The Human Resources Department of the County of San Mateo is seeking well-qualified candidates for the position of Human Resources Information Systems Manager. Overseeing the Human Resources (HR) Information Management Division of the office, the HR Information Systems Manager will: • Oversee all Human Resources related systems

• Develop and implement short and long-term automation tactics and strategies • Create process improvements, procedures and end user training guides • Process employee data, generate HR-related reports, manage system upgrades, and maintain data integrity • Build relationships with key stakeholders including the Information Services Department and partnering departments • Manage the implementation and administration of electronic Civil Service/Personnel Files Provide supervision and coordinate staff support in a variety of

information technology functions within the Human Resources

Department

The HR Information Management Division is responsible for

providing practical and innovative solutions to technology

services and accomplishes this by leveraging user-friendly and

up-to-date technology to increase efficiencies and maintain

the integrity of HR information, enhancing services and

transparency, providing accurate and timely reporting and

analysis of workforce data and HR metrics, meeting and

anticipating customer needs, establishing collaborative

partnerships, measuring and monitoring process completion

and quality of services.

The successful candidate will possess in-depth knowledge of

HR-related software and how they work within a company's

internal infrastructure, ensure all HR-related systems are

regularly updated and compliant with labor regulations,

translate technical information to simple language that any

employee can understand, have excellent written and verbal

communication skills, leadership skills, and enjoy driving

positive change within an organization.

Current priorities for the division include: • Implementation or enhancements of HR systems

• Data Analytics to predict workforce trends • Streamline HR business procedures through Technology

• Enhancing user adoption with our current HRIM system Workday • Rolling out HRIM upgrades and enhancements

• Configuring/implementing negotiated HCM required changes • Expanding HR partners and managers' access to relevant information regarding their employees • Leveraging technology in increase efficiencies in tracking, maintaining, and reporting HR metrics • Enhancing the use of a document management system for employee personnel files • Planning and coordinating the provision of desktop and server support services to ensure full utilization of technology resources • Planning and coordinating the implementation of Voice-Over-IP (VOIP) in HR

s The HR Information Systems Manager will be expected to stay current with trends and resources in information technology, evaluate, plan and implement the department's needs, have strong technical experience and expertise, and communica-tion effectively with executive leadership and business us-ers. Human Resources is looking to streamline software mak-ing the customer user experience seamless through their ca-reer at the County of San Mateo. Current information systems include Workday, NeoGov - Ap-plication Tracking System, Cornerstone - Learning Manage-ment System, SharePoint - electronic civil service files, Envi-ance - RSI Guard, Orgami - workers compensation. Technical knowledge in Workday is strongly preferred. Duties of the position may include, but are not limited to, the following:

• Work closely with top management to determine areas which would benefit from automation and coordinate work within the department to implement appropriate systems; provide overall management of projects for the department

• Analyze and determine feasibility of automating pro-grams, develop new applications, and modify existing ap-plications

• Participate as the key department contact with the cen-tralized Information Services Department to prepare and review needs analyses

• Perform departmental planning for automated systems and develop and manage the departmental automation budget

• Function as a team member working with managers in HR and with management of other departments in the devel-opment of integrated systems that affect more than one department

• Oversee staff and/or vendors to assure that the depart-ments' needs are met

• Write procedures, memoranda, and instructional training material relating to staff use of automated systems

• Coordinate in-house user committee activities to assure that adequate resources are allocated to projects

• Supervise others doing administrative, technical, or cleri-cal work in support of departmental automated systems

• Maintain and update manuals, code books, and computer control tables

• Research and resolve problem areas and discrepancies in computer programs

• Consult with staff on training needs and materials and de-velop and participate in in-service training programs to ensure proper data handling and transmission

• Make recommendations regarding department work flow and operations to best take advantage of the benefits of new and modified automated systems

• Serve as Video Display Terminal Coordinator for the de-partment, interpreting and implementing the County's policy as assigned

• Perform related duties as assigned

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualify-ing. A typical way to qualify is: Three years of analytical or administrative experience that in-volved the application of data processing principles and tech-niques. Knowledge of: • Principles and methods of systems and procedures analysis • Data processing principles, techniques, and capabilities

• Principles of supervision and staff development

• Principles and methods of statistical reporting

• Technical writing principles and techniques • Modern office methods, including record keeping, storage, and retrieval

Skill/Ability to: • Analyze, evaluate, and develop systems and procedures for data processing applications

• Interpret departmental business needs and policies to Infor-mation Systems, the County Manager, other departments, and vendors • Conduct systems analysis and feasibility studies

• Supervise the work of others • Train in the use of data processing methods

• Prepare and present technical reports and recommenda-tions • Negotiate with Information Services and other departments to assure that the department's interests are known and met • Communicate clearly and concisely orally and in writing

• Establish and maintain effective and cooperative working relationships with others • Work independently

• Perform financial analyses of data processing applications and budgeting for such applications
