    Terms of Warranty

    SebaKMT accept responsibility for a claim under warranty brought forward bya customer for a product sold by SebaKMT under the terms stated below.

    SebaKMT warrant that at the time of delivery SebaKMT products are free frommanufacturing or material defects which might considerably reduce their valueor usability. This warranty does not apply to faults in the software supplied.During the period of warranty, SebaKMT agree to repair faulty parts or replacethem with new parts or parts as new (with the same usability and life as newparts) according to their choice.

    SebaKMT reject all further claims under warranty, in particular those fromconsequential damage. Each component and product replaced in accordancewith this warranty becomes the property of SebaKMT.

    All warranty claims versus SebaKMT are hereby limited to a period of 12

    months from the date of delivery. Each component supplied by SebaKMTwithin the context of warranty will also be covered by this warranty for theremaining period of time but for 90 days at least.

    Each measure to remedy a claim under warranty shall exclusively be carriedout by SebaKMT or an authorized service station.

    To register a claim under the provisions of this warranty, the customer has tocomplain about the defect, in case of an immediately detectable fault within 10days from the date of delivery.

    This warranty does not apply to any fault or damage caused by exposing aproduct to conditions not in accordance with this specification, by storing,

    transporting, or using it improperly, or having it serviced or installed by aworkshop not authorized by SebaKMT. All responsibility is disclaimed fordamage due to wear, will of God, or connection to foreign components.

    For damage resulting from a violation of their duty to repair or re-supply items,SebaKMT can be made liable only in case of severe negligence or intention.Any liability for slight negligence is disclaimed.

    1 Safety Advice

    1.1 General Notes

    Safety precautions This manual contains basic advice for the installation and operation ofthe product. It is essential to make this manual accessible to theauthorised and skilled operator. He needs to read this manual closely.The manufacturer is not liable for damage to material or humans dueto non-observance of the instructions and safety advices provided bythis manual.

    Setting up and operating the system may only be done by authorisedand skilled personnel. According to DIN VDE 0104 (EN 50191) andDIN VDE 0105 (EN 50110) as well as the accident prevention

    regulation (Unfallverhtungsvorschrift UVV), skilled personnel isdefined as a person who is qualified to work, judge and realizedangers due to his professional education, knowledge and experienceand his knowledge of applicable regulations. Locally applyingregulations have to be observed.

    Important instructions concerning the protection of staff and equipmentas well as technical safety within this document are labelled with oneof the following symbols:

    Working with

    equipment ofSeba KMT

    All electrical regulations of the country where the system is operated

    have to be observed as well as national regulations for prevention ofaccidents and existing regulations for the safety and operation ofequipment of the involved companies.

    After working with the equipment, make sure to de-energise, protectagainst re-energising, discharge, ground and short-circuit theinstrument and installations that have been worked on.

    Original accessories ensure safe operation of the equipment. It is notallowed and the warranty is lost if other accessories than the originalones are used with the equipment.

    Operating personal Only trained and/or instructed staff is permitted to deal with thissystem and its peripherals. Keep any other person away from it.

    Only authorised persons with sufficient expertise are allowed tooperate the device.

    Repair andmaintenance

    Repairs and service must only be done by SebaKMT or authorisedservice departments of SebaKMT. SebaKMT recommends having theequipment serviced and checked once per year at a SebaKMT service

    location.

    SebaKMT also offers direct on-site support. Please contact our serviceoffice for more information.

    1.2 General Cautions and Warnings

    Intended application Safe operation is only realised when using the equipment for itsintended purpose. Using the equipment for other purposes may leadto human danger and damage of equipment of involved installations.

    The limits described under technical data may not be exceeded.

    Operating products of SebaKMT in condensing environment may leadto flash-over, danger and damage. The instruments should only beoperated under tempered conditions. It is not allowed to operateSebaKMT products at direct contact with humidity, water or nearaggressive chemicals nor explosive gases and fumes.

    Behaviour atmalfunction of normal

    operation

    The equipment may only be used when working properly. Whenirregularities or malfunctions appear that cannot be solved consultingthis manual, the equipment must immediately be put out of operationand marked as not functional. In this case inform the person in chargewho should inform the SebaKMT service to resolve the problem. Theinstrument may only be operated when the malfunction is resolved.

    Operation in traffic

    To ensure safety for operators and traffic, the country-specific

    regulations must be observed.

    Fife safety rules

    The five safety rules must always be followed when working with HV(High Voltage):

    1. De-energise

    2. Protect against re-energising

    3. Confirm absence of voltage

    4. Ground and short-circuit

    5. Cover up or bar-off neighbouring energised parts

    Using cardiac pacemaker

    Physical processes during operation of high voltage may endangerpersons wearing a cardiac pacemaker when near these high voltagefacilities.

    Fire fighting in electrical installations

    Recommended extinguishing agent: carbon dioxide (CO2)

    Carbon dioxide is electrically non conductive and does notleave residue. It is safe to use in energized facilities as longas the minimum distances are observed.

    It is essential to observe the safety instruction on theextinguishing agent.

    Applicable is DIN VDE 0132.

    Dangers when operating with HV

    Special attention and safety-conscious behaviour is needed whenoperating HV facilities and especially non-stationary equipment. The

    regulations VDE 0104 about setting up and operation of electric testequipment, i.e. the corresponding EN 50191 as well as country-specific regulations and standards must be observed.

    Safety installations may not be by-passed nor deactivated.

    Operation requires minimum two people whereas the secondperson must be able to activate the emergency stop in case ofdanger.

    To avoid hazardous electric charges of metallic parts in thevicinity, all metallic parts must be grounded.

    To avoid drawing dangerous arcs, switching should only bedone in de-energized condition.

    HV test equipment and burn-down equipment is short-circuitproof. Hazardous voltage may be present if a short circuit isopened during operation. If measuring short-circuit current isnecessary, it is advisable to connect an arrester in parallelwith the measuring instrument (e.g. 90 V glow arrester).

    Adequate safety precautions must be met when usingtransient measuring techniques, using HV test instruments orsurge generators.

    The equipment and all accessories must be connectedaccording to applicable standards VDE, EN or DIN as well ascountry-specific regulations.

    Never place the test van on the route of the cable under testto avoid the danger of voltage cone at the location of the fault.

    Always connect all metal parts in the vicinity of a HVinstallation to earth in order to avoid dangerous charging.Particularly great attention should be paid to non-stationary(mobile) operation.

    4 Setting up

    4.1 Purpose of the Instrument

    The Additional Capacitor for OWTS is an optional accessory for the OWTSPartial Discharge diagnostic instrument which detects, evaluates and locatesPartial Discharge sources in the insulation, joints and terminations of mediumvoltage cables.

    This Additional Capacitor is applied when doing an OWTS measurement ontest objects with very little capacity (short medium voltage cables, switchinggear). It consists of two capacitors in parallel and a blocking inductivity. The

    additional capacity will reduce the oscillation frequency during ameasurement.

    The operation of the OWTS diagnostic system is described in thecorresponding manual. After an OWTS measurement, the capacitors of theAdditional Capacitor have to be discharged with a discharge rod and then

    grounded. Now the Additional Capacitor can be unassembled and preparedfor transportation or storage.

    Note: The discharge rod is not part of the scope of delivery, neither for theOWTS nor for the Additional Capacitor.

    7 Disposal of Old Equipment

    If the SebaKMT products reach the end of the life span, they should be short-circuited and environmentally friendly disposed or recycled.
