of CIVITAS II?

• 10 City visits with interviews

– Willingness of cities to cooperate

– Number and diversity of measures

– Spread over Europe

– Follow-up of the measures

How was the analysis done?

• Exploration of the use and effect of measures in a city

after CIVITAS in a qualitative way

• Conclusions on several levels: overall, city, type of

measure

• Examples of research questions used:

• Why was a measure in the long term a success, or why not? Was this

dependent on the type of measure, the city, the person working on it, the

budget, etc.?

• What measure types were most/least successful?

• In which areas of Europe were the measures most successful?

• Did scaling up of measures take place?

• How are the CIVITAS II cities now involved in sustainable mobility?

• Measure in the scope of influence of

city authority (e.g. traffic

management)

• Low investment and operational

costs (e.g. walking)

• Synergies between measures

• Incentive programmes

• Possibility that measure becomes

self-sustaining

• Awareness of the problem

• Right timing (e.g. cycling)

• Easy to explain (proven) benefits (e.g.

traffic management)

Barriers for implementation

• Involvement/participation from

commercial companies needed (e.g.

logistics & goods distribution)

• Lack of acceptance (e.g. parking

measures)

• Participation from travellers needed

(e.g. car sharing)

• Many (national and/or European)

regulations involved (e.g. clean

vehicles & fuels)

• High investment and operational

costs

• No synergies between measures

• Technical barriers; trials can have a

high risk of failure (e.g. clean vehicles

& fuels)

Top 3 lessons learned

• Involve stakeholders: create local partnerships between

key stakeholders to enable synergies, use their knowledge

and skills for citizen engagement, involve user groups and

travellers, etc.

• Learn from other cities: experts from outside the city can

give valuable input on projects, technical exchanges

improve quality of local actions,

approaches from partner cities

can be helpful, etc.

• Political commitment and support

is necessary and critical to

successful delivery
