RI DEM Licensed OWTS Designers and Soil Evaluators

List of Class I, II, III and IV Licensees Designers of Onsite Wastewater treatment Systems (OWTS) are licensed by the Department of Environmental Management; a list of DEM-licensed designers and soil evaluators is attached to this cover. License Status Designer license renewal requires submission to the Department of a completed renewal application form, with renewal fee and documentation of satisfactory completion of Continuing Education Units (CEUs) of appropriate continuing education, as determined by the Department. The status of licenses is indicated on the accompanying list. An “E” next to the designer license number indicates that the license is expired, an “A” indicates an active (valid) license. License status may have changed since the last update, contact Deb Knauss at [email protected] or (401) 222-4700 extension 7612 for current information concerning license status. License Number Denotes Design Class Design class is indicated by license number; license numbers are four digit numbers preceded by an upper case letter D. Class I license numbers are indicated as D1###; Class II license numbers are indicated as D2### and so forth. Persons holding Class I, II and III licenses are designers of ISDS, Class I designers may design repairs only; Class II and III designers may design systems for new construction as well as repairs. Design authority specific to each class is described in greater detail below. Class IV licensees are soil evaluators. Soil evaluators conduct soil evaluations as part of the site evaluation process of determining suitability of a site for OWTS. Except as provided for in Rule 15.1.1 and 15.1.2, a soil evaluation shall be required for an OWTS Application for New Building Construction and for an OWTS Application for Alteration of a Structure in accordance with Rule 17. Design Authority Class I Designer's License- A Class I license authorizes the design of a repair to an OWTS, or any component thereof, provided that the repaired OWTS meets one of the criteria below: • OWTS, other than alternative or experimental systems, permitted under the Rules for residential use with a design

flow of less than or equal to nine hundred (900) gallons per day; or • Alternative or experimental OWTS for residential use designated by the Director as suitable for a Class I designer

with a design flow of less than or equal to nine hundred (900) gallons per day. Class II Designer's License- A Class II license authorizes the design of the following: The design of an OWTS Repair or OWTS for an Alteration to a Structure as defined in Rule 17, provided that the OWTS meets one of the criteria below: • OWTS, other than alternative or experimental systems, permitted under the Rules for residential use with a design

flow of less than or equal to two thousand (2000) gallons per day; • Alternative or experimental OWTS for residential use designated by the Director as suitable for a Class II designer

with a design flow of less than or equal to two thousand (2000) gallons per day; • OWTS, other than alternative or experimental systems, permitted under the Rules for commercial use with a design flow

of less than or equal to nine hundred (900) gallons per day; or • Alternative or experimental OWTS for commercial use designated by the Director as suitable for a Class II designer

with a design flow of less than or equal to nine hundred (900) gallons per day. The design of an OWTS for New Building Construction as defined in Rule 17, provided that the OWTS meets one of the criteria in Rule 9.2.1 (A)-(D) and the OWTS is on a lot that does not require a variance from any of the following provisions of the Rules: • Rule 32- in regards to OWTS installation in areas where there is a shallow depth to the seasonal high groundwater

table or to a restrictive layer or bedrock from the original ground surface; • Setbacks in Table 22.2 and Table 22.5 for drinking water supplies; or • Setbacks in Table 22.3 for the Salt Pond and Narrow River Critical Resource Areas.

Class III Designer's License -- A Class III license authorizes the design of any OWTS provided for under the OWTS Rules. Class IV Soil Evaluator's License -- A Class IV license authorizes the performance of soil evaluations described in Rule 15.
