DOCUMENTATION

The Texas Teacher Evaluation and Support System (T-TESS) is a system designed by educators to support teachers in their professional growth. Statewide rollout will occur during the 2016-2017 school year.

T-TESS strives to capture the holistic nature of teaching – the idea that a constant feedback loop exists between teachers and students, and gauging the effectiveness of teachers requires a consistent focus on how students respond to their teacher’s instructional practices. Ulti-mately, T-TESS is a process that seeks to develop habits of continuous improvement, and the process itself best leads to that outcome when appraisers and teachers focus on evidence-based feedback and professional development decisions based on that feedback through ongoing dialogue and collaboration.

The recommended system encourages annual eval-uations comprised of multiple informal observations and walkthroughs and at least one formal observation. These collective observations, along with the end-of-year conferences with appraisers, function as an integrated system to provide actionable, timely feedback, allowing teachers to make efficient, contextually-based profes-sional development decisions that lead to growth for both teachers and students.

Much of our new 6th edition is focused on teacher documentation and is based on the fundamentals of quality teaching that are incorporated in the state’s Texas Teacher Evaluation and Support Sys-tem (T-TESS) and in both district and charter school alternatives including a continuation of a modified version of PDAS. Our redesigned focused observation instruments enable appraisers to secure data during classroom observations in a way that is compatible with whatever appraisal system the district or charter school uses.

As with past editions, what makes the new edition a particularly good desktop reference is the inclusion of templates and illustrations throughout for writing memoranda to both auxiliary and professional employees. Included as well are dozens of examples of how to link expected teacher performance to student outcomes.

Choreographing Effective Paraeducator Role to Support Learners with Diverse Needs: Training is Critical

A comprehensive and rigorous paraeducator training is critical to serve students with disabilities. The Every Student Succeeds Act of 2015 (ESSA), enacted by Congress in December 2015, emphasizes

this need and requires professional advancement and training of paraprofessionals. The number of paraeducators supporting students with diversity learning and behav-ioral needs—autism, intellectual disabilities and multiple disabilities– has increased in recent years and their role has changed significantly with the promotion of inclusive practices. Paraeducators provide direct instructional support in a broad range of academic areas

and work with students with the most complex educational and behavioral needs with the least amount of professional training.

Effective paraeducator support to students with significant disabilities has to be choreographed carefully – student-centered, non-intrusive and non-stigmatizing – and delivered with sensitivity and subtlety. Concerns raised by a number of studies clearly indicate an urgent need for adequate training for paraeducators. If the paraeducator support is to facilitate positive outcomes for the students and not hinder a student’s growth of independence, then a rigorous paraeducator training program must be carefully crafted with essential training components. Paraeducators will then have the skills to deliver optimal support to students and to assist in maximizing their academic and social learning opportunities.

Reflections on the Evolution of a Multi-Tiered System of Support (RtI)

Response to Intervention problem solving has been evolving over the past 15 years in school districts across the United States. School-based problem solving teams are currently well versed in understanding the theory be-hind RtI. There has been tremendous growth is the use of data to drive strong instructional practices allowing many to design a better framework that increases levels of academ-

ic and behavioral supports for struggling learners. Also there is far greater systematic use of progress in monitoring student responses to tiered interventions. This is exciting for educators and parents as they watch student success increase over time.

The challenge for educators who are implementing a multi-tiered system of academic and behavioral sup-ports lies with the school district and campus ability to sustain their RtI practices over time. Current barriers to sustainability involve staff mobility and the drift that occurs when practices are not routinely evaluated and updated. It is vitally important for school district and campus staff to stabilize practices while ensuring

a vertically and horizontally aligned framework of supports. Continued use of research-based assess-ment and intervention tools is important. Ongoing professional development is also vital for success. I encourage all districts to consider conducting an au-dit of their current RtI practices in an effort to ensure system sustainability over time. Remember, the best RtI problem solving practices involve shared respon-sibility and a collaborative effort between all areas of curriculum, instruction, and student support services. There is much to celebrate as RtI continues to evolve in our schools.

Making student discipline decisions in Texas is not easy. The discipline provisions found in Chapter 37 of the Texas Education Code are lengthy and complex. Part of the complexity relates to references in these provisions to other federal and state laws.
