention the other events that were launched,201
which were the Freshie Week, Freshie Night, Consolidation Night, Orientation, and the one held during202
Christmas wherein gifts were given.203Councilor Orbon then put forward that the essence of the events should have been said in the report.204
Representative Tamondong responded, however, and pointed out that not all would have been205
discussed due to the time of ten minutes given for each council.206
Nonetheless, Councilor Hamawy reiterated that Chairperson Medina could have at least stated what the207
main essence of the Freshie Night was, or what its theme was. She put forward that it was more like saying what208
the point of the event was.209
Chairperson Medina then shared how he shared the news regarding what had happened to the Gender210

Desk when the issue on the Photo Contest was raised online. He recalled how the netizens reacted, and how211the committee responded. He then shared how council members from UP Mindanao were captured by the idea212
on how funds were raised, and wanted to adopt the idea. He put forward that in UP Mindanao, they were not213
engaged or allied with the LGBT, hence their issues were not assessed.214
Councilor Monje responded and said that though there were some things that were not included in the215
report, it was okay.216
Chairperson Medina added that the 1Billion Rising was also mentioned. As for the Environmental Desk,217
Chairperson Medina put forward that he was able to report all the committees events, including those on the218
tree planting.219
Councilor Bautista then asked what the concern regarding his committee was brought up in the220
assembly.221
*Chairperson Medina stated that it was more of a recommendation encouraging that next time, the222
Indigenous Peoples would be included in the Resolution. He admitted that his wordings, however, may have223
been mistaken. He put forward that the main issue on the killings of the Lumads had not yet surfaced at the224
time the resolution was made. He also acknowledged how that the existence of military and paramilitary225
presence in the peoplesplace may be traced way back. He mentioned how they had wanted the issues, such as226
mining, to be included in the resolution.227
*Councilor Tuguinay responded saying this topic on the Lumads was significant and sensitive for him. He228
then put forward some clarifications on what Chairperson Medina just stated. He shared to the body how that229
the Lumad killings were not just a recent happening, rather it was already an issue years back.230
Councilor Bautista then put forward that he acknowledged the importance of the issue, however, he231
expressed his desire to let the body know that that specific resolution was more focused on the environment232
than the indigenous peoples, given that, in addition, his desk was specified as so.233
Councilor Tuguinay then put forward that that has been clarified.234Councilor Bautista agreed and then stated that Councilor Tuguinay had released his committees own235
resolution that was connected to the IPs. He stated that it was not just about the recency of the issues;236
regardless of that, however, a statement had already been released on that. He reiterated that the resolution237
was more environmental than on the indigenous peoples.238
Chairperson Medina considered this and agreed. He then repeated that that was just a suggestion239
brought about by the CSSP during the GASC. He stated that it was put forward there that the resolution was an240
initiative of the Environmental Desk. He continued and said that the issue did not mean that there was241
something wrong with the resolution itself, rather it was a suggested by the CSSP that, on the next time such a242
document is made, the issue on the indigenous peoples be included. He added that he acknowledged that and243
put forward that it would indeed be better if that were done as so. Chairperson Medina then stated the other244
events that were mentioned during the GASC regarding the Environmental Desk, such as the #IAmHampasLupa245Forum, tree plantings and the photography exhibit.246
Chairperson Medina then went on with the Special Events and Volunteer Corps. He put forward that this247
specific committee was the helping hand behind the launching of events. Chairperson Medina then admitted248
that he was not able to mention how many volunteers were in the Corps. He continued and put forward how249
trainings for the Volunteer Corps were carried out, such as the First Aid Training. He put forward what had250
happened in the Pasiklaban, how that funds were raised for a cause, particularly for an alumnus of the university251
and the athlete from UP Diliman. The calls made during the Lantern Parade was also reported, and in addition,252

positive comments on the fundraising made for the athlete, by the Sports Committee, were put forward.253Chairperson Medina then stated how Councilor Medina gave him a piece of paper wherein additional events254
and activities, which were not written on the report at the time, were stated. Sometime before the reporting,255
however, Chairperson Medina stated that it slipped and was not found in time. He admitted that that was his256
fault; he added that he was not able to mention the Sports Clinic and Varsity First Aid Training.257
Councilor Medina responded and mentioned responsibility. He then put forward that before258
Chairperson Medina went onto stage to report, he looked for the paper and did not notice anything fall or slip259
from the papers Chairperson Medina then had. He then announced to the body, for everyones information, the260
projects that were not presented in the report. However, no consultation was made prior the report, so if ever261
there were any corrections to be made regarding it, they were not done. He put forward how he approached262
the Student Regent (SR) on the first day of the assembly and appealed for the increase on the varsity allowance.263
He stated that it was an increase on the allowance that they were vying for, and not a full scholarship per se. He264
shared how this confusion affected his committee. He mentioned how he opened to the SR the need for an265
increase in the funds, and that the SR suggested that he construct a proposal letter or statement that will be266
sent around the UP system for the increase in varsity allowance.267
Chairperson Medina put forward that he was able to consult Councilor Medina, however, he was not268
able to do so in general because everyone was in their hometowns in the lowlands. With regards to the varsity269
scholarship, he put forward that this has already been something Vice Chairperson, former Sports Committee270
Head, Garcia began pushing for. He explained how a paper between the committee and the HKP had already271
been made regarding the need for varsity scholarship in his term already.272
Councilor Medina then stated that the HKP was to be mentioned as well then.273
Chairperson Medina considered this, and then put forward that he acknowledged this was also the274
initiative of the Sports Committee.275
Representative Tamondong then pointed out that in the GASC, the act of having every activity cited was276not necessary. He put forward that the most important ones were the ones stated by other councils, but not all277
essentially. He stated that the happening in the assembly wherein not all events were mentioned should not be278
turned into a big deal. With that being said, he set the CSS and other colleges as an example, saying none of279
their events or activities, not even one, was mentioned in the assembly, but it was alright with them.280
Councilor Orcales then manifested that, in his observation, there was a council who stated that they will281
only be able to report the highlights of their activities from the first semester before they started reporting. He282
then shared how he noticed other councils report by month; he then sought to ask why the bodys report was283
done per committee. The answer he received from Chairperson Medina then was that it was so in order for the284
events and projects to be put forward and recognized per committee. He stated how he was there in the285
assembly and that there were some activities from his committee that were also not recognized, but then it was286
okay because the essence of the committees motive to launch such events or projects was more important.287Representative Caacbay then stated that he could not understand why the body was creating such a big288
deal out of the situation. He put forward that if the projects each committee forwarded in the past semester289
were truly for the students, then they would continue on and depend on their passion for them, even if they290
were not recognized.291
Councilor Medina then directed his response to Representative Caacbay and stated that the purpose of292
the Council Reports during the assembly was to boast about what each council had done. This act was also for293
the purpose of encouraging each council and adopting ideas that would better the councils in their respective294

campuses. He put forward how that the body itself was inspired by the events of the other councils. He then295expressed his wish for the report to have been presented properly so that they could show off what UPB USC296
has done. That is why they were intent in having the consultation. If an extension had to be done, then they297
would have gone for it just so that the other councils would see what the council has done.298
Councilor Hamawy agreed and then put forward that it was not an issue of being in the limelight, rather299
it was considering and giving credits to whom they were due. She set Councilor Romans efforts of sleeping in300
the office with other council members before events as an example for this. The essence of them being able to301
do so much was of importance, but was not recognized.302
Representative Caacbay added that it was painful to recall that the projects of the college committees303
were not put forward in the assembly, but he understood why it had to be done as so. He put forward that what304
was important for them now was the fact that they were able to hear and perhaps adopt what could be done fo305
their respective colleges.306
Representative Deus mentioned that since he was not able to join the GASC, he will be basing his307
manifestation on the contextualization given at hand. He then stated that he, too, has come to understand the308
issue on why some projects were not brought up. He pointed out that the events that the Council forwarded309
were not mere events; rather, they all knew that the events that had been forwarded were done so with310
purpose. He then addressed the body and pointed out his feelings saying that they all might have just waited for311
this moment to answer and gripe at each other. He put forward the importance of bringing about an immediate312
solution to the problems they were facing at hand. He also said that communication was a two-way street. He313
stated that the body cannot give all responsibility to one person. He reminded the body that they were a314
council, and that they were supposed to help one another and not rain blames on only one person. He put315
forward that he appreciated the Chairpersons apology, but pointed out that one semester had already passed,316
and yet the council has not done anything in essence as a whole. He pointed out that what has been happening317
may just be political, whereas the council should be pushing for relevant projects for its constituents.318Representative Tamondong considered this and agreed with Representative Deus. Team buildings have319
been set for the body, however, he felt as if they meant nothing because apparently conflict has amounted320
inside the body.321
Councilor Tuguinay manifested and addressed what Representative Deus said, considering it was a322
pretty heavy one. He put forward that the second semester is not yet over, and that if that was the323
representatives assessment, he asked what then should be done about it. He pointed out that that was why324
they were all doing what they were doing now; the body is striving to fix things. On the matter of team buildings325
he responded that they were not the sole basis of the body to build a consolidated relationship with one326
another. He stated that in making campaign, forwarding projects, and simply meeting every Wednesday, they327
can already build on consolidating the body. With that being said, he continued and pointed out that every day328
may be considered a team building for the entire body.329Councilor Orcales also manifested and reminded the body that the council was not a one-man council. It330
is that of the entire student body of UP Baguio. Those who were seated in the council, however, are the ones331
mandated to further campaigns, events, and projects that are of relevance to the studentry. He put forward tha332
is is expected of the council that this remaining semester, they would work harder and strive to work as one. The333
body indeed has gone through a lot of disjoint, miscommunications, and other similar events, but then it is time334
for them to strive harder. He stated that the body was able to accomplish things, but now, they have to better335
the task and job of each committee and, in whole, the council.336

In addition, Councilor Medina put forward that he agreed with the other council members who have337stated that this assessment ought to serve as an eye-opener for the entire body and push each one to strive and338
do better.339
Chairperson Medina considered this and shared with the body that this is actually the first time, in his340
three years inside the council, that the body opened and did such an assessment. Given this, he stated that he is341
positive that the body will be able to move forward.342
Councilor Orcales then put forward that he could not accept the posts that are circulating the social343
media stating that the body will only strive to do better because of the upcoming student elections. He344
acknowledged the fact that the council has its shortcomings, but given those, what then should they do? He345
pointed out that they should strive harder and better. He stated that the effort and decision to move forward346
and on should not be judged as something done merely for the elections.347
Chairperson Medina agreed and put forward that the body should have good faith in each other and348
hope for everyone. Regarding the activities and campaigns, he repeated that the body has a whole semester349
ahead of them.350
Chairperson Medina then continued with the brief recall of the report presented in the GASC. He put351
forward that the IP - Cultural Desk forwarded campaigns, especially against the Lumad killings, while the352
Secretary General Committee was able to produce Minutes and theAnya Ngay?Publication is on the process.353
He then pointed out that one reason as to why it was difficult for the committee to finish the said newspaper354
was because there are still committees that have not sent their reports to them.355
Councilor Mutya clarified, however, that while that may be a thing to consider, the body already talked356
about the reports last semester, agreeing that only those who have sent theirs will be part of the one that is to357
be published for the first semester. She put forward that it was a matter concerning the committee, and that358
they will have yet to meet and decide on how they are to face and handle theAnya Ngay?this semester.359
As for the BSS, Chairperson Medina stated that the report and survey on the SAIS was done earlier in the360first semester, and that recommendations have already been forwarded to the BOR. Consultations with the361
dormers of BREHA were also done, along with that done with the VCA regarding the lack of chairs and tables362
inside the canteen, and free water. Regarding the Finance Committee, Chairperson Medina acknowledged and363
put forward that aside from monitoring each committees financial statement and the councils as a whole, a364
budget forum with the CL was launched as well.365
To this, Councilor Hamawy commented a thank you, and stated that what had been wrong before was366
then corrected.367
Chairperson Medina then went on to the college representatives and stated that each college had its368
orientations for their respective colleges, and the responsibilities expected of them have been accomplished.369
They also launched activities with their college academic organizations. A college week wherein the370
representatives presented themselves and their SPOAs to their respective colleges was also done. Chairperson371Medina then went back to the report on the Nationalist Corps, realizing and apologizing that he overlooked the372
said committee. He put forward that during the GASC, he mentioned the activity on James Balao. He admitted373
that he did not think the failure to mention the collaboration with Outcrop would be taken against the body, but374
since they all know now, Chairperson Medina put forward that they will certainly note it. He pointed out, in375
addition, that discrediting others who were part of the collaboration was not his intention. He then continued376
and stated that a candle lighting was held in honor of the worldwide synchronized vigil. An online campaign377
No Bio, No Botoand a countdown to the end of the registration of voters were also done by the committee.378

Councilor Bulan thanked Chairperson Medina for addressing the issue on that of James Balao.379Chairperson Medina considered this and then stated that it had already been clarified in the assembly as380
well. He then acknowledged that that was it for the council report and put forward that, regarding the reporting381
done in the GASC, there was no specific requirement or format set for it. He also stated that, in his experience in382
the past councils, no issues were brought forth by the council report and that it was only this year that such an383
occurrence happened. He acknowledged the vigilance of this years council and pointed out that that was a good384
thing, but then he put forward, as Councilor Orcales had mentioned earlier, that there were some councils that385
stated they were not to present all that they have done in the past semester. He said that the intention to386
inspire others with the bodys work was there. The bases for the reports were those sent to the Secretary387
General for the Anya Ngay?; there was no intention of discrediting others. He pointed out that he knew not388
everyone had passed a report to the Secretary General and that was why he consulted the body on the report389
online. He admitted that his shortcoming there, too, was the failure to mention the events that Councilor390
Medina forwarded in the assembly, though this was not intentional.391
CL Chairperson De Jesus then manifested on the assessment outside the council reports. He had three392
points, out of which his first point was on the residence of the body in the GASC. He put forward that one of the393
reasons why the body was now discussing such issues was because they were not consolidated in the assembly394
itself. He acknowledged that consultations have been done during break times, but he pointed out that that may395
have not been sufficient. He put forward that the benefits that the body may have received benefits such as396
consolidating with other UP systems, making friends, and having collaborated projects or replication of other397
projects like the education fair, if only they had all agreed to staying in the accommodations set by the OSR. His398
second point was on the nature of the council report. He put forward how other councils reported by month,399
while UP Baguio presented per committee. He then stated that the events of the USC became committee-400
centric and divisive, whereas it should have been campaign-centric. He put forward that that only showed the401
nature of the council in the assembly. Thirdly, he reiterated that the council was one council. Given that, he said402that he wished they would have all gone together to Davao and stayed together in the accommodations. He403
stated that they went there as a student council, and that it was not simply a trip to Davao. He also went back to404
the councils Constitution wherein he quoted Article 2, Section 1, which says, VisionUP Baguio students405
enjoying an affordable and accessible (free, nationalistic, scientific, mass oriented) tertiary education and406
facilities, committed and empowered to respond to issues concerning studentsrights and welfare.He pointed407
out that if that was in their constitution, then they should not have abstained in junking the STS. He stated that408
they only wasted their time in doing so, because beyond all the technicalities and issues on credit-grabbing, the409
body should have known their roots and mandate to the constituents. It is beyond who is to be credited, or who410
made the greatest effort. All those may be answered according to the nature of the council itself. Having no411

Chairperson Medina considered this and then responded to the issue on how the council reported in the413GASC. He reiterated how there were no instructions on how it should be presented. He stated that if someone414
from the council launches something, then the entire UPB USC launched it as well. He pointed out that he did415
not present the report per committee to show that the body is divided; he did so to credit the committees416
involved. He then repeated that if a committee launched it, they all launched it as a council even if the report417
was done per committee. The context behind the presentation was to show that all concerns were acted upon418
by the council, and not merely to be divisive. He put forward that if the members of the body were to think that419
the presentation was only depicting how divisive the council is, then they were the ones who were actually420

being divisive.421Cl Chairperson De Jesus then directed his response towards Chairperson Medina and stated that it422
would be better to present the report as a streamline and not per committee on the next time such reporting423
are to be done.424
Chairperson Medina considered this and stated that it has been taken note of.425
Councilor Tuguinay then manifested that since the GASC is over, the body should no longer be fighting426
over it. But since they are arguing about it, then they should take note of it and forward a campaign-centric427
report next time. He expressed his wish for the body to have been present at the gathering of the KSUP; he then428
informed the body that he, too, presented a committee report there. He put forward how he, too, was only429
given 5 minutes to present, and that was why he understood how difficult it was for the council to present in the430
assembly for only a particular set time. But then, he continued and said that the intention of the chairperson to431
show that the body is consolidated did not appear as so in the GASC. One of those who wanted to manifest afte432
the report asked him why the report was done as so. In addition, he expressed his desire for the council to have433
stayed in the accommodations. He pointed out that this was free and that the body could have saved if only434
they availed it. He even recalled how the registration fee reduced to P600.00 from P1,160.435
Representative Velasquez manifested as well, stating that the accommodations that they have agreed to436
can no longer refund them. This accommodation was something that most of the council members agreed to437
even before Councilor Medina brought up that on the Napocor.438
Representative Tamondong added that the body was not able to finalize the accommodations439
immediately, and that they could not decide on availing the accommodations set by the OSR since it was only440
finalized one day before, if not on the day itself.441
Councilor Hamawy then brought up her concern regarding the flights of those who attended. She put442
forward that they did not communicate with each other on that. She was surprised to know that suddenly there443
were already those who booked their flights. Even in the accommodations, she stated that they were not444informed on it or invited. The fact that they did not communicate was already a big deal.445
Councilor Orcales then directed his response to Councilor Hamawy stating that he was not able to446
communicate immediately simply because at the time he was not sure if he could go. He pointed out that when447
he booked himself, that was the only time when he finally found enough funds to do so. For one, he took which448
was cheaper and therefore was not able to go together with the others.449
Councilor Hamawy responded and expressed her wish for the body to have confirmed and planned450
together. She narrated how she, along with Councilors Medina and Orbon, arrived in Davao the day before the451
event without knowing what to do, only to find out that Councilor Orcales and Representative Velasquez and452
the others were already together.453
Councilor Orbon asked the body if they all arrived in Davao one day before the event, and the body454
confirmed this.455Chairperson Medina then put forward that everyone was to be held accountable for that. He pointed456
out that each one may have had a shortcoming. On the issue of consolidating together, however, he stated that457
that was difficult for the entire body simply because it was done during the sembreak, and they were not able to458
hold a meeting just to discuss it.459
Councilor Medina then recommended that the next time such a happening occurs then communication460
should happen. For one, he stated that he should have been contacted by the other council members regarding461
the accoms. He pointed out that it was shameful to consider how those who accommodated them in Davao462

prepared for everyone, but not everyone came.463Councilor Orcales responded to this and stated that he did not know that Councilor Medina told the464
ones who accommodated them that there were to be around 10 people who were to stay there. He reiterated465
how, prior to Councilor Medinas post online, most of the council members had already had their466
accommodations fixed, and was not refundable.467
Councilor Medina considered this and then stated that he wished they told him about it so that he could468
have informed those who would accommodate them that they were only 3.469
Representative Velasquez then expressed her wish that the memo from the OSR had been sent earlier470
than December 4. She recalled how it was already amidst the hell week last semester that it was sent, and she471
stated how the body knew the difficulty in calling for a meeting. She also put forward that the body knew there472
were financial constraints.473
CL Chairperson De Jesus pointed out how the GASC was supposed to be held in Coronadal, but the474
changes were made in the last-minute and so Davao became the last option.475
Councilor Orcales put forward that they are to adjust in order to conceptualize the time. December 4,476
the memo came, and the confirmation to this was December 16. At the time, everyone has already gone home,477
and those who wanted to go such as Councilor Roman were not able to go due to the time constraints.478
Chairperson Medina put forward that Councilor Roman spoke with him on this, and he emailed the SR479
for that. The response was that the councilor would be put in Observerstatus only, but since this was not fixed480
immediately and the costs had gone up, Councilor Roman was no longer able to go.481
Councilor Hamawy then directed her response to Representative Velasquez and put forward that the482
hell week cannot be used as an excuse for the body. She pointed out that each one should be able to balance his483
or her duties along with the academic load s/he has.484
Representative Velasquez answered saying that she considered this, and that her point earlier was that485
given the time, it was difficult for everyone to meet and be consulted.486Chairperson Medina, in addition, put forward that the body has already discussed this and if they were487
to remember, they decided on assigning Representative Velasquez to look for a traveling agency. This was the488
case for the former councils before them; they were allowed to travel first and then pay later. But, apparently,489
this was not the case for them, which was why the problem on each member booking their own flights arose,490
along with the individual effort to fund themselves for the meantime.491
Councilor Hamawy then put forward that she wished the campaigns of the other councils served as eye-492
openers to their council. She stated that the body should listen more to the students and their needs and not493
just conduct an event for the sake of conducting or organizing one. She reiterated that on the next time around,494
the body should have more campaigns.495
Councilor Monje then put forward that the tweets online caused a stir among those who were not496
present in the assembly. He pointed out that they were not updated with what was happening and that they497had to rely on the social media for news. However, in doing so, they were bothered to hear that it appeared as i498
UPB USC had no educational programs or campaigns. He considered this and asked the body what they were to499
do about the matter. He pointed out that they can make a campaign for that.500
Councilor Tuguinay responded and said that he was the one who manifested on that and, there, he said501
it was saddening that their council had no campaigns for education. As for the tweets online, he put forward502
that that was beyond the bodys control. As much as possible, however, the body would have to admit that they503
were now trying to fix the situation and that they were aware that, indeed, there was no such campaigns504

forwarded in the past semester.505Councilor Monje considered this and then stated that what had come out in the social media was506
differently interpreted, and no manifestation on it being clarified was released.507
Representative Deus then stated that the problem of the council is that they accept defeat. They were508
aware that there were no campaigns, and yet no one did anything about it. He then put forward that they509
should initiate a follow-up as to how they were to deal with the said crisis. He set the issue on the student510
Handbook as an example of the body simply letting an issue die without pushing for resolutions to the problem.511
He stated that, as a council, they ought to deal with such things immediately.512
CL Chairperson De Jesus considered this and then stated that that is what the body desires to do this513
semester. He put forward that they were to touch all issues this 2016.514
On the issue of not being able to resolve things immediately, Representative Tamondong put forward515
that the body may have been silent about it until now because of the desire to consolidate with each and every516
member first, so that the statement or resolution would come from the heart of the council.517
Chairperson Medina added that the assembly ended late at the time so the council was no longer able518
to talk about it. On the second day of the GASC, the issue on the council report sparked, and it was there that519
the body decided to discuss things when they all return to Baguio.520

While the second agendum should have been the assessment of the Pasiklaban, Councilor525
Medina moved to proceed to the third agendum since Councilor Roman was not yet present.526
To this, the body seconded.527
However, before any other discussion was raised, Councilor Monje requested the body to go528back to the previous agenda.529

Councilor Monje then asked the council regarding their choice of abstaining on the Resolution to531
Junk the Socialized Tuition System.532
Chairperson Medina answered the question by stating that, during the GASC, the privilege of533
talking amongst each other was not given to them. As a result, they were not able to come up with an534
agreement of their stand regarding the said issue resulting in abstention.535

they decided to distribute Jollibee as what is served in the past Pasiklaban.606

Councilor Orbon stated that the event started and ended early. He also said that during the610
parade, Council of Leaders Chair De Jesus and Councilor Tuguinay were commendable for leading the611

Chairperson Medina commended that almost everyone needed arrived on the agreed time,613
which is before the call time of the assembly.614
Councilor Orbon considered it a good thing that though the kuyathey desired not to attend,615
attended, he was kinder and more considerate than before.616
Councilor Tamondong commended the Reinforcement. There were no technical problems and617
with that he commended Councilor Orbon.618
Councilor Medina mentioned, in behalf of the Sports Committee, that the fund collected from619
the event was for a cause. The money collected was somewhere beyond P15,000 all in all.620

Councilor Roman stated an assessment from the previous Pasiklaban. It was manifested that688
many failed their exams when Pasiklaban was scheduled during the last day of finals because there were689
exams during the said day.690
Representative Tamondong said that there was delay in the assembly before the parade. The691
CSS participants were called but then they stayed for another 30 minutes.692
According to CL Chair De Jesus, the assembly really took some time. One thing that delayed the693
parade was the late arrival of the faculty.694
Representative Tamondong said that it was the time of the finals that is why the council695
members were not complete.696
Councilor Roman commented that he understand that every council member has his or her won697
responsibility as students but also as council leaders. He wished that in situations like those, council698
members show up and ask for permission.699
Representative Canlas said that he was a little confused with the ticketing. There were700

Representative Vidad manifested that he was shifting tasks from one to another. He cannot find719
other council members because some went home during the event proper. According to him, only a few720
of the council members were present up to the end of the program. He was saddened by the fact that721
they were not able to ask for permission to leave the event.722
A gentleman from the body said that as a part of the volunteer corps, the volunteers must work723
as one to finish the tasks given. He said that there were volunteers who actually have attitude problems724
and this must be taken care of by the committee in charge.725

Pasiklaban itself. She deemed it best if the same theme would be used for the said events because it752

theme should be forwarded to the Christmas Committee as well. He also emphasized that during last755
Pasiklaban, there was a fixed theme for the whole event, which was Philippine Festivals, yet this year,756
there was no theme that was given and as a result, the different organizations had to talk with757
themselves regarding the lantern that they were to make.758

Councilor Roman stated that he requested Councilor Tuguinay to make chants regarding760
different issues (i.e. IPs) during the Lantern Parade. This is to make the audience aware of the arising761
problems in our country as well and not just to entertain them with the lights the parade brings.762

pronounce the names of the different organizations.765

Representative Caacbay responded and said that he had class until 7:30 in the evenings of the827newly set Regular Session. Given this, he then asked what would happen to the Council Watch.828
Chairperson Medina answered, saying Representative Caacbay can appoint a committee829
member to do the task while he was gone. He encouraged Representative Caacbay to communicate830
with the CAC Committee in whole about it.831
Representative Vidad urged the body to share the statement on the Lumad Killings.832
CL Chairperson announced and encouraged the body to join the gathering set for the different833
councils in Baguio on February 7, Sunday morning to afternoon. He encouraged the body that if they834
wanted to find out what that was about, then they should go and attend. He put forward that the835
Council of UB had already confirmed for this, and that the venue was at Camp John Hay.836
Councilor Hamawy announced that the doorknob of the Council was new, and that it was only837
changed and repaired that same day. The knob cost P350.00, and the money used for its purchasing838
came from the Councils petty cash. She put forward that the key has not yet been duplicated.839
In discussing whether or not the duplicates should be supported by the petty cash as well, the840
body finally decided that, though the cost for a piece of duplicate would seem small if put together, it841
would amount to a great cost. Given this, the expenses will not be taken from the petty cash.842
The body then talked about the missing soup dish, and asked if the money for its purchasing843
could be taken from the petty cash.844
To this, Councilor Hamawy said it was possible.845
Hence, Representative Velasquez moved to charge the purchase of the soup dish from the petty846
cash.847

Councilor Orbon then stated that he, too, had other matters to share with the body. On the849
Freshie Ball and Second Year Soiree, he urged those in the body who came from the batch of 2014 to850encourage their batch mates to attend. He announced that the Council will not spend anything for the851
said event. In addition, the theme for the Soiree was on reminiscing the first year of the Sophomores,852
whereas for the Freshies, he still has to ask former Councilor Ruz. He shared with the body that the two853
First Year Desks will provide for and divide the expenses. The tentative dates were February 6, 13, and854
another. However, Councilor Orbon put forward that he proposed to the freshmen that the event855
happen on March instead because on February, many high schools will be having their respective proms.856

In response to this, Councilor Orcales considered the urgency, but stated that they cannot do869the stand yet, because as the other Council members had put forward earlier, the ad hoc committee has870
yet to finish its study on the said matter.871
Given this, Chairperson Medina asked when the committee will meet.872
Councilor Orcales answered Tuesday, and then encouraged his fellow committee members to873
