Sellers finalist in Miss Kentucky American Princess pageant Miss Britlany Sellers, daughter of Ricky and Vicki Sellers, has been accepted as a State Finalist in the Miss Kentucky American Princess Pageant to be held July 2&3,1998 at the Hyatt Regency Hotel in Lexing- ton. The winner of the Miss Kentucky American Princess Pageant in each division will receive a cash award of $500, official crown, bannerand $300 in travel expenses to compete in the National Miss American Coed Pag- eant in Orlando, Florida, where thou- sands of dollars in cash awards, schol- arships, and prizes will be awarded. MikeCameron.ofCameron Con- struction Company, told the court that he was two payments behind for work he had done on jail renovation project and that he had not been paid for work done in January totaling $3,795. Cameron told the court that he knew it was not their fault, but it had been difficult to get paid for work done since the project started. "Architecture Plus is not doing their job, it has been like getting blood from a turnip, they just aren't doing the proper paper work," Cameron said. RockcastleCountyJudge-Execu- tive Buzz Carloftis told the court he had made calls to Ross-Sinclair, the company paying the bills for the jail renovation project on several occa- .sions, but Cameron still had not got- ten all that was owed to him. Carloftis left the meeting for a few minutes and called Ross-Sinclair about Cameron's problem. He later told Cameron and the court that the pay problem should be corrected the next day. Cameron also reminded the court that they had approved payment of $3,795 in March forrockremovalin January, but he had not been paid for that either. The Judge looked up the bill in question in the March minutes and found where the court had indeed agreed to pay the money, but they took no other action. Cameron also told the court it had been four weeks since he had been able id work, because demolition work in the old jail was not com- pleted on schedule. "We are already behind and it seems to be getting worse," Cameron said. The county isresponsibletothe. demolition workihemselves. And then the court got some more bad news about therenovationproject. Billy Curtis of Archtecture Plus,, who had been site manager on the project since it began this spring, quit on Monday. The Judge-Executive, nor the court knew anything about Curtis' decision until Anna Rose Mullins told them he (Curtis) had turned in his keys earlier in the day. Third District "Magistrate Bill McKinney said he thought Architec- ture Plus should have been more on top of things and already had another site manager on the project However when Carloftis called Arc hi lecture Plus they told himCurtis was supposed to work two more weeks and should have been at the court meeting. The Judge did not say when Architecture Plus would have someone on site. And, although only about five prisoners are being held in the county jail because there is no kitchen, the state department of corrections con- ducted a surprise inspection on Fri- day. And, on Monday thefiscalcourt received a certified letter from the state threatening to shut down thejail all together. Carloftis told the court that the fire alarm in the jail was not working correctly during the inspection and that if it wasn'tfixedimmedately the jail would be shut down by the state. The court's only requirement of Brindle Ridge was some type of collateral on the loan, since the court would be ultimately responsible, if Brindle Ridge did not repay the loan. The court also approved the pay- ment of $25 rental fee for each poll- ing place used in the county during the elections. Before some people had received more than others, al- though none had received more than $25.00. The court also approved the county budget to the nextfiscalyear, which began on July 1. The total budget for the county is $2.3 million. The Road Department will get $763,500, the general fund, $614,726, the jail fund $425,274 and 911 dis- patching $161,000. Rockcastle Deputy Sheriff Charles Gray said he was called to Livingston around midnight Friday night. He said that when he ani ved he spotted Blackburn trying to get into a house on Mullins Street and when he Gray said that he was called back to Livingston around 3 a.m. Saturday morning after Blackburn broke into a garage on Main Street owned by Donald Rice. "Ms. Mink said she shot in the air to s c a r e b u t that the bullet must haverichochetedand struck him," Gray said. But, the blood in Ms. Mink'shome apparently came from Blackburn's hand which was still bleeding. "Blackburn left the scene again, but a few minutes later, one of Blackburn's brothers told police he had gone home and they could come and get him before he got himself killed," Gray said. Blackburn was arrested around 4 a.m. Saturday and lodged in the Rockcastle County Jail. He was charged with two counts of second degree burglary and one count of auempted burglary. In May, a Rockcastle Coupty Cir- cuit Court jury found Blackburn not guilty of assaulting officer Gray and Livingston water superintendent John Kuhn on August 23 of 1997. They did find him guilty of resisting arrest and sentenced him to 90 days in jail. . His next court appearance will be July 31. Bear spotted (Cont. from front) and at another home, but that resi- dents shouldn't be alarmed. "They tell us tojust ignore a Black Bear and it will eventually leave, because they are not meat eaters, but if your garbage is out where they can get into it, that might pose a prob- lem," Thomas said. While residents were watching the Bear, one man was shot in the thigh. Thomas said that a handgun acci - dently felloutof thepocketof Gilbert Chesnut and shot his brother-in-law David Scarborough in the thigh. Scarborough, 30, of Orlando was transported to Rockcastle Hospital and later to the University Kentucky Medical Center. He has since been Smithern on Dean's List -Lisa Smithern of Mt.
