Within SIL2015 framework, the Consorci de la Zona Franca de Barcelona and the Association of Mediterranean Chambers of Commerce and Industry (ASCAME) with the collaboration of Barcelona’s Chamber of Commerce are organising the Mediterranean Logistics & Transport Summit. The 13th edition of the MEDA-Logistics & Transport Forum is a commitment to this industry as a fundamental basis for economic integration, confirming the pioneering vision of this Forum, which has provided the sector with a platform for exchange, business cooperation and reflection since 2003. The challenges, opportunities and perspectives for the transport and logistics sector

20 years after the launch of the Barcelona Process, the necessary mechanisms to accelerate the terms for the entry into force of the Euro-Mediterranean Association are being put in place. The transport and logistics sector is considered a priority economic pillar and an important factor for this integration. The need to invest in the Mediterranean and in the Logistics sector as a driving force for regional development, could all the more strategic by reinforcing diverse elements such as: the development of infrastructures and the private sector, as well as the complementarity of networks between both sides. Connecting the dots across so many Mediterranean countries is not an easy task, but would result in a more effective transport infrastructure, more trade and development, and a much stronger Union for the Mediterranean. How to strengthen cooperation on transport legislation and how to develop infrastructures to connect the two sides of the Mediterranean Sea? Transport is a key vector for achieving closer market integration and contributing to regional integration, economic growth, employment, tourism and increased regional trade. In the context of profound change in the Mediterranean region, transport cooperation between the EU and its neighbours is vital and needs to be supported.

11:45-12:45h Euro-Mediterranean Railway: A Mediterranean Express – New Ambitions are Born The railway sector is lagging behind in the Mediterranean. It represents only 1% of trade in goods in

contrast to 95% for Seaways. This gap is also reproduced in the relations between the two sides of the Maghreb. However, there is a lot of potential for growth. Railway transport in the region remains well below its needs and level of development. Looking ahead to 2040, the networks of the Maghreb countries (Morocco, Algeria and Tunisia) are expected to increase from 8.100 to 21.500 km of track. To reach this milestone there are several projects, such as Rihane 50 and 240 Rail in Morocco, Schema Railway Manager in Algeria and Railway Development Plan in Tunisia. The major project High Speed Train Maghreb (TGVM) is also in process. The Maghreb corridor is still under consideration. Development priorities of the Euro-Mediterranean rail integration include:

Macro axes that have been identified to connect the region: Maghreb, running along the Mediterranean coast; Nile, connecting Egypt; Turkey and the Red Sea, connecting the Levant; the GCC, connecting Gulf states

The emergence of "multimodality" that combines different modes of transport, land and sea, taking advantage of the strengths of each, reducing expenses and loss of time. Intermodal Transport – Reliable & Cost Effective Alternative

The need to invest in the Mediterranean rail sector as a driving force for development, which could be further augmented if various elements are reinforced, such as the development of infrastructures, the private sector and the complementarity of networks between both sides of the Mediterranean, as well as solutions and technologies for tomorrow’s Mediterranean Rail sector.

12:15-13:00h “Looking Beyond the Sea” – Port, City and Cruise Tourism Ports and cities are historically strongly linked, but the link between port and city growth has become weaker. We will examine how ports can regain their role as drivers of urban economic growth and how negative port impacts can be mitigated. How can ports keep their competitive edge? That is the core question, which is of prime relevance to port-cities, given that only well-functioning, competitive ports are able to create economic value. The three main determinants for competitive ports, identified here, are: extensive maritime forelands, effective port operations and strong hinterland connections. Long-term competitiveness of the port is also dependent on the support of the local population, which is necessary to sustain port functions in metropolitan areas. An overview of the impact of ports, their terminals, and their related economic sectors and activities. Despite their economic benefits, they also have negative impacts, particularly on the environment, land use and traffic. It assesses how these effects are distributed, and identifies a mismatch between negative impacts, which are mostly localised, and their benefits, which spill over to other regions. This mismatch has intensified in recent decades, due to technological, market and other developments. The appropriate policy mix for a specific port-city depends on its local assets and characteristics. Despite the need for tailor-made policy design, a few generic lessons can be identified. An assessment of port-city policies shows the effectiveness of transport related port-city policies, provided that policy coherence is respected. Tourism, cruise, economy and trade – a strategic sector in the Mediterranean ports City. Cruise tourism is one of the fastest-growing sectors in worldwide holiday industry. Mediterranean tourism has not been side-lined from this boom. Over and above this, the cruise industry is one of the economic sectors where the imprint of globalisation is most recognisable. This has implication across many industries, as well as benefits fanning through the community and environment. As a result, they are important players in job creation both within and beyond the hospitality industry. Developing infrastructures also means promoting opportunities for international investment to benefit from this maritime boom. This session will analyse these opportunities with the participation of all parties involved: government, operators and investors.
