Using duplicate South African Social Security Agency (Sassa) cards, the gang withdrew thousands of rands at the start of every month. Police also seized R90 000 in cash, and 90 duplicated cards that they were carrying. Two Pietermaritzburg police constables took the alleged fraudsters into custody after a tip-off from mall security last month. CCTV footage showed the suspects entering the mall and using multiple Sassa cards at the ATMs. The alleged fraudsters were targeting Absa and Standard Bank ATMs, withdrawing large amounts of cash from each card. According to a police source who could not be named, mall security officers spotted two men and four women using different cards to withdraw money from the ATMs last month. They notified police, but the group had left the mall by the time they arrived. Noting that the same group appeared at the mall on the first day of every month, officers lay in wait and made the arrests on Monday. “They told us they got the cards from owners who were elderly and could not get to an ATM, so they would do it on their behalf. “However, they could not account for where the card owners lived. That’s when we knew they were lying,” one officer said. Ninety Sassa cards were found in their possession and two sums of money, R59 820 and R39 660, were recovered. A Sassa official was sent from Johannesburg to investigate the account holder’s details and open a case of fraud. He would not comment on the incident. According to PMB station spokesperson Lieutenant Joey Jeevan, the suspects have been arrested and will appear in the Pietermaritzburg Magistrate’s Court this week. A POLICE swoop at theLiberty Midlands Mallnetted three men and a

woman accused of operating amassive card fraud syndicate.

Two Pietermaritzburg policeconstables took the alleged

fraudsters into custody after atip-off from mall security lastmonth.

CCTV footage showed thesuspects entering the mall andusing multiple Sassa cards at theATMs.

The alleged fraudsters weretargeting Absa and StandardBank ATMs, withdrawing largeamounts of cash from each card.

According to a police sourcewho could not be named, mallsecurity officers spotted twomenand four women using differentcards to withdraw money fromthe ATMs last month.

They notified police, but thegrouphadleft themallbythetimethey arrived.

Noting that the same groupappeared at the mall on the firstdayof everymonth,officers lay inwait and made the arrests onMonday.

WHILE employment hasincreased from 2.1 millionin 2010 to 2.4 million in

2014 in KwaZulu-Natal, poverty,crime and social inequalityremain at the core of the province’sproblems.

Speaking at the State of theProvinceAddress (SOPA) at theRoyalShowgrounds on Friday, PremierSenzo Mchunu said poverty andinequality remain persistent, withthe percentage of people in theprovince living below the foodpoverty line of R318 per monthhavingrisenfrom25%in2010to28%in 2014.

He raised concerns about theescalating crime rate in the provincewhich impacts negatively oneconomic growth.

Mchunusaidthatasaresult,atotalof 130 police stations are currentlybeingevaluatedtoidentifychallengesand shortfalls so as to assistin improving policing in theprovince.

He said that government isconcerned about the escalation offarm murders and tension betweencommercial farmers and farmtenants or labourers.

“The province has seen anincrease over the last year in crimesrelated to murder, stock theft,attemptedmurder,assaultandarson.We therefore call for intensifiedaction from policing and criminaljustice structures to stem the tide ofsuch crime,” he said.

Mchunu called on the privatesector to join forces with thegovernment in order to be able togrow the economy.

Meanwhile leader of the DA in the

KZNLegislature, SizweMchunu, hascitedtheemploymentfiguresasbeingmisleading, as according to theircalculations unemployment hasincreased by 5.7% over the2013/2014 period.

“In line with provincial govern-ment’s2030vision,economicgrowthrate was lower than expected, socialinequality figures remained stagnantat 17% and consistently high crimelevels continue to destabilise andlimit investment in the province.

“Out of the unemploymentstatistics, the premier did notmake areference that they relate to 70% ofthe youth in our province.”

IFP MPL Blessed Gwala said thePremier did not touch on importantissues, saying that while a majorportion of the budget will be givento the education sector, it will notbe used to serve the needs of thepeople.

WITH 15 Msunduzi municipal firearms notrecovered, a special induction workshop is totake place where all municipal gun-bearinglaw enforcement officers will receive arefresher course on new procedures to beadopted.

The law enforcement officers will also beintroduced to the new issuing register to beimplemented.

This induction programme will help themunicipality to stop spending money on lostor stolen firearms and it is expected toreduce the risk of the municipal officers not

in possession of firearms in a criticalsituation.

The police are still investigating thecircumstances surrounding the 15 stolenfirearms.

A recent report from the communityservices business unit states that themunicipality had no proper firearm rule andthat pavedway for themisuse, theft and loss offirearms increasing crime in communities.

Municipal manager Mxolisi Nkosi told theExecutiveCommittee (Exco) thatacircularwillbe sent to all employees, alerting them of thedischarge of firearms.

The circular states that the employees withcouncil firearms are responsible forimmediately reporting stolen or lost firearmsto the police. The replacement of ammunitionwill only be done if shooting reports areaccompanied with reports or statements ofmembers involved in a shooting incident. Anylaw enforcement officer on leave for a periodof twoormore cyclesmust book their firearmsin for safekeeping.

Municipal manager Mxolisi Nkosi said thatpeoplearenotbeing trained towonderaroundthe City Hall with guns.

He said that in termsof the firearms controlact, the induction workshop will only belimited to security officers and traffic officerswho are armed.

He said that should anything deviate fromthe act, the municipality can be sued and theoffender can be jailed.

THE National Freedom Party (NFP) has submitteda letter to the Minister of Justice and CorrectionalServices, Advocate Michael Masutha, requesting foramendments in the legislation so that South Africanyouth with criminal records can find employment.

NFP Youth Movement secretary general MariaBusi Tshabalala, said that with the high unemploy-ment rate facing the country, there is a need toexpunge criminal records of those who wereprosecuted for petty crimes.

“As the NFPYM, we are concerned about the levelsof unemployment in South Africa. We want thecriminal records of people aged between 18 to 35-years-old to be removed once they finish theirsentences. However, this will not be a blanketapproach. It will only apply to people who wereinvolved in petty crimes.

“As soon as they have served their sentence, theyshould be given another chance in life becausecriminal records hinder them from getting jobs for therest of their lives. Amendments to the legislationrequire deliberations by parliament,” said Tshabalala.

South Africa show that between the third quarter andfourth quarter of 2014, the number of unemployedpeople in the country stood at 4.909 million.

Tshabalala added “Companies have issues withpeople who have criminal records in general. Theyview them as trouble.”

She said that they are looking forward to receivingcorrespondence from the minister.

“We have written to him and we are waiting fora positive response so that we can present our case.We understand that he is a busy person but areconfident that he will get back to us within the next14 days,” said Tshabalala.

In South Africa, you have a choice of twomatrimonial property systems that couldapply to your marriage:

1.Marriage in community of propertyIfyoudonotsignanantenuptialcontract

before your wedding, you will automaticallybe married in community of property. Thismeans that all your assets become part ofa joint estate, in which you and your spouse

will share your assets and liabilities equally.This can have serious implications in relationto your contractual capacity and can directlyaffect your ability to conduct business or buyand sell immovable property. You and yourspouse would remain jointly and severallyliable for all liabilities incurred during themarriage, which exposes all your assets torisk.

2.Marriage out of community of property2.1.With the exclusion of accrualIf you sign an antenuptial contract

before your wedding, you and your spousewill have separate estates and be entitledto contract freely in respect of yourrespective assets and liabilities. No jointestate is created and you are not responsiblefor your spouse’s debts. On death or divorce,each party walks away with his or her ownassets and liabilities

2.2.With the application of accrualIn addition to providing for separate

estates, this option provides for a division ofthe assets acquired during the course of themarriage, in the event of death or divorce.In short, the growth of both estates duringthe course of the marriage, is measured anda calculation is applied to share thedifference in growth equally between youand your spouse. Thus you retain separate

control of your respective estates during thecourse of the marriage, but you share thegrowth in your estates equally ondissolution.

Where you wish to be married out ofcommunity of property, an antenuptialcontract must be signed in front of a NotaryPublic before your marriage. Alternatively,an application can be made to the HighCourt to change your marital system afterthemarriage,howeverthecostsinvolvedarehigh, and can be prohibitive, for most newlymarried couples.

In addition to being informed about thelegal consequences of your marriage it isalso important to update your will, to takeinto account your changed circumstances. Itwould, in particular be wise to get adviceregarding:

* Estate planning, to suit your particularcircumstances and needs which may includethe creation of a trust during your lifetime,and

* The effect of Capital Gains Tax , if anyon you and your estate

* The creation of a trust in terms of yourwill to provide for any minors who mayinherit in terms of your will

Insofar as humans are concerned, the biggestvictims are innocent little children and theelderly.

What resistance can these targets put up?Farmers who provide employment and feed the

The list is endless.Surely children should grow up without fear of

RECENTLY, Iwitnesseda lifeguardrescuea bather. After the rescue, the lifeguardremained with the bather insuring that

he had overcome the incident and was fullyrecovered.

It was only afterwards that the lifeguardrealised that he had dived into the pool withhis cellphone in hispocket.

Unfortunately, itwas too late as thecellphone was totallydamaged.

One could ask, whywas the lifeguardcarryinghiscellphone?

These council employees do not havesubsidised phones or air time.

All the calls theymake to their bosses are attheirownexpense,while themanagers in their

comfort zone receive all the perks.Other municipalities provide proper outfits

for their lifeguards, including eye protectionfrom the glare of thewater, caps for protectionagainst the sunandwhistles for crowdcontrol.

HereinMsunduzi,sometimesonehastoaskwho the lifeguard is, especially when the relief

guards are on duty.Telephones are vital when

it comes to life-saving.By failing to provide this

life-saving equipment at ourswimming facilities, themanagers are showing justhow little they know aboutlife-saving.

Lifeguards, like fireofficers, are ambassadors ofour city.

They are there to ensure public safety, andas such should be fully equipped to carry outtheir duties.

It is hoped that the landlines arereconnected at all our swimming pools offices.

THE announcement by the National EnergyRegulator that the price of petrol is going upbyalmost R1 is a slap in the face of consumers.

Then we have the increases in the RoadAccidentFundand fuel levy increasingby80.5cents.

Where does the Minister of Finance factorhalf a cent into theequation?

Is he trying tofoolusintothinkingthat the increasesare done usingsome intricatemathematicalcalculation. If thatis the case, betransparent andshow us thatcalculation.

Theconsumerisbeing milked drybecausetheyhavetobearthebruntforthetheftoffundsandincompetenceofunskilledstateof-ficials.

If our finances weremanaged efficiently bycapacitated employees, we would not besubjected to such steep increases.

The falling fuel prices, which is teetering at$60 a barrel, was almost half the price sevenmonths ago yet consumers still have to paymore at the pumps.

Sure thereweredecreases in the fuelprices,but this was not commensurate with thedecrease in the price of brent crude oil.

With the almost R1.80 increase in the priceofpetrol, thetaxincreases,theriseinelectricityand food prices, consumers are in for a toughride.

The question thatneeds to be answered iswhether the SAeconomy is at a stage ofwhat is called the ‘fiscalcliff’, ready to tip over.Political commentatorsequated the state of ourfinances in SA, andespeciallythelegislationrelating to landacquisition,assimilar tothe initial stages of thedownfall of theZimbawean economy.

Remember Zimbabwewasonceconsideredthe bread basket of Africa?

That was before the skilled farmers wereevicted and chased out of the farms.

Without being a prophet of doom but arealist, can I say that the trajectory SA isfollowing is similar to Zimbabwe.

THREE St Anne’s DiocesanCollege staffmembers recentlyembarked on a three-day

Wilderness Trail experience atiMfolozi Game Reserve.

Jennifer Forrest, SandraSchwartz and Craig Elmer-English,were part of a group of teachers whohad been invited by the WildernessLeadership School to experience thetrail of the game reserve.

Forrest said that the experiencegaveheranopportunitytoappreciatenature.

“The experience reminded methat I am sharing this planet withanimals less selfish than myself, andI have been given the task ofprotecting my natural surrounds.Walking, sleeping with the animals,theBigFive,washumbling.Torealisethat the animals take only what theyneed and don’t leave a trail of plasticor other waste behind them like wedo,” said Forrest.

Given the opportunity, she saidthat St Anne’s pupils and other staffmembers have to experience theWilderness Trail.

“We would like to give the

opportunity of experiencing theWilderness Trails to some of ourstudents and more of our staff. Werealised that teachingenvironmentalawareness and protection is onething, but experiencing nature’ssounds and smells and sights doessomething to the soul andremindsusof what is important and what we

needtobedoing insavingournaturalenvironment and our beautifulcountry,” added Forrest.

Schwartz said that despite thehardships of sleeping outdoors on athin mat, drinking purifiedluke-warm river water, survivingwithout toilets or toilet paper, thewhole experience was worth it.

THE new Range Rover Evoque, sporting a new designand a host of the automaker’s latest technologies,will make its debut at the 2015 Geneva auto show.

Land Rover SA says it could be in South Africa byAugust 2015.

Land Rover design director and chief creativeofficer Gerry McGovern said: “The Range RoverEvoque first established and then dominated theluxury compact SUV sector generating worldwideacclaim and sales success. Our challenge has been toevolve the Evoque design without diluting its distinc-tive character.”

The new Evoque’s trim levels have been realignedto match those of the Range Rover Sport — SE, HSEDynamic and Autobiography, and a suite of optionpacks.

The new Evoque gains enlarged air intakes, newgrille designs and is will be the first Range Rover tobe offered with adaptive LED headlights. TheEvoque’s standard grille is distinguished by two boldhorizontal bars and a new fine-mesh pattern.

In South Africa, the new SUV will be powered witha 2.2-litre SD4 turbo diesel engine (paired with anine-speed auto) and Land Rover’s 2.0-litre Si4 turbopetrol.

With 177kW on tap, the Si4 petrol engine deliversstrong performance, with acceleration from0-100km/h in just 7.6 seconds and a top speed of217km/h. Fuel economy is rated at 7.8 litres/100kmand 181g/km emissions.

Interior changes include new seats and doorcasings, 20cm touch-screen infotainment unit andthe introduction of new colours and materials. Itshands-free power tailgate allows owners toautomatically open and close the boot by waving a

foot beneath the rear bumper.It’s equipped with Land Rover’s innovative All-

Terrain Progress Control (ATPC), only available on Si4derivatives, first seen on the Range Rover and RangeRover Sport. The technology maintains a pre-determined speed (selected using the cruise controlfunction) in forward or reverse gears between 1.8km/h to 30km/h, allowing the driver to concentrate onnegotiating tricky terrain.

Its autonomous emergency braking prevents orgreatly reduces the severity of crashes in the eventof the driver failing to take preventative action. Usingan advanced forward-facing stereo digital camera,the system can identify potential hazards ahead.

Just hours after claimingvictory at the JuniorWomen’s 800m at the KZNTrackLeagueinDurban,shewent ahead in full force towin her first aQuelléMudman at the season-opening event which tookplacerecently inHermanns-burg.

Jonsson dominated theaQuellé Mudman women’srace from start to finish,and managed to secureher victory in one hour, 49minutes and 59seconds.

She successfullycompleted the full coursewhich comprised ofswimming 700 metres (m),20 kilometres (km) ofmountainbiking and5kmof

trail run.She said that moving

from one competition to thenext was a challenge,however she wasdetermined to have fun.

“I feel good about myachievements.Theyweren’tAgraderacesformebuttheywere important to testwhere I am going into theseason. I’m looking forwardto the rest of the Mudmanseries and tohopefully carryon leading the series.

“It was tough, as I’venever raced a triathlon justhours after running a trackmeet but it was definitelysomething new andinteresting to try.

“I had decided to just goout and have fun at theMudmanasit isacoursethatI really enjoy and knew itwould challenge me,” shesaid.

“Being part of the 2020Olympics team is a hugegoal for me which keepsme going when I feel like

giving up, but I know it willnot be an easy road.

“So right now as a juniorI wish to strengthen myskills in each discipline andmake sure I stay injury freeso I can pursue my dreams,and of course, enjoy it,” saidJonsson.

Jonsson was recentlyselected to be part of TeamJeep’s 2015 squad.

It is her fifth year as partof Team Jeep.

Her success in the arenaincludes winning the KZNprovincial championshipthree times, securingthe second position spotat last year’s SA TriathlonChampionships and theAfrica Cross TriathlonChampionships andrepresentingSouthAfricaatthe World Cross TriathlonChampionships where shesecured fourth position.
