LOS ANGELES — An artist is mak-ing it difficult to believe there’s actually a copy of Justin Bieber’s latest album for sale in Los Angeles. Paz Dylan, a 25-year-old electronic musician and art-ist known only as Paz, says he planted 5,000 copies of an album that appears to be Bieber’s “Believe” but actually contains a copy of Dylan’s own CD.

The fakes appeared at retailers such as Best Buy, Target and Wal-Mart on Tuesday, April Fools’ Day. “We were meticulous,” said Paz, who fancies the stunt as more of a performance art piece than a gag. “We paid a lot of attention to detail because we wanted these to stay up on shelves as long as possible.”

The wrapped CDs resemble “Be-lieve” right down to the bar code and silky Bieber portrait on the cover. However, Paz’s artwork is on the inside of the back cover, and the disc itself is slathered with images of cats, pizzas and a dog stuffed inside a taco. The CD itself contains the 13 tracks from Paz’s synth-heavy independent release “From the Bottom of My Heart to the Top of Your Lungs.”

The only differentiating factor is that Paz’s subversive CD package lacks the kind of sticker that usually covers the top of a CD case, which is found beneath the wrapper of most unopened albums.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

coastal area of Penimbangan Beach to move to location that has been provided by Buleleng government through the Sanitation and Landscaping Agency (DKP) of Buleleng becomes an unresolved issue so far. A year passed, most traders remain to peddle in the north of the road and are reluctant to use the vacant land on the South side of the Segara Penimbangan Beach.

Rabies in Bali began to ap-pear in 2008 and has claimed at least 147 victims who died positively due to rabies. The Head of the Bali Health Agency, Ketut Suarjaya, explained on Wednesday (Apr 2) that rabies problem in Bali was a serious case which should be observed by all people. The main problem encountered was the handling of the case in the upstream or the handling of the rabies car-rier animal. According to him, though having made socializa-tion on the transmission and treatment of rabies and dog vaccinat ion programs, there were still some positive rabies cases in dogs and humans. “In 2014, from 4 suspected cases in humans, one is tested positive. Currently, the posit ive dogs were found in the region of Buleleng,” said Suarjaya.

The finding of positive dog case indicated if the upstream handling was still not maximal. To that end,

“Imagine we import many agri-cultural products and meat. Actu-ally, they are all products produced

by the hard work of our workers. Why this opportunity is not worked on maximally by the government?” he said.

According to Sukarja, if the government including Bali had not been able to develop the ag-ricultural industry, there was no harm in inviting foreign investors in agriculture. To attract investors, they should be given facilities like tax exemption. “After grow-ing bigger, they are imposed with tax. It is intended for the creation of national food security, even if possible our products can be ex-

ported. If the imports continue, it will always make our farmers hard and it is prone to corruption. VAT is just levied for large employers,” said Sukarja.

Secretary of the Indonesia Farmers Union (HKTI) of Ba-dung, Ketut Sugiana, also agree if foreign investors were invited to invest in agriculture in Indonesia to strengthen food security. He added there was no harm in invit-ing foreign investors to increase the yield of agricultural products, but should involve farmers. It was intended to yield quality products,

increase farmers’ welfare so their products could fully absorbed by the market.

“As far as it relates to the strengthening of food security, I think it realistic. But there must be a synergy between investors, farmers and our experts,” he said.

Although there had been Re-gional Bylaw governing the ra-bies, especially in terms of han-dling and mobilization of animal rabies carrier, Suarjaya admitted that many people still violated. On that account, he hoped the par-ticipation of customary village by setting forth an awig-awig regard-ing the handling of rabies in the

area. “Awig-awig is usually better adhered to by the community,” said Suarjaya.

All this time, there had been no customary village setting forth the regulations on the rabies handling in their awig-awig. According to Suarjaya, the rules of customary village in the form of perarem or convention had been applied by several customary villages such as Sibetan and Kediri. “Although it was only in the form of perarem but the handling of rabies in the area have been intensified,” he said. NEW YORK — An award hon-oring emerging fashion design-ers has been named for L’Wren Scott.

The award was created by The Art of Elysium, an organization that brings the arts to hospital-ized children. The L’Wren Scott Amber Award honors both Scott, who committed suicide on March 17, and Amber, a child who had a brain tumor and who participated in The Art of Elysium’s fashion workshops for hospitalized kids.

The venture was announced Thursday by the New York com-pany that handled the 49-year-old designer’s public relations, PR Consulting.

No trace of the Boeing 777 has been found nearly a month after it vanished in the early hours of March 8 on a flight from Kuala Lumpur to Beijing with 239 people on board. “It is a very difficult search — the most difficult in human history. But as far as Australia is concerned, we are throwing everything we have at it,” Abbott told reporters.

Although Australia is coordinat-ing the ocean search, the investi-gation into the tragedy ultimately remains Malaysia’s responsibility. On Thursday, Najib said Australia had agreed to act as an “accredited representative in the investigation,” and would be working with Ma-laysia to draw up a comprehensive agreement on the search. Despite a lack of answers into the mystery of Flight 370, Najib sounded a hopeful note during his visit.

“We want to provide comfort to the families and we will not rest until answers are indeed found,” he said. “In due time, we will provide a closure for this event.”

On Wednesday, officials warned that the investigation may never produce answers into why the Malaysia Airlines jet disappeared. A frustrating dearth of information has plagued investigators from the moment the plane’s transponders, which make the plane visible to commercial radar, were shut off. Military radar picked up the jet just under an hour later, on the other side of the Malay Peninsula. Authorities say that until then, its “movements were consistent with deliberate action by someone on the plane,” but have not ruled out anything, including mechanical error.

Police are investigating the pilots and crew for any evidence suggest-ing they may have hijacked or sabo-taged the plane. The backgrounds of the passengers have been checked by local and international investi-gators and nothing suspicious has been found.

The search for the plane began over the Gulf of Thailand and South China Sea, where the plane’s last

communications were, and then shifted west to the Strait of Mal-acca. Experts then analyzed hourly satellite “handshakes” between the plane and a satellite and now believe it crashed somewhere in the southern Indian Ocean.

Search planes initially began

looking in a remote area southwest of Perth before moving the search zone 1,100 kilometers (680 miles) to the north after a new analysis of the data showed the plane was traveling faster, and therefore likely ran out of fuel earlier than officials first thought.

Despite more than two weeks of scouring the remote waters, no trace of the plane’s wreckage has been found. Houston has said there is no timeframe for ending the search, but acknowledged a new approach will eventually be needed if nothing turns up.

FORT HOOD, Texas — An Iraq War veteran being treated for mental illness opened fire on fellow service members at the Fort Hood military base, killing three people and wounding 16 before committing suicide at the same post where more than a dozen people were slain in a 2009 attack, authorities said. The shooter apparently walked into a building Wednesday and began firing a .45-caliber semi-automatic pistol that had been purchased recently. He then got into a vehicle and continued firing before entering another building and kept shooting.

He was eventually confronted by military police in a parking lot. As he came within 20 feet (6 meters) of an officer, the gunman put his hands up but then reached under his jacket and pulled out his gun. The officer drew her own weapon, and the suspect put his gun to his head and pulled the trigger a final time.

The gunman, who was married and served in Iraq for four months in 2011, had sought help for depression, anxiety and other problems. Before the attack, he had been undergoing an assessment to determine whether he had post-traumatic stress disorder, according to Lt. Gen. Mark A. Milley, the senior of-ficer on the base.

The 2009 assault on Fort Hood was the deadliest attack on a domestic military installation in U.S. history. Thirteen people were killed and more than 30 wounded.

The suspect in Wednesday’s shooting had arrived at Fort Hood in February from another base. He was taking medication, and there were reports that he had complained about suffering a traumatic brain injury, Milley said. He did not elaborate. The gunman was not wounded in action, according to military records, Milley said. There was no indication the attack was related to terrorism, Milley said.

Spokesperson of Sanglah Hos-pital, Kadek Nariyantha, described that most patients belonged to the policlinic of emergency room or fast track reaching 29 people and 16 medical patients. “Medical Triage handled 16 people, where 7 of them were hospitalized, 3 people took outpatient treatment and a patient went home by force. Most cases are closed fractures,” he said.

Fast track and Medical Triage patients were dominated by febrile observation or fever patients, in addition to non-bleeding stroke cases and suspect cases of tetanus. Meanwhile, the surgical triage handled 11 patients where 7 took inpatient treatment, 3 outpatient treatment and a patient went home by force. Most cases handled were closed fracture trauma.

For Midwifery Triage, based

on a 24-hour time span, it was recorded 13 pregnant women who were hospitalized and 7 took outpatient treatment. “The number of birth was recorded 15 infants, consisting of 9 men and 6 women,” said Nariyantha.

Most patients came with private car accompanied by pecalang (customary security guard) and some were picked by ambulance. In the implementation of Nyepi, Sanglah Hospital remained to alert an ambulance even though the ambulance was not allowed to pick out patients. “But on Nyepi, there were three emergency cases requiring an ambulance pick up,” said Nariyantha.

Emergency patients picked up by an ambulance on Nyepi was a patient with stroke at Sempidi, a patient with seizures on Jalan Sedap Malam, and another patient with abdominal pain on Jalan Dukuh Sari. “The patient pick up with an ambulance during the Nyepi was through coordination of Sanglah Hospital with local pecalang. When picking up the patient, the siren was not turned on, only turned on the lights,” said Nariyantha. (san)

Based on information gathered, the victim stayed at Tegal Sari alone and checked-in on Monday (Apr 1). Based on her room reservation, the victim wanted to stay for three days. Amidst her holiday on Wednesday afternoon, around 12:00 a.m., the victim wanted to enjoy swimming in the hotel pool. The atmosphere around the pool at that time was slightly tranquil.

One of the hotel employees said the victim initially immersed herself in the shallow pool. Some employees did not give serious scrutiny because the victim was estimated to swim well. A few minutes later, the victim shifted to deeper pool. Without realizing it, it caused the victim surprised. The vic-tim tried moving the whole body but did not have time to cry out for help. At the same time, a child came and wanted to bathe. Seeing the incident, the boy was screaming because the victim had drowned.

The employees were coming and some of which plunged into the pool to evacuate the casualty. Until at the edge of the pool, the victim was limp. The victim also had been given

respiratory assistance but the attempt failed. Furthermore, the victim was taken to Toyo Clinic located not far from the hotel. However, when ar-riving at the clinic, the victim was mentioned lifeless.

The incident involving a foreign victim was then reported to police. In the examination of the victim’s body in the clinic by doctor and paramedics, the victim was alleged to die of heart failure and pulmonary circulation due to drowning. No signs of violence were found on the victim’s body.

With permission from Gianyar Police Chief, the Ubud Police Chief I Wayan Sumara justified the incident on the death of foreign traveler dur-ing a swimming activity. Gianyar Police identification team had been deployed to ascertain the cause of the victim’s death. The result of post mortem examination indicated if the victim died while failing to breathe when drowning. NEW DELHI - Ind ia on Wednesday announced it was is-suing two new bank licences for the first time in a decade as it accelerates a push to bring more Indians into the formal banking system.

The Reserve Bank of India (RBI) announced “in-principle” approval for Mumbai-based IDFC, a major infrastructure project lender, and microfinance company Bandhan Financial Services, lo-cated in eastern India, to establish banks.

Just 35 percent of Indian adults have bank accounts, a figure which the RBI calls “miniscule” and says shows a “crying need for a further push to the financial inclu-sion agenda” to include India’s poorest.

Under their licences, the new banks must open 25 percent of their branches in rural areas that have no banking services.

The two companies were chosen from among 25 applicants, includ-ing corporate heavyweights such as the telecom-to-energy ADAG Group, controlled by billionaire Anil Ambani.

The State Council, China’s cabi-net, announced the mini stimulus late Wednesday after a meeting chaired by Premier Li Keqiang.

Anticipation has been building recently for some kind of action following a string of disappointing economic indicators, including on industrial production and consumer spending.

Li said last month that China had set its annual growth target at “around” 7.5 percent, the same level as the goal for last year, after gross

domestic product grew an annual 7.7 percent in 2013, the same as in 2012 -- which was the slowest since 1999.

“The State Council is respond-ing to the growth slowdown by announcing tax breaks for SMEs (small and medium enterprises), speeding up investment in railways and rebuilding urban shantytowns,” HSBC economists Qu Hongbin and Sun Junwei said in a report Thursday.

“This time the package is small

in scale, but it is more targeted and involves reforms on financing to secure funding,” they said. “So this should help China to smooth growth without exacerbating financial sta-bility risks.”

The tax breaks for “small and micro” companies will be extended until the end of 2016, the State Council said in a statement on the central government website.

It also said 6,600 kilometres (4,100 miles) of new railway lines will come into operation this year,

1,000 kilometres more than in 2013.

The plan will also see the cre-ation of a railway fund that will receive between 200-300 billion yuan ($32-$48 billion) each year, the statement said.

However, there was no mention of plans for monetary policy, such as a reduction in the amount of cash banks must keep in reserve, a cut in interest rates or a drive to get banks lending more.

Investors were unmoved by the announcement, with Shanghai’s benchmark composite index down 0.15 percent in the morning ses-sion.

ing as saying the government will take other steps this year including stimulating enterprises and boost-ing domestic consumption and employment.

Advocates hope getting new players in the banking sector will bring in fresh capital and tech-nology and energise the banking system which has been afflicted by a growing number of non-performing loans.

Bandhan is the first Indian microfinance firm to get a bank licence. Microfinance companies lend to the “poorest of the poor” who are unable to get funds from mainstream banks.

“We will (now) be able to offer full-fledged banking services to the poor people,” Bandhan chairman Chandra Shekhar Ghosh said.

At the verge of mangrove forests of Lake Tamblingan lies a unique temple called the Pande Tamblingan Temple. Balinese people, especially the Pande clan flock to perform prayers in the temple. Although the lake water overflows and floods the outermost courtyard of the temple, it does not dampen the Pande com-munity to say prayers. It aims at invoking safety, especially in carry-ing out the profession as a weapon maker.

The temple poses the forerun-ner of the birth of Pande clan since ancient times. It is located about 65 km north of Denpasar, or about 30 km south of Singaraja town. Pre-cisely, the temple is situated among the four villages namely the Mun-duk, Gobleg, Gesing and Umajero. The closest village to the temple is Tamblingan hamlet, belonging to Munduk Village.

The Pande Tamblingan Temple perching on the verge of Lake Tam-blingan spread across the area of 2,000 square meters. In the temple the devotees venerate the Lord Pasupati (Lord Brahma), Lingam-Yoni as well as the ancestors of Pande clan. Aside from Pande clan at the four villages, the temple is also venerated by Pande clan from Celuk and Bitra Village (Gianyar), Kayu Putih and Baturiti Village.

Pujawali or anniversary of the temple falls on full moon of the first month in Balinese calendar (July 3, 2012). Devotees came to the temple by passing through the woods and riding traditional boat services oper-ated by lake fishermen.

was originally a residential area of Pande community. It was evidenced by many discoveries of Pande heri-tage objects when doing the exca-vating for the temple construction. Some were in the form of cooling container and iron stones.

Additionally, the man familiarly greeted Mr. Dedes also found the Tamblingan inscription. It was found by chance on September 26, 2002 during the restoration of the Endek Temple located within the proximity of Pande Tamblingan Temple or 150 meters from the woods. “Discovery of this inscription also strengthens if this area was indeed the territory of Pande clan,” he said.

Sutama also explained if the in-scription was kept in an earthenware jug buried in the depth of about 75 cm. Having examined the inscription consisting of 16 blades, in fact they were issued by the king of ancient Bali from different periods, namely the King Ugrasena, Udayana and Suradipha.

On the inscription originating from Ugrasena period, it was mentioned if the Pande community had been capable of making an armor used in a war, while the inscription from the period of Udayana and Suradipha mentioned the existence of papilihan mas and pwesi as well as Selonding gamelan. “The inscription states that Pande community and Selonding gamelan players got the exemption from the obligation of paying taxes,” he added.

Sutama added that during the leadership of Bali ancient kingdom the King Asta Sura Bumi Banten was not subject to the authority of Majapahit. As consequence, a troop under the commander of the Arya Cengceng was assigned to attack the Pande community. Based on the information of secret service, Gajah Mada knew if Tamblingan was the center of the arms industry of the kings in Bali. Afterward, the settlement of Pande Tamblingan was attacked. Its amphibian forces were spread to all corners of Bali. “Probably, it was the reason why the inscriptions were hidden in jars and buried under the ground, so the descendants of Pande would then know about the history and genealogy of their ancestors,” he said seriously.

“Of the ten major products, there are six types of products exported to the United States, namely the non-knitted apparel products, wooden products, wooden goods, furniture products, home lighting, processed meat and fish products, products of stone objects, plaster and cement as well as straw products,” he explained.

Meanwhile, he said that fish and shrimp products as well as products of leather goods, were mostly exported to Japan with respective percentage of 29.16 percent and 26.15 percent.

Jewelry/gem products and knitted products were widely shipped to Singapore with a percentage of 29.91 percent and 28.34 percent.

“Delivery of export commodities from Bali is most widely shipped through the port of Bali Province alone, with the percentage reached 51.67 percent. Then, the second largest delivery is through the port in East Java reaching 47.11 percent. Remaining products were sent through the port existing in Greater Jakarta and Central Java,” he said.

Meanwhile, a lecturer from the Udayana Uni-versity, Prof. Dr. Ketut Rahyuda, said there was macroeconomic impact requiring extra works in securing the economic growth that had declined due to inflation and exchange rate disturbances that hit the import and export traders based on imported raw materials.

BEVERLY HILLS, Calif. — The doctors and therapists who worked with a little girl from Afghanistan knew the prosthetic arm they gave her would change her life. What they didn’t anticipate was that within weeks of strapping on her new limb, 7-year-old Shah Bibi Tarakhail would be using it to pick up a brush and begin carving out a new life — of abstract painting.

“What color would you like?” asked artist Davyd Whaley as he sat next to her at a table at the Galerie Michael on Rodeo Drive in the heart of Bev-erly Hills on Wednesday afternoon. “That one!” the normally reticent girl responded with a determined voice as she pointed to a tube of blue acrylic. Then, before her mentor could fetch it, she grabbed it with her new prosthetic hand, unscrewed the top with her other hand and began squeezing the tube’s contents onto a palette.

As her friends from the nonprofit Children of War Foundation and the Shriners Hospital for Children Los Angeles looked on with delight, Shah Bibi proceeded to put a series of broad brush strokes across a piece of art board Whaley had provided. Soon there were shades of blue, green and bright orange laid out across little stickers of fish, bunnies, a flower and sky that Whaley had showed her how to place on the board beforehand.

At one point she giggled with embarrassment as she accidentally squeezed a tube of orange paint onto the painting rather than the pallete. But Whaley quickly assured her that accidental art sometimes makes the best abstract art. “You’re going to do a Jackson Pollock,” he quipped. The finished result, the artist said afterward, “was pretty mind-blowing.” Shah Bibi, he said, not only handles a brush well but has an impressive grasp of matching colors.

“She kind of has a facility for it if she wants to pursue it,” added the art-ist whose own work is the subject of a large exhibition on display at Galerie Michael.

NEW YORK — A Delta jet from Atlanta bound for New York’s LaGuardia Airport was diverted to John F. Kennedy Airport due to a problem with its hydraulic system.

The plane skidded off the runway and into a grassy area after making the emergency landing around 9 p.m. Wednesday (0100 GMT Thursday).

Delta spokeswoman Leslie Scott says Delta Flight 886 was carrying 118 passengers. No one was injured.

Scott says the plane was diverted to JFK because it has longer runways. She says the McDonald Douglas MD88 was taxiing to the terminal when it rolled onto a grassy area.

Passengers were taken to Terminal 2, where buses to LaGuardia Airport were provided. The Federal Aviation Administration is investigating.

Turkey’s Constitutional Court ruled late Wednesday that the two-week-old ban violates the right to free expression and demanded that access be restored. The Indonesian Democratic Party of Struggle (PDI-P) will take 37 percent of the vote at Wednesday’s election, a survey of 2,000 people by private pollster Roy Morgan Research suggested.

The poll put the corruption-mired Democratic Party of President Susilo Bambang Yudhoyono in fourth place with 10 percent.

The Golkar party, the former political vehicle of late dictator Suharto, came second in the survey with its support declining to 17 percent, while the Gerindra party of ex-army general Prabowo Subianto was in third with 14 percent.

The PDI-P had been expected to top the elec-tions for some months, but it has seen an increase in popularity since the nomination of governor Joko Widodo as its candidate for the presidential elections in July.

Roy Morgan Research reported a ten percent jump in the party’s popularity after Widodo, known universally by his nickname of “Jokowi”, was chosen

in mid-March, compared to a previous poll.His humble demeanour and common touch -- he

regularly heads out to meet people in the capital’s poorer districts -- has endeared him to a nation sick of aloof, political leaders with deep roots in the Suharto era.

The survey showed the percentage of people saying they would vote for Widodo in the presidential polls rising to 45 percent from 35 percent in a survey before his nomination.

His main rival for the presidency is seen as Subianto but he lagged far behind in the survey with only 15 percent saying they would pick him as head of state.

Roy Morgan Research is an Australian company which has an Indonesian office. The survey was re-leased late Wednesday.

Some 186 million voters are eligible to cast ballots in the legislative elections in the world’s third-biggest democracy, with 12 parties competing for 560 seats in the national parliament.

“Based on the information that we received from Solomon Islands and Vanuatu that are closer to Chile it has reached 0.50 meters, so Indonesia is quite safe,” clarified the agency Chief Andi Eka Sakya on Thursday.

Andi explained that the 8.2 magnitude earthquake in Chile, has already caused a 1.92 meters tsunami in the coastal areas of Chile, Peru, Ecuador, Colombia, Panama, Costa Rica and Nicaragua.

“We instantly simulate on how far the waves will impact Indonesia, and our prediction is less than 0.5 meters,” asserted Andi.

Indonesian Tsunami Early Warning

Center, InaTEWS, which is located in the climatology agency’s building, also issued a tsunami warning, stating that that tsunami will hit several regions in Indonesia.

Warnings were issued by the tsunami propagation analysis that mentioned that there are 115 locations in the districts or cities of 19 provinces across Indo-nesia that will be potentially hit by the tsunami.

The potential 0.5-meter tsunami is estimated to arrive on the Indonesian coast on Thursday, April 3, at 5:11 until 19:44.

“Based on our observation, the earth-quake will have no effect on Indonesia because the location is too far and the waves too small,” Andi explained.

The climatology agency also men-tioned that the tsunami warning for the entire territory of Indonesia ended at 08.30.

Garuda Indonesia has set a target to serve 30 million passengers in 2014, an increase from 25 million passengers who flew with Garuda in 2013.

“We target an increase of 15-20 percent in 2014,” Garuda Indonesia President Director Emirsyah Satar stated on Wednesday.

Garuda booked operation income worth US$3.72 billion in 2013, up seven percent from the previous year.

However, Garuda recorded a de-crease in its profit from US$168.1 million in 2012 to US$56.4 million last year because of its investment in fleet expansion and Citilink as a low cost carrier.

The Seat Load Factor (SLF) in 2013 slightly dropped to 74.1 percent from 75.9 percent in the previous year.

“The performance of Garuda in 2013 was very much affected by the rupiah depreciation and the high level of its growth as well as investment carried out to improve the airline’s position in the future,” he explained.

In the first quarter last year, Garuda expanded flight networking to six new international routes to Europe and the Middle East - Frankfurt, Brussels, Mi-lan, Dusseldorf, Munich, and Bahrain - served by Ettihad Airways.

signed a funding agreement for two jetliners B777-300ER using the Sya-riah (Islamic law) principle, and paid syndicated debts worth US$55 million, which was a commercial loan from Citi Club Deal.

In the third quarter, Garuda paid debts worth US$75 million from Indonesia Exim Bank. It carried 90,108 Indonesian hajj pilgrims to Saudi Arabia and won the title of “The Best Airline” for Hajj Season 1434H/2013 from the Abdul Aziz International Airport Aviation Au-thorities of Saudi Arabia.

Last year, it also won “The World’s Best Economy Class 2013” award from Syktrax and was placed 13th in Skytrax’s Global Airline Rankings.

The origin of Pura Sakenan dates back to around 1250 during the reign of Raja Sri Masula Masuli when it was built by Mpu Kuturan. However, shrines, pagodas and other religious elements were added during the 15th Century by Dang Hyang Niratha, a priest who was also responsible for the magnificent cliff top temple at Uluwatu.

Every Kuningan on the Balinese calendar a vibrant three-day temple ceremony is held and Pura Sakenan and worshippers flock from all over south Bali to the island to pray. Prior to 1996 the island was only accessible by boat and visits to the temple there were likened to a holy pilgrimage.

During the reign of President Suharto, Serangan Island was viewed as prime property and developers began a massive reclamation project that tripled the size of the island and built a bypass land bridge in anticipation of a luxury golf resort. But due to financial difficulties the entire proj-ect went into bankruptcy and the island and its sacred temple were saved from the clutches of greedy developers. As a result, Hindu worshippers now visit the island by car or motorbike, which some scholars believe de-sanctifies the overall pilgrimage.

Serangan Island is inhabited by over

3,000 people and almost half of them are involved in the fishing industry. Interestingly enough there is also a local Bugis community of approximately 300 Muslims who live side by side with the Hindu’s complete harmony. There is a rare mutual respect that exists between these two ethnic groups.

Serangan Island is also known as Turtle Island as for many years it was nesting ground for the Green Sea Turtle. Locals used to catch the live turtles as well as their eggs for consumption and unfortunately this exploitation resulted in the near elimination of all turtles in this area. In 2004 with the aid of international funding a Turtle Conservation and Educa-tion Centre was established on the island and the government imposed a strict ban on turtle trading. With local help, the aim of this centre is to nurture the growth of newly hatched turtles and release them at an age where survival rates are quite favourable. The fishermen of Serangan now try to safeguard these ocean creatures to prevent extinction.

RIO DE JANEIRO — Four-time Brazilian champion Fluminense has hired Cristovao Borges as its new coach, replacing former player Renato Gaucho after a series of disap-pointing results.

Gaucho was fired on Wednesday, three days after the team was eliminated by rival Vasco da Gama in the semifinals of the Rio de Janeiro state championship.

Fluminense, which won two Brazilian league titles in the last four years, also had a disappointing 3-1 first-leg loss to minnow Horizonte in the first round of the Brazilian Cup. Fluminense has won only one of its last six matches.

Gaucho played for the club in the late 1990s and had already coached the club three times.

The 54-year-old Borges gained notoriety as a coach with Vasco da Gama in 2011. His last team was Bahia.

The origin of Pura Sakenan dates back to around 1250 during the reign of Raja Sri Masula Masuli when it was built by Mpu Kuturan. However, shrines, pagodas and other religious elements were added during the 15th Century by Dang Hyang Niratha, a priest who was also responsible for the magnificent cliff top temple at Uluwatu.

Every Kuningan on the Balinese calendar a vibrant three-day temple ceremony is held and Pura Sakenan and worshippers flock from all over south Bali to the island to pray. Prior to 1996 the island was only accessible by boat and visits to the temple there were likened to a holy pilgrimage.

During the reign of President Suharto, Serangan Island was viewed as prime property and developers began a massive reclamation project that tripled the size of the island and built a bypass land bridge in anticipation of a luxury golf resort. But due to financial difficulties the entire proj-ect went into bankruptcy and the island and its sacred temple were saved from the clutches of greedy developers. As a result, Hindu worshippers now visit the island by car or motorbike, which some scholars believe de-sanctifies the overall pilgrimage.

Serangan Island is inhabited by over

3,000 people and almost half of them are involved in the fishing industry. Interestingly enough there is also a local Bugis community of approximately 300 Muslims who live side by side with the Hindu’s complete harmony. There is a rare mutual respect that exists between these two ethnic groups.

Serangan Island is also known as Turtle Island as for many years it was nesting ground for the Green Sea Turtle. Locals used to catch the live turtles as well as their eggs for consumption and unfortunately this exploitation resulted in the near elimination of all turtles in this area. In 2004 with the aid of international funding a Turtle Conservation and Educa-tion Centre was established on the island and the government imposed a strict ban on turtle trading. With local help, the aim of this centre is to nurture the growth of newly hatched turtles and release them at an age where survival rates are quite favourable. The fishermen of Serangan now try to safeguard these ocean creatures to prevent extinction.

BEVERLY HILLS, Calif. — The doctors and therapists who worked with a little girl from Afghanistan knew the prosthetic arm they gave her would change her life. What they didn’t anticipate was that within weeks of strapping on her new limb, 7-year-old Shah Bibi Tarakhail would be using it to pick up a brush and begin carving out a new life — of abstract painting.

“What color would you like?” asked artist Davyd Whaley as he sat next to her at a table at the Galerie Michael on Rodeo Drive in the heart of Bev-erly Hills on Wednesday afternoon. “That one!” the normally reticent girl responded with a determined voice as she pointed to a tube of blue acrylic. Then, before her mentor could fetch it, she grabbed it with her new prosthetic hand, unscrewed the top with her other hand and began squeezing the tube’s contents onto a palette.

As her friends from the nonprofit Children of War Foundation and the Shriners Hospital for Children Los Angeles looked on with delight, Shah Bibi proceeded to put a series of broad brush strokes across a piece of art board Whaley had provided. Soon there were shades of blue, green and bright orange laid out across little stickers of fish, bunnies, a flower and sky that Whaley had showed her how to place on the board beforehand.

At one point she giggled with embarrassment as she accidentally squeezed a tube of orange paint onto the painting rather than the pallete. But Whaley quickly assured her that accidental art sometimes makes the best abstract art. “You’re going to do a Jackson Pollock,” he quipped. The finished result, the artist said afterward, “was pretty mind-blowing.” Shah Bibi, he said, not only handles a brush well but has an impressive grasp of matching colors.

“She kind of has a facility for it if she wants to pursue it,” added the art-ist whose own work is the subject of a large exhibition on display at Galerie Michael.

NEW YORK — A Delta jet from Atlanta bound for New York’s LaGuardia Airport was diverted to John F. Kennedy Airport due to a problem with its hydraulic system.

The plane skidded off the runway and into a grassy area after making the emergency landing around 9 p.m. Wednesday (0100 GMT Thursday).

Delta spokeswoman Leslie Scott says Delta Flight 886 was carrying 118 passengers. No one was injured.

Scott says the plane was diverted to JFK because it has longer runways. She says the McDonald Douglas MD88 was taxiing to the terminal when it rolled onto a grassy area.

Passengers were taken to Terminal 2, where buses to LaGuardia Airport were provided. The Federal Aviation Administration is investigating.

The Indonesian Democratic Party of Struggle (PDI-P) will take 37 percent of the vote at Wednesday’s election, a survey of 2,000 people by private pollster Roy Morgan Research suggested.

The poll put the corruption-mired Democratic Party of President Susilo Bambang Yudhoyono in fourth place with 10 percent.

The Golkar party, the former political vehicle of late dictator Suharto, came second in the survey with its support declining to 17 percent, while the Gerindra party of ex-army general Prabowo Subianto was in third with 14 percent.

The PDI-P had been expected to top the elec-tions for some months, but it has seen an increase in popularity since the nomination of governor Joko Widodo as its candidate for the presidential elections in July.

Roy Morgan Research reported a ten percent jump in the party’s popularity after Widodo, known universally by his nickname of “Jokowi”, was chosen

in mid-March, compared to a previous poll.His humble demeanour and common touch -- he

regularly heads out to meet people in the capital’s poorer districts -- has endeared him to a nation sick of aloof, political leaders with deep roots in the Suharto era.

The survey showed the percentage of people saying they would vote for Widodo in the presidential polls rising to 45 percent from 35 percent in a survey before his nomination.

His main rival for the presidency is seen as Subianto but he lagged far behind in the survey with only 15 percent saying they would pick him as head of state.

Some 186 million voters are eligible to cast ballots in the legislative elections in the world’s third-biggest democracy, with 12 parties competing for 560 seats in the national parliament.

“Based on the information that we received from Solomon Islands and Vanuatu that are closer to Chile it has reached 0.50 meters, so Indonesia is quite safe,” clarified the agency Chief Andi Eka Sakya on Thursday.

Andi explained that the 8.2 magnitude earthquake in Chile, has already caused a 1.92 meters tsunami in the coastal areas of Chile, Peru, Ecuador, Colombia, Panama, Costa Rica and Nicaragua.

“We instantly simulate on how far the waves will impact Indonesia, and our prediction is less than 0.5 meters,” asserted Andi.

Indonesian Tsunami Early Warning

Center, InaTEWS, which is located in the climatology agency’s building, also issued a tsunami warning, stating that that tsunami will hit several regions in Indonesia.

Warnings were issued by the tsunami propagation analysis that mentioned that there are 115 locations in the districts or cities of 19 provinces across Indo-nesia that will be potentially hit by the tsunami.

The potential 0.5-meter tsunami is estimated to arrive on the Indonesian coast on Thursday, April 3, at 5:11 until 19:44.

“Based on our observation, the earth-quake will have no effect on Indonesia because the location is too far and the waves too small,” Andi explained.

The climatology agency also men-tioned that the tsunami warning for the entire territory of Indonesia ended at 08.30.

Garuda Indonesia has set a target to serve 30 million passengers in 2014, an increase from 25 million passengers who flew with Garuda in 2013.

“We target an increase of 15-20 percent in 2014,” Garuda Indonesia President Director Emirsyah Satar stated on Wednesday.

Garuda booked operation income worth US$3.72 billion in 2013, up seven percent from the previous year.

However, Garuda recorded a de-crease in its profit from US$168.1 million in 2012 to US$56.4 million last year because of its investment in fleet expansion and Citilink as a low cost carrier.

The Seat Load Factor (SLF) in 2013 slightly dropped to 74.1 percent from 75.9 percent in the previous year.

“The performance of Garuda in 2013 was very much affected by the rupiah depreciation and the high level of its growth as well as investment carried out to improve the airline’s position in the future,” he explained.

In the first quarter last year, Garuda expanded flight networking to six new international routes to Europe and the Middle East - Frankfurt, Brussels, Mi-lan, Dusseldorf, Munich, and Bahrain - served by Ettihad Airways.

signed a funding agreement for two jetliners B777-300ER using the Sya-riah (Islamic law) principle, and paid syndicated debts worth US$55 million, which was a commercial loan from Citi Club Deal.

Last year, it also won “The World’s Best Economy Class 2013” award from Syktrax and was placed 13th in Skytrax’s Global Airline Rankings.

NEW DELHI - Ind ia on Wednesday announced it was is-suing two new bank licences for the first time in a decade as it accelerates a push to bring more Indians into the formal banking system.

The Reserve Bank of India (RBI) announced “in-principle” approval for Mumbai-based IDFC, a major infrastructure project lender, and microfinance company Bandhan Financial Services, lo-cated in eastern India, to establish banks.

Just 35 percent of Indian adults have bank accounts, a figure which the RBI calls “miniscule” and says shows a “crying need for a further push to the financial inclu-sion agenda” to include India’s poorest.

Under their licences, the new banks must open 25 percent of their branches in rural areas that have no banking services.

The two companies were chosen from among 25 applicants, includ-ing corporate heavyweights such as the telecom-to-energy ADAG Group, controlled by billionaire Anil Ambani.

The State Council, China’s cabi-net, announced the mini stimulus late Wednesday after a meeting chaired by Premier Li Keqiang.

Anticipation has been building recently for some kind of action following a string of disappointing economic indicators, including on industrial production and consumer spending.

Li said last month that China had set its annual growth target at “around” 7.5 percent, the same level as the goal for last year, after gross

domestic product grew an annual 7.7 percent in 2013, the same as in 2012 -- which was the slowest since 1999.

“The State Council is respond-ing to the growth slowdown by announcing tax breaks for SMEs (small and medium enterprises), speeding up investment in railways and rebuilding urban shantytowns,” HSBC economists Qu Hongbin and Sun Junwei said in a report Thursday.

“This time the package is small

in scale, but it is more targeted and involves reforms on financing to secure funding,” they said. “So this should help China to smooth growth without exacerbating financial sta-bility risks.”

The tax breaks for “small and micro” companies will be extended until the end of 2016, the State Council said in a statement on the central government website.

It also said 6,600 kilometres (4,100 miles) of new railway lines will come into operation this year,

1,000 kilometres more than in 2013.

The plan will also see the cre-ation of a railway fund that will receive between 200-300 billion yuan ($32-$48 billion) each year, the statement said.

However, there was no mention of plans for monetary policy, such as a reduction in the amount of cash banks must keep in reserve, a cut in interest rates or a drive to get banks lending more.

Investors were unmoved by the announcement, with Shanghai’s benchmark composite index down 0.15 percent in the morning ses-sion.

Advocates hope getting new players in the banking sector will bring in fresh capital and tech-nology and energise the banking system which has been afflicted by a growing number of non-performing loans.

Bandhan is the first Indian microfinance firm to get a bank licence. Microfinance companies lend to the “poorest of the poor” who are unable to get funds from mainstream banks.

“We will (now) be able to offer full-fledged banking services to the poor people,” Bandhan chairman Chandra Shekhar Ghosh said.

At the verge of mangrove forests of Lake Tamblingan lies a unique temple called the Pande Tamblingan Temple. Balinese people, especially the Pande clan flock to perform prayers in the temple. Although the lake water overflows and floods the outermost courtyard of the temple, it does not dampen the Pande com-munity to say prayers. It aims at invoking safety, especially in carry-ing out the profession as a weapon maker.

The temple poses the forerun-ner of the birth of Pande clan since ancient times. It is located about 65 km north of Denpasar, or about 30 km south of Singaraja town. Pre-cisely, the temple is situated among the four villages namely the Mun-duk, Gobleg, Gesing and Umajero. The closest village to the temple is Tamblingan hamlet, belonging to Munduk Village.

The Pande Tamblingan Temple perching on the verge of Lake Tam-blingan spread across the area of 2,000 square meters. In the temple the devotees venerate the Lord Pasupati (Lord Brahma), Lingam-Yoni as well as the ancestors of Pande clan. Aside from Pande clan at the four villages, the temple is also venerated by Pande clan from Celuk and Bitra Village (Gianyar), Kayu Putih and Baturiti Village.

Pujawali or anniversary of the temple falls on full moon of the first month in Balinese calendar (July 3, 2012). Devotees came to the temple by passing through the woods and riding traditional boat services oper-ated by lake fishermen.

It was found by chance on September 26, 2002 during the restoration of the Endek Temple located within the proximity of Pande Tamblingan Temple or 150 meters from the woods. “Discovery of this inscription also strengthens if this area was indeed the territory of Pande clan,” he said.

Sutama also explained if the in-scription was kept in an earthenware jug buried in the depth of about 75 cm. Having examined the inscription consisting of 16 blades, in fact they were issued by the king of ancient Bali from different periods, namely the King Ugrasena, Udayana and Suradipha.

On the inscription originating from Ugrasena period, it was mentioned if the Pande community had been capable of making an armor used in a war, while the inscription from the period of Udayana and Suradipha mentioned the existence of papilihan mas and pwesi as well as Selonding gamelan. “The inscription states that Pande community and Selonding gamelan players got the exemption from the obligation of paying taxes,” he added.

Sutama added that during the leadership of Bali ancient kingdom the King Asta Sura Bumi Banten was not subject to the authority of Majapahit. As consequence, a troop under the commander of the Arya Cengceng was assigned to attack the Pande community. Based on the information of secret service, Gajah Mada knew if Tamblingan was the center of the arms industry of the kings in Bali. Afterward, the settlement of Pande Tamblingan was attacked. Its amphibian forces were spread to all corners of Bali. “Probably, it was the reason why the inscriptions were hidden in jars and buried under the ground, so the descendants of Pande would then know about the history and genealogy of their ancestors,” he said seriously.

Five major commodities ex-ported were the non-knitted apparel products, fish and shrimp products, wooden products, wooden goods, jewelry products and furniture products, home lighting.

“Of the ten major products, there are six types of products exported to the United States, namely the non-knitted apparel products, wooden products, wooden goods, furniture products, home lighting, processed meat and fish products, products of stone objects, plaster and cement as well as straw products,” he explained.

Meanwhile, he said that fish and shrimp products as well as products of leather goods, were mostly exported to Japan with respective percentage of 29.16 percent and 26.15 percent.

Jewelry/gem products and knitted products were widely shipped to Singapore with a percentage of 29.91 percent and 28.34 percent.

“Delivery of export commodities from Bali is most widely shipped through the port of Bali Province alone, with the percentage reached 51.67 percent. Then, the second largest delivery is through the port in East Java reaching 47.11 percent. Remaining products were sent through the port existing in Greater Jakarta and Central Java,” he said.

No trace of the Boeing 777 has been found nearly a month after it vanished in the early hours of March 8 on a flight from Kuala Lumpur to Beijing with 239 people on board. “It is a very difficult search — the most difficult in human history. But as far as Australia is concerned, we are throwing everything we have at it,” Abbott told reporters.

Although Australia is coordinat-ing the ocean search, the investi-gation into the tragedy ultimately remains Malaysia’s responsibility. On Thursday, Najib said Australia had agreed to act as an “accredited representative in the investigation,” and would be working with Ma-laysia to draw up a comprehensive agreement on the search. Despite a lack of answers into the mystery of Flight 370, Najib sounded a hopeful note during his visit.

“We want to provide comfort to the families and we will not rest until answers are indeed found,” he said. “In due time, we will provide a closure for this event.”

On Wednesday, officials warned that the investigation may never produce answers into why the Malaysia Airlines jet disappeared. A frustrating dearth of information has plagued investigators from the moment the plane’s transponders, which make the plane visible to commercial radar, were shut off. Military radar picked up the jet just under an hour later, on the other side of the Malay Peninsula. Authorities say that until then, its “movements were consistent with deliberate action by someone on the plane,” but have not ruled out anything, including mechanical error.

Police are investigating the pilots and crew for any evidence suggest-ing they may have hijacked or sabo-taged the plane. The backgrounds of the passengers have been checked by local and international investi-gators and nothing suspicious has been found.

The search for the plane began over the Gulf of Thailand and South China Sea, where the plane’s last

communications were, and then shifted west to the Strait of Mal-acca. Experts then analyzed hourly satellite “handshakes” between the plane and a satellite and now believe it crashed somewhere in the southern Indian Ocean.

Search planes initially began

looking in a remote area southwest of Perth before moving the search zone 1,100 kilometers (680 miles) to the north after a new analysis of the data showed the plane was traveling faster, and therefore likely ran out of fuel earlier than officials first thought.

Despite more than two weeks of scouring the remote waters, no trace of the plane’s wreckage has been found. Houston has said there is no timeframe for ending the search, but acknowledged a new approach will eventually be needed if nothing turns up.

FORT HOOD, Texas — An Iraq War veteran being treated for mental illness opened fire on fellow service members at the Fort Hood military base, killing three people and wounding 16 before committing suicide at the same post where more than a dozen people were slain in a 2009 attack, authorities said. The shooter apparently walked into a building Wednesday and began firing a .45-caliber semi-automatic pistol that had been purchased recently. He then got into a vehicle and continued firing before entering another building and kept shooting.

He was eventually confronted by military police in a parking lot. As he came within 20 feet (6 meters) of an officer, the gunman put his hands up but then reached under his jacket and pulled out his gun. The officer drew her own weapon, and the suspect put his gun to his head and pulled the trigger a final time.

The gunman, who was married and served in Iraq for four months in 2011, had sought help for depression, anxiety and other problems. DENPASAR - The whole day on Nyepi, Monday (Mar 31), San-glah Hospital continued to serve the people who needed a treat-ment. Based on data from 00:00 p.m. on Monday (Mar 31) until Tuesday midnight (Apr 1) the total patient coming to Sanglah Hospi-tal amounted to 105 people.

Spokesperson of Sanglah Hos-pital, Kadek Nariyantha, described that most patients belonged to the policlinic of emergency room or fast track reaching 29 people and 16 medical patients. “Medical Triage handled 16 people, where 7 of them were hospitalized, 3 people took outpatient treatment and a patient went home by force. Most cases are closed fractures,” he said.

Fast track and Medical Triage patients were dominated by febrile observation or fever patients, in addition to non-bleeding stroke cases and suspect cases of tetanus. Meanwhile, the surgical triage handled 11 patients where 7 took inpatient treatment, 3 outpatient treatment and a patient went home by force. Most cases handled were closed fracture trauma.

For Midwifery Triage, based

on a 24-hour time span, it was recorded 13 pregnant women who were hospitalized and 7 took outpatient treatment. “The number of birth was recorded 15 infants, consisting of 9 men and 6 women,” said Nariyantha.

Most patients came with private car accompanied by pecalang (customary security guard) and some were picked by ambulance. In the implementation of Nyepi, Sanglah Hospital remained to alert an ambulance even though the ambulance was not allowed to pick out patients. “But on Nyepi, there were three emergency cases requiring an ambulance pick up,” said Nariyantha.

Emergency patients picked up by an ambulance on Nyepi was a patient with stroke at Sempidi, a patient with seizures on Jalan Sedap Malam, and another patient with abdominal pain on Jalan Dukuh Sari. “The patient pick up with an ambulance during the Nyepi was through coordination of Sanglah Hospital with local pecalang. Based on information gathered, the victim stayed at Tegal Sari alone and checked-in on Monday (Apr 1). Based on her room reservation, the victim wanted to stay for three days. Amidst her holiday on Wednesday afternoon, around 12:00 a.m., the victim wanted to enjoy swimming in the hotel pool. The atmosphere around the pool at that time was slightly tranquil.

One of the hotel employees said the victim initially immersed herself in the shallow pool. Some employees did not give serious scrutiny because the victim was estimated to swim well. A few minutes later, the victim shifted to deeper pool. Without realizing it, it caused the victim surprised. The vic-tim tried moving the whole body but did not have time to cry out for help. At the same time, a child came and wanted to bathe. Seeing the incident, the boy was screaming because the victim had drowned.

The employees were coming and some of which plunged into the pool to evacuate the casualty. Until at the edge of the pool, the victim was limp. The victim also had been given

respiratory assistance but the attempt failed. Furthermore, the victim was taken to Toyo Clinic located not far from the hotel. However, when ar-riving at the clinic, the victim was mentioned lifeless.

The incident involving a foreign victim was then reported to police. In the examination of the victim’s body in the clinic by doctor and paramedics, the victim was alleged to die of heart failure and pulmonary circulation due to drowning. No signs of violence were found on the victim’s body.

With permission from Gianyar Police Chief, the Ubud Police Chief I Wayan Sumara justified the incident on the death of foreign traveler dur-ing a swimming activity. Gianyar Police identification team had been deployed to ascertain the cause of the victim’s death. The result of post mortem examination indicated if the victim died while failing to breathe when drowning. Rabies in Bali began to ap-pear in 2008 and has claimed at least 147 victims who died positively due to rabies. The Head of the Bali Health Agency, Ketut Suarjaya, explained on Wednesday (Apr 2) that rabies problem in Bali was a serious case which should be observed by all people. The main problem encountered was the handling of the case in the upstream or the handling of the rabies car-rier animal. According to him, though having made socializa-tion on the transmission and treatment of rabies and dog vaccinat ion programs, there were still some positive rabies cases in dogs and humans. “In 2014, from 4 suspected cases in humans, one is tested positive. Currently, the posit ive dogs were found in the region of Buleleng,” said Suarjaya.

The finding of positive dog case indicated if the upstream handling was still not maximal. To that end,

According to Sukarja, if the government including Bali had not been able to develop the ag-ricultural industry, there was no harm in inviting foreign investors in agriculture. To attract investors, they should be given facilities like tax exemption. “After grow-ing bigger, they are imposed with tax. It is intended for the creation of national food security, even if possible our products can be ex-

ported. If the imports continue, it will always make our farmers hard and it is prone to corruption. VAT is just levied for large employers,” said Sukarja.

Secretary of the Indonesia Farmers Union (HKTI) of Ba-dung, Ketut Sugiana, also agree if foreign investors were invited to invest in agriculture in Indonesia to strengthen food security. He added there was no harm in invit-ing foreign investors to increase the yield of agricultural products, but should involve farmers. It was intended to yield quality products,

increase farmers’ welfare so their products could fully absorbed by the market.

“As far as it relates to the strengthening of food security, I think it realistic. But there must be a synergy between investors, farmers and our experts,” he said.

Related to the plan of providing warehouse for the post-harvest commodities by the government, according to Sugiana, it was a nice breakthrough. However, he hoped the realization would not deviate from the objectives of the program. (rah)

Suarjaya expected the coopera-tion of the public in order not to release their dog and vaccinate dogs diligently. “Several cases of rabies were even found in a puppy. It can be concluded if the parent was positive or infected by other dogs,” said Suarjaya.

He said that people still consid-ered rabies not a dreaded disease as long as no bite had occurred. So, it raised an impression that preventive measure was lack-ing. It could be seen in the area of Suwug, Ularan, Tejakula and Buleleng where positive dog

cases were found and many stray dogs were still let roam around by the owners. “People are only afraid when they have been bit-ten. Actually, the most important is to prevent the bites and positive dogs,” he said.

To handle this, added Suarjaya, the Bali Health Agency and Bali Livestock Agency would make intensification of dog handling in this case in the region where positive cases were found such as in Buleleng. The intensifica-tion measures taken were such as by isolation of the area detected

as positive area. In other words, there should be no outgoing and incoming dogs in the positive re-gion. “The dog is also dealt with vaccination and elimination of stray dogs,” he said.

Although there had been Re-gional Bylaw governing the ra-bies, especially in terms of han-dling and mobilization of animal rabies carrier, Suarjaya admitted that many people still violated. On that account, he hoped the par-ticipation of customary village by setting forth an awig-awig regard-ing the handling of rabies in the

area. “Awig-awig is usually better adhered to by the community,” said Suarjaya.

All this time, there had been no customary village setting forth the regulations on the rabies handling in their awig-awig. According to Suarjaya, the rules of customary village in the form of perarem or convention had been applied by several customary villages such as Sibetan and Kediri. “Although it was only in the form of perarem but the handling of rabies in the area have been intensified,” he said. The award was created by The Art of Elysium, an organization that brings the arts to hospital-ized children. The L’Wren Scott Amber Award honors both Scott, who committed suicide on March 17, and Amber, a child who had a brain tumor and who participated in The Art of Elysium’s fashion workshops for hospitalized kids.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

A year passed, most traders remain to peddle in the north of the road and are reluctant to use the vacant land on the South side of the Segara Penimbangan Beach.

LOS ANGELES — An artist is mak-ing it difficult to believe there’s actually a copy of Justin Bieber’s latest album for sale in Los Angeles. Paz Dylan, a 25-year-old electronic musician and art-ist known only as Paz, says he planted 5,000 copies of an album that appears to be Bieber’s “Believe” but actually contains a copy of Dylan’s own CD.

The fakes appeared at retailers such as Best Buy, Target and Wal-Mart on Tuesday, April Fools’ Day. “We were meticulous,” said Paz, who fancies the stunt as more of a performance art piece than a gag. “We paid a lot of attention to detail because we wanted these to stay up on shelves as long as possible.”

The wrapped CDs resemble “Be-lieve” right down to the bar code and silky Bieber portrait on the cover. However, Paz’s artwork is on the inside of the back cover, and the disc itself is slathered with images of cats, pizzas and a dog stuffed inside a taco. The CD itself contains the 13 tracks from Paz’s synth-heavy independent release “From the Bottom of My Heart to the Top of Your Lungs.”

The only differentiating factor is that Paz’s subversive CD package lacks the kind of sticker that usually covers the top of a CD case, which is found beneath the wrapper of most unopened albums.
