Interwest Capital, which purchased Chandler’s historical Crowne Plaza San Marcos Resort Hotel on January 28, plans a top-to-bottom renovation, including revamping guest rooms and meeting spaces and improving the golf course and grounds, said Karl Coleman, president of Interwest Capital.

“Our goal is to have that finished this year so we can celebrate the centennial of the hotel,” Coleman said.

The remodeling will not detract from the historic designation of the hotel, he said.

The hotel, which will remain a Crowne Plaza, will not close during renovation and all existing reservations will be honored, said Ashleigh Mason, director of development with GF Management.

The San Marcos, which opened in 1913, has 250 rooms and 35K square feet of meeting space. President Herbert Hoover, dancer-actor Fred Astaire and other celebrities have stayed there.

The future of the hotel, at Arizona Avenue and Chandler Boulevard, has been uncertain since October 2010, when it was taken over by a court-appointed receiver when San Marcos Capital Partners defaulted on a

$23.9M loan. San Marcos Capital filed for bankruptcy in March 2011.

This $11M sale to Interwest Capital is about 67 percent of what Guaranty Bank and Trust Company paid in November 2011 to foreclose the property in a trustee sale.

Maricopa is finalizing the launch of a business incubator, among several programs on its agenda to bring opportunities and services to the community.

The ripple effect of the city moving forward on the projects could be a loss of business for neighboring Ahwatukee, Tempe and Chandler, where Maricopa residents drive to get what they can’t get nearby.

Micah Miranda, Maricopa director of economic development, says that the business incubator would be “an in-depth program designed to foster and encourage entrepreneurial thinking with support services and everything a business needs in its life cycle.”

Maricopa, a sleepy town of 1,040 in the 2000 U.S. Census, has exploded by 4,269 percent to an estimated population of 44,396 in 2011 by the Census Bureau. Along the way, Miranda says, he has been part of building a city from scratch.

Also coming to Maricopa:

• Multigenerational center and regional park. Both are to be completed in March 2014.

• City Hall and police station to be completed by November.

• The Boyer Company is partnering with Maricopa to build an industrial and office park on the Estrella Gin property.

“We can no longer sit in the pas-senger’s seat of receiving royalties and taxes, while others dictate our direction,” Navajo Nation President Ben Shelly told the Navajo Nation Council in his annual State of the Na-tion address. Economic development initiatives by the nation are planned to broaden the largest Indian nation’s opportunities.

Shelly’s primary program creates a holding company, Narbona Growth Fund, allowing the Nation to create subsidiary companies. Narbona will have a corporate structure with the Diné, the Navajo people, as preferred stockholders and the Dinétah, the Na-vajo Nation, holding the common—or voting—stock. The initiative must be approved by the Nation council, and that action could come this summer.

He lauded a new data center that opened in Shiprock, N.M., and is run by Navajo Tribal Utility Authority Wireless.

Navajo Push for $1B EB-5 to Lure Foreign Investment

At the same time, Scottsdale-based Empyrean West LLC and Global Private Funding, Inc., Los Angeles, are joining with the Nation to form an EB-5 regional center for foreign investment to attract $1B in energy, transportation, broadband, and other projects. With a landmass the size of West Virginia, the Navajo Nation is the largest reservation on U.S. soil. Its borders encompass land in Utah, Arizona and New Mexico, with the largest portion being in the Grand Canyon State.

These initiatives will funnel taxes and other revenues into the Navajo nation rather than the federal government. The EB-5 corporations open the op-portunity for a foreign investor to put money into play with the Tribe and be able to emigrate to the U.S. Phoenix Business Journal reports the funds are popular with wealthy investors in nations with personal security fears. The investment allows an individual to move his family into the U.S. and out of harm’s way.

SB 1283 Might Create Indian County

Meanwhile, in the Capitol, Senate Bill 1283 cleared its first committee hear-ings with a unanimous recommenda-tion. The bill calls for a committee to study creating a Northeast Arizona county encompassing the Navajo and Hopi nations. If signed, the commit-tee will submit its report December 31 on the feasibility of carving out a huge chunk of Coconino, Apache and Navajo counties to make the new county.

In light of Shelly’s speech and the pending legislation, the winds seem to be shifting to encourage the Diné-tah to focus on economic indepen-dence and other revenue sources instead of depending on federal money. The continuing national bud-get reductions could ultimately hurt Indian nation financial stability.

Two other bills, SB 1319 and HB 2522 would create the county without the study, but both face a lot of opposi-tion and may not even get a commit-tee hearing.

Rail Port in NM and Israeli Agritech

Shelly’s initiatives include a partner-ship with Burlington Northern Santa Fe to build a rail port in Thoreau, N.M. The small community encircling a

mission school between Gallup and Grants sits on I-40 and the rail line. It’s a setting similar to the proposed Union Pacific rail classification yard at Picacho.

BNSF is putting $5M into the first phase of the project, which still needs approval from the Navajo’s Invest-ment Committee.

Navajo leaders met with the Israeli Counsel-General about potential rela-tionships bringing agritech opportuni-ties to the Nation. Israeli companies have advanced technology in desert-region farming and systems to recycle as much as 80 percent of agricultural water.

Casinos Not Navajo Economic Devel-opment Direction

More than 800 people—with a prefer-ence for Navajo tribal members—will be hired by the new Twin Arrows Casi-no Resort opening in May. The second of the Tribe’s gaming establishments does not reflect Diné plans to expand gaming as a revenue source. The Navajo are one of the last Southwest-ern tribes to enter the casino market-place. However, it does so as Phoenix-area Pima and Maricopa Indian tribes work to end a gaming reliance.

The Diné have nearly double the state’s unem-ployment rate—numbers in excess of 15 percent in Apache and Navajo counties. With one of its major em-ployers—the coal-fired Navajo power station facing a possible shut down, the Dinétah leadership wants to

expand job base and revenue sources with its president’s economic initia-tives—providing the programs survive the notoriously challenging Tribal legislative review process.

Amcal Multi-Housing Inc. of Agoura Hills, Calif., is proposing the fourth new Mesa housing project with close proximity to light rail. The plan, a four-story, 82-unit apartment complex, is immediately adjacent to the Sycamore Street light-rail station.

Amcal, a powerhouse in California’s affordable-housing industry, would be making its first foray into Arizona.

If approved by the Arizona Department of Housing, Sycamore Station Apartments—like three currently under construction—would be financed by federal tax credits that are designed to encourage development of low-income housing. The tax breaks allow developers to charge lower rents and still make a profit.

The department has focused in recent years on developments with access to public transit. That criterion resulted last year in a mother lode of projects for Mesa.

Amcal has been in business for 35 years and since 1998 it has completed 3,900 units from San Diego to the Bay Area. It has an additional 520 units in the planning or development stages.

Kavanaugh has met with Amcal and called it “a very reputable company” that has worked well with city staffers, adding, “I think it’s a very good transit-oriented development.”

“We’re always looking to follow opportunity,” said Dayna Ranger, an assistant project manager with Amcal. “Our mission is to bring affordable housing to residents that need it.”

It would be another step on the way to realizing the redevelopment potential that has long been touted by light-rail advocates.

Two previously-planned market-rate Mesa transit-oriented developments, Element at Tri-City Pavilions, north of the Safeway store at Main Street and Dobson Road and West Main Station Village, 1350 W. Main St., were stopped by the recession.

Two buildings topping 600K SF are coming out of the ground—and another set with 350K SF in industrial and 70K SF in retail space are planned—at Skyway Business Park, bounded by W. Cactus Rd., Peoria Ave., Dysart Blvd. and Milgard Way.

LGE Design Build is pushing towards an August completion of a 165K SF industrial space for Southwest Products, a truck and engine manufacturer on 24 acres inside the park. Owner Silaqi Development &

Management is building a 418K SF multi-tenant spec industrial building with a September completion date. This building will house one or multiple tenants.

Nine smaller industrial buildings between 24K SF and 70K SF are planned along with a 70K SF retail center.

Silaqi may either sell or lease the buildings and parcels. Lee & Associates is the broker of record for the business park.

1M SF Getting Underway at Surprise Skyway Business Park

New plans call for the long-awaited Estrella Falls Regional Mall to open its doors by the end of 2016.

The developer, Macerich, met with the Goodyear City Council February 4th in a work session to go over a new construction timeline.

“Our goal is to start the site planning and approval process by the end of [2013],” Vice President of Develop-ment Garrett Newland said. “Once we start construction, it’ll take about 18 to 20 months to build. I don’t have an opening date to share, but I can tell

you that we intend to open it in the next three to four years.”

For now, Macerich is leaning toward an enclosed project as opposed to an outdoor one, although Newland said that may change as the company works with the city for approval and construction.

Because of the economy, the 1M SF mall, to be built near McDowell Road and Bullard Avenue, has been put on hold multiple times since 2006 when the original agreement was drawn up between the city and developer.

This year, Newland said the company is seeing more positive signs. Sales for retailers also seem to be improving, which bodes well for Macerich as it tries to get businesses to help anchor the mall.

So far, the Harkins movie theater chain and Macy’s have signed on to be part of the project, city officials said.

The city of Tucson and the Rio Nuevo District officially buried the hatchet Thursday morning.

Mayor Jonathan Rothschild and City Manager Richard Miranda signed the final settlement agreement in the mayor’s office at City Hall, ending about two years of acrimony between the two entities.

Under the terms of the 16-part agreement:

• Rio Nuevo will allocate $6M for improvements at the Tucson Convention Center.

• The city will retain the Depot Garage and com-pensate Rio Nuevo about $16M over the next 37 years.

• Rio Nuevo will reimburse the city about $2M for invoices related to various 2008 bond projects.

• The city will recognize any money Rio Nuevo contributes to the TCC and a hotel project as a notice to proceed. This will satisfy a state statute that limits the type of projects Rio Nuevo can fund. Once a hotel and convention center are funded, Rio Nuevo can begin spending on other projects with city approval.

• Rio Nuevo will spend $750K for downtown streetscape improvements.

• Rio Nuevo will invest $1.1M in the Mission Gar-dens project.

• The two lawsuits totaling more than $70M will end.

• The city and Rio Nuevo agree to cooperate fully with the statutory audits every three years. The next audit must be performed this year.

Neither side received everything it wanted, but said that’s a good thing, Rothschild said.

There is still a pending investigation by the state At-torney General’s Office. Rothschild said the agree-ment doesn’t indemnify anybody if the state probe uncovers malfeasance.

The cessation of hostilities is a welcome relief, Rio Nuevo Chairman Fletcher McCusker said.

The City Council on February 5th approved $200K in new lighting to replace solar-powered lights that were not bright enough to illuminate the tennis courts and a skate pad at WestWing Park.

The solar lights, billed as an environ-mentally friendly way to save money, are fully functioning, Community Ser-vices Director John Sefton said, but too dim in the active-use area during the winter months.

WestWing Park opened in 2009 in north Peoria. Extending electricity to the sports-use end of the park was ruled out in favor of solar lighting during planning and construction, Sefton said.

In the summertime, the solar lights are strong, he said. They charge all day and don’t come on until about 8p.m., after the sun sets.

The lights will be moved to an area better suited to dimmer light, Sefton said. Staff will try to relocate the lights within WestWing Park first, he said.

There will be a small relocation cost, though it’s unclear how much until a new location is chosen.

Sellers & Sons Inc., a Tucson-based contracting company, will design and install the new lights. The city hopes to complete the project this summer.

Sellers & Sons will replace 10 exist-ing light poles at the park with four metal poles that meet Little League standards.

“This time there is a more widespread loss of faith in development. Construction and development alone cannot be our economic base,” said Jack Tomasik, a Chandler-based consultant in economic and community development. “It was just too easy … like we were hooked on this stuff.”

Master of Real Estate Development (MRED) program Director Mark Stapp thinks the Valley ought to learn from the downturn by aiming higher than mere survival, higher than simply trying to achieve success, and go all the way to economic transformation. If residents can identify a unique brand for the Valley and the future they want, he says, communities can organize public policy and resources to drive real estate opportunities in the desired direction.

Sustainability and Place-making

Stapp believes that executing on a community’s vision for itself depends on developers.

“Developers build communities,” he said. When developers’ projects succeed, he notes, it fuels success at the local level, which in turn helps the region succeed and the nation succeed.

Tomasik thinks there are good reasons for metro Phoenix to focus on sustainable communities and sustainable economies. Rising energy and water costs, along with the now-apparent flaws in the Valley’s suburban-tract growth model, make Tomasik think fundamental changes in communities are coming.

Tomasik cited an ongoing study by the Maricopa Association of Governments, titled “Sustainable Land Use and Transportation Study,” which looked at the relationship between transit and employment patterns in the region.

The findings are important because they give the Valley’s real estate sector clues to the types of industries that would be most desirable and most successful along current and future transit routes, the two experts say.

Economic Development

Neither Tomasik nor Stapp thinks chasing corporate headquarters

is the Valley’s best jobs-boosting strategy. They favor ways to boost home-grown companies and create corporations rooted in the community. One opportunity Arizona has is to expand its role in the global supply chain, Tomasik says, as manufacturers look to Mexico as a solution to rising wages in China and trans-Pacific shipping costs.

Post-bust may be a good time to reconsider the Valley’s future. The era of “drive-to-qualify” suburbs separated from commercial and industrial areas by miles of freeway might be over, passed by in favor of desirable communities that mix jobs, single- and multi-family housing, transit, retail and entertainment.

Regardless of the future the Valley chooses for itself, 2035 can’t and won’t be forever. Phoenix is very, very early in its process of maturing, and even mature cities like New York continue to change and evolve.

Going Places? Post Bust is Inflection Point for Phoenix

A redevelopment plan, adopted recently by the Somerton City Council, defines design and development standards for commercial establishments downtown, as well as sets aside areas for a future civic plaza, a new City Hall and a future park on the west side of Cesar Chavez Avenue.

The Downtown Somerton Redevelopment Plan also offers a package of incentives for businesses that locate in the downtown area or existing ones that upgrade their premises, Mayor Martin Porchas said.

The plan, drawn up by city officials with the help of the consulting firm Fackler Planning & Development, was approved by the city council by unanimous vote on Tuesday, after being presented to residents at a series of public hearings beginning in November.

For months, city officials were negotiating a deal to cede the Ronstadt Center and up to two other downtown properties to the owners of a scenic 284-parcel in the Painted Hills as a way to block development there. The city would have then sold the Painted Hills parcel to Pima County for $3.6M.

When word leaked about the discussions, bus riders and their advocates staged a rally to protest what they feared may have been a backroom deal to hand off a vital transit hub for commuters to moneyed interests.

Last Tuesday, the mayor and council allayed those fears when they directed the city staff to create a “develop-ment vision” for the transit center that will maintain it as a transit hub while allowing for some mixed-use develop-ment. Once the plans are complete, the city will put the project out to competitive bid.

Now’s the time to redirect the discussion to include how to attract development that will make downtown more vibrant without compromising transit.

Pima County has had its eye on the Painted Hills property since 1997, when it was included in that year’s open-space bond program. The county tried to buy it in 2006 but was outbid when the Dallas pension fund bought the property for $27M.

ASU Moves Baseball Program to Phoenix Municipal Stadium Arizona State University’s baseball program is moving to Phoenix Municipal Stadium with a new 25-year lease. The February 7th approval of the Arizona Board of Regents let the Sun Devils make the move in 2015 when the A’s move to Mesa’s Hohokam Stadium. The Chicago Cubs leave that ballpark for a new one at the Riverview development at that time.

ASU has been looking for a new home for its baseball program. The team now plays at Packard Stadium. That field was built in 1974 and seats 3,000; Muni seats 8,000. It is older and ASU wants to modernize nearby Sun Devil Stadium and develop real estate in the stadium and campus area.

When the New York Giants moved to San Francisco in 1958, the team moved light poles from the Polo Grounds which was demolished in 1964 to Muni where they still stand today.

In a show of support, the Yuma City Council has gone on record in favor of federal funding for a new Fort Yuma Health Center to better provide health care for the Cocopah and Quechan tribes.

The current Fort Yuma Health Center buildings were constructed between 1852 and 1936. There are major concerns with the facilities such as structural integrity, space limitations, low functionality and significant seismic damage, the Yuma city staff report stated.

The health center has been identified as a priority project since 1989. All these years later, the tribes are still waiting.

The city’s resolution states: “The Yuma community has supported the Fort Yuma Health Center in its mission of health care delivery and planning over many years and recognizes the importance of primary health care to our neighbors, the Cocopah Tribe and the Quechan Tribe.”

The Quechan Tribe has allocated 12.3 acres, which are shovel ready, and contributed $1.7M to the project, according to the city staff report. Federal appropriations of $46M are needed to provide for the construction and equipping of the new facility as well as staffing requirements.

The U.S. Green Building Council’s Leadership in Energy and Environmental Design may be usurped as the sole green-rating program endorsed by the U.S. General Services Administration for federal buildings.

GSA published a notice February 5th in the Federal Register seeking public comment for an additional 60 days on how the government uses third-party certification systems. It is at least the third attempt by the GSA to gain insight into public attitudes.

The 2007 Energy Independence and Security Act mandates that the GSA recommend to the U.S. Secretary of Energy every five years how the federal government can best use ratings programs and other tools to ensure the nation’s largest user of commercial buildings is operating a “high performance” portfolio.

In the law’s initial implementation, the GSA recommended the LEED program alone to the Energy secretary. But as part of the first five-year review, completed last May, the GSA evaluated two additional

systems, the International Living Future Institute’s Living Building Challenge and the Green Building Initiative’s Green Globes.

Green building advocates, led by companies like Google Inc. and prodded by such activities as the Living Building Challenge’s “red list” of 14 banned chemicals, have begun to push on building materials manufacturers to disclose more, arguing that production and distribution including minerals extraction and materials’ chemical content also have environmental repercussions.

Interest in the GSA’s decision has been intense not only within the government’s ranks but also those of the private sector. The American Chemistry Council complained that the federal government should not rely solely on LEED after a proposed update to the LEED system was to include more requirements surrounding the use of chemicals in building materials.

For the third year in a row, Yuma is receiving the lion’s share of funding awarded by the Arizona Commerce Authority through its Rural Economic Development Grant Program.

Together, Datepac and Convey Health Solutions have been awarded $415K dollars of the total $1.5M grant program for 2013.

Convey Health Solutions received a grant of $240K to help fund tenant improvements to the permanent site for its call center in Yuma that will be located in the former Target building at 732 W. 32nd St. Through an agreement with Yuma Regional Medical Center, the call center will occupy 40K square feet of the

building. The hospital, which recently purchased the property, will use the remainder for storage of medical supplies, equipment and records.

Commercial interior design often becomes routine, with little opportunity to employ really creative design concepts.

The usual restrictive budget and the typical use of commercial office space leave the designer to select the finishes, provide the furniture layout for the space and find a suitable conference table to reflect the character of the business.

So when Kelli Berry, owner of and principal designer for Iconic Design Studio (IDS) in Phoenix got the assignment to design the interior of Rally Point Alpha, her creative juices really began to flow. She saw the

potential to create something unique and extraordinary. Her motivation was not just a professional one; it was a personal one as well.

Rally Point Alpha will be a 100K SF indoor training and education facility for law enforcement and correction officers, as well as selected military personnel. Two sites in are under consideration in north Metro Phoenix area for the project.

The facility will house classrooms and space that will employ the latest in virtual technology to simulate everything from hostage rescue, prison riots and crowd control to encounters with insurgents. The

facility also will have both live and virtual firing ranges and a heliport to practice aerial insertions with Blackhawk helicopters. The state-of-the-art training facility will be the first, and only one, of its kind in the nation.

IDS is also responsible for designing the restaurant and the retail space. The 12K SF retail space within the facility will offer the latest tactical and survival gear available for purchase by trainees and the public.

The merchandise will be displayed in customized, mobile store fixtures designed by IDS. Interactive information kiosks scattered throughout the store are planned to enhance the buying experience. The retail space also will have emphatic lighting, free standing, laser-cut metal walls, and glowing point-of-purchase displays.

The architect is BCMA Architects and the general contractor is Bjerk Builders. Construction of Rally Point Alpha is expected to begin in 3Q 2013.

The Arizona Commerce Authority has set up offices in Northern and Southern California, hired two executives for six-figure salaries and will soon launch a marketing campaign to sell Arizona’s story as a Golden State foil: A business-friendly destination with lower corporate taxes and fewer regulations.

Ever since California voters approved sales- and income-tax increases in November, interest in luring companies away from that state has been hot in economic-development circles.

Immediately after the election, the Greater Phoenix Economic Council launched a program offering free trips for CEOs interested in relocating to the Valley.

“California, this has been a topic, obviously, on everybody’s minds,” Sandra Watson, the Commerce Authority’s president and

chief executive officer told the ACA’s board last month. “Especially after the election.”

But research suggests wooing California companies out of the state is incredibly challenging. In booms or busts, very few companies leave California.

Meanwhile, some analysts say nurturing the growth of existing Arizona businesses, rather than recruiting new firms from California, is the way to go.

Telling Arizona’s story

The public-private agency works to expand businesses in Arizona and spur local entrepreneurship. But it is also tasked with attracting businesses. Through that lens, the state next door can’t be ignored.

“We’re focused on working with businesses who are looking to expand their operations outside of California,” Watson said in an interview.

“In addition to that, we are looking for Arizona businesses who are looking for new markets, who are looking for new opportunities, supply-chain opportunities, developing stronger relationships with businesses in California.”

Watson said the ACA will also launch a marketing campaign: “We’ll be talking about the value of Arizona and the pro-business climate that was established here by our governor and by our Legislature to enhance business connectivity,” she said.

She was vague about how much the campaign would cost or what kind of media buys it would entail.

GPEC CEO Wants Legislature to Invest in Brand

Broome said he would like to see the Legislature fund a $10M to $15M marketing campaign that would tell Arizona’s story of lowering corporate taxes and creating a friendly business environment.

“It’s not that our brand is bad. It’s just that our brand is unknown,” he said. “We’ve made these incredible policy achievements. ... Why wouldn’t you put $15M toward celebrating those achievements?”

Arizona State University economist Dennis Hoffman, who has done consulting for the commerce authority, said he believes Arizona’s economic-development agencies have to be active in California to build connections, serving as a link between the two economies and pursuing jobs.

“This is a tough battle they are in,” he said. “They are trying to get quality jobs.”

Steady improvement in metro Phoenix’s new-home market has developers and homebuilders scrambling to buy property for dozens of new subdivisions projected to spring up over the next few years.

Their land purchases offer a road map for population growth in the region for years to come. Where houses are planned, schools, retail and service businesses and other employers soon follow.

With new-home building up and the number of avail-able lots dwindling, homebuilders sealed nearly 100 land deals in December alone that will create thousands of homesites. Homebuilders are now buying more land in more moderately priced areas in the northwest and southwest Valley as prices continue to rise in the south-east Valley.

In Arizona, the housing recovery is especially important to the broader economy. For decades, the homebuilding industry has been one of the state’s biggest economic engines, with at least one out of every three dollars gen-erated statewide tied to housing, according to Arizona Republic research.

In 2012, nearly 12,000 new houses were built in the region, a 71 percent increase over 2011.

A shortage of labor could become a factor. And home prices are projected to keep rising.

Resurgent demand

Avoiding a repeat of the 60,000 houses built in the region during 2005-06 is good news. This time around, new-home construction is based on real demand from homeowners and not speculation by investors and build-ers. Metro Phoenix homebuilders began to see more people checking out their model homes and sales start to rise in spring 2012, six months after the resale market had begun to recover.

Housing analysts, including Brown and Housing Market Letter co-publisher Greg Burger, forecast that homebuild-ing will increase each year until at least 2016. In 2016, at least 30,000 new houses will be built in the Phoenix area, Brown and Burger project.

Flurry of deals

Builders had been able to keep new-home prices rela-tively low until late last year because they had invento-ries of inexpensive lots purchased during the recession. Now, most builders must buy more expensive land to replenish their supply, which housing analysts say led to 1,000 deals between builders and landowners in 2012, with more to come.

Fewer than 21,000 lots remain ready to be built on in metro Phoenix’s planned communities, compared with 75,000 in 2003, according to a new analysis from RL Brown Reports.

Land purchases are continuing in early 2013, and early indicators show new-home sales and prices continue to rise. After the housing crash and the long climb out, metro Phoenix’s major developers and builders hope to cash in on the continued growth.

• $4.2M. Fidelity National Title Agency, Tucson, purchased undeveloped land at 759 W. Call Ocarina, Sahuarita from Title Security Agency of Arizona, Tucson.

• $2.7M. Undeveloped land, 2501 W. Orange Grove Rd. Alta Vista Communities OG LLC, Tucson acquired the property from Faith Community Church, Inc., Tucson. The Church then spent $1.4M on commercial property, 8325 E. Golf Links Rd., sold by Garold C. Brown Family LP, Tucson.

4. Also in Pima County, three residential plat deals brought in $9.2M, according to Inside Tucson Business. The buyers are among the leading home builders grabbing land while it’s on the market:

• $4.3M. Lennar Arizona and Richmond American Homes joined together to buy 165 platted, but unfinished lots at Mountain Vail Estates, Mary Ann Cleveland Way, Vail. Diamond Ventures Inc. was the seller. Lennar paid $1.9M for 77 and Richmond American laid out $2.4M for 88 lots.

• $3.4M. True Life Communities picked up a 26 acre in-holding inside Rancho Vistoso, Oro Valley, from Arizona Vistoso Return LLC, Kansas City, Mo.

• $1.5M. Maracay Homes acquired 23 finished lots at Tangerine Crossing, W. Tangerine and N. Thornydale roads, Tucson. MFV-FC Portfolio LLC, Minnesota, was the seller.

After rising to the top in retail store battles, major chains such as Best Buy and Barnes & Noble are still planning to cut hundreds of stores in 2013—but with the help of the e-commerce boom, the supporting industrial market has emerged strong this year with declining vacancy and modest rent growth in most markets.

Regardless of the destruction it’s causing to the bricks-and-mortar retail industry, e-commerce development helped prevent the downfall of the national industrial market. Global e-commerce is expected to double to $1T in three years, with Amazon taking at least a quarter chunk of that market. Demand for new distribution centers today is strongest around the ports, but is also expanding in major population centers, according to Cushman & Wakefield’s 2013-2016 Industrial Forecast Report.

Amazon has continued to announce large new distribution facilities around the globe. Just in January, the

Seattle-based firm said it signed lease agreements to fill three new fulfillment centers in Texas, one in Robbinsville, N.J. and one in Tracy, Calif., in the San Francisco Bay area. Each of the centers is being built at more than 1M SF.

Kris Bjorson, Jones Lang LaSalle’s head of retail and e-commerce distribution, says that as Amazon continues its lead, other major retailers are going to fall in line with the new supply-chain model. Companies like Home Depot, Target and Walmart are evaluating their three-to-five year multichannel strategies.

However, as opposed to Amazon’s brand new model, these companies already have the industrial supply chain in place, and they will have to evaluate how to alter that model, particularly how to rework distribution facilities to meet the likely-coming consumer demand of same-day delivery on all products.

5. Petrus Partners Ltd. made a big Marana buy acquiring the Gladden Farms master-planned community. The acquisition includes 500 undeveloped lots remaining in Phase I and 370 acres of entitled residential land planned for 2,345 homes in Phase II. Also in the deal were 123 acres of commercial property. Forest City Enterprises sold the property. Over 1,100 homes were built in the subdivision prior to 2009. Petrus now owns all but 40 commercial parcels previously sold to developers and a 58 acre hospital campus owned by Community Health Systems, Inc. No purchase price has been disclosed.

6. The Glendale Corporate Center, a 16K SF office building, 5365 N. 99th Ave., Glendale, sold to Titanium Real Estate Advisors, Chicago. The office building is 100 percent occupied by the U.S. Marshalls Service. Regent Properties, Los Angeles, was the seller using CBRE. The buyer specializes in acquiring GSA-leased properties; this is their fourth Arizona GSA-leased acquisition.

7. The Independent Courier signed for 10K SF, 845 E. Ohio St., Suite 107, Tucson, with Picor Commercial Real Estate Services handling the deal for the landlord, Ashland Group.

8. The Woodlands Shopping Center has picked up four tenants booking about 10K SF in the Flagstaff mall, I-17 at McConnell Dr. Café Rio took nearly half the chunk with 4K SF. A laundry, Buffalo Wild Wings and Miracle Ear are splitting the remaining 6K SF. SRS Real Estate Partners handled the deal for owners PDC Community Centers, LLC.
