It is far from easy planning and executing achapter event especially since "your chapter" isone of the few within Region One of the IECAconducting two conferences annually. What do Imean by "your chapter?" You the members arethe fabric of IECA. We are an association to servemembership. Of course your participation iswhat makes a volunteer association a success orfailure. You providing a presentation on a projector something in your area of expertise, orvolunteering to help on a GRC committee, or justmaybe running for the GRC Board of Directors iswhat creates success in an association such as

Fall conference is always the annual meeting ofthe GRC Board of Directors and also when thenewly elected board convenes. Since the recentelection had just two of three members runningfor the board I was not only appointed to theboard, but in turn elected as president. Being aprevious two term board member of GRC as wellas being Administrative Vice President of IECARegion One it is clear that with a good strategywe can compete with the big chapters. It's notthe size of a chapter that necessarily matters, it'sthe content we produce that does. "Yourcontent." As your president, again, I challengeyou to get involved.
Enough about me. I am proud to introduce "your"Great River's Chapter Board of Directors for2015:Amy Foster, will again be serving as VicePresident along with Rebecca Kauten, againserving as secretary. John Warren has acceptedthe position of treasurer, a position he hasserved well for the past four years. Additionalmembers on the Great Rivers Chapter Board ofDirectors include Past President, Darice Baxter,Rob Decker, Patty Ogle, Ron Poe, and MikeWolfe.GRC is in the process of planning its springconference in Lincoln, Nebraska. As always thisconference aims to send you home with furthertools to use for the benefit of your organization.Stay tuned for more information to come.

Amy Foster, VicePresident of GRIECA, isa StormwaterCoordinator for theCity of Coralville inCoralville, Iowa. Amy isoriginally fromBettendorf, Iowa. Amyattended the Universityof Iowa and receivedher Bachelor of Sciencein Geography in 2007.
After college, Amy's first job was as a WatershedCoordinator for the Scott County Soil and WaterConservation District. This position involvedmanaging a 15 member Board of Directors thatincluded Public Works Directors, County Officials,local citizens, city council members andagricultural landowners. The goal of this Boardof Directors is to help local municipalities

develop using green infrastructure, improve oflocal water quality and educate citizens on waysthey can be better stewards of our watersheds.After leaving Partners of Scott CountyWatersheds, Amy took a position with the City ofDavenport's Public Work Department in theNatural Resources Division. Amy worked with ateam to develop policy and ordinances andimplement green design techniques into all cityprojects. Currently, Amy works for the City ofCoralville, managing their Municipal SeparateStorm Sewer System (MS4) permit. Amy isresponsible for providing stormwater plan reviewof all new and redevelopment developmentstormwater practices within the City of Coralville.Amy is a member of the Iowa StormwaterEducation Program and serves on the Iowa StormWater Management Manual Editors Group. Amy isa Certified Erosion, Sediment, and Storm WaterInspector (CESSWI) and Certified MunicipalSeparate Storm Sewer System Specialist (CMS4S).Amy is also a member of American Public WorksAssociation (APWA).

Turbidity Study

Practical Data Collection: Establishing Methods and Procedures for measuring waterclarity and turbidity of stormwater runoff from active major highway constructionsites.

in collaboration with the Iowa Department of Transportation (DOT). Through anagreement with the Iowa DOT Office of Construction, UNI is working on a watermonitoring project related to stormwater runoff from active construction sites. The goal is toestablish a protocol for regular sampling byDOT and its partners, as well as determine acost-effective means of data collection that canbe applied on an agency-wide scale.
Background: In 2009, The US EnvironmentalProtection Agency (EPA) proposed includingeffluent limitation guidelines, or ELGs, regardingthe amount of sediment allowed to dischargefrom an active construction site. Initially, thisguideline came with a numerical standard,however no such number currently exists in thefederal administrative ruling.
Since then, many departments of transportationacross the US, as well as equipmentmanufacturers and proprietary productdevelopers have been working to determine howbest to achieve, measure and apply a numericalstandard to construction site runoff. In 2011,Iowa DOT contacted UNI to initiate such aneffort based on existing partnerships andcollaboration with the Iowa Department ofNatural Resources - Watershed Assessment and Monitoring Section, including the Iowa Geological and Water Survey.
The project consisted of three main goals:
1. Develop monitoring protocols initiated by >.25inch rainfall events. This involves collection of watersamples from active construction sites, analyzing thesamples and reporting based on existing anddeveloping protocols.
2. Develop appropriate documentation.Documentation includes reports on samples, as well asinformation on appropriate tools and equipment togather data over time in a cost-effective manner.
3. Produce instruction materials. Results andrecommendations will be presented to Iowa DOT asresources for ongoing data collection and monitoringfrom active construction sites.

On-site data collection occurred through the 2012 and2013 construction season on three major DOTconstruction sites in Polk and Bremer Counties. Discretesamples are collected from the adjacent stream after.25" rainfall events. Samples are also collected from
"passive" stormwater collectors mounted on fence posts. Stream stage is beingmonitored by pressure transducers, and rainfall is recorded and reported based onthe .25" threshold through an email-based alarm system. UNI Earth Sciencestudents are assisting with lab analysis,comparing turbidimeter measurements withtransparency tubes. On-site monitoring includessimilar measurements, as well as pH, dissolvedoxygen, and habitat assessments based onIOWATER protocols.
The study included comparison of turbidity andtransparency measurements taken in the fieldand also tested in the lab. With a total of n =104 averaged samples, a linear regression factorof r=0.91. Acrylic transparency tubes used forthis project are 60 centimeters in depth. Whenmeasurements of 60 centimeter were removedfrom the analysis, the relationship strengthened,r=.98. Samples were also tested and comparedfor other sediment concentration methods,including total solids and settleable solids, as both are relatively cost-effectivemethods for data on sediment concentration in water. Based on the results, the studyrecommends the use of acrylic transparency tubes as a surrogate for turbiditymeasurements when more sophisticated tools are unavailable. Transparency tubescan serve as a rapid-response means of data collection at a fraction of the cost.
