About UREDA Uttarakhand state came into existence as a new state on Nov. 9, 2000 by bifurcation of Uttar

Pradesh. It is a leading state of the country in renewable energy. In Uttarakhand, operation and

execution of various schemes based on renewable energy is handled by Uttarakhand Renewable

Energy Development Agency (UREDA) through local Panchayat, volunteer organizations and district

administration. Since 2008 UREDA is also spearheading the activities of Energy Conservation as a

State Designated Agency (SDA) of BEE.

The implementation of renewable energy programmers in the state of Uttarakhand, conferences and

workshop conducted towards awareness and technological modifications, Provision of promotional

measures for the renewable energy development and other activities carried out, all have been

successful in meeting their objective.

Implementation of the EC Act in Uttarakhand The Energy Conservation Act 2001 was enacted by Government of India, which has been engaged in

promotion of renewable energy and energy conservation nominated as the State Designated Agency

to function as the extended arm of the Bureau of Energy Efficiency, GOI for implementation of the

Act in the state. The basic objectives of the EC Act are:

v Provide a policy framework and direction to the national energy conservation activities.

v Coordinate policies and programs on efficient use of energy with the stakeholders.

v Establish systems and procedures to verify measure and monitor EE improvements.

v Leverage multilateral, bilateral and private sector support to implement the EC Act.

UREDA Activities under EC Act v Preparation and implementation of sector specific annual energy savings plan for assessment

of potential of energy saving in installed Street Lights, Buildings & Water Pumping Station in

Municipal Sector of the State.

v Preparation of DPRs on waste heat recovery including demonstration in a few of them.

v Development & Implementation of Demand Side Management (DSM) Projects.

v Investment Grade Energy Audit of Govt. Buildings

v Creating public awareness through News Papers, Electronic Media, and Publicity and

organizing camps at different level.

v Revolving, Investment Fund (RIF) for interest free financing for implementation of energy

efficient projects in Central/State Govt. public buildings, undertakings, agencies, common

area street lighting projects and energy efficient projects in public drinking water pumping

stations.

v To organize trainings for the employees and experts for the proper utilization and

conservation of energy, and survey technique.

v Identification of Designated Consumers in the State of Uttarakhand.

v Organizing workshops / training programmes involving all stakeholders like Energy Managers,

Energy Auditors and Designated Consumers etc.

v Amendment of Energy Conservation Building Code (ECBC) in the States to suit regional and

local climatic conditions and Creation of ECBC committee.

v LED Village Campaign

v Half yearly regional meetings by the SDAs to share the best practices among themselves

v Demonstration projects in the areas of energy efficiency in street lighting, revamping water

pumping systems and energy efficiency in SME clusters

v To implement various programmers of BEE as per directions/instructions issued by Bureau of

Energy Efficiency, MoP, GoI from time to time.



Empanelment of Energy Audit Firms / Agencies and Energy Auditors In order to continue its ongoing programme for “Conservation of Energy and Its Efficient Use” and

also in the capacity of State Designated Agency (SDA) for State of Uttarakhand under the Energy

Conservation Act- 2001, invite the applications from interested Energy Audit Firms / Agencies and

Energy Auditors for temporary empanelment / registration for a limited period of three (3) years on

the following criteria:-

i) Empanelment will be given to Energy Auditing Firms / Agencies and Individual Energy

Auditors.

ii) The energy auditing firms / agencies may be autonomous bodies, societies, industry

associations, NGOs, Government departments, registered companies, partnership firms,

Energy Service companies, academic institutions, individuals etc. working in India in the

similar field.

iii) Temporary empanelment up to three (3) years may be awarded to those successful

energy auditing firms / agencies and energy auditors which have been in the energy

auditing business and should have to fulfill the following eligibility criteria for registration.



Eligibility Criteria for Registration: Category A (Energy Auditing Firms / Agencies): S. NO. Energy Auditing Firms / Agencies

4 Number of Detailed Energy Audit Completed in Industries / buildings. (Undertaking in this regards should be submitted and also provide at least 2 Energy Audit Reports one (1) from industry and one (1) from building sector in both soft and hard copies)

5 The Firm should have minimum total turnover during last three years. (CA Certified Certificates on enclosed format- Annexure-1)

Note:

· Minimum 70 marks (must contain the 15 marks of Sl. No. 3) will be required for qualifying.

· Firm/consultant/individual should submit 2 nos. Detailed Energy Audit Report which was prepared earlier. Failure to the submission of reports, the firm/agency/ energy auditor will be awarded zero marks in the Sl. No. 4.

Terms & Conditions of Empanelment

1. The empanelment shall be only valid for operating under UREDA’s Energy Conservation Activities & Programs within Uttarakhand State for a specified period of 36 months ending on 31st March 2018.

2. The empanelment is subject to yearly review by UREDA and shall be liable for cancellation in case of non-performance or violation of any of the terms & conditions.

3. The empanelled Energy Auditing Firms / Agencies and Energy Auditors shall be obliged to submit yearly Work Report pertaining to their overall activity.

4. The empanelled Energy Auditing Firms / Agencies and Energy Auditors shall be required to actively participate in UREDA EC Programs during this period.

5. The empanelled Energy Auditing Firms / Agencies and Energy Auditors shall abide by the scope of work and the terms & conditions of the assignment given by UREDA.

6. The empanelled Energy Auditing Firms / Agencies and Energy Auditors shall be required to participate in all the meetings and workshop convened by the Agency, periodically, for reviewing the progress of the Programme.

7. UREDA reserves the right to reject all or any of the proposals without assigning any reason thereof.

Application Processing Fees - Rs. 2,500/- Application process fee of Rs. 2,500/- in the form of demand draft drawn in favour of `Director UREDA’, payable at `Dehradun'.



Procedure for Submission of Empanelment Document: The Firm/Agency/individual should submit EOI on the prescribed format (Application Form). All related detailed information will be submitted by the Firm/Agency/individual as asked in format. The EOI format may be obtained from the office of the UREDA Head Quarter against payment of Rs. 2,500 (Two Thousand Five Hundred Only) towards Non-refundable Application Fee, through DD drawn in favour of “Director, UREDA” from any Schedule Commercial Banks and payable at Dehradun. The EOI form can also be downloaded from the website: www.ureda.uk.gov.in However Application Fee shall have to be paid along with the EOI, failing which the EOI will be rejected.
