1. National ownershipTargets are defined as aspirational global targets, with each government setting its own national targets guided by the global level of ambition but taking into account national circumstances.

2. Inclusive and participatory approachCivil society, vulnerable groups and the private sector have a key role to play. Participatory decision making is a pre-requisite for ensuring their meaningful contribution.

3. UniversalityWhat can a universal sustainable development agenda mean for different countries including LDCs, Countries in situations of conflict, Middle-income countries, High-income countries

4. Leaving no one behindThe SDGs place the principle of equality at the heart of the new agenda and aim to ensure the inclusion of marginalized, disempowered and excluded groups.

5. Human rights-based approachThe SDGs aspire to people’s freedom from fear and freedom from want that can only be realized if governments respect, protect and promote the full range of human rights.
