Bydoing so, the program of illiteracyeradication could run as expected.According to him, the illiteracy eradi-cation today was performed in coop-eration with existing PKBM. Amlapura (Bali Post)—The nature of Karangasem truly becomes “a

game” of the officials in such lava land. Just imag-ine, forest area mentioned in regional legislationfunctioning as reserve area could be used for villabuilding. Even, the villa has obtained a buildingpermit and issued by related institution inKarangasem.

The latest example is the development of VillaCandidasa on the west slope of Gumang Hill,Karangasem. Such two-floored villa in fact has hadbuilding permit (IMB). Whereas, Gumang Hill, in-cluding its slopes, belongs to reserve area pursuantto Regional Legislation on Detailed Plan of SpatialLayout No.8/2003 and Regional Legislation onRegional Spatial Layout Plan No.11/2000.

Those facts were pursuant to the findings of teamof Karangasem Agency for Regional Development(Bappeda) making site inspection to Villa Candidasaon the west slope of Gumang Hill, Samuh Hamlet,Bugbug, Karangasem. Division Head of SpatialArrangement and Regional Infrastructure, KetutSedana Merta led the team. The villa owned byDutch investor, Hans van Hamer, has had buildingpermit (IMB) NO.90/2008 dated September 15,2008 under the name of submitter I Wayan Gunarsa,a resident of Samuh Hamlet. The Head of PublicWorks Services, I Wayan Arnawa, signed the per-mit. At that time, IMB was issued by Public WorksServices, not handled by Integrated Permit Services(KP2T). “I was surprised when one of the workerspresented its laminated IMB,” said one of the teammembers.

He admitted to be surprised because after re-checking in both Regional Legislations, in fact, itbelonged to the area with reserve function. The mapof spatial layout, denoting attachment or integralunity that was inseparable from the Regional Leg-

Dutch Investor Had Building PermitGumang Hill Act as Reserve Area

islation on Detailed Plan of Spatial Layout ofCandidasa tourist resort, included the slopes ofGumang Hill. The map also mentioned that GumangHill posed an area functioning as a reserve. “But,how could investor obtain such building permit? Itis our big question,” said one of the team membersin surprise.

The team also stated that in the building permitwas mentioned that the location was categorized intobarren land, not functioning as reserve area. Actu-ally, the area functioning as reserve was defined asan area or territory functioning as reserve in bothregional legislations and not only forest but areaprotecting other areas, both as maintainer of naturescape or mountainous or hill ranges that should beconserved. Functioning as reserve can also be inter-preted that the area could not undergo any transferof function, moreover into location of physical build-ing like house or hotel. Functioning as reserve couldbe also meant to protect the lower area as water ab-sorption or to protect against landslide.

Head of Bappeda Karangasem, I Wayan ArthaDipa, contacted via phone in Jakarta also felt sur-prised that investor of Villa Candidasa has had build-ing permit. He confessed to have not known howthe process of issuing such permit was. Addition-ally, he stated that he never gave any recommenda-tion. Similarly, he was never involved and askedabout any consideration both in written and oral re-lated to the issuance of building permit.

Based on observation of Bali Post,a number of buildings looked dam-aged and filled with the shits of fruitbats. People that originally would liketo harness the place for unwinding intheir long journey became reluctantto stop there. In the past time, it wasonce used as art market and restau-rant, but they could not last longer asthe location was tranquil and facingthe attack of fruit bats.

Minimal lighting and silent situa-tion made people reluctant to passthrough the area. One of Mendoyoresidents, Wayan Sukadi, frequentlylooking for grass around the area ad-mitted that he often saw filthy scenesat such rest area. Even, personnel ofcivil servant (PNS) repeatedly en-gaged and alleged to commit filthyscenes at that rest area.

Bali just hosted the 31st meeting of International Panel on Climate Change(IPCC) in Nusa Dua closed on last Thursday (Oct 29). The meeting inaugu-rated by Director of IPCC, Mr. Rajendra Pachauri, has yielded the fifth Assess-ment Report becoming reference for the upcoming meeting of UNFCCC inCopenhagen, Denmark, December 2009. What is implication of the meetingon Bali?

IMPORTANT issue resounding again in the 31st IPCC was the global warm-ing driving the melting of ice in polar area. Of course, its implication is the riseof seawater’s surface so that there would be a part of land vanishing. Even, many tiny islands in the world, including in Indonesia, have sunk. Director ofWisnu Foundation, I Made Suarnatha, reminded that tiny islands in the world, including Bali are vulnerable to sink as the impact of climate change. Thiswarning was exposed in a seminar entitled “Adaptation toward Climate Changeon the Islands and Coastal Territory” held in Sanur coincided with the 31st

IPCC in Nusa Dua.Quoting the Report of Climate Change Convention (UNFCC) 2005, the

rise of sea surface of one meter will cause Maldives sink. In Grenada, the riceof 50 cm will sink 60 percent of its beaches. Similarly, small islands in Indone-sia are under threat of sinking. “In Bali, Nusa Penida is predicted to sink,” saidSuarnatha.

Has Been PerceivedBefore such disaster ensue, the impact of global warming and climate change

has been perceived in Bali. Climate and season turned uncertain. Few days go,for instance, heavy rain and flood occurred in Gianyar and Jemberana. How-ever, at the same time, extreme heat grilled southern Bali, especially Jimbaran,Pecatu and Nusa Dua.

Condition of uncertain season definitely disturbed the planting pattern offarmers, chiefly farmers of cistern rice field, vegetable and crops. Insufficientwater supply can cause their plants get sufferings before harvest season ar-rives. It excludes other impact of climate change bringing insects to farmers’plant.

In tourism sector, tourists usually basking at Kuta Beach could not helpbeing stifling hot of the sun. A number of foreign tourists met separately (MichaelLois from Australia and Jeans from Canada) admitted that matter. They couldnot help feeling the heat of beach sand spreading along 12 km turning hot aswell.

Division Head of Data and Information of Meteorology, Geophysical andClimatologic Agency (BMKG) of Regional III Denpasar, Endro Cahyono, re-vealed that the rise of temperature in Bali actually has occurred since the midst

of October 2009. The current tempera-ture of Bali reached optimum heat of33-34oCelcius.

Hendro said the rise of tempera-ture in Bali was caused by positionof the sun that was right over BaliIsland, right 10o Southern Latitude. He predicted the hot temperatureexceeding that of regular days wouldlast up to November together withother part of Bali entering the transi-tional season.

In different occasion, Yos WKAmertha from the Indonesia Associa-tion of Marine Tourism Entrepreneur(Gahawisri) confessed the scraping ofbeach and rise of seawater became aserious threat to marine tourism busi-ness. Moreover, the damage of coralreef was followed by extinction of anumber of marine biota—becomingmainstay of marine tourism.

On the other hand, pursuant to theproject of Ministry of Environmen-tal Affairs, deficit of water in Bali hasoccurred since 1995, namely 1.5 bil-lion m3 per year. Such deficit in-creased to 7.5 billion m3 per year in2000. Afterward, it was estimated thatin 2015, deficit of water in Bali wouldbecome 27.6 billion m3 per year. Byobserving several impacts of such cli-mate change, there was no otherchoice but paying attention to the ap-peal of the 31st IPCC in Nusa Dua.Government, industrial communityand community should unite to slowdown the rate of global warming. Itcould be committed by maintainingforest, planting trees, saving water, reducing the use of inorganic sub-stances and others. (gre)

TOKYO - Japan’s YukioHatoyama has revealed he dislikeswhale meat, a newspaper reportedSaturday, in an unusual confession forthe prime minister of a country thatdefies Western criticism of whaling.

“I hate whale meat,” Hatoyamasaid during a meeting with his vis-iting Dutch counterpart Jan PeterBalkenende on Monday at theprime minister’s office, the SankeiShimbun reported.

The Netherlands is one of severalanti-whaling countries that allows theradical environmental group SeaShepherd Conservation Society toregister a vessel in the country.

The group’s activists have re-peatedly harassed Japanese whal-ing vessels in Antarctic waters.During the last hunt a Sea Shepherd vessel collided with a whalingship, sparking allegations that the group was behaving irresponsibly.

Despite Hatoyama’s reported dislike of whale meat, however, he urgedBalkenende to take action against the group over its attacks on Japa-nese whalers in the Antarctic, government officials said.

Japan hunts whales by using a loophole in the 1986 moratorium oncommercial whaling that allows “lethal research” on the creatures, butmakes no secret of the fact that the meat often ends up on dining tables.

Tokyo often accuses Western critics of insensitivity toward its cul-ture and heritage. Hatoyama’s centre-left government, which took of-fice in October, has deviated little from the pro-whaling policies adoptedby the previous administration, which had traditionally close ties withfarmers and fishermen.

MILAN - Italian Prime Minis-ter Silvio Berlusconi will standtrial on corruption charges, au-thorities said Saturday, as the pre-mier defiantly insisted he wouldnot step down even if found guilty.

A trial date was set of Novem-ber 27 for the corruption trial, ju-dicial sources said, following a topcourt’s decision earlier this monthto strip Berlusconi of his immu-nity from prosecution.

But the scandal-plagued pre-mier, whose political career hasbeen marked by repeated battleswith the law, said a convictionwould only toughen his resolve tocling to office, in comments pub-lished Saturday.

“I still have confidence in theexistence of serious magistrateswho issue serious sentences, basedon facts,” Berlusconi said, accord-ing to extracts of interviews hegave to journalist Bruno Vespa fora book.

“If there is a conviction at trial,we would be confronted with sucha subversion of the truth that Iwould all the more feel the dutyto resist (and stay) at my post todefend democracy and rule oflaw,” he said.

“We will go to court and wewill win,” added Piero Longo, oneof Berlusconi’s lawyers.

RIYADH - Saudi Arabia’s topcleric has warned againstpoliticising the hajj amid a war ofwords between Riyadh and Tehranover the annual pilgrimage to theholy city of Mecca, Ash-Sharq Al-Awsat reported on Saturday.

Grand Mufti Sheikh Abdul Azizal-Sheikh told the Saudi-controlledregional daily that making falseclaims about the hajj only confusespilgrims and is sinful.

TAIPEI - Thousands of people from Taiwan’s gay and lesbian community marched through thestreets of Taipei on Saturday to demand recognition of same-sex marriage and equal rights, organisers said.

“I hope the government will notonly legalise same-sex unions but alsoallow us to adopt children,” said NancyChen, who pushed a stroller to high-light her call.

But Chen admitted that “it wouldtake a few more years” for the generalpublic to accept the idea before the leg-islation process can begin.

“Even though Taiwan is becomingmore open-minded towards gays, many still think that gay people canhave romantic relationships but notsomething as serious as starting fami-lies,” she said.

Taiwan’s cabinet in 2003 drafted a

controversial bill to legalise same-sexmarriages and recognise the rights ofhomosexual couples to adopt children, the first in Asia to do so.

However, the law has yet to bepassed and some gay groups havecriticised the bill as a ploy to woovoters.

Some marchers, meanwhile, saidthey were here to enjoy the carnivalmood and festivities.

“I think Taiwan is more liberal. Theparade here is much more interestingand colourful,” said John Lee fromHong Kong as he posed for picturesin a ball gown.

Top Saudi cleric warns against politicising hajjthing forbidden by Islam,” he told thenewspaper.

Earlier this month, Iranian Presi-dent Mahmud Ahmadinejad and Su-preme Leader Ayatollah AliKhamenei alleged that Saudi Arabia,a predominantly Sunni Muslim coun-try, might abuse the mainly ShiiteMuslim pilgrims from Iran during thehajj, which begins in mid-November.

On Monday, Ahmadinejad warnedthat Tehran would “take the appro-priate measures” if Iranian pilgrimsare restricted, while Khamenei raisedthe issue of alleged “insults and mis-treatment against some Shiite Mus-lims,” saying “the Saudi governmentmust take action against such acts.”

After those remarks, Saudi Hajj

Minister Fuad al-Farsi said Iran“should not take advantage of thepilgrimage for political purposes andits own agenda.”

Regional rivals Saudi Arabia andIran are regularly at odds over Iran’sclaims of mistreatment of Shiite pil-grims to Mecca.

Several times during the 1980s,Iranian pilgrims mounted demon-strations in the holy city in westernSaudi Arabia, and in 1987 Iranianpilgrims rioted, leading to more than400 deaths.

The pilgrimage to Mecca is oneof the five pillars of Islam, which theKoran holds as a once-in-a-lifetimeobligation for every able bodiedMuslim who can afford it.

MANILA - Typhoon Mirinaesmashed through the Philippinesovernight, killing eleven people andworsening floods in areas that werestruggling to recover from recentdeadly storms, officials said Satur-day.

The typhoon, packing winds of upto 185 kilometres (115 miles) anhour, was the third major storm tohit the Philippines’ main island ofLuzon in just five weeks, with theprevious two claiming more than1,100 lives.

In Manila, areas that have beenflooded since Tropical StormKetsana struck in late Septemberwere hit with more heavy rain, whileresidents in other districts wereforced onto their roofs to escape ris-ing waters.

“We need help because the wa-ters have risen. We need rubber boatsand choppers,” Ariel Magcales, themayor of Santa Cruz town onManila’s outskirts, said in a radiointerview.

“Some people are on the roofs oftheir houses.”

Military and police rescue boatsworked to save people who weretrapped by a flash flood, officials said.

One man was found dead and hisone-year-old baby was missing af-ter they were washed away while try-ing to cross an overflowing creek ina rural area on the outskirts of Ma-nila, the military said.

Three people were reported deadand five others were missing in La-guna province just south of Manila, the local disaster monitoring officesaid.

Seven people died in the Bicolregion, south of Manila, mostly fromflash floods, local disaster monitor-ing officials said.

Another man was missing from aManila slum district after his hut waswashed away, while two others weremissing in Batangas province southof Manila after their car fell into ariver when a bridge collapsed, saidcivil defence spokesman ErnestoTorres.

Tropical Storm Ketsana, whichstruck on September 26, caused mas-sive flooding in Manila.

Typhoon smashesstorm-weary Philippines

Even before Mirinae hit, outlyingdistricts that are home to more thana million people were expected toremain flooded into the New Year, raising concern among health ex-perts of an outbreak of deadly dis-ease.

Navy and coast guard boats hadbeen sent to Santa Cruz to rescuepeople, according to Torres, whosaid Defence Secretary GilbertoTeodoro was heading to the area tocheck on the extent of flooding anddamage.

“The waters were really high. Itwas like a flash flood. It was waistdeep in our area but in other areas itwent as high as the rooftops,” saidtraffic director Marlon Albay.

The highway to the town was cov-ered by knee-high waters, prevent-ing smaller vehicles from reachingit and prompting the military to sendhuge trucks to help residents, accord-ing to an AFP photographer.

Hundreds of residents in theseareas were seen wading through thedirty waters.

Other towns in Laguna reportedflooding, along with areas in theBicol region further to the south,Torres said.

However, more than 115,000people had been evacuated from vul-nerable regions before the typhoonhit, which likely prevented moredeaths, Torres said.

The typhoon caused power out-ages and knocked down trees acrossmany areas of Manila, a sprawlingcity of 12 million people.

It also forced flights to be sus-pended on Saturday morning fromManila’s international airport.

Ferries, a popular form of trans-port in the Southeast Asian archi-pelago, were also cancelled, ruiningtravel plans for many who were hop-ing to head to their hometowns forthe All Saints’ Day long-weekendpublic holiday.

As of 5:00 pm (0900 GMT), thetyphoon had left Luzon and wascharted 670 kilometres west of Ma-nila, moving away from the countryat 20 kilometres per hour, the gov-ernment weather station said.

JAKARTA - National environmental stake-holders such as academics, entrepreneurs andactivists have suggested four ways to tackle thenegative impact of climate change, an officialsaid.

The suggestions were presented during a dis-cussion on mitigation of climate change held aspart of the National Summit 2009 at the PacificPlace, Ritz-Carlton Hotel.

“We are suggesting four ideas, namely bet-terment of forest management, promoting re-newable energy, allocate funds to support greenprograms and create good cooperation betweenthe government and people in handling the is-sue,” the discussion’s facilitator, Agus Purnomo, said here on Friday.

Purnomo, who is chief of the National Boardfor Climate Change’s secretariat, said the imple-mentation of better forest management can helpreduce carbon emissions, one of the factors inclimate change in the world.

JAKARTA - Indonesian President Susilo Bambang Yudhoyonovowed Friday to defend the country’s anti-graft agency after the ar-rest of two senior investigators, amid growing doubts about his war oncorruption.

power, but police have said that theywere only taken into custody to pre-vent them talking to the media.

Police Chief Bambang HendarsoDanuri denied there was a conspiracyagainst the KPK.

“I will take action against my per-sonnel if they were involved in try-ing to engineer the investigation,” hetold a press conference.

The case against the two officialshas been front-page news for weeks, along with the ongoing trial ofsacked KPK chief Antasari Azhar forallegedly masterminding the murderof a businessman earlier this year.

All the KPK officials deny anywrongdoing and Azhar, a formerprosecutor, has angrily complainedthat he is being framed.

Industry minister Hidayat said thelatest police action against the KPKraised questions about legal certaintyin Southeast Asia’s biggest economyand needed to be resolved quickly.

“I am worried that this could af-fect the investment climate amid thegovernment’s efforts to increase in-vestment,” he was quoted as sayingby Dow Jones Newswires.

The Indonesian media has beenfull of speculation that the police and

the Attorney General’s Office aretrying to cripple the KPK, which hashad success in rooting out high-levelcorruption since it was set up in2004.

“The police and the AttorneyGeneral’s Office have denied thatthey are trying to cripple the KPKbut the facts say the opposite,” saidDanang Widoyoko, coordinator ofthe independent Indonesian Corrup-tion Watch.

“The police arrested the sus-pended leaders of the KPK based onweak evidence... They arrest themfirst and find the evidence later.”

Until now, Yudhoyono, 60, hasavoided making any comment on theunfolding drama, except to back thelegal process.

But the president was forced torespond when he was mentioned insecretly taped phone conversationsinvolving prosecutors and the rela-tive of a corruption suspect.

One of the people in the tapes re-portedly cites Yudhoyono as support-ing a plot to sabotage the anti-graftcommission.

The authenticity of the tapes, which have been widely reported inthe local media, has not been con-firmed but Yudhoyono has called foran investigation.

After the tapes were made publicthe Attorney General’s Office rec-ommended dropping the case againstthe two KPK investigators, but po-lice arrested them two days later.

National stakeholders suggest fourways to tackle climate change

play an important role in reducing excessivecarbon gas emissions into the air.

“However, several matters, namely the cleardefinition of the forests’ function, preventiveaction against forest fires and clearer measure-ment of borders with land owned by localpeople need to be accomplished first to makethe gas emission reduction program a success,”said Agus.

As to the promotion of renewable energyamong the people, Agus stated all partcipantsin the discussion suggested that the govern-ment provide a budget to support the program.

The government opened the 3-day NationalSummit 2009 on October 29 with the partici-pants consisting of all national stakeholders inthe government and society to discuss a 2010-2014 national roadmap.

The meeting has three main topics, namelyeconomy, people’s welfare and law and bureau-cratic reforms. The summit is expected to pro-duce recommendations to accelerate infra-structure development across the country overthe next five years.

Malaysian man faces death penaltyfor Indonesian maid murder

Hani was discovered at her employers’home last week, found by another Indone-sian cleaner hired to replace her who no-ticed a foul smell coming from a lockedbathroom. Police said when she was found, her arms and legs were bound and she hadbruises all over her body. Among her inju-ries was a serious wound to her right legthrough which the bone could be seen.

Local papers reported Hani had beenabused by her employers almost daily dur-ing the two months she worked at theirhome. One of Asia’s largest importers oflabour, Malaysia depends heavily on do-mestic workers, mainly from Indonesia, buthas been criticised for its lack of action toprotect their rights and regulate their work-ing conditions.

Indonesian maids typically work sevendays a week for as little as 400 ringgit (113dollars) a month.

In May, Kuala Lumpur announced plansfor new laws to protect domestic workersfrom sexual harassment, non-payment ofwages and poor working conditions.

“The rivers and dams in Baliare possible to develop the microhydro power. However, we are stillhaving trouble in funding of theproject,” he added. But despite these assets,Bali was not able to draw morethan or the same number of for-eign tourists as Malaysia, he said.

Malaysia’s success in at-tracting foreign tourists in largequantities was thanks to its (ca-pable) human resources, guaran-teed security and good infrastruc-ture, according to Pastika.

The governor who is a

former Bali police chief prom-ised to prioritize development inthree important areas in Bali, namely human resources, educa-tion and people’s health.

The security issue must alsobe tackled so that the safety andcomfortable condition of Bali willbecome an attraction for the in-ternational community to visitthis area, he said, adding that in-frastructure construction shouldbe accelerated, so that it can at-tract more than ten million foreigntourists in the years to come.

second International Bali-India YogaFestival in Bali, Somvir said.

One of the topics to be dis-cussed at the meeting was globalwarming and what could be doneby man to mitigate its impact.

The festival’s venue would bein Banjar Gunung Sari, TegalLinggah village, Sukasada sub-dis-trict, Buleleng district, North Bali,80 km north of Denpasar.

Dr. Somvir who relinquishedhis Indian citizenship to become anIndonesian citizen and has been liv-ing in Bali ever since warned thatmankind must respect MotherEarth.

Efforts must be made to pre-serve the environment, a greeningmovement should be set up, andconstruction of high-rise buildingsshould be stopped, he said.

Every inch of land should beplanted with trees that could pro-vide benefits for human life, andsave the world and its contents.

Sustainable forest areas in anideal limitation would be able toprevent floods, landslides anddroughts, said Dr. Somvir.

Bali design micro hydro andsolar power plants

the problem of the lack of powercould be solved but the remote areais still having difficulties in gettingthe electricity.

The hamlets usually located inthe mountain areas so it is very diffi-cult to place electricity poles. For thearea that didn’t have any rivers orwater, the government plan to buildsolar power. The area such asKarangasem is very difficult to de-velop micro hydro power so the needof solar power is crucial.

Sura Adnyana said that the so-lar powers will not only being devel-oped in Karangasem but also inBuleleng and Nusa Penida. “BaliGovernment had placed 695 solarpanels which are the support from In-donesian Government and 45 panelsfrom the government. The availabil-ity of electricity will help to increasethe welfare of the people in the vil-lage because most of the people workas craftsmen,” he added.

There is great hope that the de-velopment of power plants will af-fect tourism in Bali. The need of elec-tricity for hotels and other tourism fa-cilities can be fulfilled. Based o thedata from Bali Electrical Company(PLN), 45 villages in Bali didn’t re-ceive electricity yet and the waitinglists for the electricity are 40,000people. PLN planed that in 2010, thewaiting lists will be around 10,000people.

“Do not let foreigners in Bali makemembers of the local community feeluncomfortable in their own land,”Sudiana said.

A number of film shooting activi-ties in the movie are still associatedwith the religious life of Hindu soci-ety in Bali.

For example when in Ungasan,Kuta Selatan sub-district, Badung re-gency where they were shooting in afield. The movie team built a two-storey house with two months ofpreparation before the shooting be-gan, with the atmosphere of a large

banyan tree and a shrine. When the shooting is done, the house

would be demolished and the site wouldbe restored to its original condition. Thisis because the place is used for localcommunity prayers every day.

“If in such a condition, then atleast the shrine’s pengempon (guard-ian) or Pakraman village and the lo-cal PDHI should watch the activityso it does not disturb the shrine’ssanctity,” Sudiana said.

According to him, Julia Roberts’movie-making is different from previ-ous film-making activity in Bali whenthe PHDI was always involved to pro-vide knowledge of what can and cannot be done during film shooting in Bali.

Anhui Anke Biotechnology(Group) Ltd. was the biggestgainer, up more than 256 percentfrom its initial public offeringprice of 17.00 yuan at 60.53.

Movie production houseHuayi Brothers Media Corp.soared 167.32 percent from itsIPO price of 28.58 yuan at 76.40.All shares were up at least 45 per-cent at one point in the session.

“The wild ride was expectedjust as it happened on the open-ing day of the Nasdaq,” said WuDazhong, a Shenzhen-based ana-lyst at Shenyin Wanguo Securi-ties.

“These companies need tofind their real values on the newmarket — I don’t think the up-ward momentum will be sustainedtoo long into the future.”

ChiNext is expected to givesmall- and medium-sized compa-nies access to financing and en-courage private equity firms andventure capitalists to back start-ups.

Regulators hope the newmarket will help fuel young com-panies and other firms with high-growth potential in the world’sthird-largest economy, followingthe example of Wall Street’sNasdaq.

But there have also been wor-ries that the new board may di-vert funds from the main boardsand drag down stock prices.

The Shanghai bourse was upnearly two percent in afternoontrade Friday.

Fed policymakers were ex-pected to hold the base lending rateat near-zero and maintain a trillion-plus dollar program to underpin therecovery at the conclusion of theirtwo-day meeting Wednesday.

Economists and traders will beporing over the Federal Open Mar-ket Committee statement releasedafter the meeting in search of sig-nals for the direction of monetarypolicy.

“The Federal Open MarketCommittee will use its post-meetingstatement to acknowledge the reces-sion has ended and revise its near-term forecast to reflect the bettertone of the data,” said JosephBrusuelas of Moody’sEconomy.com.

WASHINGTON - The US Federal Reserve is unlikely to raise key interest rates this week orunwind emergency support as the economy starts a tough recovery from recession, analysts say.

year in the third quarter, ending theworst recession in decades.

The stronger-than-expected3.5-percent expansion in gross do-mestic product (GDP) likely willslow in the fourth quarter as gov-ernment support measures winddown and unemployment continuesto rise, economists say.

With nearly 10 percent of thelabor force out of work, consumerspending — the main driver of theUS economy and key to a sustain-able recovery — remains chal-lenged.

The FOMC has held its federalfunds rate target at zero to 0.25 per-cent since last December in a bid tohelp kick-start the economy out ofthe worst downturn since the GreatDepression.

Fed chairman Ben Bernanke re-cently signaled there was no hurry

to tighten monetary policy, sayingaction would be taken “when theeconomic outlook has improved suf-ficiently.”

The Fed often waits at least sev-eral months after unemployment, alagging indicator of recovery, peaksbefore beginning to raise rates.

“The markets will undoubtedlylook beyond the actual interest rateannouncement, and focus instead onthe tone and wording of the actualcommunique,” said Millan Mulraine, analyst at TD Bank Financial Group.

“In this regard, we expect theeconomic outlook to remain largelyintact, with the Fed reiterating the im-proved outlook for the US economy, reflecting in part the encouragingtone in the recent economic reports, and in particular the policy-inducedsurge in GDP in Q3,” he said.

Economists underscored that

inflation continued to be tame amidthe fragile recovery, well within theFed’s comfort zone.

“The inflation outlook shouldalso remain unchanged, with thecommittee noting that it expects in-flation to remain ‘subdued,’ on ac-count of the ‘substantial resourceslack’ and stable longer-term infla-tion expectations,” Mulraine said.

The unemployment rate hit a 26-year high of 9.8 percent in Septem-ber, according to the latest officialdata, and is expected to reach doubledigits in the coming months. Thegovernment reports October labordata Friday, with most analysts ex-pecting the jobless rate to rise to 9.9percent.

A Fed staff projection used bypolicymakers at the September 22-23 FOMC meeting showed unem-ployment holding as high as 9.25 per-cent by the end of 2010 and then fall-ing to about 8.0 percent by the end of2011.

Moody’s Brusuelas predictedthe FOMC statement would conclude

that conditions will likely “warrant ex-ceptionally low levels of the federalfunds rate for an extended period,” aphrase he noted had been in everystatement since March.

“But the Fed may be ready totweak it soon, which would be sig-nificant,” he said. “We will be watch-ing to see if the Fed adjusts its com-mitment to keeping rates low for an‘extended period,’ which may signalthe central bank will remove somemonetary stimulus earlier than antici-pated.”

Such a minor change to the Fedpolicy outlook could provide supportto the depreciating dollar, while ap-peasing inflation hawks, he said.

Some central banks have begunraising interest rates, such as Austra-lia and Norway in October, putting ad-ditional pressure on the dollar.

“So far, I am reluctant to assumethat the Fed will raise policy rates inresponse to this pressure. The magni-tude of imported inflation, while notminimal, is small,” said DonaldRatajczak at Morgan Keenan.

“When the speculative trad-ing ebbs, the market will fall intoa correction. It’s too early to talkabout when the correction willcome — it depends on how longthe enthusiasm can last,” Qiu said.

The first 28 companies to liston the board, ranging from soft-ware to medical equipment mak-ers, raised about 16 billion yuan(2.3 billion dollars) in their IPOs— more than double initial fore-casts.

The China Securities Regu-latory Commission is due to meetMonday to consider IPO applica-tions from three more companies.

Commission chairman ShangFulin said at a launch ceremonylast week that the opening ofChiNext was an “important steptowards implementing the na-tional strategy on promoting in-novation”.

But he also cautioned inves-tors to trade on the new board ina “rational” way, recognising thatstart-up stocks have potential forstrong growth but are alsocharacterised by unstable finan-cial results.

PARIS- Roman Polanski will file a new request before a Swiss courtto be released from jail while the Oscar-winning director awaits a deci-sion on a US extradition request, his French attorney said Sunday.

“We will draw up a new request on Monday,” Herve Temime toldAFP.

The new request will offer “adequate guarantees” to reassure Swissauthorities that the Franco-Polish film director, who faces three-decade-old child sex charges in the United States, will not flee the country if heis released, Temime said.

The Swiss Federal Justice Office turned down Polanski’s last appealon Friday, saying the risk that Polanski would escape the country was“still too high.”

Switzerland’s top criminal court rejected a similar request from the76-year-old film-maker on October 20.

The court also found that Polanski’s bail offer of his chalet in theSwiss ski resort of Gstaad was not in line with requirements set by thelaw. It then told Polanski that he could make a renewed bail offer to theJustice Office.

The director of “Rosemary’s Baby”, “Chinatown” and “The Pianist”has been regarded as a fugitive by US authorities since he fled the UnitedStates in 1978 after admitting to having sex with a 13-year-old girl.

He was detained by Swiss police acting on a US extradition warrantwhen he went to Zurich to collect an award at the city’s film festival lastmonth. The United States has since formally asked Switzerland to extra-dite Polanski.

LOS ANGELES – Three key players in the troubled world of Play-boy model Anna Nicole Smith have been ordered to stand trial after ahearing that plumbed the drug-fueled depths of her final years andthe alleged roles of her boyfriend and two doctors in feeding her ad-diction to prescription drugs.

transcript of an investigator’s inter-view of a Smith friend who said shesaw Stern placing pills in her mouth.

“He poured them in her mouthlike you would a bird,” Gina Shelleysaid in the interview.

Superior Court Judge Robert J.Perry stressed that his ruling re-quired only minimal proof thatwould cause a reasonable person tosuspect the defendants committedthe crimes. He dropped one chargethat Eroshevich gave Smith place-bos, finding there was not sufficientevidence.

With attorneys battling overwhether Smith was addicted, thejudge proclaimed, “I think you’ve

proven (Smith is) an addict.”All three defendants pleaded not

guilty, If convicted they each couldface more than five years in prison.A Dec. 11 arraignment was set.

Eroshevich was the only defen-dant to comment after the hearing.

“I understand that I have to gothrough this process,” she said.

Smith died of an accidental over-dose of at least nine medications inFebruary 2007 at a Florida hotel. Thedefendants were not charged withcausing her death but were accusedof conspiring to illegally provide herwith controlled substances and sup-plying drugs to an addict.

Defense attorneys contended theirclients did not know Smith was anaddict and were trying to help her.

“Criminalizing a doctor’s efforts tohelp a difficult patient is problematic,”Kapoor’s attorney, Ellyn Garofalo, told the judge before his ruling. “Adoctor’s even poor judgment is notcriminal. Good faith is involved.”

A HUSBAND and wife team of paleontologists has discovered anewfound species of armored dinosaur that lived 112 million years agoin what is now Montana.

The duo, Bill and Kris Parsons of the Buffalo Museum of Science inNew York, spotted the dinosaur’s skull on the surface of a hillside inMontana in 1997. Over the next few years, they retrieved more of thenow nearly complete skull along with skin plates, rib fragments, a verte-bra and a possible limb bone from the dinosaur species.

Now called Tatankacephalus cooneyorum, the beast is a type ofankylosaur, or a group of plant-eating dinosaurs that resembled nature’sarmored tanks as they walked about on four limbs and their bodies werecovered with bony armor that may have been covered with a colorfulkeratinous sheathing (same as the stuff in bird beaks and turtle shells).

“These were big dinosaur versions of a Sherman tank,” Bill Parsonssaid. “They were armored and they withstood whatever came at them, and they just kept going.” T. cooneyorum was about 15 to 20 feet (4.5 to6 meters) in length.

And this dinosaur had its share of protection, with two sets of stubbyhorns, one on the cheeks and the other around its eyes, two thick domesat the back of the skull and thickened areas around the nasal region.

Bill Parsons suspects T. cooneyorum was covered with hundreds oreven thousands of bony plates equipped with spikes and a tail tippedwith a club, similar to other ankylosaurs. Such protection, along with aswinging clubbed tail, would have kept at bay any of the small dino-saurs around at the time, Parsons said.

To stay safe from the bigger brutes around, the ankylosaur may haveflattened its body on the ground and pulled in its head, where head hornscould protect the animal from a nasty neck bite, Parsons said.

But say a giant meat-eating dinosaur did pick a fight? Since carni-vores like Acrocanthosaurus were bipedal, a hit to a single leg could dothem in, the researchers suspect.

“If you hit a tyrannosaur or any big meat-eater in the knee or leg andyou cripple one leg with the hit of a tail club, I have a feeling it has a fewminutes before it topples over and its friends start eating it,” Bill Par-sons told LiveScience.

What do Jigsaw from “Saw,” Freddy Krueger, andJason from “Friday the 13th” all have in common, be-sides serial killing? Videogames, if the horror stars’ lat-est round of promotions are to be believed.

Horror videogames are having a record year as zom-bies, monsters, demons, and chain-saw wieldingpsychos fight against the consoles, making videogamesthe new home of horror for some.

Michael Pachter, video-game analyst for WedbushMorgan Securities, said about $147 million worth ofhorror videogames have sold in the United States alonethis year through September compared to $131 millionin total for all of 2008.

Actor Kane Hodder, best known as the man behindJason’s mask in the “Friday the 13th” movies, believesscary games have an advantage over horror movies asdisillusionment sets in with horror movie remakes andrecycling old horror themes.

“Whenever horror movies do well, Hollywood al-ways rushes more into theaters and people get a littleburned out on them,” said Hodder, who has worked inthe videogame industry.

“But with games, there are fewer choices in the genreand they tend to be spaced out better.”

With Halloween this week, movies like “Saw VI,”“Paranormal State” and “Zombieland” are luring audi-ences seeking a scare to the movie theaters.

Haunted attractions have also risen across the UnitedStates, with these increasingly high-tech venues doing ev-erything possible to make a scary scenario seem real, whichincludes hiring actors to jump out at people and using theat-rical sets. But actor Robert Englund, who played FreddyKrueger in the “Nightmare on Elm Street” films, saidvideogames gave horror-seekers a different experience.

PATTAYA, Thailand - Shimmering in a tight gold evening gown, a Japa-nese television host wept and called for greater tolerance as she wascrowned the world’s most beautiful transsexual at a pageant in Thailand.

The first round saw them in kitschynational dress, with a US contestantresplendent in a feathered nativeAmerican costume and a British en-trant donning a Beefeater outfit withblack satin leggings and Busby hat.

San Antonio Spurs guard Manu Ginobili, right,of Argentina, charges past Sacramento Kingsforward Andres Nocioni, also of Argentina, during the first half of an NBA basketball gamein San Antonio.

San Antonio notched a 113-94 NBA victory overSacramento.

The Spurs, coming off a disappointing loss toChicago, got a big night from Parker, who alsocontributed seven assists.

“We wanted to bounce back,” Parker said.“The Bulls outplayed us last game. So we wantedto make sure we came out tonight with a lot ofenergy. And that’s what we did.”

San Antonio led by 16 at the half, andstretched that lead to 21 with one quarter remain-ing thanks in large part to Parker’s eight points inthe third period.

But Ginobili was the talk of the night. Hescored 13 points off the bench, but his most im-pressive feat was catching a bat that swooped to-ward the court and disrupted the game.

“That was amazing,” Parker said. “The leg-end continues with Manu. Unbelievable. ... He’salways doing crazy stuff.”

The bat appeared late in the first quarter. Asplayers dodged out of the way, officials halted playbefore the bat circled away.

When it returned, Ginobili swatted it downwith his hand, then carried it off the court.

The crowd cheered, and even a few Kingsplayers clapped.

“When you can’t dunk anymore, you have tofind a way to make i t into the news,” saidArgentina’s Ginobili, who was limited last seasonby an ankle injury. “So that’s what I did. I grabbeda bat. I didn’t think it was a big deal.”

Spurs coach Gregg Popovich called it a clas-sic Ginobili moment.

“He never ceases to amaze me and he just didit again,” Popovich said. “The legend grows. It’sincredible on Halloween night. You would callsomeone a liar if they told you that story.”

Sunday’s setback was Liverpool’s fifthreverse in just 11 Premier League fixtures andthey trail leaders Chelsea by nine points, withchampions Manchester United, Arsenal andTottenham all ahead of them in the table.

Benitez also has Champions League qualifi-cation to secure and cannot afford another defeaton Wednesday away to French club Lyon, whoearlier in the competition won 2-1 at Anfield.Steven Gerrard and Fernando Torres, the undis-puted top talents in his squad, are both strugglingfor fitness so Benitez is not short of problems.

“In football you have to keep calm and tryto find solutions,” the Spaniard insisted. “Wehave to think about what we have to do now.We have too many injuries and I have to analysehow many players I have available.”

Torres netted a fine equaliser to cancel outBobby Zamora’s opener for the home side butwas taken off after 65 minutes with the score at1-1. Not long afterwards substitute ErikNevland put Fulham back ahead with a cheekyback-heel and Liverpool found themselvesdown to nine men after first Philipp Degen andthen captain Jamie Carragher were shownstraight red cards. ROME- Napoli fought back from a two-goal deficit for the second time in three days to shockJuventus 3-2 in Turin on Sunday and prevent Ciro Ferrara’s team from closing the gap on lead-ers Inter Milan.

I already want to start thinking aboutour next game against Catania, throwwater on the fire, but we’ll still enjoythis victory, we did very well,” he said.

Napoli’s German Denis, thesubstitute hero on Wednesday with agoal deep into injury time, quicklyturned to villain for the southerners.Four times in the first 22 minutes hewas presented with goalscoringchances but three times he headedwide from close range and with thefourth he failed to even make contact.

Juve goalkeeper GianluigiBuffon also had to make a fingertipsave to divert a dipping SalvatoreAronica shot over the bar as Napolidominated. Finally Juve started to ex-ert some pressure themselves andFelipe Melo shot inches wide afterDiego teed him up.

The hosts then took the lead outof the blue as Zdenek Grygera cut infrom the right onto his left foot andsent a delightful inswinging cross forveteran French forward DavidTrezeguet, who made an expert run

across the line and headed home ascentre-back Hugo Campagnaro wasguilty of ball-watching.

Juve doubled their lead on 54minafter more poor defending from Napolias Matteo Contini inexplicably headeda Trezeguet cross down to SebastienGiovinco, unmarked on the edge of thesix yard box, who gratefully acceptedthe gift.

Napoli did not let their heads drop, though, and were quickly back in thegame as Hamsik rifled home at the backpost from Datolo’s cross on 59min. AndDatolo equalised five minutes later asDenis won another header at a corner -finally directing one on target - withBuffon palming the ball away andDatolo sweeping home the rebound.

The winner came from a lightningcounter attack with Ezequiel Lavezzirunning at the heart of Juve’s back-pedalling defence and feeding theoverlapping Datolo out on the left andafter Tiago failed to clear his cross,Hamsik followed up to fire high intothe top corner from 12 yards.

Liverpool’s Spanish Manager RafaelBenitez gestures during the EnglishPremier League football match be-tween Fulham and Liverpool at CravenCottage, west London..had worked last week against ManchesterUnited, when he scored the first goal in a 2-0victory. “We decided to play Fernando againstUnited and that was difficult because he wasnot 100 percent fit. Afterwards he needed fourdays to recover,” explained the manager.

Benitez also made it clear he would ap-peal against both red cards, with Degen havingbeen found guilty of a reckless lunge atDempsey and Carragher hauling Zamora downto prevent him going clear.

“We will have to appeal. The first one was,for me, a yellow card and the other one it wasclear that ‘Carra’ was kicking the ball. I saw iton a replay. Two incidents in a few minuteswhen we were losing was difficult to take.”

Sevilla are third with 19 points after seeing offstruggling neighbours Xerez 2-0. Alvaro Negredoopened the scoring with a fine individual effortbefore the break and Luis Fabiano secured thepoints at the end.

Pellegrini’s position was called into questionafter Real’s embarrassing 4-0 defeat by third-tierAlcorcon in the King’s Cup in midweek made itthree games without a win. The impatient crowd, who had been whistling their own players, swungbehind their team and Real improved with 10 men.Marcelo crossed from the left in the 53rd minuteand Higuain controlled on his chest before firinginto the top corner. Three minutes later Getafewere caught in possession in midfield and on aswift counter-attack Higuain doubled the lead.

The 21-year-old Higuain, whose chances havebeen limited with all the recent arrivals at Real, was denied his hat-trick by the woodwork beforebeing given a standing ovation when he was sub-stituted near the end.

Barca became bogged down in the face ofOsasuna’s pressing game at the Reyno de Navarraand they failed to break out of their straitjacketuntil late in the second half.

With the hosts tiring, Barca finally worked anopening when Lionel Messi fed Carles Puyol onthe right of the area and the defender crossed lowfor Seydou Keita to slot in from close range after72 minutes. The tireless Mali midfielder, whobagged a hat-trick against Real Zaragoza lastweekend, has now scored six goals in La Ligathis season.

Barca appeared to be cruising to victory but inthe last move of the game Osasuna’s JavierCamunas crossed from the left and Pique giftedthe home side a well-deserved point.

The Spanish team confirmed Senna’s place in theteam in a statement on Sunday.

Senna, runner-up in the 2008 GP2 series, said hewas very happy to secure finally a drive in FormulaOne after months of speculation and weeks of talks.

He confirmed the news in a brief statement in whichhe said: “I want to thank everyone. After weeks of ne-gotiations, we were finally able to close a deal.

“I am very content and want to share my happinesswith the fans. It’s time to put my head down and pre-pare for next year. There is a lot of work ahead of me.”

Campos Meta chief executive officer EnriqueRodriguez de Castro said: “For Campos Meta, it is an

extraordinary honour to return the name of Sennato Formula One.

“The deal with Senna confirms and re-enforces our prime objective of being notonly the first Spanish Formula 1 team, butrather the first Iberian-American F1 team.

“The 2014 World Cup, the 2016 Olympics, andthree drivers in F1 - it’s clear that Brazil is coming up!”

Ayrton Senna, who won the drivers world title threetimes, was killed in an accident at the 1994 San MarinoGrand Prix.

Bruno Senna added: “I’m absolutely delighted tofulfil a lifetime dream. Now it is time to set new tar-gets. The project that Campos Meta 1 developed is de-signed to succeed both on and off the track.”

De Castro said he was surprised at the progress Sennahad made from single-seater racing as a junior only afew years ago to reaching Formula One.

He added: “We have followed him closely since hisearly days in minor series and testified how quickly hedeveloped his speed and skills at GP2 to become one

of the most promising up-and-coming drivers of hisgeneration.

“It is astonishing how fast he is entering the F1scenario after just a few years in motor racing.”

Abu Dhabi - GiancarloFisichella has not ruled out thepossibility of returning to ForceIndia next season, ahead of discus-sions with his Ferrari team aboutracing opportunities in 2010.

Although Fisichella’s only con-firmed plans for next year are asreserve driver for Ferrari, the Ital-ian openly said that he would beinterested in a chance to carry onracing as well.

Speaking in Abu Dhabi ahead oflast grand prix for Ferrari, Fisichellasaid that he would sit down with hisbosses after the season to look at what is on offer for 2010.

“After this race we will see what the possibilities are,” said Fisichella.“We are now just talking about this race.

“So far, I am not thinking of racing with a new team. But if there isa good possibility to race with a team that has experience from the pastthen I prefer that. But to start from the beginning, like Force India lastyear, I think is difficult.”

When asked if there was a chance of him returning to his old ForceIndia team, Fisichella said: “Why not? It is open. It could be ForceIndia. There are a lot of teams without drivers so far.”

Fisichella’s move to Ferrari from the Italian Grand Prix has notdelivered the results that he or the team had hoped for, and he admittedthat he would be far from pleased if he ended the season having notscored a single point for the Maranello outfit.

“It is a bit frustrating,” he said. “I would be disappointed, but I amdoing my best. It is not easy to jump from Force India and jump to theFerrari car, which has completely different handling and completelydifferent behaviour.

“I have driven for 14 years in F1 how I want and now I need tochange, in braking and downshifting, my style of driving. I am doingmy best. In the last couple of races, the race pace was good, the prob-lem was the qualifying session. Here in the long runs I had the samepace as Kimi.”

Tokyo - Colin Edwards reviews the2009 season overall and looks forwardto working alongside MotoGP new-comer Ben Spies next year.

Monster Yamaha Tech 3 riderColin Edwards’ season has been animpressive one to date, with theTexan close to equalling his second-best championship finish as the fi-nal round of the 2009 season ap-proaches at Valencia.

Locked in a battle for fifth spotwith Andrea Dovizioso, whom hefinished second behind at Doningtonthis year, Edwards could match his2004 championship finish with theright result on November 8th.

This year’s campaign is one the35 year-old feels has been a consis-tent one, with six top-five finishes onhis satellite YZR-M1 paving the way for a potentiallysimilar placement in the overall standings.

“I’d say the 2009 season has gone on a pretty evenkeel for me,” said Edwards. “We’ve made a couple ofmistakes, I think in Japan we had an electrical issue go-ing on. The rain that happened at Donington was kindof a spike. Everything else I think has been pretty even;

I seem to have qualified fifth and fin-ished the race in fifth lots! The fourguys out front at the moment are onanother planet. But we’re still work-ing and are trying to keep up withthem.”

He continued, “Donington wasactually one of those races you wishyou don’t ever have to race, becauseit was raining basically the wholetime and we were on dry tyres. Wechanged tyres right on the grid for asoft front and soft rear that I hadn’tused all weekend. We also madechanges to the suspension of thebike on the grid, but it’s a bike wehadn’t run all weekend, so it waskind of a case of throw the dice andsee what happens. Anyway, I got agood feel for the bike and it was

close. Dovizioso was just a little bit out there in frontof me and a couple more laps and I might have had it.”

Edwards admitted he had anticipated more podiumsthis year than the single one he has so far enjoyed atDonington, but believes the introduction of Bridgestoneas sole tyre manufacturer has helped increase the com-petition between riders.
