BACKGROUND INFORMATION
The office of Community Education, Workforce and Testing promotes life-long learning by extending the resources of Florida Keys Community College. Self-supporting programs which build on the strengths and expertise of Florida Keys Community College faculty, adjunct staff and community subject matter specialists. The office of Community Education, Workforce and Testing develops and offer non-credit continuing education offerings that are responsive to the professional/career development and personal enrichment needs of individuals as well as business and industry.

Ignacio Molina
Ignacio Molina, FKCC Basic Law Enforcement Class 59 Captain, was born in Cuba and relocated
to Homestead, Florida. He graduated from Homestead High School where he participated in the Air
Force Junior ROTC and was a member of the high school baseball team. After graduating from high
school, he attended Keiser University where he obtained two degrees, Criminal Justice and Crime
Scene Technology.
Mr. Molina served in the United States Marine Corps where he received two Marine Corp
achievement medals; the first one was with a “V” for valor, national defense medal Iraqi Campaign,
Good Conduct Medal, and the other was a Highest Shooter Award. His highest rank was that of
Corporal (E-4).
It has been a childhood dream for Mr. Molina to become a law enforcement officer giving him the
opportunity and honor to keep serving his community and country.
Mr. Molina learned about FKCC from veteran friends who had attended the FKCC Police Academy
and spoke highly of it. Mr. Molina’s long-term goals are to work for Florida’s FWC or the Monroe
County Sheriff’s Office.

RESOLUTION OF THE DISTRICT BOARD OF TRUSTEES OF FLORIDA KEYS COMMUNITY
COLLEGE, AS GOVERNING BOARD OF THE FLORIDA KEYS STATE COLLEGE,
PROVIDING AUTHORIZATION FOR THE REPURPOSING OF THE KEY WEST CAMPUS
PUBLIC SAFETY BUILDING
WHEREAS, The District Board of Trustees (the “Board”) of Florida Keys Community
College, as governing board of the Florida Keys Community College (the “College”) has determined
that the development of additional housing is necessary and desirable in order to accommodate the
needs of enrollees in the College’s existing educational programs and to provide the ability for the
College to expand programmatic offerings to additional enrollees; and
WHEREAS, the College is actively pursuing authorization from the Florida Legislature to
increase the number of beds located upon the College’s Key West campus, located at 5901 College
Road, Key West, Monroe County, Florida, from one hundred (100) to four hundred (400); and
WHEREAS, the College received Board approval to begin two (2) new Associate degree
programs in the spring of 2016; and
WHEREAS, the College anticipates receiving approval to offer educational programs which
conclude in the conferral of Baccalaureate degrees upon certain enrollees; and
WHEREAS, the development of additional housing upon the College’s Key West campus
will accommodate the needs of students pursuing Baccalaureate degrees; and
WHEREAS, the development of additional housing on the College’s Key West campus will
result in favorable economies of scale with respect to housing overhead costs incurred by the
College and its Direct Support Organization; and
WHEREAS, the conversion of the existing Public Safety Building to a student housing facility
will allow the College to significantly increase the number of students per year who may reside
upon the College’s Key West campus.; and
WHEREAS, in order to repurpose the existing Public Safety Building in order to ensure its
suitability as a site for student housing, certain funds are required to be expended by the College;
and
WHEREAS, in order to repurpose the existing Public Safety Building in order to ensure its
suitability as a site for student housing, it is desirable to pursue additional sources of funding.
NOW, THEREFORE, THE DISTRICT BOARD OF TRUSTEES OF FLORIDA KEYS
COMMUNITY COLLEGE, ACTING AS GOVERNING BOARD OF THE FLORIDA KEYS
COMMUNITY COLLEGE, HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The foregoing recitals are true and correct and are incorporated herein by
reference.
SECTION 2. The Board authorizes the President of the College, and such designees as he
shall from time to time select, to pursue the necessary funding to repurpose the existing Public
Safety Building into a residence hall using all means and methods necessary and proper therefore.
SECTION 3. The Board authorizes the President of the College, and such designees as he
shall from time to time select, to expend such funds as may be necessary to plan and execute the
repurposing of the existing Public Services Building into a residence hall.
SECTION 4. The Board agrees to agree to cooperate with the execution of any documents
reasonably necessary to carry out the intent and purpose of this Resolution.
SECTION 5. This Resolution shall take effect immediately upon its adoption.

acting as Governing Board of the Florida Keys State College, by the consent of its Chairman and
Secretary, below, have executed this Resolution as of September 28, 2015.

The members of the District Board of Trustees of Florida Keys Community College may only be dismissed for cause and by due process. Florida law provides for dismissal and the process for dismissal for malfeasance, misfeasance, and neglect of duty, drunkenness, incompetence, and permanent inability to perform official duties, commission of a felony or failure to attend three consecutive meetings in a fiscal year. Dismissal of trustees is governed by the Constitution of the State of Florida (Florida Constitution, Article
IV, Section 7(a)(b) (3), which provides for removal from office by the Ggovernor or the Florida Senate.
The Ggovernor may suspend a state officer for a variety of reasons, such as malfeasance, neglect of
duty, or permanent inability to perform official duties. The Florida Senate may, in proceedings
prescribed by law, remove from office or reinstate the suspended official. For such purpose, the Senate
may be convened in special session by its president or by a majority of its membership.
It is the further duty of the chair of each board of trustees to notify the Governor, in writing, whenever a
board member fails to attend three consecutive regular board meetings in any one fiscal year, which
absences may be grounds for removal.

FLORIDA KEYS COMMUNITY COLLEGE BOARD RULE
Initial membership of the Community College Board of Trustees shall be the members of the respective community college advisory committees who hold office on July 1, 1968. As the terms of office which were in effect on July 1, 1968, expire, or as vacancies occur, successors shall be appointed by the Governor, approved by three members of the Cabinet and confirmed by the Senate; provided, however, that no appointee shall take office until after his appointment has been approved by three (3) members of the Cabinet; provided further, that the State Board of Education shall develop rules and procedures for review and approval of the appointees. Prior to the time and the Governor appoints any member of any community college Board of Trustees, the school board or boards in the community college district may submit to the Governor for his consideration the names of two (2) or more persons for each office. Trustees shall be appointed by the Governor and confirmed by the Senate in regular session.
Trustees shall be appointed for terms of four (4) years and may be reappointed. Terms shall expire on May 31 of the year of expiration, or as soon thereafter as the successors shall be qualified to serve. Residential address shall determine a trustee’s county of origin.
Changes in Board composition may be caused by population changes and by changes in the county composition of the district. When changes in Board composition are necessary, the Governor shall stagger the length of terms of the Board positions next in line for appointment in such a manner as to provide future position expiration dates as equal in number as possible in each succeeding year. In the event of a violation of this rule, adjustments shall be made immediately, except that the number of trustees from a county shall not be reduced until terms expire or resignations are tendered. When changes in board composition are required by law or by this rule the Governor shall stagger the length of terms of the board positions next in line for appointment in such a manner as to provide for future position expiration dates as equal in number as possible in each succeeding year for each county. In such cases, where eight or more trustee positions will exist in any college, then at least two terms will expire each year. The District Board of Trustees of Florida Keys Community College recognizes that a good hospitality and public relations program is necessary for the continued growth of the college.
The President College may transfer a portion of the profits generated by Auxiliary Enterprises and from Undesignated Gifts, to the President’s Activity Funds, to be used for hospitality and public relations expenditures in accordance with this rule. The annual budget of the college shall include these proposed expenditures as a portion of the General Current Fund. The President These funds may be used this fund for purposes, which directly benefit and are in the best interest of the college. The activities for which this fund may be used shall include, but is not limited to the following:
1. Graduation activities, visiting committees, orientation, work conferences, personnel recruitment, meetings, receptions, guest speakers, and similar activities.
a. Expenditures for such activities may include beverage, pastries, snacks, and under circumstances where attendance is limited to and the time is appropriate, a light meal may be provided.
b. Alcoholic beverages will not be provided under any circumstances. Awards for service and accomplishment may also be provided from this fund.
2. Expenditures for hospitality of business guests at the college or away from the college are an authorized use of the fund, as limited by rules established by the State Board of Education. State employees entitled to per diem travel expenses shall not be considered business guests.
3. Institutional and individual memberships in community and professional organizations. Individual memberships in professional organizations shall be authorized only for organizations, which bear some relationship to the responsibilities of the individual employee. The Fund shall not be used for memberships in any organization, which discriminates based on race, national origin, sex, religion, age, handicap, or marital status.
4. Awards of plaques, gifts, flowers, government bonds and similar items, may be made to employees for service and accomplishment, and to others who have directly benefited the college.

The Florida Retirement System has just released the accounting information to the Auditor General’s office for their review. Once their review is complete, the information will be distributed to the College’s for inclusion in the financial statements. The effect of these adjustments will be reflected in the College’s operating or “general” fund and will impact fund balances. It is expected these amount will not be included in the calculation of the required 5% fund balance. The College will provide the June 2015 financials once all of the entries have been recorded. The division also conducted new faculty training and welcomed new adjunct faculty to Florida Keys Community College: Brian Cowan Spanish Nicole Gerrard College Success Michael Hammond Mathematics John Hill Religion Sandra Humphrey College Success Thomas Kailian Mathematics John Louden Music Robert McNeil Philosophy Dariusz Nowak Biology Emily Schulten English The Arts and Sciences Division has worked collaboratively with the Division of Career, Technical and Workforce Education to schedule two collegiate academies for the fall semester. This program will allow qualified high school dual enrollment students to earn up to 30 college credits in two semesters. Sponsored Research The fall semester is off to a strong start with the award of $37,000 from the Rising Tide Conservation Foundation to develop innovative techniques for marine ornamental aquaculture. This represents the first award for FKCC faculty member Dr. Michelle Walsh. FKCC has partnered with the Monroe County Sheriff’s Office in a proposal submitted to CareerSource. This proposal will provide two 40-hour certification programs focusing on hospitality skills for qualified participants in the Jail In-house Program (Drug Offender Rehabilitation) program, the Monroe County Drug Offender Probation Program and the Monroe County Drug Court Program. By combining classroom experience with paid internships in local businesses, the program will provide participants with an interactive learning experience and the professional connections and resources necessary to continue their careers. Recently a proposal was submitted to the National Endowment for the Arts that would bring two premier jazz artists to the Dry Tortuga’s National Park. This proposal is in coordination with the National Park Services 100th anniversary. A two million dollar proposal was submitted to the U.S. Department of Education that would allow FKCC to expand the Project ACCESS program. This proposal would allow the program to expand throughout the Keys and incorporate independent living curriculum within the program.
Academic Support Services Student Success The Student Success Department welcomed three new staff members this month. Emily Schulten joins FKCC as the new Coordinator of Student Success. She will be heading up the College’s Internship Program and working with the community to develop new employment related experiences to ensure that our students are job ready. Emily will also be working with Sandra Humphrey at the Middle Keys Center and Catherine Bosworth at the Upper Keys Center as Student Success Coaches to provide support for the Game Changer students. Twenty two students in Key West, and four students in each of the centers are meeting with their coaches twice a week to review assignments and enhance their study skills. Distance Learning The College’s online learning management contract with Desire2Learn (D2L) was renewed. During Convocation Day, Dr. Bill Irwin presented an enthusiastic review of his experience using Quality Matters in his online Environmental Biology course. His review is expected to be complete by the end of this semester and funds have been allocated to expand Quality Matters certification to additional online courses. Learning Resource Center Kristina Neihouse has expanded the Library Book Club to two days each month. Attendance at both sessions of the book club exceeded prior records. Marcos Gonzalez has added new seamless electronic article delivery to the services available through the library. Faculty and students are now able to gain access to articles from Google Scholar, typically within 24 hours of request. Career, Technical and Workforce Education (CTWE) Dean Williams attended The America’s SBDC Conference in San Francisco, CA on September 9 – 11, 2015. This national SBDC conference attracted over 1,400 small business development professionals each year. The theme for this year's conference was "Gateway to Small Business Success" and this year’s conference provided FKCC with invaluable information to build programs and services that will help businesses expand and achieve economic growth.

Community Education, Workforce and Testing The Office of Community Education, Workforce, and Testing has relocated to B206 effective September 14, 2015. New signs will be posted around campus. This office is working with one of the computer adjunct instructors to propose Microsoft training for inmates at Monroe County Detention Center to obtain MOS certifications, as well as working on an application to obtain Class “DS” Security Training Facility License so we can train individuals to obtain their Security License. Marine, Engineering, Management and Seamanship (MEMS) Capt. Nate Ferrara is leading FKCC’s expansion of the Marine Propulsion Certificate to the Middle Keys. FKCC in partnership with Marathon High School is offering the Marine Propulsion Certificate. The certificate can be completed in one academic year.

FKCC Foundation Since the last FKCC Board of Trustees’ meeting, Foundation activity highlights include:
The full Board of Directors of the Foundation met on Wednesday, July 22 at 2 pm. This was their annual meeting to elect officers, approve budgets, and review the annual audit/990. The budget presented was approved; the current officers were re‐elected: Bob Cardenas – Chair, Jerry Caputo ‐ Vice Chair, Ed Russo – Treasurer, and Conner Boyd – Secretary. The Foundation’s 990 and audit were approved. The audit will be presented to the FKCC Board of Trustees at a meeting this fall and the 990 has been submitted to the IRS.
The Upper Keys Rotary Club contributed $5,000 to support Game Changer scholarships for students who will attend the Upper Keys Center. This increases “Rotary” giving throughout The Keys to $13,750 for Game Changer Scholarships. Drs. Gueverra and Wood will present to the Marathon Rotary Club and invite their support on September 23, 2015.
For fall semester, the Foundation provided $92,932 in scholarship support to 113 FKCC students. The approved scholarship budget for the Foundation’s fiscal year (April 2015 to March 2016) is $158,561. Deducting the fall awards and $14,770 for summer scholarships, the remaining $50,859 will be awarded in January 2016 for the upcoming spring semester.
Fundraising/PR plans continued to be refined and event dates selected for the 2015‐16 academic year. These include: Seaside Soiree, Community Day, Leadership Breakfasts in all three service areas, and all 50th Anniversary events (including a 50th Anniversary Gala on March 12, 2016 at Tennessee Williams Theatre).
Spring scholarship applications will be received and evaluated in the near future.
A 50/50 Campaign cocktail party will be held the week of October 19th. The location is to be determined; however, a prominent private home is the desired venue. As a reminder, Board of Trustees members and Foundation directors provided names of prospects that each would introduce to FKCC for cultivation. This party will be an excellent opportunity to invite these prospects to fellowship and to learn about FKCC and to introduce the 50/50 Campaign.
The Foundation sponsored lunch for all FKCC faculty and staff at the 2015 Convocation Day. During the meal, the importance of 100% participation in donor support by all employees was imparted. Subsequently, “donation through payroll deduction” forms have been distributed and 13 new employee donors have signed up. With this addition, 31% of FKCC employees are now donors to the Foundation.
Waste Management has been invited to renew a $3,500 sponsorship for Community Day. This year’s event is Saturday, November 7th and will celebration our community and FKCC’s 50 years as our community’s college.
The American Legion has indicated their desire to create an additional $10,000 scholarship to provide full support for a nursing student.
