    Dear Parent/Carer

    Deciding on a school for your child is probably oneof the most important decisions that you will makeas a parent/carer.This guide will help you decide

    which school you would like your child to attend.

    It tells you about the Local Authority (LA) schoolsin the area and explains how school places areallocated. It also provides you with informationabout other educational opportunities, includingearly years provision in the city.

    In order to supplement the information in thisguide, each school also publishes its ownprospectus, offering you further details about theschool and the education your child will receive if

    admitted.You can get a copy of the prospectus bycontacting the school directly.

    It is now six years since the LA undertook awidespread consultation over the allocation ofsecondary school places and a new policy wasagreed.The new policy is based on the principle oflocal schools for local children. Each communitysecondary school has been allocated its owncatchment area. Parents are still able to express apreference for any school in the city whether they

    live in the catchment area or not but if there aretoo few places available for the number ofapplicants, admissions will be allocated according tothe over-subscription criteria included in the guide.Admission arrangements for the voluntary aided

    (VA) church schools differ from this in someimportant respects, but the governing bodies of allthree voluntary aided schools are also committed

    to their local communities.

    This approach has worked well, and the recentpublic debate about school admissionsdemonstrates how difficult it is to devise a fairsystem that is based on anything other thanproximity to the nearest school. Over the last sixyears, there has been a significant increase in thenumber of parents being allocated their firstpreference, and a parallel decrease in the numberof appeals. Every year, however, there aredisappointments, and the LA is continually seeking

    ways of improving the system.

    York schools are good schools, standards are highand we are proud of the education we offer forchildren in York. I hope you find the information inthis guide useful.

    You are planning for your child to start at a firstschool or a new school.Whichever school youexpress a preference for and/or are allocated aplace at, we hope that you will work with us tomake the City a safe place to live and work. All of

    our schools will teach children about values,respect, about citizenship and about the needs ofothers. All schools have statements about their aimsand values and they will ask you to commit yoursupport to helping them to educate your childrenabout them.We hope that you can do this.

    There are some children and young people whobehave in ways, which are anti-social. As parents, youwont want your child to behave in anti-social waysbut it is not always easy to say no to children, tostop them seeing bad behaviours and copying them.

    Our Council is committed to tackling anti-socialbehaviour because this is one of the mostimportant ways of developing pride in our City.The Council, and its partners, are working hard totackle the problems of youth crime, of vandalism,drug use and teenage pregnancy. As well as thesevery serious problems involving a small number of

    young people, most families go through some sortof difficulties from time to time. Organisations inthe City have pooled their resources to set up aparenting strategy.Through this every school in theCity has access to specialist staff or community

    organisations who can help you to deal with thesetimes. Some of the support services are listedelsewhere in the guide. As a part of the Councilsactions to tackle anti-social behaviour, to providehelp for parents and to give all childrenopportunities to play and socialise safely, a web-based directory of services and activities is beingdeveloped through Yortime.

    Probably one of the best ways to help your childstay within the boundaries of acceptable behaviouris to help them to develop self-esteem. If they are

    happy, if they feel valued and if they feel that theycan talk openly about worries, then they are far lesslikely than others to get led on by their friends orget involved in risk taking behaviour. A good way todevelop self-esteem is to comment to your childwhen they are doing things right, not just whenthey are doing things wrong. Its about making thetime to encourage the right sort of behaviours.

    Every year the Local Authority provides places inschools for children in the City of York.This guidetells you what you can expect from us and how weprovide these places. It explains how we can helpyou and your child through the admissions process

    and the rights you have as a parent.

    This guide lets you know: what we do when you apply for a school place

    for your child what we ask you to do what to do if there is a problem

    We promise to: help you get a place for your child in their

    preferred school wherever possible tell you your rights and explain the decisions

    we make treat all customers with respect, care and

    concern explain the process carefully and help parents

    and pupils through it only ask for the information we need to allocate

    a place for your child deal with any problems quickly and work with you.

    We will allocate school places in accordance withour local policy and with the SEN Code of Practice.

    We will give you the opportunity to state apreference for your preferred school.

    PUPILS WITH STATEMENTS OF SPECIALEDUCATIONAL NEEDS

    Where children have a statement of SEN, parentalpreference for either a mainstream or specialschool place is considered and agreed as part ofthe statutory assessment or annual review process.

    1 COMMUNITY SCHOOLS

    These are owned and maintained by the Local

    Authority (LA), which in York is City of YorkCouncil.

    In an LA school, the governors run the school inline with LA policies.The governors appoint staffand manage the school budget.

    The LA is the admissions authority for itsmaintained schools and has sole authority for theadmissions process.

    2 VOLUNTARY SCHOOLS

    These were founded by voluntary organisations

    such as the Church of England, the Roman CatholicChurch, other churches and educationalfoundations.The ethos of the school is likely to beinfluenced by the ideas of the organisation whichfounded it.

    There are two types of voluntary school:

    Voluntary controlled schoolsAlthough these were founded by voluntaryorganisations, these schools are entirelymaintained by the LA.Voluntary controlled

    schools are similar to LA schools.The LAdecides the arrangements for children to beadmitted to these schools.

    Voluntary aided schoolsThese schools are not fully maintained by theLA.The governors of voluntary aided schoolshave more power than those of other schools they employ all the staff, they decide what theschool term dates will be and they share themaintenance of the school buildings with the LA.

    The governors decide which children areadmitted to voluntary aided schools.

    The list of schools in Section I gives the type ofeach school.

    WHAT TO LOOK FOR WHENCONSIDERING A SCHOOL IN YORK

    There are new, measurable statistics such asexamination results, which inform you how schools

    are performing.When looking for a school for yourchild you should, however, look beyond thesestatistics and look to the quality of the widereducational experience offered by each school.Toassist you, here are a number of questions whichyou may wish to consider when deciding whichschool you would prefer your child to attend.

    Is the school a reasonable distance from home? Are there other staff in the school who assist

    the children with their learning? What are the average class sizes in the school?

    How does the school monitor a pupils progressand how is this reported to parents?

    Are parents encouraged to support their childslearning?

    How are pupils with special educational needscatered for?

    What help will be given to a pupil who hasdifficulty with a particular subject?

    Does the school make special provision forgifted and talented pupils?

    How does the school recognise and reward

    achievement? What extra-curricular activities are there? How does the school care for the welfare of

    its pupils? What is the schools discipline policy? Does the school set homework? Can books be borrowed to take home? What is the schools uniform policy?

    If you are considering a church school you mayhave additional questions to consider.You also needto be clear of the different admission policies for

    these schools.

    WHAT YOU MIGHT ALSO LOOK FORWHEN VISITING A SCHOOL WITH YOURCHILD

    Are you and your child given a friendly welcome

    from both staff and pupils? Are you provided with up to date and usefulinformation?

    Are you given the opportunity to ask relevantquestions, and are these answered well?

    Is the school well equipped? Do pupils have unlimited access to books and

    materials? Are there well presented displays of pupils work

    throughout the school? Are the pupils active and happy?

    The Authoritys admission criteria, which wasagreed with the Ear ly Years and Extended SchoolsPartnership applies to free nursery education placesfor three and four year olds.

    NURSERY/EARLY EDUCATIONADMISSIONS GUIDELINES

    There are free nursery/early education places forall three and four year olds whose parents wantone. Children may take up a free place: at a nursery class attached to a local school

    or at St Pauls Nursery School at their local pre-school playgroup at a private day nursery or independent

    nursery school

    with a childminder who is part of a registerednetwork

    with the Portage Service (offering home visitsfor children with special educational needs aged0 5 years)

    All the above are called providers.

    The Early Years and Extended Schools Partnershipand CYC agreed the following guidelines onadmissions criteria for three and four year oldstaking up a free nursery/early education place inthe City.

    Normally children will be admitted in age order,so that the oldest children are admitted first.

    BUT children with identified special needs, or insocial need,may be offered a nursery place beforean older child who doesnt have these needs.

    Three year olds should be admitted in line witheligibility dates established by the Departmentfor Education and Skills:

    Children who have their third birthdaybetween 1 September and 31 Decembershould be admitted from the beginning ofthe Spring Term.

    Children who have their third birthdaybetween 1 January and 31 March shouldbe admitted from the beginning of theSummer Term.

    Children who have their third birthday

    between 1 April and 31 August shouldbe admitted from the beginning of theAutumn Term.

    Children should be admitted from anywherewithin the City of York Council area.This allowsparents to use nursery/early years provision thatis most convenient for the family, near theirwork or close to their childcare provider.

    Free nursery/early education places are part-time, for a minimum of 212 hours a day, for amaximum of five sessions for 38 weeks of theyear. In addition, under the Pathfinder Award forthe New flexible entitlement for 3 and 5 year

    olds 2006/2008 and subject to consultation,parents may be able to access 15 hours of earlyeducation over 38 weeks. Early years and childcare providers are being supported to increaseentitlement up to 6 sessions (15 hours) of 212hours of early education from April 2007. Somechildren with special educational needs mayrequire a different pattern of attendance.

    Children living within the City of York boundary,or within the normal area for City of Yorkschools, have a higher priority for a place than

    children living outside the City boundary.

    Children living outside the City of York boundarywho have attended a York pre-school providerfor three terms before their third birthday willalso be given prior consideration for anursery/early education place.

    Children with additional needs or Hard toReach Children qualify for additional sessions(maximum of 5. 6 under Pathfinder) if they are

    not already accessing the full entitlement.

    The guidelines are based on equal opportunityprinciples, so that children will be admittedaccording to fair, open and clear criteria. Peoplewho provide free nursery/early education do nothave to follow these guidelines, but they shouldhave a way of admitting children that is fair for allchildren who apply for places. Parents can ask tosee admissions policies which set down howproviders make their decisions.

    City of York Council only funds nursery/earlyeducation places within the City.This policy is aimedat supporting York providers so that a range andchoice of provision in the City is sustained.

    THE ADMISSIONS POLICY

    The admissions policy to full time school wasintroduced in September 2003.

    The admissions policy is part of A Shared Foundationfor Children and combines education and care for

    children aged three to five years old in York.

    A Shared Foundation for Children presented anideal opportunity for York to rethink how toprovide the best early years education andchildcare for three to five year olds before theystart formal education.

    The policy means that children start full timeeducation in the school year they turn five.Thereare two formal points of full time entry to school.

    These are dependent on the childs birth date.Thismeans that:

    Children born between 1 September and31 December can be admitted full time toschool in September in the school year that theyturn five.

    Children born between 1 January and 31 Augustcan be admitted full time to school in January inthe school year they turn five.

    The policy includes an option of Deferred Entry.All schools follow the councils formal policy ofDeferred Entry.This means that parents may securea place at a school under the normal admission

    arrangements but choose to postpone their childsadmission to the school until the term after a childturns five. It is a legal requirement that all childrenmust enter formal full time education the term aftertheir fifth birthday. Adoption of this policy isrecommended to the governing bodies of voluntaryaided schools.

    Schools and other local providers work in theirShared Foundation Community Partnership to offerearly education and wraparound care and subjectto consultation extended services to suit each child.

    Each local partnership may include pre-schoolplaygroups, day nurseries, childminders, toddlergroups and other out-of-school care.

    Every three to five year old in a part time place isentitled to 5 sessions (*Pathfinder 6 sessions) madeup of 212 hours of free early education per week,which is based currently on the Foundation StageCurriculum.There may also be the opportunity toaccess additional wraparound care between thehours of 8am to 6pm.

    Children who are accessing full time education willbe receiving the equivalent to 10 sessions based onthe Foundation Stage Curriculum.

    Wraparound care is the term used to describeseamless care, education and play for youngchildren. Morning or afternoon sessions are addedto the early education sessions to provide a wholeday of education and care.

    Wraparound Care includes the following: Breakfast clubs Lunch clubs Before/after early education sessions

    After school clubs/homework clubs Holiday play schemes Childminders

    The education aspect would be offered by theschool, or by a pre-school playgroup, privatenursery or childminder, registered for early yearseducation, on or off a school site.

    The wraparound care aspect would be provided bya pre-school playgroup, private nursery, childminderor informal carer. Again this could be provided on

    the school site or it may be that the childcare aspectis offered by a number of providers in the locality.

    The City of York policy for allocating primary schoolplaces is designed to be as fair as possible whileensuring that resources are used sensibly.

    A revised policy was introduced from September

    2003.The policy means that children will start fulltime education in the school year they turn five.There will be two formal points of full time entryto school.These are dependent upon the childsbirth date.This means that:

    Children born between 1 September and31 December can be admitted full time toschool in September in the school year that theyturn five.

    Children born between 1 January and 31 August

    can be admitted full time to school in January inthe school year they turn five.

    We will make arrangements so you can expressyour preference. Although most parents will seek aplace for their child at the nearest or local school,they can nevertheless express a preference for aplace at any other primary school

    HOW DO I FIND OUT ABOUT PRIMARY

    SCHOOLS IN YORK?

    In Section I of this guide you will find a completelist of primary schools in the Authority with theiraddresses, telephone numbers and the names ofthe headteachers.You can find out where they areby referring to the City of York map in this guide.

    Schools which have a nursery class have a large Nunder the admission number column.

    Every school publishes a prospectus; you can get a

    copy directly from the school.

    HOW DO I APPLY FOR MY CHILD TOSTART PRIMARY SCHOOL?

    You will need to complete a common applicationform which allows you to indicate up to three

    primary schools you would wish your child to attend.

    The common application form can be obtainedfrom either the primary school that you wouldprefer your child to attend or from thenursery/playgroup that your child currently attends.

    Alternatively, you can apply online atwww.admissions.york.gov.uk or by visiting ourwebsite at www.york.gov.uk and following the links.Your application will be treated in exactly the sameway as a paper application with the added benefit

    of receiving an email confirming receipt of yourapplication and the ability to track progress online.

    We would advise you to contact the school of yourfirst preference to enquire about entryarrangements and also to visit your local school andany other schools which you are considering, tofind the best available setting for your child.

    The large majority of parents in York prefer theirchildren to attend their local catchment area

    primary school. Our policy encourages Localschools for Local children.

    WHAT DO I NEED TO DO NEXT?

    You need to ensure that your completed commonapplication form has been returned to the school

    of your first preference byFriday, 16 February2007.The form will give you a chance to express apreference and your reasons. If you choose to applyonline this must also be submitted by the Friday,16 February 2007.

    WHEN WILL I KNOW WHICH SCHOOLMY CHILD WILL ATTEND?

    Parents will be informed by the school where their

    child has been allocated a place byFriday, 30 March2007. If the school is oversubscribed you may beinformed by the Education Access Team rather thanthe school.

    WHAT HAPPENS IF A SCHOOL ISOVERSUBSCRIBED?

    Any schools resources, such as teachers andclassrooms, have to be used carefully to ensure the

    best possible standards of education and a safeenvironment. If no limit is set on the numbers ofchildren that can go to a school each year thesestandards could not be maintained.

    Only a small number of primary schools will beoversubscribed because the number of applicationsexceeds the admission limit set for the school. Inthese cases a decision has to be made as to whichchildren should have priority for the places available.If that is the case, priority is given as follows:

    First priority: Pupils looked after by the authority This applies to all pupils living in the City of Yorkarea who are in the care of the local authority orare provided with accommodation by the authority(see section 22 of the Children Act 1989);

    Second priority: Pupils who live within thecatchment area normally served by the schoolThe catchment areas are designated by the City ofYork LA and are made available to parents fromthe Education Access Team;

    Third priority: Pupils considered by the LA tohave exceptional social or medical needs whichrelate to the preferred school The LA mayconsult with other medical/educational professionalsfor a further opinion as to whether a pupil shouldbe allocated a place to an individual school due toa particular medical condition or social need;

    Fourth priority: Pupils with siblings at the schoolin September 2007 Siblings are defined asbrothers or sisters living in the same house, as theirprimary place of residence, including half- and step-brothers or sisters;

    Fifth priority: Pupils who live closest to the schoolusing the nearest available safe walking routeThe LA is constantly reviewing the nearest availablesafe walking routes, working closely with the RoadSafety Team.

    If a place is to be allocated to a pupil and there ismore than one pupil from the same over-subscription criterion, a place would be offered tothe pupil who also fulfils the next highest criterion,eg catchment and sibling; catchment and shortest

    distance to school.

    WHAT HAPPENS IF MY CHILD IS NOTALLOCATED A PLACE AT THE SCHOOLOF MY FIRST PREFERENCE?

    Most primary schools in York are able toaccommodate all of the pupils seeking a place.However, from time to time some children will not

    be allocated the school of their parents preference.In this case you have the right to appeal against theallocation of a school place. Please refer to SectionF for further information on the appeals process.

    WHAT IS THE ADMISSIONS POLICY FORVOLUNTARY AIDED SCHOOLS?

    The policy and priority for admission to a voluntaryaided school is determined by the governors of the

    school. Enquiries about admissions to these schoolsshould be addressed to the headteacherconcerned.The list in Section I of this book showswhich schools are voluntary aided.

    Voluntary aided schools have their own appealsprocedures. For further details you will need tocontact the school concerned.

    WHAT IS THE PROCESS FOR SCHOOLADMISSIONS FOR CHILDREN LIVINGOUTSIDE THE CITY OF YORK AREA?

    If you live outside the City of York boundary but

    wish your child to be admitted to a City of Yorkprimary school, you should contact the EducationAccess Team for a common application form.Alternatively, you can apply online atwww.admissions.york.gov.uk. If the school is voluntaryaided you should write directly to that school.

    WHAT ABOUT YORK CHILDREN GOINGTO SCHOOLS OUTSIDE THE CITY OFYORK AREA?

    If you would like a place at a primary schooloutside the City of York area you can apply directlyto the relevant authority. Should you need any helpor advice, please contact the City of York EducationAccess Team.

    INFANT CLASS SIZES:WHAT DOES THELIMIT ON CLASS SIZES MEAN FOR MYCHILD?

    Legislation introduced in September 2001, prevents

    class sizes for Key Stage 1 (infants) from exceeding30 pupils.The Authority will, therefore, need to takethis into account when allocating places inreception, year 1 and year 2.

    We will, therefore, not allocate any pupils to a yeargroup which would mean that a class would begreater than 30.

    You can appeal if your child has not been allocateda place due to the infant class size legislation. Pleasesee Section F of this guide for further information.

    DOES THE LA HAVE WAITING LISTS FORSCHOOLS?

    If a school is oversubscribed, a waiting list will beheld from when the allocations have been made

    until 30 September 2007.Your position on this listwill be determined by the criteria set outpreviously. If a pupil does not take up an offer of aplace at an oversubscribed school, this place will beoffered to the next person on the waiting list. If youappeal for a place at a school, it does not affectyour childs place on the waiting list.

    HOME ADDRESS

    The LA is determined to prevent fraudulentapplications for school places. Parents musttherefore, only use one address when completing

    the common application form.This MUST be theaddress at which the parent and child are ordinarilyresident.Where there is an issue with jointresidence each case is assessed on an individualbasis because of the infinite nature of individualcircumstances.The Education Access Team willcheck addresses against other records held by theCity of York Council, such as the electoral register, inaccordance with the authoritys Data ProtectionRegistration.The LA will place the responsibility onthe parent/carer to prove they are ordinarilyresident at the address, but may request additional

    information in certain circumstances.The LA willwithdraw the offer of a school place if anapplication is found to be fraudulent.

    MOVING TO YORK AND WANTING APLACE AT A PRIMARY SCHOOL

    It does not matter what time of year you move toYork, we will work with you to find your child an

    appropriate primary school. Most primary schools willnormally have places available, although in some casesthe school of your preference may already be full.

    All York primary schools, with the exception of thevoluntary aided church schools, have their owncatchment areas.This means that if it is yourpreference, your child would normally be allocateda place in the school in whose catchment area youwill reside.This, however, is not always possiblebecause some schools may have reached theiradmission limit.Allocating any additional pupils to

    the school would, therefore, begin to prejudice theeducation of other pupils already within the school.The other reason for a place being refused is thatlegislation states that no infant class can have morethan 30 pupils. For these reasons we may not beable to allocate your child a place at theircatchment area school. In the large majority ofcases however, we can allocate a place for yourchild at their catchment area school.

    We can advise you which is your catchment area

    school, which schools have places available, whichschools are church schools, and your right of appealif your chosen school has already reached itsadmission limit. Information on appeals can befound in Section F of this guide.

    The City of York policy for allocating secondaryschool places is designed to be as fair as possiblewhile ensuring that resources are used sensibly.

    Parents can apply for their child to attend any

    secondary school.We will make arrangements soyou can express a preference for your child toattend a particular school. All parents/carers MUSTcomplete a common application form for theirchild.This form gives you the opportunity to stateup to five secondary schools you would prefer yourchild to attend.

    A revised secondary school admission policy wasintroduced for September 2001. Under thesecondary schools admission arrangements theallocation of places is based on where the child

    lives and the preferences of parents.The attendanceat a particular primary school does not give anyguarantee of a place at a particular secondaryschool.The secondary school admission policy isnot based on feeder primary schools.

    The vast majority of parents in York get a place fortheir child at the school they want, although this isnot possible in every case. Parents can only beassured of a secondary school place if they receivean offer from the Local Authority.The only

    exceptions to this rule are All Saints RomanCatholic School, Archbishop Holgates Church ofEngland School and Manor Church of EnglandSchool, as these are voluntary aided schools wherethe admissions are determined by the governingbodies. If you are applying for a place at any of thesethree schools you still need to complete a commonapplication form as well as an application form forthe individual school. It is important to note thatHeadteachers cannot offer places to parents.

    SECONDARY SCHOOLS IN YORK

    A New School resulting from the closure ofOaklands and Lowfield will open on 1 September2007. Initially year 7 pupils will be based on the

    Lowfield site, but will move into the new schoolbuilding in late 2008 which will be on the OaklandsSite.The New School will open with a team of staffwho will move with pupils onto the new site.

    If you live in the City of York Council area, yourchild would normally go to one of the secondaryschools listed in Section I of this guide.They are allco-educational and therefore, admit boys and girls.

    They are also all comprehensive schools and do nothave admission arrangements that depend on a

    pupils ability or an entrance exam.

    HOME ADDRESS

    The LA is determined to prevent fraudulentapplications for school places. Parents musttherefore, only use one address when completingthe common application form.This MUST be the

    Moving into a new area and starting a new schoolcan sometimes be a difficult time for a child. Ouraim is to try and make the transfer to a Yorksecondary school as smooth as possible.

    All York secondary schools, with the exception ofManor CE and All Saints RC have their owncatchment area.This means that, if it is yourpreference, your child would normally be allocateda place at the school in whose catchment area youreside. However, this is not always possible becausesome schools may have reached their admissionlimit. Allocating any additional pupils to the schoolmay, therefore, prejudice the education of otherpupils already within the school. If that is the viewof the LA then we may not allocate a place foryour child in their catchment area. In the majority

    of cases we will try to allocate places in the localcatchment school.

    We will advise you of your catchment area schooland also inform you of other secondary schoolswhich will have places available for the year groupin which your child will be commencing. If we areunable to allocate your child a place at the schoolof your preference you do have the right to appeal(Please see Section F of this guide).

    All Saints RC School was founded by the CatholicChurch to provide education for children of

    Catholic families.The school is conducted by itsgoverning body as part of the Catholic Church inaccordance with its trust deed and instrument ofgovernment, and seeks at all times to be a witnessto Jesus Christ.

    Whenever there are more applications than placesavailable, priority will always be given to Catholicapplicants in accordance with the oversubscriptioncriteria listed below.All applicants are required todeclare their positive support for the aims andethos of the school.

    The governing body has responsibility foradmissions to this school and will normally admit upto 174 pupils at the age of 11 each year.

    1. Looked after child has the same meaning as insection 22 of the Children Act 1989, and means

    any child in the care of the Local Authority orprovided with accommodation by them (egchildren with foster parents)

    2. Catholic means a member of a Church incommunion with the See of Rome.This includesthe Eastern Catholic Churches. A certificate ofbaptism in a Catholic Church or a certificate ofreception into the full communion of theCatholic Church will normally evidence this.

    3. For the purposes of this admission policy,

    attendance at a feeder primary school includesthose who were prevented from attending afeeder school due to oversubscription ofCatholics and whose application to attend wasunsuccessful.

    ADMISSIONS POLICY FOR ARCHBISHOPHOLGATES VA CHURCH OF ENGLANDSCHOOL

    Archbishop Holgates is a Voluntary Aided Church

    of England School serving the whole community inwhich it is set. It is committed to giving its pupils thebest possible educational opportunities whilst livingChristian values into being, within the tradition ofthe Anglican church. From its foundation in 1546,Archbishop Holgates has welcomed applicationsfrom both its local community and a wider area,and continues to do so as a voluntary aided school.

    The number of places available for admission intoYear 7 is 162.These are divided into two categories:

    Foundation places are allocated on faith grounds tomembers of Christian churches and the othermajor world faiths.There will be up to 42Foundation places available each year. If allFoundation places are not allocated, the remainderwill become available for Community applicants.

    Community places are for parents who live in thearea normally served by the school and the widercommunity, and who want their child to attend aschool with a Christian tradition.There will be at

    least 120 Community places available each year.After considering those with special circumstances,priority is given first to siblings, second to pupilsliving in the area normally served by the school,third to those with the closest safe walking route.

    If the number of applicants is greater than thenumber of places available, the Governors willallocate places according to the following criteria.Consideration will be given first to those namingArchbishop Holgates as the first choice ofsecondary school, followed in order by those

    placing Archbishop Holgates in a second or

    subsequent position. Except where stated below, ifthere are more applicants within any givenqualifying criterion than there are places, the placesfor these applicants will be allocated to pupils withthe closest safe walking route. Applicants who are

    unsuccessful in obtaining a place have the right toappeal, but will on written request be placed on awaiting list ranked according to the criteria in thispolicy and maintained until the 30 September 2007.

    Foundation places will be allocated to applicantsaccumulating the highest number of points.Thethreshold for consideration for a foundation placewill be a minimum of 5 points earned underSection 1. Applications with fewer points in thissection will automatically be considered forcommunity places. If more than one applicant has

    the lowest qualifying points score and there are

    insufficient places, the places for these applicantswill be allocated to pupils whose homes arefurthest away from their next nearest availableChurch of England secondary school, measured bythe closest safe walking route.

    All applicants for foundation places must submit,with their application form, a reference form from aminister of religion or faith group Leader. Christianchurches are defined as churches belonging toChurches Together in Britain and Ireland.

    Up to 10% of foundation places will be available forchildren of active worshipping families of othermajor world faiths (Buddhism, Hinduism, Islam,Judaism, and Sikhism) whose applications aresupported by an appropriate reference.

    COMMUNITY PLACES

    Archbishop Holgates VA School is committed toserving its local community and working inpartnership with the Local Authority andneighbouring schools.The criteria below are basedclosely on the Local Authoritys admissions policy.

    In accordance with law and recommended practice,

    Governors will give prior consideration to: pupilshaving statements of special education need which,after discussion with the school, name ArchbishopHolgates; to looked after children places forlooked after children will be allocated in the light ofadvice from the Local Authority Social Services team;and to pupils considered by the Governors to haveother exceptional social or medical needs specific toArchbishop Holgates School parents applyingunder this criterion will already have consulted theschool about its suitability for their child, and willprovide written references from the Director of

    Social Services or a consultant medical practitioner.

    LATE APPLICATIONS

    Forms received from those moving into the areanormally served by the school, as defined by the

    Local Authority and set out in its Guide for Parents,and received by 31 December 2006, will beincluded in the initial allocation. Forms receivedfrom those moving into the area after that date willbe given individual consideration. Other late formswill only be considered after all others.

    WAITING LIST

    Applicants who are unsuccessful in obtaining aplace have the right to appeal, but will on writtenrequest be placed on a waiting list ranked according

    to the criteria used for admission to the school andset out in this policy.The waiting list will bemaintained until 30 September 2007.

    ARRANGEMENTS AND POLICY FORADMISSION OF STUDENTS TOMANOR CE SCHOOL

    The school policy is to invite applications for

    admission from children of families who arepractising Christians, or from parents/carers whowish their children to receive an education inaccordance with the principles of the Christian faith.

    The school aims to serve its community byproviding an education of the highest quality withinthe context of Christian belief and practice. Itencourages an understanding of the meaning andsignificance of the Christian faith, and promotesChristian values through the experience it offers toall its students.

    The number of places available for admission toYear 7 is 150. In the event of the number ofapplicants exceeding the number of places available,the following criteria will be taken intoconsideration by the Governors and placesallocated accordingly. In accordance with theSchools aims to nurture the Christian faith, towelcome children of other faiths and to serve thelocal community, up to 90 of these places will befoundation places and will be allocated on faith

    grounds.The remainder will be allocated accordingto the criteria in Section 2 below.

    Those wishing to apply for a foundation placeshould complete Sections 1 and 2. Other applicantsshould complete Section 2 only. Unsuccessfulapplicants for foundation places will be consideredfor the remaining 60 places and the points scoredin Section 1 will then be disregarded. Unfilledfoundation places will be available to otherapplicants and allocated according to points scoredin Section 2 below.

    SECTION 1

    When points are awarded the following criteria areconsidered:

    Category 1 (Foundation Places for children fromChristian denominations1)

    The minimum time for regular attendance by theparents/carers at worship will be two years prior tothe application (November 2006). Parents/carerswho have not met the minimum time requirementwill not be considered for a foundation place.

    1. Whether the parents/carers regularly worship atan Anglican Church or other Christiandenomination, and for how long the church

    attendance has been sustained.(up to 10 points)

    2. Involvement of parents/carers in the church in aresponsible position (e.g. as a member of theclergy, churchwarden, sidesperson, organist,reader, PCC members, foundation governor,church elder, home group Leader, youth leader).

    3. Whether the child regularly worships at an

    Anglican or other Christian denomination andfor how long the church attendance has beensustained.

    (up to 10 points)

    All applicants for foundation places will be requiredto submit a reference from a minister of religionwith their application form.

    Places will be allocated to applicants scoring the

    highest number of points.

    If more than 90 eligible applications are received,the available places will be allocated to applicantsscoring the highest number of points. If more thanone applicant has the lowest qualifying points scoreand there are insufficient places, the places forthese applicants will be allocated to those who livethe longest, safe walking distance from theirdesignated LA school. If less than 90 eligibleapplications are received, the unfilled foundationplaces will be allocated under Section 2.

    Category 2 (Foundation places for children ofother major world faiths)

    Up to 4 foundation places will be given to childrenof active worshipping families of other major worldfaiths (Buddhism, Hinduism, Islam, Judaism andSikhism) whose applications are supported by anappropriate reference. If there are moreapplications than places available, places will beallocated to children who live the shortest safe

    walking distance from the school. If less than 4eligible applications are received, the unfilledfoundation places will be allocated under Section 2.

    SECTION 2

    Category 3 (Exceptional medical and social needs)

    All schools are required by law to give prior

    consideration to certain individual students withexceptional social or medical needs. Governors will,therefore, give prior consideration to:

    1. Students having statements of specialeducational need which, after discussion withthe school name Manor CE School.

    2. Looked after students places for lookedafter students will be allocated in the light ofadvice from the LA Social Services/CommunityServices Team.

    3. Students considered by the Governors to haveotherexceptional social or medical needsspecific to Manor CE School parents/carersapplying under this criteria will already haveconsulted the school about its suitability fortheir child and will need to provide writtenreferences from the Director of Social Services /Community Services or a relevant consultantmedical practitioner.

    In all cases the Governors will want writteninformation indicating why Manor CE School isconsidered to be better equipped to deal with thestudents needs than the LA designated school.

    FALSE INFORMATION

    Applicants are strongly urged to complete theapplication form as accurately and fully as possible.Where the Governing Body has made an offer of a

    place at the school on the basis of a fraudulent orintentionally misleading application from aparent/carer, the offer of a place may be withdrawn.

    WAITING LIST

    The Governors will operate a waiting list for thoseparents/carers who are not successful in beingallocated a place.Applicants who are unsuccessful inobtaining a place have the right to appeal.Thewaiting list will be ranked according to the over-

    subscription criteria used for admission to theschool. Parents/carers who are not successful willneed to inform the school in writing of their wishfor their child to join the list.The waiting list willclose at the end of September of the year of entry.
