OFFICE OF ASSISTANT VICE-CHANCELLOR INNOVATION AND
ENTERPRISE
The Office of Assistant Vice-Chancellor Innovation and Enterprise (OAVCIE) was formed in 2017; to assist in UBD’s transformation into a university of innovation and enterprise.
The office’s functions include Education on Intellectual Property (IP), Entrepreneurship, Patent Management, Marketing and Licensing, Business development and assistance for Start-ups as well as Industry Outreach. OAVCIE also oversees UBD Innovation Wharf and Prototype Development Unit, and is responsible for consultancies and services within UBD as the UBD focal point of contact with industries.

OAVCIE
Office of Assistant Vice Chancellor Innovation and Enterprise (OAVCIE)
has remained at the forefront in the innovation and enterprise activities.
The office has involved several industries, SMEs, NGOs, and Government
Departments in promoting University’s Intellectual Property and
University’s expertise for research consultancies and outside work.
UBD also won the tertiary category award for medicine dispenser and the
ICT industry category award for Muappy Enterprise in the Brunei Info-
Communication Technology Award (BICTA). UBD Startup Centre (USC)
with support from Darussalam Enterprise (DARe) organized its first boot
camp for students and alumni.
In 2019, UBD received six patents granted by United States Patents and Trademark Office, and
we congratulate all inventors. The University also filed five high-quality patent applications in
2019. UBD now has 30 issued patents from 60 patent filings including 22 US issued patents
from 37 US patent filings. Recently, we started the Patent Progress Meeting to understand the
progress and help inventors to increase commercialisation of the patents.
The office also updated the website http://innovation.ubd.edu.bn to increase the online
presence of University Experts, Intellectual Property, Industry Resources, University-Industry
Platform, Innovation Wharf and Entrepreneurship Village. The office is also updating the IP
Policy as per the recent trends in academia and industry.
With the support of faculty members and students, we hope to continue the same progress in
2020 to get closer to University’s vision for a University of Innovation and Enterprise.

THE IP SMART WORKSHOP
The IPSmart workshop is a seminar on Intellectual Property
Management that revolves around Patent Mapping and its role in
helping good research planning and intellectual property protection
strategy for translation of Research and Development output. The
seminar was held on the 14th October 2019 and was facilitated by Mr
Lok Choon Hong from Pintas Consulting Group Sdn Bhd. Mr Lok
Choon Hong specializes in all aspects of intellectual property
registration, transfer, licensing, commercialisation, enforcement and
advisory work, and is actively involved in IP consultancy for clients in
the ASEAN and China regions for the past 15 years. Amongst the topics
covered during the workshop were IP functions, legal IP-related issues
involving researchers, patent applications process, and research and
development.

Centre of Advanced Material and Energy Sciences (CAMES), Universiti Brunei Darussalam (UBD) and CIC Environmental Services Sdn
Bhd (CIC) signed a Memorandum of Understanding (MoU) agreement, on the 5th December 2019, at the main office of CIC
Environmental Services Sdn Bhd in Kuala Belait. The MoU primarily covers research cooperation between CAMES and CIC; including
exchange of researchers and collaborative researches, with possible future extension in other areas such as training, consultancy, etc.
Signing on behalf of UBD was Prof Dr Mohd Ayub Sadiq, Assistant Vice Chancellor Innovation and Enterprise whilst on behalf of CIC
was Mr Shaiful Arief Dato Abdul Razak, Chief Executive Office of CIC; witnessed by Dr Lim Chee Ming, Director of CAMES and Nur
Amanina Shofry, Research and Development Coordinator
of CIC. Also present were staff members from UBD, CIC as
well as CIC’s industry partners.
UBD has identified five (5) different areas of industry
collaboration: industry research collaboration, joint
commercialisation of UBD’s patents, teaching and
learning, joint Corporate Social Responsibility (CSR) and
other services that UBD provides. It is hoped that by
embarking on industry research collaboration, research
done at UBD would have higher translational impact, with
higher potential for commercialisation. OAVCIE would
like to congratulate both CAMES and CIC, in establishing
the MoU and wishes both parties a fruitful collaboration
works on many front.

VISITS FROM EMAN BIODISCOVERIES SDN BHD AND NATURECEUTICALS
The Office of Assistant Vice-Chancellor Innovation and Enterprise (OAVCIE), Universiti Brunei Darussalam (UBD) received a visit from
Assoc. Prof. Dr Amin Malik Shah bin Abd Majid, Chairman of Eman Biodiscoveries Sdn Bhd., Dr Abdul Rashid bin Mohd Yatim, Chie f
Scientific Officer of Eman Biodiscoveries Sdn Bhd. and Dr Aman Shah bin Abd Majid, Director of NatureCeuticals, Australia, at the
Institute of Health Science (IHS) building, UBD on the 7th December 2019. Attending the meeting were Prof. Dr Mohd Ayub Sadiq,
Assistant Vice Chancellor Innovation and Enterprise, Dk. Dr. Nurolaini bin Pg Haji Muhd Kifli, Research lead of the Herbal research group
UBD, as well as staff members from OAVCIE and the Pharmacy programme at IHS. Among the discussions during this visit, were th e
possibility of doing pre-trial testing on some of the pharmacy-related patents that UBD have on its Intellectual Property (IP) portfolio as
well development of pharmacy researches that UBD researchers are currently working on.
Eman Biodiscoveries Sdn Bhd. is a Malaysian based company, providing a unique combination of knowledge, skills and experience in
preclinical research and testing services in new drugs development, particularly, targeting angiogenesis and cancer.
NatureCeuticals, Australia is one of the pharmaceutical
companies that has successfully spinned-off from
Universiti Sains Malaysia, with extensive collaboration with
Eman Biodiscoveries Sdn Bhd. The company specialises in
Cat Whiskers herb, and has conducted extensive research
on Cat Whiskers herb and currently running several clinical
trials on the herbal product.
UBD highly supports researchers to explore
commercialisation of their researches; as another form of
research translation into marketable products that may
benefit the community. Interested researchers are encour-
aged to approach OAVCIE to discuss and explore more on
the different ways that UBD can support in the
commercialisation of their researches.

The 9th ASEAN + 3 Heads of International Relations Meeting was held on the 29th and 30th August 2019 at Kunming, Yunnan,
People’s Republic of China (PRC); with a focus on “University Contributions to Innovation, Business, Research, Initiatives and Good
Practices in the Context of Growing Asian Economy”. Organised by the ASEAN University Network (AUN) with support from
Yunnan University, PRC, the meeting was attended by representatives from various ASEAN universities under the AUN umbrella.
Representing Universiti Brunei Darussalam (UBD) were Assistant Vice Chancellor Innovation and Enterprise, Professor Dr Ayub
Sadiq and Deputy Director Innovation and Enterprise, Pg Dr Emeroylariffion Abas. The meeting explored the various roles of
universities in driving innovations, research and constructive collaborations between universities and industries; with knowledge
sharing and insightful perspectives from regional experts from ASEAN and the Plus Three partners. It started off with welcomi ng
remarks by Professor Li Chenyang, Vice President of Yunnan University and Dr Choltis Dhirathiti, AUN Executive Director. These
were followed by keynote session from Ms. Li Liang, Director of Yunnan University Technology transfer Center and Chief
Coordinator of the K-Space Incubation Centre; introducing the various efforts by the 100 year old university in promoting
innovation and entrepreneurship, as well as bridging industries and the university’s researchers. This was followed by visits to some
of the university’s campuses, in particular the Yunda TusKspace Mass Innovation Space which has supported more than 450
incubation projects, and has won numerous national, provincial and municipal honorary titles such as “star innovation world”,
“science technology and demonstration park” and “national university student entrepreneurship demonstration park”.
Representatives from the AUN universities also presented in the meeting, to share knowledge on their practices as well as to open
doors for collaboration between different universities and countries; including Professor Dr Ayubd Sadiq and Pg Dr Emeroylari ffion
Abas sharing UBD’s initiatives on promoting innovation and entrepreneurship at UBD. University-Industry collaboration in
research/innovation generation and utilisation is essential to ensure impact and to encourage new spin outs/startups from
university research with strategic support and partnership with industries. Realising this, the Office of Assistant Vice Chancellor
Innovation and Enterprise (OAVCIE) actively promotes industry collaborations through industry visits in order to promote industry
-faculty link up. The office has also established University and Industry (U&I) platform, to facilitate industries to share th eir
industry-focused problems with UBD, in the hope of more industry-oriented research collaborations.

9TH ASEAN PLUS 3 HEADS OF INTERNATIONAL RELATIONS MEETING ON INNOVATION AND ENTERPRENEURSHIP

The Department of Science and Technology – Philippines (DOST), in collaboration with the Department of Science and Technology
– India (DOST), Federation of Indian Chamber of Commerce and Industry (FICCI) and the National Innovation Foundation – India
(NIF), organised the “2nd India ASEAN InnoTech Summit”, at Davao City, the Philippines on the 20th-22nd November 2019. The
InnoTech Summit aims to build capacity between the regions and explore various areas of collaborations in the field of science,
technology and innovation with the theme “Technology as a Catalyst for Regional Partnership”. It also serves as a networking
ground for various ASEAN countries and India to explore more collaborative opportunities and be able to connect with players and
stakeholders in the Innovation ecosystem.
The summit, which was attended by representatives from Science and Technology Ministry and Universities of various ASEAN
countries, also coincided with the Grassroots Innovation Forum 2019; comprised of activities such as panel discussions, socia l and
innovation competitions, and exhibition, wherein the objective was to share experience and best practices in order to promote
grassroot innovation in the communities. Attendees to the InnoTech Summit were able to network and listen to presentations an d
panel discussions from well-known industry players such as from Samsung Electronics, Adani Ports, Indian Oil Corporation
Limited, Maersk, and others. Also, in the summit were sharing sessions by various ASEAN countries to share their innovation and
entrepreneurship ecosystem; including from Pg Dr Emeroylariffion Abas, Deputy Director of Innovation and Enterprise, Universi ti
Brunei Darussalam, representing Brunei Darussalam.
Participants to the summit also visited Davao Beta Spring Inc. (DBSI), Ateneo De Davao University (Mindanao Renewable Energy
Research and Development Centre) and University of Southern Philippines (Digital Hub Fabrication). Davao Beta Spring Inc.
(DBSI) is a manufacturing company in Davao, offering extensive arrays of products and services, from metal work fabrication to
metal finishing; catering automative, agricultural, construction, power and telecommunication industries ’ needs. The company ac-
tively engages with the DOST – Philippines and the agricultural industries in the Philippines, for research and development related
to the agricultural sector. Mindanao Renewable Energy R&D centre is a part of the Ateneo De Davao University, which is one of
DOST’s Niche Research Centres in the Philippines. The centre focuses on research and development for emerging renewable energy
harvesting technologies, particularly concentrated solar power (CSP) and ocean renewable energy (ORE); the two most abundant
resources in the Philippines. And finally, the Digital Hub Fabrication at University of Southern Philippines is part of the D igihub
Shared Service Facilities (SSF) – Davao Fabrication Laboratory; providing various digital and fabrication technologies ’ services to
Micro, Small and Medium Enterprises (MSMEs) in the region, in order to contribute to the Davao ’s economy. The Digihub is
capable of prototyping different products for preliminary and market-level prototypes, to assist MSMEs in their commercialisation
process.

The JPO/IPR Training Course on Academia-Industry Collaboration and Technology Transfer was held at Asia-Pacific Industrial
Property Centre (APIC), Tokyo, Japan in August 20-29, 2019. This training program is one of the training funded by the Japan Patent
Office (JPO), and organised by Japan Institute for Promoting Invention and Innovation (JIPII) and the Association for Overseas
Technical Cooperation and Sustainable Partnership (AOTS). It is part of the JPO vigorous support for human resource education in
order to reinforce the protection of Intellectual Property (IP) in developing countries.
The training was attended by 24 trainees from 11 countries; Brazil, Brunei, Cambodia, India, Laos, Malaysia, Mexico, Myanmar,
Philippines, Thailand and Vietnam; with most participants coming from universities, education ministries and IP offices. From Brunei
Darussalam, were Janet Anak Stori from the Brunei Intellectual Property Office (BruIPO) and Hasnah Haji Hassan from Office of Vice–
Chancellor Innovation and Enterprise (OAVCIE), UBD.
The 8-days programme comprised of visits, lectures, discussions and group activities. Trainees had the opportunities to visit the
Department of Reference Library and Consultation, National Centre Industrial Property Information and Training (INPIT), Asia -Pacific
Industrial Property Centre (JIPII) and Tokyo Medical and Dental University, as part of field visits during the programme. The lectures
were mostly given by IP professionals from IP offices, law firms, universities, research institutes and industries who shared their good
experience in IP management; including how IPs
are managed, the methods and strategies used in
academia and effective industry collaborations in
Japan to bring about effective and efficient tech-
nology transfer between them. The trainees also
engaged in discussions and shared some issues
pertaining to IP in their countries.
UBD is working alongside BruIPO to help spur
more academic patents through training, talks and
workshops. Academic patenting in UBD has been
on the rise in the past decade especially with
UBD’s objective to be a more entrepreneurial
university.
THE JPO/IPR TRAINING COURSE ON ACADEMIA-INDUSTRY COLLABORATION AND TECHNOLOGY TRANSFER
TWENTY-TWO SUCCESSFULLY COMPLETED THE 16 WEEKS FPT-UBD INNOVATION LAB TRAINING
The fifth cohort of the FPT-UBD Innovation Lab; consisting of twenty-two participants, had successfully completed their training on the 7
December 2019. FPT-UBD Innovation Lab is a 16 weeks intensive software development training program jointly conducted by the UBD
and FPT Enterprise. FPT is the largest IT enterprise in Vietnam comprising of seven ICT companies and one university, with presence in
21 countries. The training is conducted in UBD.
The program had started in 2017 and this is the fifth cohort of the program. In this cohort, twenty -four participants comprising of 19 full-
time and 5 part-time participants enrolled in the program.
During the course of the program, the participants completed
three industry projects and two self-proposed projects. Among
the industry projects, a group of participants developed a Daily
App to help dementia patients to manage their daily activities.
This app was developed for a private company, SynapseBN.
The next cohort is expected to take place between the August-
December 2020

The Heads of Intellectual Property Office Conference (HIPOC) and IP Week @ SG conferences were held in Singapore between the
26th and 29th August, 2019 at the Singapore IP Main Office and Marina Bay Sands Expo and Convention Centre, respectively. The
conferences were organised by the World Intellectual Property Organization (WIPO) in cooperation with the Singapre Cooperation
Programme (SCP) under the Singapore Ministry of Foreign Affairs and with the assistance of the Intellectual Property Office of
Singapore.
The Heads of Intellectual Property Office Conference (HIPOC) was attended by the heads of Intellectual Property Office and
representatives from South Asia, Southeast Asia, Islamic Republic of Iran and Mongolia. Representing Brunei in the meeting were
Puan Shahrinah Yusof Khan, the Head of the Brunei Intellectual Property Office and Siti Nor Rahmah Md Haider Ali, Project Off icer
from the Office of Assistant Vice Chancellor Innovation and Enterprise (OAVCIE), Universiti Brunei Darussalam. HIPOC is held to
discuss various topics and issues that arise in each region and to discuss various possible engagements
and solutions on how to manage them. The participants also had the opportunity to voice out their ideas
and concerns on how to better engage IP education in their respective establishments.
The IP @ SG Week 2019 was a two-day multidisciplinary forum where senior business leaders, policy
makers, heads of IP Offices, lawyers and academics converge to discuss and debate cutting edge issues
surrounding IP in the innovation cycle. The theme of this year ’s event was Ideas to Assets: Driving
Enterprise Growth of IP. The event was officiated by Singapore’s Minister for Trade and Industry, Mr
Chan Chun Sing. This event celebrates Singapore’s established as well as up-and-coming companies that
have achieved outstanding enterprise growth in innovation, transformation, and commercialisation
through intellectual property (IP) and intangible assets (IA).
HIPOC AND IP WEEK @ SG
USPTO WORKSHOP
A two-day workshop on educational Intellectual Property (IP) training was jointly organised by the Brunei Intellectual Property Office
(BruIPO) and the United States Patent and Trademark Offce (USPTO) on the 10th and 11th September 2019 at the Rizqun International
Hotel, Bandar Seri Begawan. The workshop was attended by staff from different departments, faculties and offices from Universiti Brunei
Darussalam (UBD) as well as officers from BruIPO. The workshop was led by Mr Juan D. Valentin II, Office of Chief Communication
Office, with the assistance of Mr Valentin is Ms Kitisri Sukhapinda, Regional IP Attache for Southeast Asia; both from the US PTO. The
workshop covered various topics on IP and activities associated with it. Among the activities that were conducted include identification of
Intellectual Property, IP pedagogies and Patent Claim Matching.
The purpose of the workshop is to educate participants in Intellectual Property (IP) protection and IP teaching methodologies. There is a
gap in Intellectual Property Rights education in Brunei and amongst researchers in universities. Although IP and its concept have existed
for quite some time, the weight of IP-related matters have only been felt in the recent years. As UBD is heading towards a more
entrepreneurial and innovative ecosystem, UBD is committed to bring further IP education into light, to its staffs, students as well as the
public.

On the 10th and 11th October 2019, UBD Startup Centre, or simply known as USC, organised its first bootcamp with the support
from Darussalam Enterprise (DARe). The bootcamp was held at Bamboo Hall, Student Affairs Building, UBD.
The one-and-a half-day bootcamp received 16 participants; consisting of mostly UBD Alumni where they were challenged to create
business ideas with the theme of ‘Brunei Future Industries: Creative Innovation’.
Throughout the bootcamp, participants were guided by the facilitators from USC and DARe in the ideation process, validation of
ideas, exploring market demand and pitching. Participants also had the opportunity to be mentored by USC academic experts, and
invited startups from DARe: Grominda Group, Nextcloud
Technologies Sdn Bhd and BowlUs.
Four business ideas were created and pitched on the last
day which were evaluated by Adna Rahman (Head, EV), Pg
Zainul Asri (Lead, Startup Development, DARe) and Pg
Sarimah (President, SUHBE CO).
Since its launch in August 2019, USC’s mission is to
provide UBD alumni with resources and facilities in
starting or accelerating their entrepreneurial journey. USC
also aims to provide a platform to encourage academic
research to be commercialised and to promote
multi-collaboration between different disciplinary
backgrounds and expertise. It is hoped with the initiative
provided by the university, alumni startups can be job
creators for future graduates.

UBD STARTUP CENTRE (USC) – DARE BOOTCAMP 2019
On the 23rd November 2019, the United States Embassy Ambassador in Brunei Darussalam, Ambassador Matthews J. Matthews,
visited Entrepreneurship Village (EV), UBD in conjunction with the Global Entrepreneurship Week.
Upon his arrival, the Ambassador was greeted by Adna Rahman, Head of EV. Mr Adna introduced His Excellency to EV ’s core
objectives, functions and programmes and its role in the creation of an entrepreneurial mindset and environment to encourage
students and youth to be self-employed and run their own businesses.
His Excellency also had the opportunity to explore the process of creating a business idea with zero capital resource with EV ’s
signature exercise, Smart Experiment. During each step of Smart Experiment, His Excellency also interacted and exchanged ideas
with UBD Discovery Year Incubation students
in coming up with business ideas.
By the end of the event, His Excellency was
shown startup businesses that had been
created by the students. These startups range
from art-based businesses to IT-based
businesses such as creating Augmented Reality
-based application, game development,
creative arts, food and others.
The programmes run at EV are part of an
effort by UBD to create a platform for students
to develop their skills could provide the
necessary resource for them to grow
entrepreneurially, especially in the era of
Industrial Revolution 4.0.

During the Brunei info-communication Technology award (BICTA) competition on September 2019, UBD, led by Mohd Muaz bin Haji
Imran under the supervision of Professor Liyanage Chandratilak De Silva, presented its medicine dispenser product which eventually won
the tertiary category in the competition. The product idea was carried forward to the Asia Pacific ICT Alliance awards (APICT A) 2019, as
representative project from Brunei, which was held in Ha Long Vietnam from 18-23 November 2019. APICTA is an international awards
competition which aims to increase ICT awareness in the community and assist in bridging the digital divide in Asia Pacific countries.
The invention highlights the importance and convenience that may be derived from having a personal medicine dispenser for elderly people
who are subjected to regimented medication. It has automated dispensing mechanism which dispenses medicine at scheduled time and all
records from the invention are stored into servers for future medical references.
For APICTA, the medicine dispenser was made more compact with an upgraded appearance and named it “PharmBru”. Testing of the
upgraded medicine dispenser with its new design and functions, was conducted within two months after BICTA, by the team. Muhd Haziq
Hamzani and Mohammad Zulfikre Bin Esa of the Faculty of Integrated Technologies UBD, subsequently, pitched the product idea during
APICTA in Vietnam.
APICTA also conducted other events such as Halong cultural night where all the participants gathered to network, meet new people and
exchange ideas. There was also a Hong Kong night, where participants from Hong Kong showcased their products and prototypes which
made use of advanced technological, innovation and fabrication techniques such as Artificial Intelligence, Virtual Reality, Tracing-tracking
System, medical-engineering products and Augmented Reality.
Another team that represented UBD was Muappy Enterprise. After winning first place at the Brunei ICT Awards (BICTA) 2019, Muappy
Enterprise, a company founded and operated by UBD alumni, lecturer and students, represented Brunei Darussalam at the Asia -Pacific ICT
Alliance (APICTA) Awards.
At APICTA 2019, Muappy Enterprise was presented with the opportunity to network with other ICT innovators and entrepreneurs to build
ICT awareness, to product benchmark and to showcase their product called MUAPPY. Muappy Enterprise describes itself as a mobi le
solution that digitises the increasing number of loyalty and membership cards to provide a centralised convenience to consumers. Muappy
integrates gamification system and artificial intelligence technology with enhanced data analytics, and rewards loyalty behaviour through

Muappy Enterprise is also part of the recently launched initiative by the Entrepreneurship Village called the UBD Startup Centre, a platform

CONSULTANCY AND OTHER WORK (EXCEPT TEACHING AND TRAINING)
Office of Assistant Vice-Chancellor Innovation and Enterprise (OAVCIE) recently revised its Consultancy and Other Work (Except Teaching and Training) (C&OW (ETT)) scheme. The C&OW (ETT) provides for full-time staff of Universiti Brunei Darussalam to engage or involve themselves in consultancy or outside work in all areas except teaching and training as defined in the Consultancy and Outside Work Scheme (Except Teaching & Training). The full guidelines may be obtained from UBD staff portal1. Since UBD was conceived as a community-oriented institution, the undertaking of such work is one way through which this concept can be projected. Staff of the University will be able to contribute to day-to-day issues and problems of the outside world by involving themselves in such work; with the experience and skills learned helping to enrich their learning and teaching process. Students can also benefit if they can get themselves involved in such work.
Application for consultancy and outside Work for teaching and training is under the purview of the Committee of Consultancy And Outside Work (Teaching & Training) chaired by Assistant Vice Chancellor (Academic Affairs), whilst other non-teaching and non-training related consultancies and outside works, fall under the purview of the Committee of Consultancy And Outside Work (Except Teaching & Training) chaired by the Assistant Vice Chancellor (Innovation & Enterprise). These include research consultancy, translation services, laboratory services, data processing, etc.
Matters regarding approval or permission that may involve ethics (e.g. research ethics) and legal (e.g. legal agreement with client) should be processed concurrently by the applicants to the respective departments or committees. Applications for legal and ethics approval may be submitted by the applicants before or whilst the C&OW (ETT) application is being processed.

U38: Detecting Non-Technical Losses in Electrical Networks
Applications: Anomaly detection refers to detecting objects whose behavior deviate
significantly from what is expected or standard. It may be detecting theft which is
intentionally caused by some consumers in the electrical network, or it can be detecting
any other abnormal behavior which may be caused by some mechanical damage in the
network. The invention uses multi-layered statistical and machine learning techniques to
detect anomalies using smart meter data and some knowledge about the electrical
distribution network. The main advantage of this technique is that it is data driven. The
learning model proposed in the solution will improve over time.
U32: Electrochemical DNA Biosensor using Graphene Biochip for Species Identification
Applications: The invention is new electrochemical biosensor that uses DNA-redox
electrostatic interaction and its subsequent non-specific adsorption on graphene screen-
printed electrode or biochip. The invention provides new biomarkers to detect chicken and
pork species limit of 1 pg/µL and 100 pg/µL respectively.
