INSPIRE Directive & Implementing Rules
• The INSPIRE Directive (2007/2) lays down general rules to establish an Infrastructure for Spatial Information in Europe to support environmental policies, and policies which may have an impact on the environment
• INSPIRE is built on the SDIs established and operated by the Member States
• Implementing Rules (Legal acts providing the details necessary for interoperability)

Interoperability Solutions for Public Administrations (ISA)
• ISA is a European Commission-driven EU programme, running from 2010 to 2015, which:
supports interoperability solutions, sharing and reuse among European Public administrations
provides an architectural framework for seamless exchange of information between IT-systems of the Member States
is developing guidelines, methodologies and components for cross-sector and cross-border ICT solutions
• ISA is funding two Actions relevant to cross-sector and cross-border location-based services:
EULF to develop the policy and implementation framework, and
Are3NA to facilitate sharing of relevant technical components
The EULF opportunity
• Location information is used in many policy areas
• Environmental factors and human activity do not stop at national boundaries!
• Challenges in accessing and combining data and re-using available software limit what can be achieved in delivering e-Government services
• The INSPIRE framework and data can
 help improve interoperability
support cross-sector and cross-border applications, and
make a significant contribution to e-Government
The EULF opportunity
• Action is needed to:
realise the wider potential of INSPIRE
 engage decision makers
and address the barriers to re-use andinteroperability in building spatially-enabled services
• This can be achieved through the European Union Location Framework
So what is the EULF?
9
“The EULF is a strategic framework of standards,
case studies, guidelines and actions to realise the potential of location information in Europe, facilitating a more aligned approach in policyareas, improvements in the way location
information is used in e-Government services, and increased interoperability and re-use of data
and services, based on INSPIRE. It aims to address all relevant sectors and through its actions improve the conditions for building
cross-border applications”

ISA-INSPIRE Joint Working Group on Spatial Information and Services
Provides policy and technical advice on the role of spatial information in support of the Digital Agenda for Europe, with particular emphasis on policy alignment, e-government integration and re-usable technology
Responsibilities
• Identify policy areas where a more integrated, efficient or innovative approach to location information is required
• Provide information on national e-Government developments and technologies, identify gaps and EU collaboration opportunities
• Identify relevant barriers or good practices
• Advise on and promote the ISA actions for spatial information and services
Expected EULF Benefits
• Cost savings through re-use and interoperability of ICT and data
• Improved policy outcomes, through have a better evidence base
• e-services designed around user needs with location inbuilt and duplication avoided
• Applications easier to implement
• Increased possibilities for innovation
• Businesses able to introduce new products and services more easily – generating growth
• Wider socio economic benefits, including citizen participation

Focus Areas• Policy and strategy alignment• e-Government integration• Standardisation and interoperability• Cost Benefit focus• Committed partnerships• Open and balanced information policy• User-driven services and products• Knowledge and skills availability• Effective funding models• Effective leadership and governance
Outputs• Survey of location and e-Government strategies
• Strategic Vision• Policy, standards and benefits reviews• Case studies, best practices and guidelines
Key role for INSPIRE
UN-GGIM Europe Influencing European geospatial policy, promoting best practices and working with the UN-GGIM to tackle major environmental and social challenges
Conclusions
• The EULF aims to improve interoperability and use of location information in e-government services across sectors and borders
• Several key European ‘location’ initiatives are currently being progressed – it is vital that they work together and benefit from synergies
• INSPIRE underpins all of this activity and will evolve to play a bigger role
• Europe is well placed with these actions to deal with European and global imperatives
