Comparison can be made on basis of
• Historical evolution of migration
• Determinants and driving forces
• Institutions and Policy Framework
Important differences:
• Unlike the EU, “free movement of labour” is not a founding principle of ASEAN
• EU is faced with strong migration pressures from third countries, not ASEAN
• EU – welfare states vs ASEAN capitalism
• Differentials in levels of economic development much narrower in EU than in ASEAN
