State of play concerning ERA priorities in research

    performing organisations

The European Research Area (ERA) was launched in 2000, and institutions like yours are making it a reality everyday. However, much more progress is needed. This is why the Commission Communication on a 'Reinforced

European Research Area Partnership for Excellence and Growth'

http://ec.europa.eu/research/era/pdf/era-communication/era-communication_en.pdf - adopted last July by the

European Commission - includes a set of priorities which aim at significantly improving Europe's research

performance to promote growth and job creation.

In an effort to better identify those precise actions where progress is feasible, this questionnaire seeks to identify the

state of play in the implementation of the ERA priorities as well as to offer the opportunity to indicate those barriers

faced by your organisation (and your needs for support) when implementing ERA on a daily basis. It is important that allorganisations involved in funding research, as well as those carrying out research, have the opportunity to provide their

    contributions.

The results of the survey will be used in summary form only, to protect confidentiality. Thus, they will be aggregatedso as to present the state of play at national level. The results will be made available on the dedicated

    European Commission Websiteh t t p : / / e c . e u r o p a . e u / r e s e a r c h / e r a / s u r v e y 2 0 1 2 _ e n . h t m l

The identification number will only be used to keep track of the questionnaires as they are filled in. In this way, follow up reminders will not be sent to those who have already responded. All personal and/or institutional data

collected as part of this survey will be recorded in a secured and protected database hosted by the European

    Commission, the operation of which abides by Regulation (EC) 45/2001.h t t p : / / e c . e u r o p a . e u / r e s e a r c h / e r a / s u r v e y 2 0 1 2 _ e n . h t m l

If your organisation includes one or several autonomous departments/research units, please note that each

autonomous entity should fill in the questionnaire (including the over-arching organisation). If you have received an

invitation to participate in this survey but your organisation is not autonomous within an over-arching organisation,

please note that only one response is expected from your organisation. Therefore, we would be grateful if you could

forward the invitation to the appropriate central level.

The survey is made up of several sections listed below. Each section is designed to gather only the necessaryinformation according to the profile of the respondent. Please note that the information asked for in the questionnaire

may need to be collected from different services within your organisation, as follows:

    - Introduction and Information about your organisation (central management)- Research funding system/Research funding (central management, financial department)

    - Transnational cooperation (international cooperation department)

    - Research infrastructures (central management)

    - Other ERA priorities (central management - this section only applies to research funding organisations)

    - Researchers (Human resources department/central management)

    - Gender (Human resources department/central management)

    - Knowledge circulation (IT management/central management)

    Therefore, it is advisable to:

    - Download the appropriate questionnaire (according to the profile of your organisation) in PDF format at:

    h t t p : / / e c . e u r o p a . e u / r e s e a r c h / e r a / s u r v e y 2 0 1 2 _ e n . h t m l ,

    - Distribute the questionnaire to the different services concerned, and- Fill in the questionnaire online once all the answers have been collected.

Please note that the system automatically disconnects the user after 90 minutes of inactivity.

Please also note that: Some delay may occur when answering particular questions, as some answers will lead to the

    appearance of additional questions

Most questions allow multiple answers. In most cases, your organisation may also specify other issues ofrelevance

In some questions, your organisation is asked to rate the importance of some issues at stake. Please ensurethat the answer reflects the viewpoint of the organisation and not personal opinions

Some questions require the respondent to provide figures/numbers. Figures and numbers should be providedfor year 2011, except if indicated otherwise in the question

For open-ended questions where you are asked to type in text, we encourage you to do so in English, Frenchor German, however if you are more comfortable in your own language, please do not hesitate to use it

For the purpose of clarity, some key terms used in the survey are defined in a pop-up window (please click onthe 'i' symbol for the pop-up window to appear and remember to close the pop-up window after use). For your

convenience, a full glossary is also available here:

    h t t p : / / e c . e u r o p a . e u / r e s e a r c h / e r a / s u r v e y 2 0 1 2 _ e n . h t m l

You should click the 'SUBMIT' button only after you have answered all the relevant questions

The consultation will run until 25 January 2013. The analysis of the results will be published on the Commission's

website. For any further information or questions on this survey, please contact - if possible in English, French or German -

    [email protected]

The European Commission would like to thank you in advance for participating in this survey. Your participation is

essential to better understand the state of play concerning the ERA priorities, follow progress and identify needs to

    achieve ERA.

In the provision of open access there are two main modes, green open access and gold open access. What is

the predominant mode for publishing in open access used by your organisation?

Gold route or 'Gold' open access model (open access publishing):payment of publication costs is shifted from subscribers to the author

of an article. Often these costs are supported by the university or the research institute to which the researcher is affiliated or by the funding agencysupporting the research.

Green route or 'Green' open access model (self-archiving):a version of the article (the final published article or final peer-reviewed

manuscript) is archived by the researcher in an online repository before, after, or alongside its publication in a journal. Access to the deposited article is

often delayed ('embargo period') at the request of the publisher so that subscribers retain an added benefit.
