LEADS INTER-‐AGENCY COLLABORATION with BEA’s Balance of Payments division and the Census Bureau’s Foreign Trade division on seasonal adjustment, coordination of Interim PPI Price Transfers with the Bureau of Labor Statistics.
SERVES AS RESIDENT EXPERT/AUTHORITY/SUBJECT MATTER EXPERT on the Foreign Transactions and CIPI estimates. Served as project lead on the implementation of major program improvements to the foreign trade and CIPI estimates.

ACHIEVEMENTS IN PROJECT DEVELOPMENT AND MANAGEMENT • Awarded the BEA Bronze Medal for Scientific / Engineering Achievement, the highest level of
performance at the agency level in both December 2014 and 2015• Successfully completed the 2014 Flexible Annual Revision Operation implementation of new
statistical guidelines outlined in the International Monetary Fund’s Balance of Payments andInternational Investment Position Manual 6th edition (BPM6).
• Developed an improved processing system for transferring International Transactions data totheir respective National Economic Account analysts, a cross-‐division collaboration which hassaved several processing hours per month.
• Managed the development of the BPM6 Reclassification Project, into the foreign transactionsestimate, which included updates to all foreign trade publication tables and the introduction ofnewly created foreign trade underlying tables, which present more detailed categories of theforeign trade estimate for publication.

KEY ACCOMPLISHMENTS
Successfully completed the production of the 2013 Comprehensive Revision for the CIPI estimate. This accomplishment included incorporating source data revisions from 2002 to 2012 and the rebasing of real dollar CIPI components back to 1929. Completed the training of new CIPI Analyst in CIPI current estimate processing.
Presented two annual revision proposals, which have been approved and integrated into the CIPI estimate methodology.

APPLIED STATISTICAL DATA COLLECTION to the management and updating of sewer rates based on a conservation-‐based rate structure; updated rates for wholesale customers through cost-‐of-‐service rate design, including continual review of local and state statutes, industry publications, and best practices to assure application of sound strategies as studies are developed.
PERFORMED INDUSTRY REVIEWS AND STATISTICAL TESTING on customer satisfaction survey data, compiling survey results and presenting findings to the Public Service Board.
PRODUCED ANNUAL BUDGET AND COMPREHENSIVE ANNUAL FINANCIAL REPORT (CAFR) in collaboration with the Vice President of Strategic, Finance and Management Services
MANAGED UTILITY FINANCIAL PLAN, utilizing annual budget and long range planning, ensuring that the EPWU maintain a desirable debt service coverage with minimal risk to both taxpayers and EPWU.
DEVELOPED AN ELECTRICITY DEMAND MODEL based on utility-‐wide electricity usage data and existing electricity rate structure in order to conduct cost-‐benefit analysis used for electric rate structure contract negotiations.
CREATED A COST-‐BENEFIT MODEL used for implementing “smart-‐meter reading” technology throughout the EPWU water system.
RESEARCHED MUNICIPAL BOND AND COMMERCIAL PAPER MARKET developments related to EPWU’s cash position. Special studies included Impact fees implementation, annexation assessments, rate survey analysis and an extensive review of state and local statues and ongoing communication with economic analysts throughout the State of Texas.
PRESENTED FINDINGS TO TRADE ORGANIZATIONS and citizen advocacy groups on Stormwater Rate Structures and Stormwater 10-‐year capital improvements planning.
