A conceptual de-sign was completed in 2012, but may be changed based on budget and other considerations. A GC has not been selected, but RegionalCare and Gould Turner will pick the firm from a select list of national contractors they regularly use.

ASCE: Failure to Act Carries a $3.1T Price TagBy Eric Jay Toll for Arizona Builder’s Exchange

Failing to spend $1.6B per year on infrastructure through 2020—$12.6B total—carries a $3.1T economic penalty along with 3.1M lost jobs. That’s the conclusion of the fifth and final “2013 Report Card for America’s Infrastructure” issued by the American Society of Civil Engineers. The ASCE report comes out while Congress is getting ready for its next round of “political chicken” over the debt ceiling.

Public infrastructure spending has been one of the biggest los-ers in recession-era budgeting at the national, state and local levels. In the interim, much of America’s significant post WWII and 1960s infrastructure construction is rocketing towards seri-ous problems and actual collapse.

“Transporting goods, powering factories, providing climate control to offices and stores and clean water all depend on seriously aging infrastructure,” says ASCE president, Gregory E. DiLoreto. In a series of infrastructure reports, the engineers as-sociation plastered a big “F” on progress. Prepared by Boston-based Economic Development Research Group, the ASCE research estimates a $1.1T spending gap over the next eight years, the bulk of which—$848M—is in surface transportation.

Many roads and facilities were built as the baby boomer gener-ation was born following World War II. Just as the population is retiring and being replaced with a younger workforce, the infra-structure is aging and needs similar replacement. Much of the nation’s infrastructure is based on old, expensive-to-maintain and operate technology. That cost is borne by taxpayers with patchy repairs and maintenance, and missed savings opportu-nities from more efficient operations.

While there has often been talk about the costs of deferred maintenance and infrastructure replacement, the ASCE report, says DiLoreto, “is the first known study of this nature and mag-nitude.” The Failure to Act series concludes that the near-term impact of failing infrastructure has real cost to government and business. Among its conclusions, the study finds that infrastruc-ture failure will wipe $3,100 per year in personal disposable income from families’ spending.

“Cautiously optimistic,” Kitchell vice president Dick Crowley Jr. replied during an interview for an upcoming feature when AZBEX asked him about his view of 2013. “Kitchell expects to grow in 2013, but it’s still tenuous out there.”

Crowley’s belief is backed by pretty solid evidence from Associated General Contractors’ Arizona member survey. From material purchase projections to hiring expectations, more than half those surveyed are expecting increases of 10 percent or less. In every AGC index, “no change” and small increases are the highest ranking categories of projections for the new year.

AGC predicts that hiring and spending are going to go through the year “in the right direction,” but not at any pace indicating a return to the pre-recession boom. Firms are not optimistic about public sector construction—which typically drives a recovery—increasing much at all. As a result, equipment purchases are set aside in favor of lease or rental.

“We typically face a 10 year cycle,” explained Crowley, “which will put the peak recovery off until 2016.” The AGC survey in Arizona shows its membership see 2015 and 2016 as the years of return to “normal” construction economic conditions.

Healthcare and High Education Driving Recovery

From AGC’s national perspective, healthcare and higher education projects are the shining stars for projects in the new year. Locally, that seems to be the case with the Arizona Board of Regents seeking an additional $120M for new construction at the state’s three universities. That figure could double if ASU raises the money for its $129M Sandra Day O’Connor College of Law campus in Downtown Phoenix.

The Mayo Clinic announced a major cancer center addition and Banner’s MD Anderson cancer center breaks ground next week on its expansion. Sierra Vista Regional (see page 1), White Mountain Regional, John C.

Lincoln, Green Valley, Banner and Dignity Healthcare are preparing to construct new or expand existing hospitals. Banner is on a clinic growth spurt putting four new facilities in the East Valley and two in the Southwest Valley.

Contractors are projecting the greatest Arizona market activity in the retail and warehousing sectors (43% say higher activity for 2013), and power-related projects (57% say it’s going to increase). In every other market sector, AGC’s Arizona members say their expectations are for no change.

Construction Employment Noses Up

On the hiring front, less than a quarter of AGC’s Arizona members project a hiring increase. Of those, 60 percent say they will hire five or fewer new employees, although one of five firms will hire more than 25 new workers. Nine percent of the membership predicts they will be laying off workers—but two-thirds of those firms say fewer than five will be affected.

While hiring and a projected slight increase in material spending are in the crystal balls for 2013, new equipment sales and leasing will be down from 2012, according to AGC. About two thirds of Arizona contractors say they will be buying or leasing this year. In the 2012 survey, almost three of four planned on equipment purchases or leases.

Higley Unified School District officials amended their solar-energy power service agreement with Sundial Arizona after a state audit said the district’s 9.6 cents and 12 cents per kilowatt hour are higher than the 5.7 cents per kilowatt hour that it was paying for electricity before it got solar power.

The estimated cost savings from the adjusted rates alone for one year is projected to save Higley $16,482.

The school board unanimously approved the amendment last month.

The 1,200 solar panels on the bus-shade structure at Higley’s transportation facility next to Williams Field High School comprises the largest installation on a carport in Salt River Project’s service territory, an SRP official said in August 2011.

The $2.9 million solar project also includes solar panels on buildings and a car-shade structure at Chaparral Elementary School.

The district will now use “net metering,” which banks generated power. Instead of selling back the “over-generated power every 15 minutes,” the power will now be banked, according to the district presentation.

District officials have renegotiated the contract at Williams Field High from 12 cents per kilowatt hour to 9.25 cents, reducing the rate by 22.9 percent.

Higley’s 2 percent rate-cost escalator, which district officials compared to Scottsdale Unified and Vail school districts from 2012 to 2028, showed Higley’s cumulative rates lower. Scottsdale has a 10.7 cent rate while Vail has a 10.9 cent rate, according to the presentation. Higley’s rate will continue rising 2 percent each year.

“With a consistent contract, it puts us on the same page as others,” Wagner said.

Supporting Mayor Jay Tibshraeny’s commitment to turn around ailing commercial corners, the Chandler City Council on Thursday approved two rezoning requests that could allow sister residential communities to replace two vacant commercial corners at Alma School and Pecos roads.

The gated Aerie East and Aerie West communities, at the northeastern and northwestern corners of Alma School and Pecos, would have about 115 and 150 units, respec-tively. Though there would be some two-unit pairs, most units would stand alone and have private yards instead of patios, according to planning documents.

Units at Aerie East and West would range from 636 to 1,664 square feet, with one to three bedrooms. Common spaces would include community pools with ramadas and spas, play areas for children, shaded seating areas and a practice putting green.

Staff “discussed this property and determined it is in the best interest of the city to move forward with a residential land use,” the City’s planning report said.

The Chandler Planning and Zoning Commission in Novem-ber had recommended approval of both requests.

Falcon Field, the nation’s fifth-busiest general-aviation airport that was born when thousands of Ameri-can and British pilots trained there during World War II, has become a powerful economic engine that contributes an estimated $2.3 billion a year to the local economy.

Total expenditures outlined in the five-year plan are $22.6M, which city officials consider an investment in an asset and an integral part of Mesa’s

economic development initiative.

The terminal building, which covers 4,500 square feet, will be renovated, including an expansion of the view-ing area where visitors can sit and watch the planes take off and land.

The water tower, which no longer holds water, is a landmark, and some pilots use it as a navigational landmark. The tower will be painted; the color and design have yet to be

decided. The city held a meeting in August to get design ideas from the public.

There are plans to resurface the air-port’s main runway with a one-inch asphalt overlay.

The outline of a deal that would result in construction of a Barry Gold-water Library in downtown Mesa will come to the City Council for approval Monday night.

As with all such documents, the memorandum of understanding on the council’s regular-meeting agenda is not legally binding. But it sketches a broad understanding that the city and library officials hope will be codified

in an official development agreement this year.

At the end of the day, ac-cording to the document, Mesa will end up as the actual owner of the Barry

and Peggy Goldwater Library and Archives. The city will receive title to the facility, whose construction cost is estimated at $30M, at no cost im-mediately upon completion.

Although the project is to be privately financed, Mesa is being asked to con-tribute in these ways:

• Lease the library and the land it will occupy at First Avenue and Macdonald back to the library organization for 30 years, at $1 a year.

• Forgo at least some of the utility revenue, including electric, that normally would be generated by the library.

• Abandon a portion of Mac-donald that would become part of the library site.

• Cede to the library all revenue generated by the project.

The memorandum explicitly states that Mesa will not allow the project to go forward until funds are on hand for each major phase.

The library’s aggressive timeline includes:

• Completion by April of the final development agreement.

• Completion of design and contract documents by October.

• Fundraising to begin in earnest this month and continue through November 2015, including money for construction and an endowment.

• Groundbreaking: February 2014, with construction continuing through November 2015.

• Opening: January 2016.

Officials for the Navajo Arts and Crafts Enterprise are making final preparations for a new $10M headquarters.

Barbara McGough, NACE’s director, said the company is working with an off-reservation bank to finalize a loan for the enterprise that would allow for the construction of a new headquarters building in Window Rock.

One option for location is to build a second story on its present building, which is located on Highway 264 between the Pizza Hut and Quality Inn in Window Rock.

The second option is to build on land directly behind the current headquarters, land that is owned by Navajo Shopping Center.

The third option is land that is located between the Quality Inn and the Navajo Nation Museum. That land is owned by the Navajo Nation Hospitality Enterprise, which runs the Quality Inn.

“We really need to expand,” McGough said, adding that the present facility, which encompasses only about 12K SF, is not big enough to meet either the needs of NACE or its customers.

Hand & Stone Massage and Facial Spa opened its sixth Phoenix-area location late last month and has plans to open an additional two or three day spas this year.

The Hamilton, N.J.-based chain of franchised spas opened its newest store in Scottsdale at Scottsdale and Lone Mountain roads on December 28.

Maggie Brown, the spa chain’s regional developer for Arizona has plans to open upward of 23 Hand & Stone stores in Arizona, with the Biltmore area of Phoenix high on the list of potential spots. Brown also mentioned she is researching Chandler, Gilbert, Flagstaff, Prescott and Tucson.

Brown cites Phoenix’s status as a popular travel destination for the growth and popularity of Hand & Stone. She has arrangements with

several Valley hotels to refer visitors to Hand & Stone for spa services while in town.

Envy, Brown said Valley consumers are open to trying out the services offered by Hand & Stone.

All four of the incumbents running for re-election on the Bullhead City Council are on record as supporting the 1-percent sales tax increase proposal being placed on the March primary ballot. If voters approve it, the tax would be effective for three years and raise an estimated $15 million for infrastructure projects.

Clark, who also serves as vice mayor, said the state had taken away Highway User Revenue Fund money, restrict-ing the amount of street improvements the city has been able to perform. Clark said he’s “not in favor of the tax, but in favor of the improvements.”

Shutts said the city has not raised the sales tax in 20 years above its current 2 percent level. The city had been considering putting an increase on the ballot a few years ago, when “the state jumped in ahead of us,” with its temporary 1 percent increase. The state surcharge expires in June, when the Bullhead City tax would take effect.

The Tempe City Council on January 10th approved development modifications to a Chick-fil-A, passing an ordinance for a planned-area development overlay to allow Chick-fil-A to open a restaurant on the southwestern corner of Mill Avenue and University Drive with modified-development standards.

The council approved the project allowing Chick-fil-A to provide 41 parking spaces rather than the minimum 60 required and to decrease the site’s minimum street-side parking setback to 7 feet from 20 feet. The proposal is for a 4,027-square-foot restaurant with a drive-through window that would

have 1,300 square feet of outdoor-dining space.

1. Affiliated Engineers Phoenix has added a slew of new faces to its team:

• Larry Hackleman, PE, LEED® AP, joins AEI Phoenix as electrical department facilitator. Larry has over 19 years of mechanical and electrical engineering experience with an emphasis in electrical engineering design and management. He also has 3 years of commissioning experience for both LEED and non-LEED projects.

• Jeff Steffensen, LEED AP, is AEI’s new mechanical designer. Jeff has been designing medical gas, HVAC, and plumbing systems since 2006. He has worked in all phases of design and construction, including programming, construction administration and project close-out.

3. Mike Nichols is the new president of the Mesa School Board. Nichols tenure starts with oversight of the district’s newly-approved $230M capital bond issue. 4. Tucson Regional Economic Opportunities (TREO) named its new officers and board members January 14th. Guy Gunther, CenturyLink, is the new vice-chair and the chair-elect for next year. Homegrown pizza chain Humble Pie will open its sixth restaurant this month followed by two locations at Phoenix Sky Harbor International Airport slated for later this year.

The Scottsdale restaurant chain’s sixth location will open Jan. 21 at 3890 W. Happy Valley Road in the Stetson Village area of Glendale. Two additional Humble Pie locations will open in Terminal 4 at Sky Harbor in May and August.

Humble Pie opened its first restaurant at 6149 N. Scottsdale Road in Scotts-dale’s Hilton Village in January 2008, right as the U.S. economy began to fall into the Great Recession.

Humble Pie locations range in size from 2K to 2.6K SF, Sullivan said. The newest location is 2,006 SF.

The Stetson Village store cost about $700K, Sullivan said. Each Humble Pie employs about 35 employees.

Like other airport restaurants, space is limited for Humble Pie’s two Sky Harbor stores. One will be a quick-serve, walk-up setup, which will be about 800 SF, whereas the second

location will be a full-service restau-rant in a 1.6K SF space.

1. Engineering News Record is featuring the best construction photographs of 2012—from across the globe—in an interesting online slide show. “Pictures

are getting strikingly better,” ENR editors say about the collection. More than 1,500 photos were judged to selection the finalists and winners.

2. Nothing puts a sour note on the end of a Northern Arizona weekend than Phoenix-bound I-17 traffic climbing Copper Canyon Hill south of Camp Verde. ADOT broke ground January 16th on an end to a lot of that frustration with the addition of an $11.8M lane for that climb. A third traffic lane will be built between S.R. 260 and General Crook Trail.

3. The Echo Canyon parking area renovation gets underway January 28th in Paradise Valley. The $3M Phoenix Parks project will nearly double available parking for the popular hiking trail access. The entire Echo Canyon trail will be closed during the renovation, which is slated for a Fall 2013 completion. The Cholla trail remains open (AZCentral premium content).

4. Maricopa city leaders started the dig that will become the town’s new aquatic center and Regional Park at John Wayne Pkwy. and Bowlin Rd. last week. The project will take over a year to complete with a projected opening in 2014. The city is developing 150 acres with an amphitheater, lake and active recreation facilities.

5. Metro light rail is stretching out at both ends of the line. Construction is ending its first week on the extension of the 19th Ave. stretch in Northwest Phoenix from Chris Town Mall, 19th Ave. and Montebello towards Metrocenter, Dunlap and I-17. Completion is projected in early 2016, about the same time Mesa’s extension to Gilbert Road is completed.

6. No completion or opening date are set for the Gilbert Temple of the Church of Jesus Christ of Latter Day Saints. Getting the job completed with a high level of quality control is the mission, rather than meeting a specific completion or delivery date. A slide show is available in AZCentral premium content.

7. The Tucson Streetcar is 64.21% complete as of today despite discovery of century-old pipes and unmapped ultramodern fiber optic cable. Moving into the home stretch, the project is shifting from rebuilding streets to building stations, wrapping up major intersection work and readying the power lines for stringing. The first car is scheduled for an April arrival with service starting in early 2014.

8. The Pima County Courts Building has been topped off in downtown Tucson. The 290K SF, seven-story complex is being built by Sundt Construction for $48M. The dollar amount, however, only delivers a shell to the County. Completion and use of the project will require additional spending by the County. The County has been searching for funds to complete the interior for a 2015 occupancy.

9. New water towers are going up at Marine Corps Air Station Yuma. An old water tower was demolished to start the new year. Now two 80-foot towers are going up emblazoned with the Marine Corps logo. The reservoirs include solar-operated mixing wheels to keep water from becoming stagnant.

10. Mark-Taylor and Grossman Company Properties are coming out of the ground with a boutique apartment community near the Arizona Grand Resort at South Mountain. San Paseo, a 138-unit rental community, Arizona Grand Pkwy. and Beverly Rd.,

Phoenix, will bring luxury resort-based apartments into the market. Residents in the apartments will have access to all Arizona Grand Resort amenities. The apartment features its own lagoon style pool, cabana and private recreation amenities.

Completions and Openings11. The Tucson Planetary Science

Institute is completing its 3K SF expansion, adding employees while bracing for a cut in federal research. With 98 percent of its revenue from NASA, the 40-year old center, 1700 E. Fort Lowell Rd., the organization is seeking other grants, revenue sources and philanthropic donations.

12. Rolfs Salon at Gainey Village, Scottsdale and Doubletree roads, Scottsdale, celebrates its 25th anniversary with a multi-million dollar makeover. The modernistic design has expanded the salon services to spa level with both photography and facial treatments being offered. A bridal preparation VIP lounge is part of the expanded facility.

13. Zone 78, 78 W. River Rd., Tucson, is reopened following a remodeling project to freshen its look. The nine year old restaurant says it’s served nearly 1.5M diners since its grand opening. The remodeling project added a private dining room for groups up to 25 people in the formerly open patio.

14. Three decades ago, the ASU W.P. Carey School of Business opened for students in a new building. Now with enrollment doubling over the last ten years to top 10,000 students, Carey is expanding into new quarters with completion of the McCord Hall. Next fall, students will have classes offered in both the original campus and the new building.

15. Duke Energy Renewables and Solon have completed their 10-megawatt solar project near Kingman. The Black Mountain facility is selling its power to Tucson Electric Power’s parent company, UniSource Energy Services. Duke has five of its 13 solar facilities in Arizona. Solon stopped manufacturing panels in Tucson to concentrate on plant construction.

16. Retro resort is the theme at the El Dorado, 6825 E. Fourth St., Scottsdale, a newly-converted mid-century apartment complex resurrected by Franco Calabrese and Stephen Weiss as a boutique vacation suites hotel. The property is now a 33 room hotel with apartment-sized rooms; two-thirds of the units are two bedrooms. The property is decorated in all its 1960s glory and colors.
