“It’s great to see more development at the west Chandler campus,” Mayor Jay Tibshraeny tells AZBEX with a large smile. With an investment of more than $300M and a promise of several hundred high-wage technical jobs, Intel gathered media with political, economic develop-ment, and company leaders in Chandler August 14th to announce CH8, the latest addition to its suite of South-east Valley facilities.

Slated for completion in the second half of 2013, CH8 is a two-story industrial space set just off Rural Rd. on the sprawling campus. AZBEX reported in general terms that Intel was planning the R&D facility back on July 19th,

after learning about construction prep and horizontal work. Details unveiled on Tuesday laid out the full extent of the development.

CH8 R&D is part of $70B in research and development and capital expenditures in the U.S., according to Babik Sabi, Intel’s vice president and director, assembly and test technology development. Sabi said Intel’s recruiting focus is to find returning military veterans with technical expe-rience. “Several hundred technical jobs” will be housed in the new facility, with more than 1,000 expected at FAB 42 on the Ocotillo Campus, Intel will be making one of the largest Arizona post-recession hiring efforts.

“The innovation set to take place within the walls of this new research center will influence technology trends for years to come, and we’re delighted to bring that distinction to the community of Chandler and the state of Arizona,” said Sabi.

The U.S. Army Corps of Engineers, through its Engineering and Support Center, Huntsville, has issued a Multiple-Award Task Order (MATOC) Request for Proposal (RFP) for $7 billion in total contract capacity to procure reliable, locally generated, renewable and alternative energy through power purchase agreements. The $7 billion capacity would be expended for the purchase of energy over a period of 30 years or less from renewable energy plants that are constructed and operated by contractors using private sector financing

can be submitted to the ProjNet Website at www.projnet.org/projnet in accordance with the instructions stated in the RFP Executive Summary section.

“We plan to conduct a pre-proposal conference in late August,” said Tonju Butler, the procurement contracting officer in Huntsville. “Details on the conference and how to register will be released once plans are finalized.”

In late February, the U.S. Army Corps of Engineers, Engi-neering and Support Center, Huntsville, issued a request for comments on the draft RFP. The original 900 industry comments are posted on the ProjNet Website at www.projnet.org/projnet. Those comments can be accessed if a vendor registered and received a key to accessing that Website in the draft RFP.

It is the intent of the government only to purchase the energy that is produced, and not to acquire any generation assets. The contractors will finance, design, build, operate, own and maintain the energy plants. The government will contract to purchase the power for up to 30 years in accordance with the terms and conditions stipulated in site or project specific agreements resulting from task orders awarded under multiple Indefinite

Delivery (ID)/Indefinite Quantity (IQ) contracts. Project locations may be on any federal property located within the U.S. including Alaska, Hawaii, territories, provinces or other property under the control of the U.S. government for the duration of contract performance.

These contracts are one of the contract vehicles that will help support the EITF in its efforts to plan and execute a cost-effective portfolio of large scale renewable energy projects on Army installations by leveraging private sector financing. The Army’s development of large scale renewable energy projects is critical to achieving installa-tion energy security, mission effectiveness and resilience objectives.

The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville, continues to provide unique energy solutions for third party contracting, Energy Savings Performance Contracting, Demand Side Management, utility privatization, Energy Conservation Investment Program, Utility Monitoring and Control Systems, heating ventilation and air conditioning, energy assessments, and energy planning.

July’s Valley Partnership Friday morning breakfast meeting focused on the ways projects are being financed. This first article is one of two breaking down alternative financing methods and identifying ways to learn about projects using these tools. Jeremy Schoen-felder of AZ Sourcing presented his project, Phoenix Mart, and described some of the unique opportunities and challenges associated with moving that project forward.

EB-5 Visa: Attracting Foreign Investment

The goal of the federal EB-5 program is to attract foreign money into job creating activities in exchange for residency for the investors. A foreign individual must invest a minimum of $1M ($500K for targeted employment areas) into a project that creates or saves at least 10 full-time jobs for U.S. workers. After two years, if the project is successful, the investor is granted residency. The investor must prove jobs were created to obtain permanent residency.

The EB-5 program has three avenues:

1. Create a new commercial enterprise

2. Invest in a troubled business

3. Invest in a “Regional Center”

For the design & construction industries, Regional Centers are where it’s at. The Regional Center designa-tion is bestowed by the U.S. Customs and Immigration Services (USCIS) and is responsible for producing the required results; they act as developers and use the foreign investment to fund the project. There are a total of five approved Regional Centers in Arizona: Arizona Alternative Energy Center, LLC, Central Arizona Regional Center, Grand Canyon Regional Center, LLC, Green Card Fund, LLC, and Liberty West Regional Center.

The federal designation of Regional Centers is set to expire on September 30, 2012. According to Marie Sebrechts of the U.S. Customs & Immigration office,

this is most likely going to be extended; the legislation has already been approved in the Senate and is moving through the U.S. House of Representatives.

Each regional center is essentially a fund which can develop projects. Looking at each of the websites linked above, I found projects ranging from medical centers and charter schools to Phoenix Mart (a regional warehouse/convention center described below).

Local Example: Phoenix Mart

Without question the largest local example of an EB-5 project in process is Phoenix Mart in Casa Grande, through the Central Arizona Regional Center. Phoenix Mart is a planned 1.7M SF complex which incorporates wholesale, retail and convention center uses all in one place. At full build-out, it will house upwards of 2,000 vendors marketing 500,000 products for large-scale buyers to visit and make orders. AZBEX has covered the Phoenix Mart project for about a year now, starting with the announcement in July, 2011, and subsequent coverage of the major leases being signed and zoning approvals. The Architect is Bing Hu, and Hensel Phelps the GC. The project has signed three major leases with international tenants for 900K SF. The project is still scheduled to break ground by the end of the year according to Jeremy Shoenfelder, AZ Sourcing.

Potential for Future EB-5 Projects:

Successful project types include: hotels, assisted living facilities/rehab hospitals, and Infrastructure. On the infrastructure projects, since these are less likely to create a permanent position, a formula is employed to demonstrate the job creation based on construction costs.

EB-5 Financing: Right Project, Right Partners, Right Timing

EB-5 projects are not unlike any other development projects – a workable blend of timing, project funda-mentals, and players all affect the viability. EB-5 financ-ing introduces additional complexities of a foreign investor, requirements for documenting job creation/retention, and marketing the investment vehicle to interested parties overseas. The EB-5 program is successful in attracting foreign money to the states that finances development in a very unique way.

Pros – Attracts foreign investment with the purpose of creating U.S. jobs

Cons – Time pressure to create the jobs is difficult, unforeseen regulations/processes can delay the project. The cost to create and get a Regional Center approved is high. The market for the center to attract an investor is always changing and finding the right foreign investor to follow-through is a challenge. Finding the right broker to market the project to potential investors is also daunting.

Unemployment increased slightly to 8.3 percent over June following three months at a still nerve-wracking 8.2 percent. The 0.1 percent increase in unemployment is overshadowed by a fifth month of private sector job gains over 2 percent. Despite a net loss of 21,800 non-farm jobs—primarily state and local public education and government—private sector job gains were more than 2 percent higher than one year ago. Arizona once again topped the national scene where job growth over 2011 was up only 0.9 percent.

Construction added 1,000 jobs in July over June. The building sector posted net gains of 9,000 jobs for the first six months of 2012, compared to 2,200 in the same

period in 2011. Educational and health services are up more than 11,100 jobs over last year with professional and business services up 10,900 more jobs than a year ago. Compared to a typical July, job losses in all sectors were about half the normal drop.

When compared to 2011, Arizona has added 55,700 jobs, an increase of 2.4 percent. Job gains at this level have not been on the books in the state since 2007. The average job growth in 2012 over 2011 since March has been at 2.3 percent.

Private Sector Job Gains Up; Unemployment Still Rises

Council members said yes August 15 to design aspects of a controversial hotel proposed for Sabino Drive and North Lake Havasu Avenue, marking the final public review of the project.

All Lake Havasu City Council members at the regular meeting Tuesday night agreed that the developer of the planned Sweet-water Inn had met the city’s design review standards. Councilman Lee Barnes, who previously disapproved of the rezoning of the property to commercial residential, was absent

from the meeting.

Only two members of the public spoke in what previously had been a more contentious issue with neighbors of the proposed development expressing concerns about added traffic, noise and hotel patrons parking in the residential neighborhood among other things.

Other key design aspects that the council signed off on include: requiring at least 10 percent of the project be landscaped (the hotel

calls for 18 percent), lot coverage of up to 60 percent (the hotel covers only 20 percent) and the building height elevations can’t extend above 30 feet (the hotel reaches as high as 29.5 feet).

The planned hotel would sit on 1.4 acres and have its main entrance on Lake Havasu Avenue.

Intel’s announcement for the $300M research and development facility is just one of four Valley major projects with announcements coming between August 6th and 20th.

Mayo Plans Big Announcement Monday

Notwithstanding the $180M Proton Beam Facility under construction, an expansion of its casitas village and the recent opening of a newly developed meeting and conference center, more construction is expected at Mayo Clinic’s 56th Street campus in Phoenix. An announcement is scheduled for August 20th about the next major project at the site.

Bridgestone Tire Research Facility in Mesa/Eloy

Another big win for Mesa Economic Development comes goes up next spring when ground breaks for the Bridgestone Tire and Rubber Company’s Mesa research and development center. Using an Eloy-grown plant, Bridgestone is developing a natural material that can be used in rubber products (AZBEX, August 14th). Eloy picked up a part of this project with a specialized farm for Bridgestone and smaller R&D lab east of I-10.

Alliance Residential $144M in New Multifamily

Alliance Residential has also announced in the past week its plans for three luxury apartment complexes approaching 800 units. The three Broadstone projects – two in Scottsdale, one in Phoenix – will start as soon as permits clear the review processes in the two cities.

Chandler Seeking Public-Private Partners

The cost of key construction materials dropped for the third consecutive month in July, pushing down year-over-year prices for the first time since 2009, according to an analysis of producer price index figures released by the Associated General Contractors of America.

However, association officials warned that recent spikes in diesel fuel and steel prices may drive up the cost of construction again, and they

urged lawmakers to invest in needed infrastructure projects promptly while prices remain low.

The producer price index for inputs to construction — covering materials that go into every type of project, plus items consumed by contractors such as diesel fuel — decreased 0.7% in July and 0.6% from a year earlier, Simonson noted. The year-over-year decline was the first since November 2009, he added.

Simonson observed that falling prices for several key construction materials produced the latest monthly and year-to-year decreases. The price index for steel mill prod-ucts tumbled 2.8% in July and 5.9% from a year ago. The index for diesel fuel fell 0.2% in July and 9.3% over 12 months.

The index for copper and brass mill shapes rose 0.5% for the month,

but plunged 16% since July 2011. Aluminum mill products dropped in price by 1.3% over the month and 9.4% over 12 months.

A few materials posted substantial increases for the month and year, Simonson added. The index for gypsum products increased by 1.4% in June and 16% compared with June [2011], while the index for insulation materials climbed by 3.5% and 8.0%, respectively.

The index for new office construction also rose 0.1% for the month and climbed 2.5% for the year. The index for new school construction was up 0.2% in July and 3.5% from a year ago. The price for new warehouse construction rose 0.5% for the month and 3.5% from June 2012.

Pima County has teamed up with a Tucson non-profit sports organization to build a new indoor sports complex on the Northwest side. Construction on the facility could start as early as September. Bronson says the goal is to get it completed by October 2013. The 40K SF square foot facility will have multiple basketball and volleyball courts.

The Southern Arizona Indoor Sports Center will be located next to Curtis Park, near River Road and La Cholla Boulevard.

“A lot of the leagues, clubs and organizations trying to get kids active in these sports found that it was nearly impossible to find any affordable space for them to have leagues and practice,” Don Tringali says.

Tringali works for Southern Arizona Community Sports. The non-profit teamed up with the county to build the complex. Southern Arizona Community Sports will operate the facility and Pima County will pay for the construction costs.

New Indoor Sports Complex Coming To Tucson

Liberty Property Trust today announced that it will develop a 140K SF 2-story office building for Aetna Insurance on 12 acres of land at Liberty Cotton Center Business Park.

Aetna has signed a long-term lease for the building. Liberty will break ground on the sustainable Class A

building – which has been designed to achieve LEED certification – in early August and expects to deliver it in June 2013.

The building has been designed by Balmer Architectural Group. Wespac Construction will serve as general contractor. Both companies are based in Phoenix. Aetna was

represented by Jones Lang LaSalle’s national Corporate Solutions Team. Liberty Property Trust was repre-sented by Cushman and Wakefield.

Liberty purchased Cotton Center in 2007 in a deal that included nine buildings and 38 acres of land. The company has developed four build-ings in the park, including the one announced today. The master plan includes the potential for one more 100,000 SF building on the remaining seven acres of land.

Boyer Company was the only firm responding to Maricopa’s RFI about developing a business park on the 52 city-owned acres. The information is in front of city officials in Maricopa as it reviews the opportunity for a public-private partnership in developing the Estrella Gin property. The RFI closed August 13th.

“We’re looking at industrial vacancy rates under two percent,” explains Micah Miranda, CEcD, economic development director, “and need space for local indus-tries to expand and new ones to site here.” The city has seen a number of opportunities lost and local jobs move elsewhere as a result of the shortage. The office vacancy rate – a low 8.5 percent – cuts into opportunities for businesses to find space for growth or relocation in the Pinal County city.

“We love to go into a town and work with them to redevelop a site into a great project,” says Matt Jensen, Boyer Company project manager for the Estrella Gin Business Park. Boyer responded to the RFI with its experi-ence and interest. The Salt Lake City-based developer is currently developing a lab building/parking garage for the Downtown Phoenix Biomedical Campus, near the future U of A Cancer Center and ASU’s HSEB building, which just wrapped up construction.

“This wasn’t a formal solicitation, but an RFI that will help us with development of a potential solicitation,” explains Maricopa purchasing manager Patricia LaCombe, CPPB. City staff will make recommendations to the city council sometime this fall. A 60 to 90 day request for qualifica-tion process is likely the next step following the report to the council.

“This project is similar to one we did for Ogden (Utah),” Jensen said. “We partnered with the city for the

redevelopment of the Defense Depot, an abandoned army supply base, and provided the design, development and financing for a master planned project. The city has the land, facilitated planning and we went after tenants.” Jenson said with the adjoining railroad tracks and nearby state highways, the Maricopa site has good potential for offices and flexible industrial development.

The polygon-shaped parcel is basically a rectangle with the south boundary angling along Garvey Ave. and the Union Pacific Rail Road tracks. The city acquired the property for a public works yard, but the location is no longer efficient for that purpose. It’s located about a quarter mile west of SR 347 and south of SR 238.

After a competitive multi-state process, Accelr8 Technology Corpo-ration announced August 16th that it is moving its headquarters from Denver, Colo. to Tucson. rizona ranked fifth in mobile capital investment for 2011, but didn’t place in the top ten in ranking mobile project jobs. Companies spent $135 billion on mobile capital investment – projects that are not tied to a specific geographic market – in 2011, according to Ernst & Young’s 2012 U.S. Investment Monitor. The projects accounted for 336,000 new mobile jobs, many of which were concentrated in the automotive and energy industries.

Top states for mobile capital investment:

Mobile capital investments include headquarters facilities, data and call centers, manufacturing facilities, distribution centers, and research facilities. Companies have a wide range of location options and “significantly research and analyze the relative merits of different locations before deciding where to invest.” Because of the intensive location research, companies’ investment decisions can “serve as indicators of a region’s or state’s long-term economic growth potential and competitive-ness,” according to the report.

In the energy sector, natural gas discoveries combined with improvements in drilling technology resulted in large investments in extraction projects in the eastern U.S. The automotive industry, hard-hit during the recession, emerged as an important job creator in 2011. Domestic auto manufacturers added jobs in the Midwest, while foreign manufacturers created jobs by investing in facilities in the South.

Borrowing the concept from the U.S. Army in the Middle East, the Customs and Border Patrol are installing modular buildings, video surveillance and chain link-surrounded “forward operating bases.” The Department of Homeland Security is taking comments on a Draft Environmental Assessment with Finding of No Significant Impact for a three acre FOB in the Pisinemo District of the Tohona O’Odham Indian Nation.

This southeast outpost for the Casa Grande Area of Responsibility is more than two hours from the CBP mus-tering station in Pinal County. Located on Indian Route 24 between Sells and Lukeville in western Pima County, the base will house agents working in this isolated area. The facility will have a 6K SF dormitory housing 32 agents, a 1,200 SF administrative building, helipad, equestrian center, ATV storage, and a number of outbuildings for storage and supply outfitting.

No estimated cost for the project has been disclosed.

The FOB is being developed because the 39.5 miles of border AOR is nearly two hours from the nearest mustering station. The isolation of Border Patrol agents creates security and safety issues with the length of time required to get on scene when needed.

Following the September 18th close of comments, the Secretary of Homeland Security will wrap up the approval processing by signing the FONSI. U.S. CBP expects site development and installation of the modular buildings to begin late this fall. A copy of the EA and FONSI can be downloaded from the Army Corps of Engineers.

The Arizona Department of Transpor-tation is making a dramatic change in their spending priorities. That’s what ADOT Public Affairs representative Megan Kintner told the Parker Town Council in a presentation during the council’s Aug. 7 meeting. Because of projections that ADOT’s revenues will not meet even one-third of the state’s projected transportation needs between now and 2035, Kintner said the department will focus on maintenance and modern-ization of existing roadways, rather than building new ones.

“We’re taking a ‘fix it first’ philoso-phy,” Kintner said.

Kintner said Highway User Revenue Funds revenues peaked in 2007, but have since steeply declined. She cited several reasons for this: the economic downturn means people

are driving less, people are driving more fuel-efficient vehicles, and people are keeping their vehicles longer.

ADOT’s projection was the state would need $88 billion in HURF funds to meet the state’s transporta-tion needs between 2012 and 2035. However, the projected revenue over that term is $26 billion, creating a gap of $62 billion with what the state would need.

With all this in mind, Kintner told the council ADOT’s focus would be more towards preserving and modernizing what they have rather than creating new highways around the state. They would also put more money towards “travel choice,” modes of transporta-tion other than highways.

Kintner presented council members and persons in the audience with

a pamphlet that puts much of the information on transportation funding in perspective. As examples, a single urban freeway interchange costs $25 to 30 million, replacing a bridge costs $20 to $25 million, widening a freeway costs $6.1 million per mile, and installing a traffic light costs $200,000 plus $1,400 per year for electricity.

As for the economic impact of transportation, the pamphlet said every new job in truck transportation creates 2.1 other jobs. A new job in rail transportation creates 3.14 other jobs, and a new job in air transporta-tion creates 3.61 others.

ADOT Shifts Spending Priorities

The national 8-1-1 number, established in 2007, arranges for utility lines to be marked prior to planned excavation in order to prevent accidents and property damage. Under Arizona law, anyone doing excavation work must call the number at least two full work days before digging.

Courtney Hartwigsen, a public service manager for Arizona Blue Stake, a non-profit communications center that handles 811 calls for the state, said the company receives roughly 375,000 calls a year.

She said the idea of calling to mark utilities has been around for 40 years, however, before the establishment of 811, there were 60 call centers across the country, each with a different number. People who moved often had no idea who to call, hence the nationwide standardization.

Two-time Olympic kayaker Cliff Meidl spoke to more than 100 utility leaders and construction contractors about the dangers of unmarked utilities.

Meidl was 20 years old when, while working as a plumb-ing apprentice, he struck three unmarked power lines embedded in a slab of concrete with a jackhammer. An estimated 30,000 volts ran through his body, causing gaping exit wounds in his head and shoulders, the immediate loss of two toes and injuries to both knees.

He would undergo 13 surgeries and years in physical therapy before taking up kayaking and eventually competing in the 1996 Atlanta and 2000 Sydney Games. Following his Olympic career, he become a spokesman for excavation safety, a subject he’s passionate about.

Meidl said that without marking, there’s a 34 percent chance of hitting utility lines, or once every three minutes. The use of 811 drops that number to less than 1 percent, he said.

Original Headline: Waterline In Costly 1999 Break Shows New Signs Of Giving Out

The same waterline that broke and flooded a west-side neighborhood in 1999 has shown signs that it is about to blow again.

But this time there will be no repeat of the earlier disaster, which spilled

38 million gallons of water into the Paseo Vista Neighborhood and cost the city $2.5 million, in part to buy four homes and fix dozens of others.

Since the 1999 flood, the city has installed a sensor to warn it about the problem, and fixes are under way to avoid putting any more homes under water.

The troubled section of pipeline, at Starr Pass Boulevard and Grease-wood Road, is just upstream from where the same 96-inch main broke 13 years ago.

In 2007, Tucson Water installed fiber optic cables along 20 miles of its main waterlines at a cost of about $5 million. The cables operate by picking up sounds along the pipe and transmitting them back to Tucson Water.

In this instance, the cables indicated wire bands wrapped around the outside of the 9-inch-thick concrete pipe began to snap.

When the wires become corroded, they start to break.

“As soon as you get one snap, you get a weak point,” Molina said. “We were concerned because we noticed lots of snaps in a short period of time in the same pipe.”

He said that although it’s too early to be certain, “significant work” will begin on the pipe August 20th with the goal of having the line back in service by Aug. 31.

Tucson Water System Alerts City to Water Pipe Break Risk

The federal government will provide more than $5 million to build three bridges and a low water crossing in northern Gila County beginning in the fall of 2013.

The project includes bridges over the Second and Third Crossings (of the East Verde River) on Houston Mesa Road and a bridge on the Control Road at Tonto Village. The plans also include a large box culvert at Reynolds Creek on S.R. 288 south of Young.

“We have wanted to do this for some time, but it was the Forest Service that submitted the request for funds to the Central Federal Land Division of the Federal Highway Administration,” said Steve Sanders, deputy director of Gila County Public Works.

The Federal Highway Administration is currently designing the projects, he said. It is the same team

that managed the construction of the seven bridges on Control Road, according to Joel Mona, engineering liaison for the Tonto National Forest.

Sanders said he did not know if work would be bid as individual projects or a single job.

He said construction would be coordinated with the Blue Ridge pipeline project so as to cause as little disruption to traffic as possible. Contractors will create bypasses at the crossings, according to Mona. The work will probably prompt delays, but shouldn’t require road closures.

The work could take from nine months to a year, accord-ing to Mona.

1. Banner Estrella Medical Center broke ground on its new $151M patient tower. Planned for 175 patient beds, McCarthy Building Companies is the GC, SmithGroupJJR is the architect on the project, on the southeast corner of Thomas Rd. at Loop 101 in the West Valley.

2. ACE Construction Services is building its new national headquarters off I-17 and Loop 101 in north Phoenix. The paint-ing services business is taking over the former Aerotech-Kalmar Laboratories, 2020 W. Lone Cactus Dr.

3. Veritas Preparatory Academy opened its new east Phoenix campus in a 141K SF former Motorola building near 56th

St. and Thomas Rd. The school boasts a library, gymnasium, football field and science labs. Operated by Great Hearts Academies, Veritas is one of 15 charter schools in the non-profit network. Ver-tias shares the campus with Archway Classical Academy, a K-5 school, and the Great Heart Academies headquar-ters.

4. New memory care residence, Sarah’s Place, 6670 W. Butler Dr., Glendale, opened August 15 with facilities for 24 residents in private rooms on the Glencroft Senior Living Campus. The building, built with sustainable materi-als and energy-efficiency, is the first green building for Glencroft. Menno-nite Health Services Alliance operates the not-for-profit facility.

5. Rusted rebar, cracks in the existing pool bottom and other unforeseen issues have pushed Oro Valley’s new 50-meter competition swimming pool behind schedule at the aquatic center. A mid-September completion is now projected. Crews have been working seven days a week, but swim com-petitors planning on using the pool are being redirected to other area pools. Amphitheater High School will share facilities with Ironwood Ridge and Canyon del Oro high schools and Pusch Ridge Christian Academy will use the pool at Flowing Wells High School.

6. Fall openings are slated for Dunkin Donuts in October and Chik-Fil-A at Thanksgiving on the corner of Milton and Riordan roads in Flagstaff. Before the end of the year, Panera Bread will open in the third bay at the strip mall.

7. Maricopa has broken ground on fire station 572 on the corner of Bowlin and Hartman roads. The new facility will improve firefighter quarters and area response times. The fast track construction will see the building com-pleted by January 1.

8. The Arizona Cardinals have added four digital ribbon boards to the Club Level of University of Phoenix stadium for the new NFL season. The boards will feature stats and ads from major sponsors Hyundai, Valley Chevy Deal-ers, Cox Communications, Papa John’s Pizza, and Albertsons.
