MINUTES OF REGIONAL SPORTS CONTROL BOARD MEETING-
Date : 13.08.2015 Venue : KVS RO (Ernakulam)
The meeting started at 10.00AM on 13-08-2015 to discuss the modalities and the
preparations for organising National Sports Meet assigned to KVS Ernakulam Region.
Shri. Johnson Mathew, Assistant Commissioner, Kendriya Vidyalaya Sangathan,
Ernakulam Region welcomed Shri. S. Selvaraj, Chairman, RSCB, Shri C. Karunakaran,
Assistant Commissioner, KVS RO Ernakulam, Members of RSCB and the special
invitees.
CONFIRMATION OF MINUTES OF THE LAST MEETING OF THE RSCB HELD ON 07.04.2015:-
1. The minutes of the last meeting of Regional Sports Control Board held on 07.04.2015 have
been circulated to all members. The minutes of the last meeting were confirmed.
Key Note Address by Deputy Commissioner:- The Hon’ble Deputy Commissioner and Chairman
of the Board in his key note address explained in detail, the deliberations held and suggestions
given during the DC’s Conference and National Sports Control Board Meeting held on 2nd July,
2015.
Events for Under 14 categories were included in the National Sports Meet as per the direction of
the Hon’ble Commissioner. It was pointed out that KVS National Sports Meet for the year 2015-16
will be held in 6 Regions. (See Annexure I). Other key decisions are:
1. Selected games for staff members is introduced for the first time.(See Annexure II).
Accordingly, Badminton Tournament for KVS staff (Women) will be held along with the Girls’
event in Ernakulam.
2. The events allotted to KVS Ernakulam Region are Basket Ball (Girls U-14 and U-19), Kho-Kho
(Girls U-14 and U-19), Volley Ball (Girls U-14 and U-19) and Badminton (Girls U-14, U-17 and U-
19).
3. The DA for students is increased from Rs 300/- to Rs 350/- (inclusive of charges for
accommodation) and Cash Prizes for the meritorious performance in NSM is also revised
during the meeting of National Sports Control Board. (ANNEXURE III).

The Chairman stressed upon the following points:-
1. It is the responsibility of the all staff members, particularly Principals and TGTs (PHE) to make
the first ever National Sports Meet allotted to KVS Ernakulam Region, a grand success.
2. The opening and closing ceremonies must be of high standard and most colourful ones.
3. The venue Principals should take effort to improve the infrastructure and facilities for the
comfortable stay of the participants.
4. It was urged that all the venue Vidyalayas to carry out the repairs and maintenance work and
to ensure that the electrical fittings, lights and fans are in working condition.
5. The required number of formal committees at the Vidyalaya levels are to be formed for the
smooth conduct of the NSM. Able Teachers from the neighbouring vidyalayas are also to be
included in the committees in consultation with the Principals of the concerned vidyalayas of
that Cluster.
6. Each venue will be attached with one more Principal for the smooth organization of the event.
7. Mrs. Maya George, Principal, KV INS Dronacharya will make arrangement for Printing of
Certificates, Procurement of Medals and Trophies which are of good quality and standard size
for the participants of the National Sports Meet.
8. The following areas needs to be given special attention by the host vidyalayas:-
1. Face-lift of the building & premises – Colour/white washing& painting.
2. Upkeep and maintenance of vidyalaya premises.
3. Upkeep of toilets/washrooms, buckets, mugs, hand-wash, water arrangements, cloth-
dry-wire should be made available by the venue vidyalayas. They will also deploy
additional conservancy staff. In case required, additional temporary toilets (E-Toilets)
and bathrooms also may be erected. School authority may conduct a market survey
for erection of E- Toilets.
4. All the rooms have to be labelled stating the Name of Region and the event before
allotment. Direction boards exhibiting infrastructure facility should also be made
available at various corners.

5. Venue Vidyalayas should maintain a register/log book with details of the duty
allotment to the staff and their contact numbers.
6. Committee in charge of Registration, allotment of rooms, collection/issuing of
relieving orders, issue of items for stay accommodation, issue of stationeries, ID Cards
to do the planning accordingly so that participants are placed in a comfort zone.
7. Arrangements will be done by the venue Vidyalayas for receiving contingents from
Railway Station to the venue and dropping them after the event. They will also make
arrangements to take the participants for the inaugural and closing ceremony.
8. Venue Vidyalayas will conduct a Region wise Cultural evening on a suitable day to
highlight the cultural talents of the participants. This may include small skits, group
song, group dance etc and prizes will also be distributed to the winning Region.
9. The venue Vidyalaya will invite separate quotation for food arrangement, as per the
menu given by the KVS HQrs. Efforts should be taken to supply healthy and hygienic
food which should be sufficient for the participants. Token should be issued to the
escorts for the participants so that timely supply of food is taken care of.
10. Proper bedding arrangements will be made by the venue Vidyalaya for the
participants and escorts by following KVS norms.
11. Potable Drinking water should be made available round the clock for the participants
at the venues and each block of the stay venue.
12. Safety and security of the participants at the stay venue should be given top priority.
In case required additional security staff also to be deployed.
13. Venue Principal will ensure proper supply of Electricity and functioning of fans, lights
and other gadgets. They will also ensure sufficient lights at the corridors/verandas.
14. Host vidyalayas to deploy a teacher each as In-charge, to take care the wellness of the
participants of two Regions each.

2. Considering the safety and security of the participants, there will be two escorts for a team
where ever there are more than 10 members, considering U/14 and U/19 as separate teams. It
is the responsibility of the Principal of the Regional venue to ensure that participants are moving
to the national venue with sufficient preparation along with the escorting officials.
3. Pre National Coaching Camp of 8 to 10 days duration for all events will be organized by the
Regional Venue/identified Vidyalayas in such a way that the teams directly proceed to the
National Venues from the Coaching Camp. Intimation in this regard may be sent by the Principals
of the schools where the Pre- National Coaching will be conducted.
4. Re-test will be arranged for the participants after the completion of the National meet in case
they miss SA-1(Applicable for the National Events which are conducted in the second week of Oct
at Agra and Lucknow Region).

Opening and closing ceremony should be grand and colourful.
Details of duties of the committees for opening and closing ceremony are as under:-
1. The Reception Committee will prepare one invitation on behalf of the Regional office and
make arrangement for its timely distribution to VIPs, officers in KVS Head Quarters, Members of
VMC and other dignitaries etc. They are expected to prepare badges for the guests, volunteers
and other officials. Identity cards for participants and escort teachers will also be the duty of
Reception Committee.
2 Shri. Suresh Babu, Principal, KV Adoor and Shri Santhosh Kumar, Principal No 1 Naval Base
Kochi will be assisted by the Staff members of from KV SAP, Trivandrum and KVNo.1, NB Kochi
respectively for making seating arrangements for Chief Guest, invited dignitaries, Contingent
Managers, escorting officials and participants. They may also look after arrangements of PA
system for the programme and make band set available for March past.
3. Smt Liziamma Daniel (I/C of venue at TVM and Smt Holy George I/C at EKM) will ensure
proper decoration of the stage and the stage arrangement, display of Banner, and Flags at the
various places of the stadium.

4. Sri GS Thampi, I/C Principal of KV SAP TVM and Mr KP Babu, VP KV Port Trust will arrange
drinking water facilities at TVM and EKM venue respectively for opening and closing ceremony.
Committee will be entrusted with the duties of refreshment of VIPs and also cater for
refreshment of participants of cultural events.
5. Sri Kumara Mohanan, VP and Sri Sudhakaran, VP will be I/C of announcement and
communication at TVM and EKM venue respectively. They should compere the programme and
make necessary announcements for smooth conduct of opening and closing ceremony.
Announcements are expected to be bilingual and coordination is to be done with their team of
teachers. They will also ensure that necessary communication is duly sent to the teams,
Contingent Managers and others by different means ,viz., telephone, e-mail, SMS,etc.
6. Cultural programmes not exceeding ½ hour for opening and closing ceremony will be
organized by involving students from Vidyalayas selected by the in-charge Principals in
consultation with the Principals of the concerned Vidyalaya. The expenditure incurred for
Cultural programmes will be met out of VVN of the concerned school as the same is not
reimbursable from the NSCB. The team presenting the cultural items must consist of 50 to100
members in case of Ernakulam Venue and the number may go up to 300 at Trivandrum Venue.
However each item should not exceed 7 minutes inclusive of announcements and arrangements.
7. Arrangement for March past of the Participating teams will be made by Mr. AP Vinod Kumar,
Principal, KV Ottapalam and Mr. Muralidharan, Principal , KV Kannur at Ernakulam and
Trivandrum respectively assisted by Mr. Ullas TGT (PET), KV EKM and Mr. Binu Ashokan, TGT
PHE, KV Chenneerkara and Mr. Vinod Kumar, TGT(PHE) KV Kayamkulam). The Committee will
collect Flags and prepare Placards for the Participating Regions. They will also arrange the
students in the stadium, Region wise, in alphabetical order. Arrangements may be done for the
March past by involving SGFI players, participants of KVS Nationals and KVS Regionals. They
should coordinate with the venue vidyalayas for arranging the flag pole bearer and the placard
holders keeping in mind to uphold the cultural heritage of Country/State.

8. Flag arrangement, flag hoisting, oath taking, lighting the torch and beating the retreat:-
The committees headed by Mr Jose Mathew, Principal KV AFS Akkulam and Dr Joy Joseph,
Principal KV No 2 Naval Base along with Mr Govindu, Principal KV Police Academy Thrissur at
respective venue of TVM and EKM will collect flags from the participating Regions and take care
of arrangements of Regional flags and KVS National Flag for Hoisting, preparation of students for
oath taking, preparation of Olympic Torch for torch lighting and arrangements for release of
balloons on the declaration of opening of the sports meet. They will also make necessary
arrangements for the Closing Ceremony.
9 Record and Souvenir Committee will ensure the compilation of the results of the events and
uploading of the result in the KVS RO EKM web site/uploading the same in the KVS blog opened
for NSM. The announcement of results will be done only after verifying the same from the
responsible official of the event for authenticity of the results. The committee will also be
responsible for maintaining the result sheets for onward transmission to KVS HQrs New Delhi.
They will also be responsible for photography/video of the events so that the same can be used
for preparation of souvenir of NSM.
10. Smt. SD Rani, VP KV Pattom and Mr. Sunil Kumar, VP KV EKM will take care of medical
facilities at the venue of event/stadium besides taking care of facilities at the stay venues.
Proper Medical Facilities including Doctor, Nurse, Ambulance and First Aid Kit should be made
available at the play venue.
11. Mr.Johnson Mathew, A.C., Mr. C. Karunakaran, A.C., Mr S Ghosh, Principal KV Pallipuram
and Mrs. Maya George, Principal, KV INS Dronacharya will make arrangement for Printing of
Certificates, Procurement of Medals and Trophies which are of good quality and standard size for
the participants of the National Sports Meet. The committee is expected to compile the number
of certificates, trophies, medals and call for quotations for timely supply of the same to the
venues. The committee will also coordinate the distribution of the prizes during the closing
ceremony.

Cash Awards: Principals of Venue Vidyalayas to take necessary advance from Regional Sports Fund of KVS RO EKM for distribution of cash awards to the prize winners of NSM. Cash awards should be distributed during the closing ceremony on 30 Oct 2015. The KVS has instituted the following cash awards in the KVS National level Meet. The expenditure is to be incurred by Host Region on the Spot and later on sent to KVS (HQ) for reimbursement along with full particulars. The expenditure on cash awards will be a separate head isolated from the expenditure incurred on KVS National Meet. 9.1 For individual games, cash awards of Rs.10000/-, Rs.8000/- and Rs. 5000/- for winners of first three places will be given. 9.2 For team games, each member of the Regional teams will be awarded cash prize of Rs.5000/-, Rs.3000/- and Rs.2000/- for winning the first three places, respectively, in the KVS National Meet. 9.3 All those students who win Gold, Silver and Bronze medals in the SGFI in all individual games will be awarded onetime cash scholarship of Rs.15, 000/-, Rs12, 000/- and Rs.10, 000/- respectively. 9.4 For team games, each member of the KVS teams which win Gold, Silver and Bronze Medals in SGFI meets will be awarded cash prize of Rs.10000/-, Rs.7500/- and Rs.5000/- respectively. 9.5 For International event Rs.50, 000/- per Student.
Meeting ended at 02.00PM after detailed discussion. Mrs. Maya George, Principal KV INS Dronacharya proposed vote of thanks to the team of KVS RO EKM led by Shri S Selvaraj, DC.
