EXECUTIVE SUMMARY
The Investor Basic Guide, made by Paraná International Business Center was developed in
order to provide clearly and objectively the competitive opportunities and advantages present in the
state of Paraná.
It shows socioeconomic information, geographic data and cultural issues enabling to foreign
investor a preliminary analysis of favorable conditions for international investment in the state.
The Paraná State stands out nationally, as one of the major economies, characterized as the
5th largest GDP in the country, beyond that, it has a capital benchmark in quality of life, sustainability
and innovation; Curitiba occupies the 2nd place in the ranking of best city to do business in Brazil and
the 5th to the Latin America. The state therefore is one of the best destinations for investment.
The infrastructure includes roads, railways, waterways and quality ports that allow easy
access to other Brazilian states of great economic relevance, as well as proximity to international
markets, particularly the Mercosur member countries.
The priority sectors are automotive and transportation, agribusiness and biotechnology,
chemicals such as cosmetics and pharmaceuticals, information technology and energy. Besides
having a strong presence in the areas of oil and gas, mechanical metal, electrical, communications
and electronic materials, pulp and paper, mobile wood, garments and construction, besides being
recently engaged in the development of the aerospace sector.
In addition to the numerous economic advantages, the state promotes the fiscal incentives
provided for in the Paraná Competitive Program, which include: Incremental ICMS Installment;
Deferral of ICMS in the electric power supply operations by company located in Paraná territory and
supply of natural gas by Compagas and Transfer of credits of ICMS own for acquisition of assets.

2.1. LOCATION AND BASIC DATA
Brazil is located in South America, and by being the fifth largest country in the world it borders
with all South American countries except Ecuador and Chile. It accounts for half of the region’s
economy.
With an area of 8,5 million square kilometers and more than 7 thousand
kilometers of coastline extension located in the Atlantic Ocean, Brazil offers broad and diverse
economic outlook. In addition to the extensive coastline, the country presents relief dominated by vast
plateaus, the mountains being restricted to the coastal strip and its northern border. The tropical
climate, coupled with relief, favors the presence of large rivers basins, giving immense hydroelectric
potential and wealth in biodiversity. The Amazon and the Pantanal are two of the largest biological
reserves in the world.

The government system is presidential, chosen
through direct elections. The federal
government’s have exclusive authority to
legislate in the civil sphere, commercial, criminal,
procedural, electoral, land, maritime, aerospace,
work, etc. The Brazilian Constitution is the basis
of the Brazilian Legislative System.
On the other hand, Brazilian states have self-
management and self-government, electing their
political leaders and representatives, and
manage their public affairs without interference
from other municipalities, states or the Union.
The Brazilian economy is the ninth in the world
by nominal GDP, according to International
Monetary Fund.
Brazil has been expanding its presence in the
international financial markets and is part of a
group of five emerging economies formed by
Brazil, Russia, India, China and South Africa,
known as BRICS.
The agricultural, mining, manufacturing and
service sectors are the strongest in the country.
Electrical equipment, aircraft, orange juice,
automobiles, alcohol, textiles, iron ore, steel,
coffee, soy and meat are some of the main
products exported by Brazil.
2.2. Country Highlights
Brazil is the 7th largest consumer market in the world and the perspective is that by 2023 it will be the
5th. The growth model is based on population growth (currently there are 202 million inhabitants) and
increased family consumption, due to social gains. In the last decade, 30 million people have risen to
the middle class.
Geographically, Brazil is privileged because it has maritime access to North America, Europe and Asia
(the current major destination of commodities). In addition, it borders 10 countries in South America.
Currently, it invests significantly in the expansion of the Brazilian logistics network, especially in
railroads to facilitate the flow of production. Ports are also being expanded. As an inheritance of the
sporting events that have already taken place (Pan American 2007, Confederations Cup 2013 and
2014 World Cup) and will come (Olympics 2016), the country has had a jump in the quality of its
airports, extending even to Number of international daily routes.
As a form of development, Brazil offers various types of incentives aimed at expanding the economy in
regions away from large centers, or providing social advancements to workforce plots.
Historically, Brazil is a country that receives foreigners very well due to the great diversity of cultures
already present. One of the greatest attractions is the quality of life, coming from regions with great
natural beauty. From nature, one of the biggest differences emerges: biodiversity. The amount of
organisms that only develop here provides incalculable possibilities for a number of industries.
Brazil is one of the so-called emerging powers: it is the "B" of the BRICS group. He is a member of
several economic organizations, such as Mercosur, UNASUR, G8 + 5, G20 and Cairns Group. It has
hundreds of commercial partners, and about 60% of the country's exports refer to manufactured and
semi-manufactured products. Brazil's main trade partners in 2013 were: the European Union (30% of
trade), Nafta (22%), Asia (16%), Mercosur (10%) and others (22%). When compared to the other

countries of the South American region, Brazil occupies the first position in Gross Domestic Product,
as shown in the table below.

This chapter contains socioeconomic information and presents the main benefits and
incentives for industrial activity in Paraná; listed the factors that make it one of the best destinations
for investments and business in Brazil.
3.1. LOCALIZATION
The state of Paraná is located in southern Brazil,
occupying an area of about 200,000 square kilometers. Its
prime location makes it a gateway to the Mercosur
(Argentina, Brazil, Paraguay e Uruguay). Moreover, it has limits
with São Paulo (north and east), Santa Catarina (southwest),
Paraguay (west) and Mata Grosso do Sul (north) and also
access to the Atlantic Ocean (east), centered on a market with
GDP of US$ 3.2 trillion.
It represents the 6th largest urbanization in the country,
where about 85% of the population lives in urban areas. It
consists of 399 municipalities, with the main cities, in
economic terms, Curitiba, São José dos Pinhais, Araucária,
Londrina, Maringa, Paranaguá, Foz do Iguaçu, Ponta Grosssa
and Cascavel. Curitiba is the capital of the state and has been
innovation model in sustainability and urban mobility.3
The figure below shows the population distribution, where the highest concentration are in
Curitiba and metropolitan region, followed by Londrina, Maringá, Ponta Grossa and Cascavel, also
stand out Guarapuava, Arapongas, Apucarana, Umuarama, Toledo and Foz do Iguaçu.

3.3. HIGHLIGHTS OF THE STATE
3.3.1. History
The economic history of the State of Paraná begins with the industrialization of ‘Erva Mate’ in
the early nineteenth century and half century dominated the world market for this product (now the
country’s largest grain producer and has the second highest gross value of production industrial
‘Food’). From there the timber industry emerged to make the necessary barrels to pack the ‘Erva
Mate’ (the Paraná timber industry is now the largest in the country and the pulp and paper industry is
the second largest in the country) and the printing industry to label barrels (the Paraná print jobs is the
third largest in the country).6
The waves of implementation and expansion of the automotive sector began in the 70s with
the manufacture of trucks and buses (today is the third largest producer), cars in the 90’s (also third
hub of the country) and the third wave with the density the auto parts industry, components and
engines over the past decade, putting the Paraná with the second highest value added of this sector
in the country thanks to more optimized industrial costs when compared to the main producing states,
mainly due to the lower proportional number of employees and better and more advanced
technological level employed in the production, so these factors guarantee better productivity results.7
The state is known for its large amount of pine forests as Araucaria Angustfolia predominant
species in the vegetation. It is also marked by the multiculturalism arising from the strong immigration
from various countries like Poland, Ukraine, Italy, Germany, Japan, etc.
Curitiba is also recognized by the transport model with the bi-articuled buses that transit on
specific corridors for buses, enabling faster travel. The city is a reference in urban mobility, quality of
life and education in addition to their environmental programs that pose as the greenest metropolis in
Latin America.
3.3.2. State Highlights
The Paraná, despite being one of the smallest states in the country in area, has the fifth
largest Gross Domestic Product – GDP and the third largest value added Manufacturing
Industry, and the state’s fastest growing physical production and manufacturing employment in the
regions South and Southeast in the last twelve years.8
Its main sectors are: automotive and transportation, agribusiness and biotechnology,
chemicals such as cosmetics and pharmaceuticals, information technology and energy. Besides
having a strong presence in the areas of oil and gas, metal mechanics, pulp and paper, furniture,
clothing and construction, besides being recently engaged in the development of the aerospace
industry.

Note that is a state of urban innovations: the road Integration Ring which includes the
major cities of the state was conceived in the light of Central Place Theory10, the surface
transportation system designed in the capital was exported to over 80 countries on every continent,
the first hybrid electric bus ethanol was developed in Paraná, the first electric taxi was launched in
Curitiba, the first city to work only with biomass (Entre Rios) in Brazil are some of the state’s
innovations.
Highlights the quality of life in the state, which has one of
the best human development index of the country, 0.749. Our
priority is to develop the industry by hand labor skills to increase
productivity and improve the quality of life related thereto. Also,
there is availability of electricity in abundance (20% of national
production), quality and cheap. It is no coincidence that Paraná
is the State with the highest volume of industrial investments (R$
40 billion of direct investments in the last five years).11

4.1. INFRASTRUCTURE
The state has a well-developed infrastructure, focused on the production and marketing. All
regions have facility to access national and international markets, as seen in figure 2, through
railways, highways and waterways of excellent standard, linking the production regions with each
other and to ports, airports and customs stations.

The airport infrastructure 4th best in Brazil and is recognized by the size and air transport
network quality, comprising 40 public airports and many private, of which five airports operate with
regular airlines: São José dos Pinhais, Foz do Iguaçu, Londrina, Maringa, Cascavel and the rest are
small with no regular lines. The airports of Londrina and Cascavel are for regional routes and three
international airports: Afonso Pena in São José dos Pinhais, Foz do Iguaçu, with more than 1 million
tourists a year and Maringa, with international cargo flights.13 In 2017 Afonso Pena International
Airport was considered by the users as the best in the country and awarded by the Civil Evaluation
Secretariat.
The road system of Paraná, according to data from the National Road System (March 2015),
made available by DNIT, consists of 117,617.2 km of roads, including federal, state and municipal,
considering the paved and unpaved roads. The network is comprised of 19,574.1 (16.6%) km of paved
highways, being 1,168.6 km in double lane. The unpaved roads have a total of 98,043.1 km (83.4%).
There are 3,907 km of paved federal highways, of which 3,194.7 km are on single lanes and 713.3 km
are on dual lanes.
According to data from the Paraná State Highway System (December 2015), Paraná has
11,935.3 km of state highways, distributed in 10,153.2 km of paved highways, 157.9 km of highways
under construction and 1,624.2 km of unpaved roads.14
Paraná has 2,505.2 km of concessioned highways, divided into 6 lots, managed by DER / PR
and AGEPAR. It also has 3 stretches under federal concession, in 3 lots, managed by ANTT, totaling
311.2 km in the territory of Paraná. Currently, ANTT is preparing the launch of the BR-476/153/282
concession agreement between Lapa and Chapecó (SC)
Finally, the highway network is the largest in the South of Brazil that guarantees the
interconnection of the main municipalities to the Port of Paranaguá and other national and
international economic centers.
The Paraná-Tietê waterway crosses the states of São Paulo, Paraná, Mato Grosso do Sul,
Goiás and Minas Gerais. It is integrated with regional and federal highways, railroads and pipelines, in

a multimodal system to dispose of agricultural production in the region, which generates almost half of
the Brazilian GDP.
The Paraná River is navigable along 1,023 kilometers, with an average width of 120 meters.
Under the responsibility of the Federal Government, the waterway extends between the Itaipu
Hydroelectric Plant, in Foz do Iguaçu / PR, and two dams: the São Simão HPP, in the Goian county of
the same name, on the Paranaíba river; and that of the Água Vermelha Hydroelectric Power Plant on
the Grande River, in Iturama, in the Triângulo Mineiro. Approximately 6.5 million tons of cargo are
transported annually through the waterway, mainly soy, corn and soybean meal, as well as sand and
sugar cane. The system also serves to transport corn, manioc, charcoal, fertilizer, sand and gravel.15
In terms of Mercosur, it is noted that economically, much of this market is in the area of
influence of the Paraná River, which extends to the River Plate Basin. It is relevant even in the social
and tourist areas, considering the vast area of its coverage in the region Waterway.
In Paranaguá Bay are two ports: Paranaguá and Antonina. The port of Paranaguá is
located at a distance of 91 km from Curitiba, it is the largest port in the south of the country and 2nd
largest in Brazil in cargo handling. Recently underwent modernization process which is more
competitive in the export of grain, automobiles, chemicals and containers.
The port of Paranaguá location is characterized as a natural shelter for vessels, on the
tranquility of the bay waters, which makes it great on the security point of view. The total area of the
Organized Port is 424.50 km², while the land areas in range, plus marine and the expropriated or
acquired by purchase or assignment, currently comprise a total area of 2,350,00 m².
The network of influence of Porto
of Paranaguá it covers an area of more than
800.000 km², comprising the State of Paraná and
of the states of São Paulo, Santa Catarina, Rio
Grande do Sul, Mato Grosso e Mato Grosso do Sul
and Rondônia, and includes Paraguay, which have a
frank deposit warehouse.
Paraná exports through the port of
Paranaguá which have as their main destination the
European Community, the United States, Puerto Rico and Mercosur. In this context, it is presented as
the best option for the movement of cargo to and from the Southern Common Market - MERCOSUR.16
It is worth mentioning the investment opportunities in the infrastructure sector. In 2015,
the State Transport Logistics Plan for Paraná - PELT 2035, which brings together 17 entities, began to
be drawn up. Its objectives include establishing priorities for the development of the State of Paraná.
Priority works were highlighted in the different modes of transportation, within the vision of society and
productive sector with presentation of 120 project proposals and interventions for implementation by
the year 2035.

4.2. ENERGY
Among the several power plants installed in Paraná, stands out the Itaipu Binacional
located in the Paraná River, Itaipu Binacional is a world leader in the production of
clean and renewable energy, having produced more than 2.4 billion MWh since the beginning of its
operation in 1984. With 20 generating units and 14,000 MW of installed power, it supplies about 17%
of energy consumed in Brazil and 76% in Paraguay. In 2016, Itaipu produced a total of 103,098,366
Megawatt-hours (103 million MWh), setting a new world record for annual production. The largest
previous mark had been established in 2013, with 98,630,035 MWh. The third best year in production
was 2012, with the generation of 98,287,128 MWh.17
In addition, the state has the Companhia
Paranaense de Energia - Copel, which serves the entire
territory of the state and is recognized as the best
distributor in Brazil. Copel operates a generating
plant of 29 own plants, of which 16 are hydroelectric, 1
thermoelectric plant and 12 wind farms. The total installed
capacity of these plants is 4,838.1 megawatts. The
generation of electric power in our plants is supervised and coordinated by our Generation and
Transmission Operation Center in Curitiba.18
In terms of telecommunications, all regions are served by fiber optic networks, which,
combined with the satellite systems, allow efficient transmission of data, voice, image, and Copel
responsible for the current network of optical fibers present in 399 municipalities in Paraná. 19
The Natural Gas, in the face of its economic advantages, environmental and safety is the input
that is more evolution in Brazilian energy matrix. With the Bolivia Brasil (GASBOL), this trend
intensified. In Paraná, the presence of natural gas occurred from March 2000 through GASBOL.
The layout of GASBOL only covers the municipalities region of Curitiba, but there are projects
underway to expand, for example, Compagás intends to expand the gas supply by compressed
natural gas CNG and liquefied natural gas LNG. In addition, Petrobrás companies, Cowan, Copel,
Bayar, Tucuman, and Petra Energia holds concessions for natural gas exploration in the state of
Paraná, with an estimated investment of R$ 174 million between the years 2014 to 2018 .20
The main projects are: repressurization GASBOL- Bolivia gas pipeline, construction of LNG
terminal – Liquefied Natural Gas in Paranaguá construction
of the pipeline – Araucaria, new line construction of the
pipeline North – West of Paraná.

GASBOL, being responsible for supplying the gas distribution network Naturally RDGN in cities server
by Compagás. This company serves seven conties: Araucária, Balsa Nova, Campo Largo, Curitiba,
Palmeira, Ponta Grossa and São José dos Pinhais, with a network of over 470 km long.

5.1. STATE MACROECONOMIC ENVIRONMENT
The state is currently the 5th largest economy in the country, the GDP in 2016
estimated was R$ 386,957 billion, accounting for 6,2% of national GDP. The composition of GDP is
51.9% in trade and services, industry 25.2% and agriculture 9.5%.21

Paraná is the major national grain producer, presenting a diversified agricultural
agenda. The use of advanced agronomic techniques puts the state highlighted in terms of productivity.
The sugarcane, corn, soybeans, cassava and wheat stand out in the productive structure of local
agriculture, noting, in parallel, steady advance of other activities, such as fruit production. In the cattle,
there is the poultry industry, with 30% of the country’s slaughter. In
segments of cattle and pigs, the state share reaches 4% and
19,7%, respectively. 23

accounted for approximately 58% of the transformation of state industry.
The value added of Paraná services sector totaled R$ 130,833,000 billion in 2011, with great
participation of the trade branches, public administration and real estate activities.
It is worth highlighting the existence of 23 Local Productive Arrangements - APLs distributed
by the state. APL is understood as a cluster of companies located in the same territory, with productive
specialization and learning links between themselves and other agents, such as government, business
associations and credit institutions, teaching and research. The companies belonging to the APL share
forms of cooperation and have a governance mechanism.
The APLs are coordinated by the APL Network which, in addition to establishing the Network
Steering Committee, also conferred attributions to all its signatories with the objective of contributing to
the balanced and sustainable development in the state productive sector.
The segments that form the APLs are: sanitary metals, cassava derivatives, furniture and
metal furniture, wood, caps, information technology, confections, lime and calcium, china and
porcelain, software, aluminum, confections, equipment and agricultural implements, medical and
dental instruments.

5.2. FOREIGN TRADE
5.2.1. Trade Balance
The main destinations of the exports from Paraná are China, Argentina, the United States,
Holland, Saudi Arabia, Germany, Paraguay and South Korea. In terms of product group, the soybean
complex is in the first position with relative participation of 29.7%, complex meat with 17.4% and
transport material in third place with 11.9%. Imports are mainly chemicals, transportation materials
and components, machinery, mechanical devices and instruments, and oil and derivatives, mainly

5.3. FDI FLOWS
5.3.1. Main investors
The state received about R$ 40 billion in investments over the last five years. It was registered
several investments both expansion units, as is the case of companies Klabin, Cargill Agrícola,
Tetra Pak, BS Bios, Renaut among others, as well as new industrial plant facilities, such as Daf
Paccar, Mars Brasil, Sumitomo Rubber Industries, Becton Dickinsonn, among others.
Notheworthy are also companies already operating in the state as Vivo S/A, Renault do Brasil,
Electrolux do Brasil, Siemens, Bosch, Kraft and others, as well as multinational companies from
Paraná internationally renowned as: O Boticário, Positivo Informática, Brasil Foods, Angelus
Ciência e Tecnologia, Bematech e Nutrimental.

6.1. WORKFORCE
6.1.1 Economically active population
The economically active age is understood as the number of people who are doing some
activity in a continuous and regular way or, because they are not employed, they are looking for work
in the reference period, having taken concrete measures of search for it; Also includes the exercise of
precarious work. In short, it is the conjunction of busy and unemployed. According to data from 2010
the economically active population of the state is 5,587,968 people.
Regarding the working-age population (above 10 years) the figure is 8,962,587, and
7,657,960 in the urban area, rural area 1,304,622, which of them 4,376,260 are male and 5,586,330
are female.

The number of economically active people in Paraná represents 6% of Brazil’s total and of this
amount 46% are concentrated in the metropolitan region of Curitiba.27
It is noteworthy that in a survey conducted by FIEP, one of the main factors of the state in
investment decisions related to the quality of available labor.

6.2. EDUCATION
According to 2016 data, in relation to Manpower qualification, it turns out that the state has
more than 100,00 enrollments in vocational education, which puts the state among the largest
professional manpower bidders in Brazil, representing 6.4% of Brazil’s total. With regard
to higher education, there is a similar dynamics: the Paraná hold 5.5% of enrollments in
undergraduate courses and graduate courses of Brazil with more than 380,000 enrollments.
Note that in addition to higher education institutions, Paraná has several providers of
technological services, scientific and technological development, certification and metrology,
suitable and sufficient to meet the demands of most modern industries.
The state has 197 universities, four federal and 13
from the state, with more than 350,000 college students, and
about 12,000 doctors and 23,000 masters28. It has a strong
presence in research and development, with more than 30
incubators and research institutes as Tecpar- Paraná Technology
Institute29, Lactec institutes, which houses about 25 laboratories
that are carried out research, testing, qualified testing and
analysis30 and the Itaipu Technological Park that operates in the
areas and entrepreneurships.31
The Federal University of Paraná it is the oldest in
Brazil, founded in 1912 and is a reference as one of the best higher education institutions in Brazil.
Similarly, the UTFPR – Paraná Technological University stands out since it was created to meet the
market demand form professional technical training, currently assisting secondary education,
undergraduate, graduate and continuing education.
These institutions have the objective of executing, promoting, fostering and supporting
activities of education, institutional development, innovation and scientific and technological
development and their immediate application in the creation and/or development of technology-based
enterprises and enterprises, as well as management and transfer activities Of technologies and
promotion of human capital, through appropriate actions, aimed at the sustainable development and
the insertion of the economy of Paraná with more property in the world context.
Senai plays an essential role in Manpower professionalization, since it has the largest
complex of Vocational and Technological Education, Industrial Technology and Innovation
of Paraná, which makes reference to support the development of the industry state.
Education is a cornerstone of Senai, which offers professional apprenticeship, industrial
training, qualification and professional development, technical courses, technological undergraduate

specific needs of students and industry.
It also offers technical and technological solutions and provides consulting
services, industrial laboratory testing and technological support. The institution has the largest private
network of integrated laboratories in the country and gives support to the development of innovation in
cooperation with industry. Senai PR has over 40 units distributed in Paraná and maintains National
Centers of Technology in several areas of industrial action.32

7. PRIORITY SECTORS
Among the priority sectors of the states are the future carriers in which the state decided to
invest and develop, such as automotive and recently aerospace, information technology, among
others and those linked to natural advantages and features, such as the whole agribusiness industry
with links in the production chain, such as food industry and bioenergy, and previous links in the chain,
such as inputs, machinery, equipment and technology for the field; Also has strong presence in
traditional sectors such as fashion (apparel) and wood and furniture, besides being the largest
producer of renewable energies in the country.
7.1. FOOD AND DRINKS
The chain of food and beverages has important
industrial representation in Paraná, and tradition and
respect internationally. Currently has 4,110
companies generating about 192,00 jobs which comprises
R$3,12 billion in salaries and R$ 39,11 billion in sales. The
main centers are in the cities of Maringá, Londrina,
Curitiba, Ponta Grossa, Cascavel and Toledo.
In animal foods segment the state acts in the chain of swine, cattle, poultry and dairy, stands
out as the largest chicken producer nationally, and second largest pork producer. Paraná
also stands in agricultural production.

7.2. AUTOMOTIVE
Paraná has major automotive centers in Brazil, featuring the 2nd largest production
nationally. The sector is the 2nd in productions, 3rd in job creation and 2nd largest exporter in the state;
besides being responsible for one third of the local industrial production.
The automotive sector began in the 70s in Paraná, now has 546 companies installed, 41,000
jobs resulting R$ 2,08 billion in wages and earns around R$ 31,38 billion in sales. The cities that
concentrate the companies are: Maringá, Sarandi, Londrina, Quatro Barras, Curitiba, Pinhais, São

7.5. CHEMICAL
In Paraná, the chemical industry is the 4th segment in production values. The
chemical complex is formed by the economic activities of manufacture of chemicals and manufacture
of pharmaceuticals and currently has 879 industries.
The chemical chain - including the pharmaceutical and personal hygiene, perfumery and
cosmetics segment - raised R$ 12 billion and generated more than 37 thousand jobs.
The largest concentration of companies in the sector in Paraná is located in Curitiba, São José
dos Pinhais, Colombo and Londrina. In addition, Brazil is also the third largest producer of sustainable
cosmetics in the world, with Paraná as the main industrial pole.

other fuel oils, iso-paraffin; Normal paraffin, lubricating oils with additives, white mineral oils (petroleum
jelly or paraffin oil) shales and tar sands, other petrol; except for aviation, crude oils obtained from

7.7. FURNITURES
The sector comprises the economic activities related to the manufacture of furniture with a
predominance of wood, furniture manufacturing of metal and other materials than wood and metal and
manufacturing mattresses.
Paraná occupies the 2nd place in employment generation and 4th in number of
establishments compared to the industry nationwide, allowing companies to meet the domestic
and international market. The furniture sector generates about 42,000 jobs in the state from
approximately 2,716 companies that generate R $ 4.07 billion in sales and R $ 564.64 million in
salaries per year.

Paraná is the fifth largest domestic producer with approximately 6400 companies
located and generating approximately 91,000 jobs, generates approximately R $ 1.12 billion in salaries
and R $ 5.07 billion in sales.

Only in the clothing segment Paraná accounts for 8,8% of the sector’s GDP, has 2,483
companies located corresponding to 9,0% to the national total and 6,3% in relation to direct and
indirect jobs.
The sector’s industrial hub lies mainly in the north and northwest regions, however the
distribution also permeates other regions, the main cities, Apucarana and Londrina in the northern
region, Maringá and Cianorte in the northwest, Terra Roxa, Altônia, Francisco Beltrão, Ampere and
Cascavel in the Southwest, the Greater south Central of Curitiba and finally, Siqueira Campos in the
northeastern state.

7.9. INFORMATION AND COMMUNICATION TECHNOLOGY
The Information and Communication Technology Industry brings together the hardware,
communication, software and audiovisual sectors in its production chain and Paraná has operations in
all segments, most of which are micro-enterprises.
In Paraná, the ICT sector is responsible for more than 3000 industries, being 268 hardware,
624 communication, 2003 software and 679 audiovisual, generating more than 56 thousand formal
jobs. The main cities of the state where the majority of the companies of the sector are located and the
APLs are Curitiba, Maringá and region, Ponta Grossa and region, Foz do Iguaçu and Pato Branco and
Francisco Beltrão in the southwest of the state. Pato Branco currently develops the Pato Branco
Technology Park, a model structure focused on the research, extension and incubation of technology-
based companies.33
Over the years, the sector of information technology and communication of Paraná has gained

The Construction activity has 21,500 establishments distributed by Paraná (2014), with 18.9%
of them concentrated in Curitiba, 6.5% in Londrina, 5.9% in Maringá, 4.8% in Cascavel and 3.4% % In
Ponta Grossa. The number of jobs in the activity is more than 150,000, with 5600 active employees
working in the heavy construction sector in approximately 1,600 active companies.

8.1. TAX INCENTIVE POLICY*
The Competitive Paraná Program is one of the main attractions for investments in Paraná. Through
well structured incentives, the Program supports both new investors and companies already
established in the state that promote expansion or diversification of their businesses.
The program was created in 2011 to reinsert Paraná in the agenda of local, national and international
investments. Reformulated at the beginning of 2017, the new Paraná Competitivo contemplates a
series of measures - such as the extension of deadlines for payment of ICMS, incentives for
infrastructure improvement, foreign trade, debureaucratization and professional training - and aims to
make the state more attractive for new productive ventures that generate employment, income, wealth
and sustainable development.
The Paraná Development Agency is the institution responsible for receiving the requirements of
companies interested in the Program. The requested incentives are evaluated by the APD on a
technical report that considers the state's priorities, such as type of investment, economic sector,
number of generated jobs, economic, social and environmental impacts, increase in the productive
chains and innovation levels. After the technical evaluation of APD, the process is analyzed by the
Paraná State Treasury Department, where the granting or not of the benefit is determined.
Conditions
- Projects:
The Program applies to greenfield, brownfield, diversification or reactivation projects.
- Investment:
The total amount of the investment must be over R$ 3.6 million.
Deadlines
- Investments made within 24 months prior to the request;
- Investments in the implementation phase;
- Projected investments.
Expected Incentives
- Installment of incremental ICMS (state level tax);
- Deferral of ICMS over electricity supply operations by companies located in Paraná and over natural
gas supply by Compagas;
- Transfer of ICMS credits for asset acquisition.

8.2. FINANCING LINES
In addition to the tax benefits worth mentioning the institutions responsible for the lines of crdit
available to investors:
BNDES: support through the financing of investment projects, acquisition of goods and
services. In addition, the Bank operates in strengthening the capital structure of private companies and
provides non- reimbursable financing to projects that contribute to social, cultural and technological
development.34
BRDE: supports investment projects in a wide range of activities aimed at promoting economic
development of the region where it operates. Thus aims at contributing to the rise in income levels and
employment and improve the population’s well-being, using as main tool the long-term credit.35
SICREDI: Sicredi operates several rural finance programs of BNDES, with different investment
options, attractive interest rates and deadlines, providing the associated development opportunities
and increase the profitability of their farming activities.36
PROMOTION PARANÁ: The Paraná Development is a financial institution mixed economy
organized in the form of privately held corporation with registered capital mostly belonging to the State
Government. Working in line with the state policy of regional development, Paraná Development aims
to provide financial support for modernization initiatives and medium enterprises and micro and small
entrepreneurs, the field or the city in order to stimulate generating jobs and income in the state. The
company also seeks to boost the development of business in the area of innovation and technology by
extending credit to technology-based companies, including those that pass through incubators.37
The Federation of Industries of the state of Paraná - Fiep, through partnerships with banks
and development agencies, identifies possibilities of investment lines ideal for your company, be it
small, medium or large. In addition, through an Agreement signed with BNDES, Fiep is the only entity
in Paraná that has the BNDES Information Office. In this way, it guarantees better financial support
when it comes to leverage and achieve the objectives of your company, supporting the acquisition of
credit for investment projects, acquisition of machinery and equipment and expansion works.
