3. Roadway Condition Information 9:45 a.m. – 10:15 a.m.

At the June and October HRTO Subcommittee meetings, there was discussion during the Statewide ATMS item about a “Top 10” list of pieces of information that all localities can share with VDOT from their CAD systems. Since information collected and provided by each locality varies greatly, this would provide consistency for sharing important roadway condition information between localities and VDOT. Mr. Scott Cowherd (VDOT) will initiate a discussion of this item.

4. Hampton Roads Operations Strategy – Remaining Funds

10:15 a.m. – 10:45 a.m.

In January 2014, the HRTPO Board allocated $400,000 in Regional Surface Transportation Program (RSTP) funds for a Regional Operations Strategy (UPC #105492) based on a request from the HRTO Subcommittee. The first phase of the Hampton Roads Operations Strategy was completed in May 2016. Approximately

$94,000 of the funds was expended for the first phase, leaving over $300,000 remaining in this task. The last time this task was billed was January 2017. Due to this amount of time, this task will need to be billed in the near future or the task will be closed and the funds returned to the RSTP reserve. Mr. Mike Miller (VDOT) and Mr. Keith Nichols (HRTPO) will initiate a discussion of this item. Due to the timeliness of this item, the HRTO Subcommittee will be asked to make a recommendation regarding the future use of these funds.

5. Emergency Vehicle Preemption 10:45 a.m. – 11:00 a.m.

In 2008 the HRTO Subcommittee endorsed a project titled “Hampton Roads Regional Opticom Preemption Strategic Plan and Deployment”. This project would create a blueprint for regional Emergency Vehicle Preemption (EVP) standards and provide funding for installing preemption on priority corridors. An application for regional CMAQ funding was approved, and a total of $1.6 million was allocated to the project (UPC #100606). There has been discussion at HRTO meetings over the last few years regarding this EVP project, including a recent meeting where VDOT stated that they would not be able to manage the project on a regional level. At the June HRTO Subcommittee meeting, the committee voted to split evenly the money allocated to the EVP project among the cities that can handle the project and still want to receive their share of the funds. Mr. Keith Nichols (HRTPO) and Mr. Mike Miller (VDOT) will provide an update to the committee.

6. Regional Procedures for Planned Closures at River Crossings 11:00 a.m. – 11:15 a.m.

In both 2009 and 2012, the closure of two major river crossings at the same time for maintenance caused significant delays at the remaining open river crossings. To prevent such occurrences in the future, HRTPO – with the assistance of the HRTO Subcommittee – prepared the Regional Procedures for Planned Closures at River Crossings. This effort included creating a procedure using Microsoft Outlook to communicate planned closures with the operators of these major crossings.

• Recent actions of HRTO’s parent committee – the Transportation Technical Advisory Committee (TTAC).

• Recent actions of VDOT’s RCTO-TIM (Traffic Incident Management) committee.

• There are four upcoming SHRP-2 Traffic Incident Management (TIM) Training Workshops in Hampton Roads. These training opportunities include:

• There are two RCTO-TIM Working Group meetings scheduled for March. The Southside meeting will be held on Thursday, March 8th, 2018. The meeting will be held in Chesapeake at the Regional Building (Room A/B) at 9:30 am. The Peninsula meeting will be held at the James City County Fire Administration/Training Building (5077 John Tyler Highway, Williamsburg) on March 23rd, 2018, at 9:30 am.

1. Public Comment Period

Nobody from the public requested to speak.

2. Minutes of the June 13th meeting were reviewed. Motion for approval was made by Jackie

Kassel and seconded by Robert Lewis. The minutes were approved.

3. SmarterRoads Data Portal

Scott Cowherd (VDOT) made a presentation on the new VDOT SmarterRoads Data

Portal, which is a cloud data portal that primarily provides operations data to

developers in the Connected/Automated vehicle industry.

o Provide all relevant VDOT data beyond current traffic operations data in one

portal site

o Encourage auto manufacturer device, application and business development

o Improve two-way data exchange

The portal also includes Signal Phasing and Timing (SPaT) data for 1,400 signals in

Northern Virginia. Keith Nichols (HRTPO) asked when there will be a rollout statewide,

to which Scott Cowherd said he was unsure.

Robert Lewis (Suffolk) asked what does it take to upgrade an existing signal to do this, to

which Scott Cowherd said he was unsure.

Jackie Kassel (Newport News) asked whether there as a PR push for the portal, to which

Scott Cowherd said that VDOT did a soft launch and then put out a press release.

However, the data is in its rawest format and is strictly useful for developers.

Mike Miller (VDOT) asked about how the information is put out and how it is

communicated through DSRC. Scott Cowherd mentioned that Audi showed an example

of how it uses the DSRC info, and that the communication between the signal and

vehicles is two-way. Mike said that there are a lot of roads to cross before we get there

(to which everybody agreed) and that he was concerned about delayed or incorrect

information being sent out via DSRC, and about vehicles receiving 100% of the

information needed.

4. 511 Virginia Updates

Scott Cowherd made a presentation on the new 511 Virginia app. While the app was

totally redesigned, there are two major improvements in the update:

o Turn-by-turn directions/navigation with spoken messages will be available

(using Waze info through the new VDOT/Waze partnership, which was the first

such partnership in the country).

o Push notifications will be available. You can save routes and the phone will

notify you regarding traffic on the route. For example, the app can let you know

when you should leave your location if you should be home by 5 pm based on

real-time traffic.

Scott also mentioned that the new app is also much quicker, and the camera feeds will

be much improved. Camera preview images will also be provided.

Icons are also much more dynamic through various layers and zoom levels.

Scott ended his presentation with a summary of what would happen if we didn’t have

the 511 service.

Mike Miller (VDOT) mentioned that he got to see a preview of the new app, and it’s

unbelievable fast. Scott mentioned that it won’t slow down when there are many users.

Robert Lewis (Suffolk) asked if as you enter a different state that it will automatically

transition. Scott said it will with our neighboring, partner states.

Brian Fowler (Norfolk) mentioned that regarding info on 511, most people (especially

locals) don’t know where mile markers/exit numbers are. He asked if 511 can be made

more user friendly for locations. Scott mentioned that they did focus groups and there

was no consensus, some preferred routes and some road names for “localisms”. Scott

mentioned that they’re trying to add routes/road names in references, but it’s difficult

with roads changing names from jurisdiction to jurisdiction. Jackie Kassel (Newport

News) said that to serve all of the public you need to refer to exits, routes, and road

names, but that travel and arrival times are universal.

Robert Lewis asked how far out it will notify you with traffic alerts, and Scott said it’s the

same distance as Waze.

Mike Shahsiah (Virginia Beach) asked if it uses the same “shortest path” for directions

as Waze. Scott said yes it does.

5. Roadway Condition Information

Mike Miller (VDOT) introduced the topic. There was discussion at the last HRTO

meeting about having a “Top 10” list of pieces of information that all localities can share

with VDOT from their Computer-Aided Dispatch (CAD) systems. This is because

information collected and provided by each locality varies greatly, and improving the

consistency for sharing important roadway condition information between localities and

VDOT would greatly benefit the timeliness and accuracy of the information.

Robert Lewis (Suffolk) asked if RTIMIS was still active. Scott Cowherd mentioned that it

is. Robert mentioned that we need a discussion on RTIMIS at the next meeting, and

asked who handles RTIMIS on a statewide level. Scott C. said he would look into it.

Scott C. mentioned that they felt it is needed so VDOT and localities can share info.

However it may need to be tasked out due to manpower limitations at VDOT.

Mike Miller thought this task is important because what is important to each locality will

be different. He asked how we can query RTIMIS to make it work for every locality.

Brian Fowler (Norfolk) asked about what we really want or need balanced with the

needed timeliness and accuracy of the information.

Scott asked about a Top 10 that every locality would want to see. He felt it was needed

for both VDOT and localities. There are probably ways for each system to do this.

Should VDOT’s consultant coordinate the next step?

Robert mentioned that a Top 10 may really be a Top 3 in a particular locality. He

mentioned that many times they’re playing catchup. Scott mentioned that there is so

much data out there that can help us be proactive rather than reactive.

Robert mentioned that we need to be re-educated on RTIMIS as a first step before

looking at the next steps.

Brian Fowler asked about how iPems could help. Scott mentioned that iPems is more

performance measure based. The INRIX real time feed is more for travel time analysis.

VDOT can’t provide the real time data, but VDOT can provide access to RITIS for

archived travel time data. Scott will check to see if RITIS is available to localities.

Scott mentioned that he will check with John Horner (Q Free Open Roads) about RTIMIS.

There will be a presentation at the next HRTO meeting regarding RTIMIS.

6. HRTPO Update

Keith Nichols (HRTPO) mentioned that the Emergency Vehicle Preemption project is

currently being split up by VDOT staff in the PIM office. VDOT is working with TPO staff

on the TIP amendment. Keith will update the HRTO Subcommittee once there is

progress.

There was no RCTO meeting held since the last HRTO meeting in June. The next RCTO

meetings will be held in November as included in the FYI section.

There will be an upcoming SHRP-2 TIM training workshop on 10/14/17 in Gloucester.

There will be RCTO-TIM Working Group meetings held in Chesapeake on 11/13/17 and

James City County on 11/15/17.

Management operations. This training puts police, firefighters, state and local departments of transportation,

responder team.
