    • Consultancy for evaluation of CEMCA project on Community radio. The evaluation focused on evaluating the interns, fellows, documents and materials prepared by CEMCAand interviewed various stakeholders from Ford Foundation, Ministry of I&B, officials of CEMCA.The purpose of this evaluation is to provide a pathway to CEMCA for future engagement in the field of Community Radio “Enabling Media Access for Community’s Self Expression”, Commonwealth Educational Media Centre for Asia (CEMCA).

    31. Code of ethics for research followed by the Departments

    The Centre strictly follows the code of ethics in academic publication, research and in admission of students as laid in the University rules and Guidelines. Stress is laid on high quality and original research and students have been made aware of moral and ethical norms in research such as avoiding plagiarism.     to undertake research on Media Pluralism and Media Diversity in India. The present source of procurement of Visual data and analysis is cumbersome and time consuming and costly affair

    • The Centre needs to develop a multi-media lab to have a regular interactions with various stake holders to evolve suitable models of governance and problems solving mechanism for effective governance in society.

    • The Centre needs to develop a good library with access to more academic journals on communication and governance issues.

    • The Centre needs more working hands, both technical and academic, to engage with its ongoing activities

    • The Centre needs sufficient funds to publish & disseminate its Project Report, Working Papers and Seminar proceedings.

    OPPORTUNITIES: • The idea and imagination of the Centre has attracted scholars and

    curricula benefit from it. • The Centre has submitted under CPEPA scheme a proposal to UGC so as to

    carry forward the proposed and ongoing activities at the centre. • Our students have tremendous opportunities of working in their capacity as

    media experts in various policy groups, research bodies as also in the corporate sector, international agencies and civil society organizations.

    • The Centre realizes the potential as well as the need to develop materials in order to meet challenges in teachings, research and policy-oriented issues on theory, history and methods in communication studies and research.

    • The Centre is approached by Civil Society group and Donors to train students & mid-career professionals in the skill of media advocacy and democracy.

    CHALLENGES: • One of the biggest challenges ahead for the Centre is to provide a pathway

    for developing curriculum and pedagogy on Media Education for the country.

    • Strengthening young faculty members through refresher courses on the one hand and to update the faculty and students about recent developments in the field and knowledge about media governance in the country.

    • Developing and sustaining networks among young researchers and faculty across media scholars in India through various activities such as summer programmes, conferences and workshops

    • Consolidate and develop collaborative research among various universities in India to generate empirical data and encourage research traditions in the field

    • Initiate a peer-review journal on Communication Studies for dissemination of findings as well as developing a culture for research and writing.

    52. Future plans of the Department. One of the major challenges for the Centre is to address the inter-disciplinarily in Communication Studies. Besides, the discipline of Communication exists and taught in Indian Universities are not able to address the rising concern and challenges posed by policy, civil society and Industry requirements. The changes in technology demands new courses such as print, electronic and online media. Such courses are oriented towards professional requirements rather than studies orientation. Due to lack of studies orientation, the field of Communication witnesses a knowledge deficit and unable to address the disciplinary concern and develop a body of knowledge like other disciplines. Fragmentation of the field along medium has further affected the field for any intellectual engagement. The centre’s primary thrust is to work towards interdisciplinary of Communication and develop a knowledge base for future engagement. From Medium to Media: The Locus Reshaped Central to our approach is a research orientation that should not confine itself to any medium of communication per se; rather, it must reflect upon the historical and cultural nature of the media. In doing so, it must combine the study of both, the material organization of the media---i.e. goods which human uses---and the institutional organization structuring it. In other words, the renewed emphasis must engage with three spheres of the ‘medium’, where question of how culture, technologies and the social interact find a locus. This is indeed a major challenge as it involves the fuzzy zone of interactions between technology and culture, or the

    interferences between technologies of memorizing, transmission, and displacement, on the one hand, and our modes of belief, thought, and organization, on the other. From Culture to Media-Culture: The Contiguous Arena We must investigate, firstly, how a break in theories of transmission and transportation provoke a change in human behavior; and secondly, how a cultural tradition provokes, assimilates or modifies a technical innovation in its existing media-culture. Here, the function of media, namely transmission, must be considered in relation between media and history, human life and social circumstance. From Administration to Media Governance: The Structuring Arena The media occupy a space that is constantly contested--- viz. to organizational and technological restructuring, to economic and cultural constraints, to commercial pressures and to changing professional practices. As conveyers and purveyors of ideas, a media system is often called the ‘oxygen’ of democracy, one of the fundamental freedoms and enablers of participation in society. Nevertheless, the relation of the media with governance is not only functional but also transactional---an encoding of the dynamic shatter zone between society (governed) and polity (governor). And at this level, the ‘mass’ media--- as also other institutions of communication--- help sustain human relationships, revealing the mutuality of interests. Much current issues in media, culture and governance may be collapsed into a core set of questions, their answers may not be readily forthcoming. For, some relate to economic issues, others to human rights. Other issues are stable, with no serious debate or contention, but such a stability not being either at ease or indefinite. Still others are emerging for the first time, such as media advocacy. Engaging with these invariably necessitates the response of multiple agencies working in partnership, including when required, across national mediascapes. In turn, this calls for not only reorienting research, skill-building endeavors and media institutions but also managing deliberative processes about the estimated ‘public value’ of innovations in media education and governance. Making an overall assessment of the media environment, one can say that compared to the earlier times of scarcity, media environment is today characterized by information abundance and multiplicity of sectors and platforms. Curiously, Media Education in India also mirrors such a sectoral development of media industry. The growing industry requires an array of skilled professionals spanning both news and entertainment, from technical, creative, business to managerial. This has pushed the need for more specialized, practice oriented media related courses. Media Studies has thus become a capsule of various ‘mediums’ of the media - journalism, cinema, broadcasting etc - each demanding separate curriculum based on skills specific to the medium. Its emphasis on teaching has become a function of the dynamics of demand and supply in the media industry. As a result, the idea and imagination of communication studies and communication research has itself become fragmented and medium bound. This necessitates a critical interrogation of the existing media practice and the canvas of Media education in India therefore needs to spread wide. In this regard, media scholarship needs to engage both theoretically and empirically with the dynamic processes and practices of media policy, advocacy and governance. Any discipline features a corpus of theory, accepted ways of knowing and accumulated knowledge and in this respect communications’ emergence as an academic discipline in India is a work in progress. What is needed perhaps is a

    serious reflection and a thought out direction, to gather both coherence and legitimacy.

    5 Year Roadmap of the Centre The Centre has proposed to University Grants Commission to undertake:

    Strengthening Communication Studies Pedagogy • Identifying Mechanisms of Enhancing Teaching Tools & Techniques

    through Curriculum Development and Teaching Workshops.

    Strengthening Communication Research • Analysis & identification of institutions of higher education requiring

    strengthening of research capabilities and of pedagogical innovations. • Identifying & analyzing research themes & areas for future engagement.

    Prioritizing themes of basic/policy research addressing the emergent media milieu.

    • Laying priority on Communication Research through an expansion of university funding.

    Strengthening Collaborations: • Launching Journal/s on Communication Studies in India. • Making an Association that facilitates exchange between scholars, as also

    publishes a newsletter, Journal and Website for book reviews. This can be modeled on the ICA/IAMCR.

    • Exploring Institutional Collaborations both at a National and International level.

    • Organizing Video Conferences between University Departments on communication both within India and abroad.

    Forging aninter-university Network that involves: • Identifying opportunities for capacity-building for the Faculty and doctoral

    students through thematic workshops. • Organizing Forums and Workshops to engage in methodological challenges

    and conceptual issues. • Organizing Summer/Winter School for Communication Research Scholars. • Facilitating arrangements for Visiting Faculty from National and

    International Institutions.
