HAMPTON LUCY PARISH COUNCIL

Minutes of meetings held on Wednesday July 9th

1. Present: Councillors Main, Cunnington, Williams, Graham and 4 members of the public. Apologies: Councillor Bryson and Brian Buckley.

3. The minutes of the May 21st meeting were agreed. One ‘typo’ error was corrected.

4. Matters arising, not already on agenda – none.

5. Slot for District and County Councillors. Peter Richards, the new District Councillor was welcomed. He reported that the Core Strategy consultation was in progress and there was a lack of gypsy and traveller sites. He described the ‘Community bus’ that would be in our area on Mon, Thurs and Fridays. It can be booked on 01789 264491. The bus will take you from 9.30am to 2.30pm. Danny Kendall, our County Councillor, mentioned the £5000 County Councillors’ grant. He reported that would be a review of street lighting and that anti-social behaviour had been falling. The signs to Hampton Lucy and Hatton Rock, together with the one to Bomford’s were mentioned and he promised that he would chase this up with Jeff Morris.

6. Charles Church development. Four people are speaking at the Public Enquiry on Sept 24th and 25th, namely John Dunkerton (agricultural land), Jackie Williams (neighbourhood plan and housing survey), Chris Schroeder (flooding, drainage and brownfield sites) and Mike Woodman (prematurity). The next meeting of the Housing Action Group is on July 24th. The leaflet / questionnaire on housing needs for the neighbourhood plan was outlined. It was pointed out the SDC funding for neighbourhood plan work was not clear and Peter Richards he would clarify this. The parish map registration has been done.

7. ‘Parish Field’, originally known as Children’s’ Playing Field. The latest letter from Wright Hassall was read out; they are consulting with their client. Interviews with villagers are taking place and this will help show village use of the field since at least 1963.

8. The updated defibrillator bid has been rejected again. It needs proper architect’s drawings. John Gallagher may be able to help. Training on CPR had already started.

9. Annual Audit of accounts. Thanks to Chris Schroeder for his help with this. The accounts have been sent off to Grant Thornton.

10. The Parish Council decided to use ‘On-line Playgrounds’ for the Annual check of the Playing Field equipment at a cost of £125.

11. Charitable donations. It was decided to give £30 to the Royal British Legion raffle and £85 each to the Church and the Shakespeare hospice.

12. AOB. It was pointed out that any underspend goes into the Playing field account. Complaints about grass cutting and street lights need following up.

HAMPTON LUCY PARISH COUNCIL

Minutes of meeting held on Wednesday 24th September 2014 at 7.30pm.

1. Present: Councillors Main, Cunnington, Williams and 5 members of the public.

3. Minutes of the 9th July 2014 meeting – these were agreed after queries about items 5 and 6. The audit was fine apart from explaining why we had spent less. A charge of £50 was made by Grant Thornton. Funding for the neighbourhood plan has not been clarified.

5. District and County Councillors – both gave apologies due to the planning meeting (East).

6. Charles Church update on current public enquiry. Between 15 and 20 villagers attended the Public Enquiry. The inspector was very pleasant and treated us fairly. One person felt that it was going in our favour. SDC were disappointing and did not cross examine very well. The Charles Church barrister was rather rude. The decision should be made by Nov 7th. Some conditions were requested in the event of the building going ahead, namely: traffic routing / safety, proper pedestrian access, lighting scheme to avoid light pollution, leave the trees alone opposite to the site entrance, repairs made to the Stratford Road right up to main road, liaise with Valefresco over timings and traffic, no flags or working at the weekend and funding for traffic calming.

7. Parish Field update. Charles Church also has an option on this. The possibility of Charles Church buying the land and then giving it to us for recreational use was discussed as part of Section 106. Not many were in favour and besides Section 106 had already been agreed. There is still no further reply from Wright Hassall. Apparently, the Elizabeth Creak trust were ‘not happy’ about our taking legal advice but it was only in response to the letters from Wright Hassall. Perhaps they are worried about what rights we actually have. Further work needs to be done on its use years ago.

8. Defibrillator update. The application has been validated.

9. Playground inspection. Use of Playing field. The inspection has been carried out and a quote for repairs provided. As for its use, a policy is needed to confirm size and location of any tents used for children’s’ parties. The Playing Field must stay open and parties are held at organiser’s own risk.

10. Correspondence – Shakespeare Hospice. This was a thank you letter for our donation.

12. AOB. WCC is checking the trees, some street lights are being replaced, could the ‘phone box be used as a library? The street light by the Parish Field is overgrown; some hedges are too overgrown; there are concerns over HGV’s (Eddie Stobart) coming through the village to Hatton Rock, possibly Valefresco. WCC highways have given Charles Church a licence to carry heavy loads of soil across the bridge. This needs querying.

1. Present: Councillors Main, Cunnington, Williams, Bryson, Graham and 2 members of the public. Also present Councillor Kendall.

2. Declarations of interest in items in the agenda (Cllr Main re. Greenbelt Network and Cllr Williams re. Village Hall).

3. Minutes of the previous were agreed.

4. Clerk’s expenses for printing, postage etc. £63.52 was agreed.

5. Matters arising from items not covered elsewhere in the agenda – there was still some concern over lorries through the village and Valefresco removing hedges. Councillor Graham has stayed on as councillor so that there is no need for a co-option before the elections in May 2015.

6. District and County Councillors – apologies from Councillor Richards, although he send some information and updates on the Core Strategy and also Councillor Chris Saint. He also gave an update on the state of the district which was regarded as very positive. Councillor Kendal talked of the boundary review consultation and reminded everyone that the Core Strategy was still under review. A letter from CPRE about the land supply figures was also read out. The consultation on travellers’ sites was also mentioned.

One villager reminded Councillor Kendall of the poor state of the road by Packsaddle.

7. Charles Church update. SDC may contest the rejection of its 5 year land supply figures at the Hampton Lucy public enquiry. The Chair thanked all those villagers who had worked so hard on the public enquiry.

8. There has been no news on the Parish Field.

9. The defibrillator cabinet has been installed but Maurice Strevens is a bit disappointed with the response of villagers. He plans some more training and publicity in 2015.

10. Playground repairs. How do we get funds out the Section 106 agreement? There are currently funds in the savings account and the repair bill for the Multiframe and Swings is over £2000. The council unanimously agreed a payment of £2100.

11. Track by village hall. Councillor Williams reported that Hampton Lucy House have used a very large tractor which has damaged the lane. The National Trust also use the lane with large tractors. Do we register it as an Asset of Community Value?

12. AOB. i) - A person buying a house in Bridge Street was worried about planning for houses behind Bridge Street. Surveyors have been seen in the field owned by the Miss Creak trust. ii) – The gritting map was given out. iii) – One resident was concerned about the Charlecote hedges not being cut back sufficiently.

1. Present: Councillors Main, Cunnington, Williams, Bryson and 4 members of the public. Apologies: District councillors Richards and Kendall.

3. Minutes of the previous meeting were agreed.

4. Matters arising from items not covered elsewhere in the agenda. Councillor Graham did resign on 30/11/14. In response to SDC and Charles Church, the suggested name for the new road in the development was ‘The Spinney’.

5. District and County Councillors’ reports. A letter from Peter Richards was read out. The Birmingham overspill was mentioned as there are brownfield sites available. However, the duty of local councils to collaborate means the possibility of overspill into the Stratford area. If SDC said no to collaboration, this could jeopardise the core strategy. Gardens are brownfield sites as is Network Rail property and these should be considered first. It could be a year before the core strategy is accepted.

6. Playground repairs. The quote for £2400 to repair the multi-play was outlined and accepted but there was some discussion about whether it would cost £250 to remove the spoil from the site. The clerk was asked to check this.

7. The grass cutting quotes were accepted and a three year contract agreed.

8. Grant to PCC. It was agreed to pay the £320 sum budgeted for originally but to allow an inflation increase to £330 for 2015-2016.

9. Election costs were estimated as £850, the major item of expenditure being the postal voting.

10. The annual precept for 2015-2016 was agreed as £7790 after a brief discussion.

Alan Scaife. As many of you know, Alan sadly passed away last month. He did a 10 year stint as Parish Clerk from 1999. He came on board when the previous parish council resigned and 5 villagers took over. He got the bylaw in place to keep dogs out of the KGV playing field and raised funds from Biffa to replace the rusted pre-war railings. He ensured that the KGV playing field was held in trust and he became Hampton Lucy’s tree-warden. His legacies to Hampton Lucy are the Spinney and local footpaths. Alan will be sorely missed by many in Hampton Lucy. It was agreed that the council would get a sign for the spinney in Alan’s name. The clerk offered to investigate this.

11. AOB.

Royal Garden Party – no-one has been suggested for 2015.

Meeting with Paul Lankester - he was very professional and was clearly frustrated by the quality of some councillors. The Parish Council suggesting negotiating with Charles Church since we need a hotline and a named contact. There was a feeling that some district councillors had not read their materials thoroughly. The 5 year land supply was poorly presented and not defended very well.

Hedges in Snitterfield Street – these have not been cut effectively.

Grass verges - one resident has complained to Valefresco about the state of Stratford Road and Nick Mauro has promised to reinstate the verges.

Parked cars - There is a problem with cars parked at Blackhill.

Parish Field – Cllrs Williams and Main met with Robin Ogg Chairman of the Miss Creaks Trust at his request for exploratory talks. He was not comfortable meeting with the full council at this time. Items under discussion were for the Parish Field arrangement with the PC to be formalised and a rolling licence, at minimal cost, to be explored. The duration of this is yet to be decided but could be at least 5 years. The PC would like 10 years with a 12 month notice period. If in the future, the school expanded, room would have to be found, the first thought being the Parish Field. However after discussion we felt that rather than using the Parish Field, a better option would be the allotments behind the school, which are not that well used. The present allotments holders could move to vacant allotments by the Village Hall, allowing the village to keep the Parish Field, the school to expand, and still have allotments. The cost for allotments would be £20 per annum, collect by the PC. The track by the Village Hall could also come under the PCs remit under the same rolling licence arrangement which might give some protection for the track, though we would have to look at possible costs of maintaining the track which has been damaged by tractor movements. There will be further discussion with the Trust in March and we should know a little more then. Hopefully Robin Ogg will feel able to speak to all Parish Councillors.

Neighbourhood Plan – this could give some control over future developments and there will be a public meeting soon for villagers to express their views.

Potholes in Snitterfield Street are getting worse.

1. Present: Councillors Main, Cunnington, Williams and 7 members of the public. Apologies: Councillors Kendall and Bryson.

2. Declarations of interest in items in the agenda (Cllr Main re. Greenbelt Network and Cllr Williams re. Village Hall).

3. Minutes of the previous meeting were agreed.

4. Matters arising from items not covered elsewhere in the agenda. None

5. District and County Councillors’ reports. Peter Richards reported that the Core Strategy had some discrepancies. The final decision should be on March 20th with it being adopted in July, depending on the inspector’s findings. SDC have to provide 71 pitches for Gypsies and travellers. Some sites are appropriate but have been turned down at committee. There will be one extra grass cut from WCC. Council tax has been frozen.

The Conservative draft manifesto will contain a proposal to retain Wellesbourne Airfield for aviation, there will recommend a new development rather than more houses for LSV’s, probably at Long Marston.

Another proposal is to re-open the rail link between Honeybourne and Stratford.

A parishioner mentioned there are still problems with car parking at Blackhill.

5. Playground repairs. Since there is a £250 charge to remove spoil, the clerk will do this himself.

6. The idea of a gate at the bottom of the playing field was not accepted.

7. Parish Field and allotments. The PC still hasn’t heard from Robin Ogg, the trust is due to meet in March to discuss the ‘rolling licence’. Charles Church still has an option on the Parish Field.

8. Neighbourhood Plan update. It was a successful day with lots of comments, thanks to the team for organising this. However, the turnout was only 10%, so the views are not necessarily representative of the whole parish. A consultant is now needed for professional advice and 2 days of this are free from WALC. Details of grants are on the locality website.

9. Street lights. Painting these is our responsibility. WCC have confirmed that they will deal with the potholes and the missing sign. The Bomford’s sign on the Stratford Road has at last been removed.

10. Severn Trent has agreed to go under the spinney rather than through it. The road will be closed for these works, sometime in May/June.

11. Transparency code. Details of this were read out. The PC will adopt this immediately as it moves towards having no external auditor.

12. General Power of Competence. This was agreed but the Chair reported that the clerk of another council was taking ages to complete the distance learning course.

13. Code of Conduct. This was minuted in 2012 but no-one had any recollection of this. The clerk will investigate this for the May meeting where there may be new councillors.

14. The Big Lunch. The clerk will investigate Bouncy Castles for children on the Parish Field. This would help attract more people to a village picnic on June 7th.

15. John Conchar will be in charge of spinney management. He and Dave Brown from Charlecote together with the clerk made a site visit to check on what needs doing.

16. It was agreed that the 10th anniversary of the spinney should be celebrated in 2016. It was suggested that Charles Church could contribute to this and to a sign in Alan Scaife’s memory. Sample signs were shown to the council.

17. John Conchar is Hampton Lucy’s tree warden.

18. The clerk was asked to check whether an election was needed if 5 or less people stood. At present, 5 people have taken forms and shown an interest.

19. The clerk’s expenses were agreed together with those for the Neighbourhood Plan Open Day. The clerks’ contract was discussed at the end of the meeting.

20. It was decided not to record Parish Council meetings but members of the public are still entitled to do so.

21. The Gaydon development was discussed. This was seen as preferable to more houses in Local Service Villages.

22. Planning applications. These were discussed and an application for an ‘agricultural store’ at Grove Fields was also received (15/00379/FUL). The PC will respond to this.

25. Items of other interest (to be actioned at the next PC meeting). Grass cutting by WCC was considered to be inadequate. A swale had been used rather than a mower. ‘The Spinney’ was suggested as being inappropriate as a name for the road on the Charles Church development but this might just help protect it in the future. The clerk reported that there had actually been very few responses to suggesting a name for the road, ‘The Spinney’ being the most popular.

HAMPTON LUCY PARISH COUNCIL You are hereby summoned to the next meeting of Hampton Lucy Parish Council on Wednesday 13th May 2015 at 7.30pm in the Village Hall. The Annual Parish Meeting will follow afterwards. Agenda 1. Election of Chairperson, declaration of acceptance. 2. Welcome to new councillors. 3. Declarations of acceptance. 4. New councillors – declaration of pecuniary interest. 5. Present / Apologies for absence 6. To confirm the minutes of the 11th March 2015 meeting. 7. Matters arising from items not covered elsewhere in the agenda. 8. Slot for District and County Councillors. 9. Councillor responsibilities (this is one of the requirements for the new transparency code). 10. Code of conduct (this is also a requirement from 2012 for all local councils). 11. Section 137. The council is allowed to claim £7.10 per elector and this comes to £2804.50.

(Currently, we spend £440, £200 for charities, £140 towards the Grapevine and £100 for the Village Enhancement Group. Perhaps these could be increased and Charles Maries, Big Lunch budgets started.)

12. Charles Church update (work has begun and there have been lorries coming over the bridge and through the village).

13. Playing field repairs. 14. Playing field swings (correspondence from Emma Holland). 15. Parish Field and future of allotments update. 16. Scarbank footpath (John Conchar and a Warwickshire County Council group have been clearing and

improving the path. Eventually, a village group of volunteers will be needed to walk the path and help with the upkeep).

17. Neighbourhood plan update. 18. ‘Hampton Lucy’ street sign on Charlecote road (this has been replaced but there is a spare!) 19. The Big Lunch 2015, June 7th. (This an initiative promoted by the Eden Project with Warwickshire

County Council to promote social cohesion and safer, stronger, more sustainable communities). 20. Planning applications received: 15/00379/FUL (an ‘agricultural store’ at Grove Fields - the Parish

Council objected to this and SDC have also rejected the plans); 15/00848/OUT (Valefresco application for 4 houses on Snitterfield Street, the Parish Council has objected to this but is supportive of a development further up the road as a cluster).

21. Annual audit of accounts 2015. 22. Internal auditor 2015 – 23. Financial Position- May 1st 2015.

HAMPTON LUCY PARISH COUNCIL (minutes of meeting held on May 13th)

1. Election of Chairperson. Councillor Williams proposed Councillor Main, there was no seconder. Councillor Heron proposed Councillor Dobson, there was no seconder. Councillor Schroeder then seconded Councillor Main and she was elected Chairperson.

2. New councillors welcomed.

3. Declarations of acceptance were signed.

4. Declarations of pecuniary interest were given to councillors for signing.

5. Present: Councillors Main, Williams, Dobson, Schroeder, Heron and 12 members of the public. Apologies: Councillors Kendall and Richards.

6. Minutes of the previous meeting were agreed.

7. Matters arising from items not covered elsewhere in the agenda. The clerk was asked to write to Councillors Cunnington and Bryson thanking them for their service.

8. District and County Councillors’ reports. Peter Richards’ letter pointed out that there had been an increase in council tax due to Warwickshire County Council work and the Police Authority. As an LSV, Hampton Lucy may be asked to take on more housing up to 2031. The SHLAA people will be looking round the village for potential sites.

Decision: It was decided to ask Peter Richards to be available for questions on the Core Strategy at the next meeting, especially since this is not yet agreed.

9. Councillor responsibilities as part of the transparency code need to be agreed.

10. Code of Conduct was distributed – councillors are reminded to follow this code.

11. Section 137 was discussed. Currently Hampton Lucy spends £440 but could spend up to £2804.50 on village projects for the benefit of all e.g. village enhancement group Or Charles Maries trail.

Decision: The clerk was asked to distribute the budget to councillors.

12. Hampton Manor update. Brian Buckley got the police to come out and help back a lorry up to Charlecote rather than come over the bridge. There was a suggestion that we make our own signs for the bridge. More hedges have been removed and a complaint made to Charles Church, SDC enforcement officer and SDC hedge person Ruth Rose. Work is starting too early on Saturday morning and this needs checking. The named person for Persimmon homes is Richard Price.

Decisions: Councillor Main is to contact the planning authority and complain. The clerk was asked to write to Severn Trent thanking them for the standard of their work.

13. Playing field repairs. This is ongoing and we are waiting for a date.

14. There has been a request for an extra toddler swing from Emma Holland.

15. Parish Field. The Creak trust is happy with the parish field and allotments but does not want to meet with the council as a whole. There will be a contract for the council to consider with allotment holders paying rent. The trust has given money to the church. The council may take on maintenance of the track by the village hall. It is possible that the school will extend into the allotments one day in the future. Charles Church still has an option on the parish field and this does need to be sorted before any contract is considered.

Decision: It was agreed that any individual councillors meeting with trust should have the meetings minuted.

16. The idea of a footpath warden was discussed and this ought to be advertised in the Grapevine.

17. Neighbourhood Plan. There was a low turnout for the open day and more forms need to be filled in to make the findings valid. This will happen at the Jazz Picnic, the Plant Sale and other events. The map for possible housing sites was shown. It was pointed out that Hatton Rock and Grove Fields are also potential sites for housing, not just within the village itself. The map only shows suitable sites not what people actually want, many people do not want any more housing in the foreseeable future.

18. The Hatton Rock signs have yet to appear.

19. The Big lunch need advertising but has since been cancelled because it clashed with the Open Farm day.

20. The planning applications were briefly discussed.

21. The Parish Council annual accounts have been audited and were signed by the Chair.

22. An advert for an internal auditor will go into the Grapevine.

23. Budget – for information.

24. Correspondence from Carol Padgett, Emma Holland (see above) and Derrick Clarke. It was agreed to look at costs for a data projector for the WI. Derrick Clarke’s letter was distributed.

25. The ‘pub want to close the road on August 31st for a village party.

Decisions: The ‘phone box and village notice board will be on the agenda for the next meeting. There should be a Parish Council welcome pack for the new Hampton Manor residents.

A village website was discussed. Grass cutting is every 3 weeks this year. There is a meeting at Mercedes to discuss parking in Sand Barn Lane. WCC do not want to put double yellow lines in rural areas. Grass verges are damaged near Stratford Road and Valefresco will repair this as soon as the lorry movements have finished.

Annual Parish Meeting.

1. The Chair read out the annual report. Amongst other things, she thanked people for the work they had done over the last year, especially those who had worked hard on the Charles Church public enquiry. She mentioned the defibrillator and thanks go to Maurice Strevens for organising this. The Chair was sorry to lose Jason Cunnington as a councillor; he had made a good contribution.

2. The possible danger of the copper beech tree in the parish field was mentioned. Far more dangerous is the oak by the mill. Election costs were queried and discussed. We have not had a bill for this and the estimate was made on advice from SDC. This estimate was lower than in previous years because three elections are being held at the same time. This estimate was added to the precept demand. Postal votes are the most expensive.
